Ethnic minorities and mountainous areas, especially in developing countries, are often less developed than other regions. Although these areas have quite a lot of mineral resources, forest resources; harsh climates, difficult and inaccessible terrain, combined with political and social marginality certainly contribute to making difficulties in developing economies in general and industry in special. The article summarizes and analyzes previous studies on sustainable development in general, sustainable industrial development in ethnic minority and mountainous areas, in particular, to clarify which contents and issues have been studies and which contents need care for further studies, then a research model was proposed in line with the orientation of developing industry in ethnic minority and mountain areas sustainably.

This study focuses on assessing the progress towards SDGs in terms of the People aspect in Viet Nam by provincial level over the years. We quantify the implementation of the sustainable goals with respect to the People pillar in 25 provinces in Northern Vietnam over the last decade. The research results show that, in general, there has been much progress in the last many years. However, the performances are uneven across provinces. There is a large gap between the provinces in the Northern key industrial economic zone (NKEZ) and the mountainous areas. The results of this research can contribute to the development of a monitoring program, providing the information needed for policymakers to make decisions and develop policies that are appropriate and effective to achieve those sustainable development goals for industrial development in Vietnam.

Ethnic minority and mountainous areas are considered to be strategically important especially in the political, socio-economic, defense and security fields of the country. In the past years, thanks to the deep concern of the Party and State, the material and spiritual life of ethnic minorities has changed and gradually improved. Apart from the achievements, up to now, the socio-economy of the ethnic minority and mountainous areas are still lagging behind the rest of the country, the lives of ethnic minorities are still difficult. One of the main causes is “Lack of capital for development investment”, which is a big obstacle for the region’s economic development. From the above issues, recognizing the right challenges to the development of ethnic minority and mountainous areas to find solutions for development to be a process that needs to be addressed, studied.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

New rural construction is one of the key tasks identified by the Party and State as the national target program until 2020. Many documents of the Party and the State have been issued expressing political will to implement the tasks of building new rural areas, over 6 years of implementation, the National Target Program for new rural construction has achieved certain achievements, the appearance of rural areas of ethnic minorities and mountainous areas has gradually changed dramatically, contributing significantly to promoting socio-economic and cultural development. Many provinces and cities throughout the whole country have built some new rural models that meet nineteen criterias and arrive on time.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.
