Abstract: The COVID-19 pandemic has exacerbated the food security problem in many countries around the world. Although agri-food systems were more resilient to shocks than other sectors of the economy, the global economic downturn caused by the pandemic increased unemployment, lowered overall incomes and purchasing power, forcing consumers to switch to cheaper diets. The identified problems are exacerbated by the continuing increase in land degradation and biodiversity and increasingly frequent adverse weather events. In this regard, taking into account the increasing degree of involvement of states in international processes, it seems relevant to study the provision of national food security of the Republic of Belarus in the context of global trends for the timely identification and anticipation of risks and threats. The paper presents the results of study of modern aspects of ensuring food security at the global and national levels. The tendencies of physical and economic accessibility of food in the domestic market are revealed, the assessment of level of nutrition and quality of life of population is presented. Prospective directions for improving the state policy in the field of food security are substantiated, aimed at the optimal use of production potential, maintaining supply of food to population at a level sufficient for healthy nutrition, eliminating dependence on unjustified imports, protecting the interests of domestic producers, as well as enhancing foreign economic activity. Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.

The purpose of the study is to study and substantiate the criteria and indicators for ensuring the country's food security - one of the multifaceted problems of international and national character, affecting many social groups of the population. Food security characterizes the state of agro-industrial complex, in which, regardless of external and internal conditions, decrease in the State food reserve, the needs of residents for products are satisfied in accordance with physiological norms, in volumes sufficient for active and healthy life. The article considers FAO's methodological approaches to assessing food supply based on the availability of grain reserves and its per capita production, which are necessary for economic security at the interstate level. The problems associated with macroeconomic situation, production efficiency and the level of profitability of the population of the republic are considered. Data on development of agricultural production, income and quality of food is provided. It is shown that Kazakhstan is moving to a new stage of ensuring food security and price control by creating a national distribution network - a complex of wholesale distribution centers (WDC). A similar system operates in France, Spain and other economically developed countries. This project will be implemented in three stages until 2022, it is planned to build 24 WDC, which will act as a warehouse and manage product flows at retail outlets, distributing it among them.

В современных условиях развитие агропромышленного комплекса, включающего материальные, финансовые и трудовые ресурсы, является крайне важным для продовольственной безопасности государства. Агропромышленный комплекс Республики Казахстан, в который входит сельское хозяйство и переработка продуктов питания, является основным поставщиком продовольствия населению страны и от его успешной деятельности напрямую зависит состояние продовольственной безопасности Казахстана. Целью исследования данной статьи является раскрытие роли, значения АПК для обеспечения продовольственной безопасности Казахстана, выявление зависимости производства продуктов питания от различных факторов, на основе использования методов математического моделирования – корреляционно-регрессионного анализа. Объектом исследования в данной статье выступает АПК Казахстана. В статье рассмотрено влияние на объем выпуска продукции сельского хозяйства следующих факторов: субсидии, инвестиции в основной капитал, объем кредитования, уровень активности в области инновации, уровня занятости в сельском хозяйстве. Выявлено, что наибольшее влияние на объем выпуска продукции сельского хозяйства оказывает государственная поддержка АПК в форме финансового инструмента - субсидирования и инвестиций в основной капитал сельского хозяйства. Показано, что наметилась отрицательная тенденция в развитии сельского хозяйства и АПК Казахстана, как отток трудовых ресурсов из отрасли из-за низкой заработной платы. Авторы пришли к выводу, что пока в АПК Казахстана не будет обеспечен достаточный приток инвестиций с целью реализации масштабной модернизации и реконструкции сельскохозяйственного производства, техническое и технологическое отставание будет сохранено в промышленности, следовательно, проблема повышения конкурентоспособности данной отрасли будет особенно реальной. В результате авторы предлагают в дальнейшем в качестве совершенствования государственной политики в сфере развития АПК осуществлять меры активной государственной поддержки АПК, не нарушающих правила ВТО, разработать программы адресной продовольственной помощи социально-незащищенных слоев населения. In modern conditions, the development of the agro-industrial complex, including material, financial and labor resources, is extremely important for the food security of the state. The agro-industrial complex of the Republic of Kazakhstan, which includes agriculture and food processing, is the main supplier of food to the population of the country and the state of food security of Kazakhstan directly depends on its successful activity. The purpose of this article is to disclose the role, significance of the agro-industrial complex for ensuring food security in Kazakhstan, identifying the dependence of food production on various factors, based on the use of mathematical modeling methods – correlation and regression analysis. The object of research in this article is the agro-industrial complex of Kazakhstan. The article examines the impact on the volume of agricultural output of the following factors: subsidies, investments in fixed assets, the volume of lending, the level of activity in the field of innovation, the level of employment in agriculture. It was revealed that the state support of the agro-industrial complex in the form of a financial instrument – subsidies and investments in fixed assets of agriculture – has the greatest impact on the volume of agricultural production. It is shown that there has been a negative trend in the development of agriculture and the agro-industrial complex of Kazakhstan, as an outflow of labor resources from the industry due to low salary. The authors came to the conclusion that until a sufficient inflow of investments is ensured in the agro-industrial complex of Kazakhstan in order to implement large-scale modernization and reconstruction of agricultural production, the technical and technological lag will remain in the industry, therefore, the problem of increasing the competitiveness of this industry will be especially real. As a result, the authors propose, in the future, to improve the state policy in the field of agro-industrial complex development, to implement measures of active state support for the agro-industrial complex that do not violate the WTO (World Trade Organization) rules, to develop programs for targeted food assistance to socially unprotected segments of the population.

The purpose of the article is to carry out an analytical assessing the impact of the COVID-19 pandemic on the level of food security in Ukraine. Research methods. The research was based on general scientific and economic methods, the creative heritage of the founders of economic science, publications of Ukrainian and foreign scientists on the impact of quarantine restrictions related to the spread of the COVID-19 pandemic on the level of food security of the country, regulatory legal acts, data from the State Statistics Service of Ukraine, electronic resources and other sources. The monographic approach is used to analyze the dynamics of the actual consumption of agri-food products and the level of food independence for individual agri-food products. Normative and positive approaches are used to highlight real risks and threats to food security. A number of techniques of abstract-logical tools made it possible to make a scientific and applied generalization of the material presented, to formulate intermediate and final conclusions and proposals. Research results. An analytical assessing the impact of the COVID-19 pandemic on the consumption of agri-food products and the level of food independence for individual agri-food products has been carried out. It has been proven that Ukraine produces enough food to ensure healthy nutrition for citizens. It has been determined that due to the low purchasing power of the population, groups of citizens with low incomes have limited access to essential agricultural and food products. In the medium and long term, there will be a shortage of food resources and global food inflation, the situation in agricultural markets will remain unstable, and trade will continue to develop under the influence of not only competition, but also political factors. Scientific novelty. The theoretical and methodological provisions, scientific, methodological and practical approaches to determining the factors of influence of quarantine measures and the spread of COVID-19 to the level of food security of the state have been substantiated. Assessing the impact of quarantine measures and the spread of COVID-19 on food security made it possible to identify the main risks of ensuring the country's food security. Practical significance. The applied aspects of the study can be taken into account in the formation of programs for the socio-economic development of the agri-food sector of Ukraine, which will increase the effectiveness of state initiatives aimed at ensuring food security of the state and increase the country's readiness for force majeure threats. One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

The author examines the problems that have arisen in food market: rising food prices, restrictions on the supply of agricultural raw materials due to the coronavirus pandemic around the world. It is shown that in Kazakhstan the size of GDP for 8 months of 2020 decreased in relation to the same period in 2019 by 3%. The statistical data on changes in the level of development of sectors of the national economy for August 2020, the amount of gross output of agriculture, forestry and fishery in the republic are presented. State measures to support farmers in the current situation have been substantiated. Literary sources are summarized with emphasis on the importance and role of attracting foreign capital to agricultural sector. The analysis of investment projects for production, processing and storage of agricultural products is carried out on the example of Almaty region. Foreign investors who, together with the participation of government agencies, allocate material resources for modernization, reconstruction, construction of new factories and agricultural complexes are presented. At the same time, great attention is paid to increasing the efficiency of production facilities and innovative agricultural technologies. Subsectors of agriculture have been identified, where investments in this region are involved as a priority. The barriers and problems of limiting foreign investment in agro-industrial complex during the period of "COVID 19" are identified: uncertainty of continuation of the pandemic, the volatility of world oil prices, trade wars and sanctions, dollarization of the economy, etc. Recommendations and prospects for improving the implementation of investment projects are presented.

The aim is to consider the current problems of ensuring food security, including the selfsufficiency of the region with food products with the effective functioning of the regional food market on the example of the Aktobe region. Methods - statistical and economic, comparative analysis, monographic, computational-constructive, abstract-logical. Results - the factors influencing on the formation of the level of food supply in the region and allowing the most reliable display of the structure of the diet of food products of the main population groups are systematized. The parameters that can be used to reflect the effectiveness of the action of specific types of food markets (meat, milk, bread, sugar, etc.) and effectiveness of government programs are highlighted. The features of the agro-industrial complex of the Aktobe region and the issues of ensuring its food security are determined. The effectiveness of agricultural policy measures to solve the problem of economic security of the region by regulating prices on market of consumer products has been proved. The results of the study of the main indicators characterizing the degree of socio-economic development of the region are presented. The analysis of the rate of expansion of food products market is presented. Conclusions - the authors focus on the need to develop measures aimed at achieving an optimal level of food self-sufficiency in the region, taking into account the factors that determine the development of food market and the food industry. The influence of digital and the latest communication technologies on increasing the information security of the subjects of the food market is justified, taking into account the level of consumer prices and effective demand of the population. Practical recommendations to improve food security and develop food market in the Aktobe region have been developed.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

Purpose: The purpose of current work is to study the decriminalization of the agro-industrial complex as the most important factor in food security, as well as a way to solve problems affecting the state of food security of the Russian Federation, problems of legal support of national priorities related to food independence. Design/methodology/approach: The methodological basis of the research was formed by general scientific and private scientific methods. Findings: Today the agro-industrial sector is faced with a fundamentally new socio-economic and political-legal situation. It is not coordinated with the state policy in the field of agriculture, food production and food security, although initially this policy is intended to be a tool for the development, maintenance and functioning of the agro-industrial complex. Originality/value: The conducted research allowed us to draw the following conclusions: given the significant contribution of the agro-industrial complex to the national economy, it is self-sufficient and can develop independently; federal spending on said government support should provide agricultural producers with a margin that provides incentives to improve worker efficiency and an affordable credit system for the technical and technological upgrades of equipment needed to produce competitive goods; issues of increasing the competitiveness of agricultural products require solutions, first of all, at the federal legislative level.
