In the view of Islam, the Dhuafa (orphans, destitute, neglected children) occupy the privileges of Allah SWT and His Apostles as in Surah Al-Maun Verses 1-3, for this, it is needed help from individuals and institutions to be able to maintain survival, and not displaced to become irresponsible people. This study illustrates how the Chairman of the Shine Al-Falah Foundation's leadership in fostering the Minangkabau village boarding school for the poor and the Shine Al-Falah Foundation's synergy with the government, donors, and the community. This research uses a qualitative method with a descriptive type. Primary data sources are the chairman, the supervisor of the Shine Al-Falah foundation, while the secondary data are the leader of the Islamic Boarding School, the laziswaf management, the orphanage management, the male / female boarding supervisor and the students. Data collection uses observation, interviews, and documentation. The results showed the leadership of the chairman of the Foundation Shine Al-Falah succeeded in fostering the Minangkabau village boarding school to be able to continue to exist in continuing education development by building participatory leadership to all stakeholders and trying to build synergy with relevant government agencies, the community and donors to run the program planned to meet the educational needs, infrastructure, basic food needs and so on that are suitable for children of poor people in Padang city, especially for children in the Minangkabau Village Islamic Boarding School.

Islam requires its people to be able to set aside some of their assets to those who are entitled, including zakat, infaq and alms (ZIS). In addition, the distribution of zakat serves to help the poor in fulfilling their daily needs. Therefore, the more muzakki who pay zakat, the welfare of mustahik will increase optimally. Welfare is based on the concept of maqasid sharia which includes all aspects related to the afterlife, namely religion, soul, mind, lineage and property. This study aims to analyse the distribution mechanism of ZIS funds at Yayasan Indonesia Mulia Bekasi and the implications of the distribution on the welfare of mustahik. This research used descriptive qualitative method with primary and secondary data approach. Primary data was obtained directly through interviews. While secondary data was obtained through observation and documentation. The results of this study indicate that the distribution of ZIS funds at the Indonesia Mulia Bekasi foundation has been effective and on target so that the funds can be allocated according to the needs of each program. In addition, the distribution of zakat funds has a significant impact in improving the welfare of mustahik, especially orphans and poor people.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

Today amidst the ongoing community crisis in various joints of life. The fact that we can see at this time that the younger generation who became the hope of the nation is far from the figure of the generation of dreams. People's progress will be largely determined by the progress of youth generation. Boarding School is a place that facilitates teenagers in religious formation, morality and noble morals, both for those whose parents are well off, or whose parents are not well-off, or whose parents are busy with their work. Baitul Anshor Boarding School is an institution that has a program in the development of religious, morality and noble character, that is with aspects of coaching ruhiyyah, fikriyah coaching and coaching jasadiyyah done for 24 hours from start the child wakes up until the child sleeps again.In this study the focus of attention is the form of guidance patterns of students or students who are developed in educating students in Boarding School. Data in this research is obtained from primary data and secondary data. Primary data are respondents. In this study the respondents are students or students of Baitul Anshor Boarding School. The informants, namely leaders of institutions, caregivers, and community leaders around Baitul Anshor Boarding School. The research approach used in this research is by qualitative method. While the data collection techniques used are by interview, observation and documentation.The pattern of guidance in Baitul Anshor Boarding School in providing guidance to students or santrinya takes place effectively and efficiently. The coaching of students or students of Baitul Anshor Boarding School can provide a new color in the development of Islamic education through coaching in accordance with the teachings of Islam is pure and in accordance with the demands of the times. This shows that Islamic educational institutions have an active role and have a high awareness of the needs of the community for quality education.

The problems of this study are: 1) forms of legal assistance free of charge given to the person or group of poor people in the Ex Residency of Cirebon, 2) challenges and solutions lawyers to provide legal assistance free of charge at the Ex Residency of Cirebon, 3) forms of legal protection given for free of charge that given to the person or group of poor people in the Ex Residency of Cirebon in the future.The method used by researchers is legal approach empirically and specification in this study were included descriptive analysis. Even sources and types of data in this study are primary data obtained from interviews with field studies members of the Police of the Police Ciwaringin and Secretary Untag Jaya, And secondary data obtained from the study of literature relating to the theory of justice and progressive law.Based on the results of research that form of legal aid free of charge is given to a person or a group of poor people in the Ex Residency of Cirebon, have been met by providing a list of advocates in the district police or through the Legal Aid Post (ZIP Bankum) in each court both the General and courts that exist in the jurisdiction of the Ex Residency of Cirebon. Problems were found in providing legal assistance free of charge to the poor, is not all lawyers enrolled in Posbakum and district police to and willing to help to the poor who need legal help; The solution needed is a regulation that requires all lawyers who have permits proceedings to register and willing to help the poor who need legal aid, and the obligation to serve as a form of professional advocate obligation to perform community service.Keywords: Legal Assistance Free of Charge; Advocate, Poor.

This research aims to describe the contributions of zakat, infak, s}adaqah and wakaf (Islamic philanthropy) toward the civil society movements in Indonesia and the problems surrounding it. This study raised the case of Yayasan Solopeduli Surakarta, an Islamic philanthropy management agencies. This research uses the socilogical approache of law. The primary data sources are administrators and managers, and agency activities organized by the Yayasan Solopeduli Surakarta. Secondary data are relevant papers, brochures and dictionaries. Data were collected by interview and observation and documentation. Data analysis was performed with a fixed ratio (constant comparative method) which includes datareduction, categorization and synthesization, as well as the formulation of an answer. In the analysis process, the data are associated with theories of civil society.The findings of this research show that zakat, infak, s}adaqah and wakaf managed by Yayasan Solopeduli Surakarta contributes to the formation of the pillar of civil society and the enforcement of civil society values. Firsly the charity value as showed by existence of the agency that always builds the care spirit of the haves for the poor, as well asby most its programs that offer free service concept, in the field of education, health, and other public service. Secondly, the independence value, especially from the aid of the government. The impact is, thatthe agency moves freely by itself paradigm. Thirdly juctice value as showed by the most programs that support the poor society. However, actually the agency is far from, but doesn’t recognize the civil society discourse as seen by the west. That is why, it doesn’t go along with the contemporery issue of civil society, such as democracy and gender equality. The interpretation of mustahiq surrounds the classic one.

This article empirically discusses the Authoritarian nature of the ruling Peoples Democratic Party (PDP) on Federal Radio Corporation of Nigeria (FRCN) in Nigeria’s Fourth Republic between 1999-2015. It employed qualitative method as a means of data collection and analysis. The primary data was generated via in-depth Interviews with relevant stakeholders who were purposively selected. Secondary data was also utilized to compliment the interviews. The article is written within the purview of the Authoritarian theory of communication and it was found that FRCN between the period under study has been dominated, controlled and dictated by the ruling PDP, reporting issues unethically. The outfit was mostly dancing to the tune of the party in power (PDP). It is recommended that FRCN should not be directly controlled by the government or party in power. Also, a law should be put in place to make it discharge its responsibility of communicating vital, truthful and objective information fairly for the people to be equipped with factual information capable of bringing the needed informed decision particularly during elections.

ABSTRAK Surabaya sekarang jadi kota Industri makanan serta bermacam makanan ringan yang mulai menjanjikan jadi usaha yang punya omset penjualan serta pendapatan lebih yang dapat disebutkan benar-benar memberikan keuntungan. Banyak camilan yang tersebar di Surabaya yang memiliki bentuk, rasa, pengemasan, serta penampilan yang berlainan yang dibikin semenarik kemungkinan untuk mengundang perhatian customer.Studi kelayakan usaha diperlukan untuk melihat sebuah gambaran apakah metode pendampingan terintegrasi ini sudah layak atau tidak untuk dijalankan dalam suatu usaha. Penelitian bertujuan untuk pelatihan dan pendampingan untuk Usaha Mikro Kecil dan Menengah yang ada di daerah Surabaya. Metodologi penelitian ini menggunakan metode deskriptif kualitatif dengan mengambil data primer berupa wawancara dengan responden serta data sekunder dari website yang berhubungan  dengan UMKM dan laman lainnya. Hasil dari penelitian diharapkan bisa memberi input pada pemangku kebutuhan dalam soal ini ialah pemerintah dalam usaha peningkatan UMKM di waktu mendatang.   Kata kunci : pendampingan UMKM, Model terintegrasi, pengembangan UMKM   ABSTRAK Surabaya is currently a city of food and various snack industries that are starting to promise as a business that has a sales turnover and more income, which can be said to be very profitable. Many snacks have been circulating in Surabaya that has different shapes, flavors, packaging, and appearance that are made as attractive as possible to attract the attention of consumers. Business feasibility studies are needed to see a picture of whether this integrated assistance method is feasible or not to run. in an endeavor. The research aims at training and mentoring for Micro, Small, and Medium Enterprises in the Surabaya area. This research methodology uses a descriptive qualitative method by taking primary data in the form of interviews with respondents and secondary data from websites related to MSMEs and other pages. The results of the study are expected to provide input to stakeholders, in this case, the government in the effort to develop MSME in the future. Abstract: Empowerment is an attempt to make people, groups or communities become more empowered so that they can take care of their interests independently. As we know, that in the implementation of PNPM-MP should involve community participation as an essential element. However, the implementation in the field, PNPM-MP faced with the problem of minimal participation of the community. This will result in less optimal implementation of PNPM-MP in Sukarara, Jonggat, Central Lombok. The writer interested in conducting research with the title of PNPM-MP in Improving Welfare of the Poor with the formulation of the problem: (1) How is the implementation (2) What are the barriers and factors supporting the implementation and (3) what the government's efforts to overcome obstacles of PNPM-MP in improving the welfare of the poor in Sukarara, Jonggat, Central Lombok.This study uses descriptive qualitative research method, the writer did not use the sample population. The writer is using purposive informants as a source of primary data and documents as a source of secondary data. To support ongoing research, writer uses a variety of secondary data in order to support the completeness of the data required in this study.The results of the study: (1). PNPM-MP can be broadly improve the welfare of the poor due to open employment opportunities through development of infrastructure. (2). Barriers in general practice: Human resources is still low, procurement of materials/goods to be auctioned, disbursements are often not timely, lack of socialization and development and (3) Supporting the management of the program is already well organized from the central, provincial, regency, districts and villages (4) efforts by the government is directing the public to increase their knowledge and skills.Keywords: Implementation, PNPM-MP, Welfare of the Poor
