 Abstract: The most disadvantaged child is a child chosen 5-18 years due to a certain cause (due to several groups: poverty, one of the parents / guardian who is sick, one / both parents / guardian), the family is not harmonious, there is no caregiver) so it cannot fulfill basic needs physically, spiritually, or socially. In the city of Bengkulu at the present time every meeting involving children is scheduled between 5-18 years and the children are busking and asking for mercy by two-wheeled or four-wheeled motorists. Pay attention to the attention of the Bengkulu city government in handling and providing assistance to the outermost child so that in this case the bBengkulu provincial government has overcome the 1945 Constitution. Hoping the government has responsibility for the care and guidance of abandoned children. How is the concept of al-maul shelter in providing assistance to neglected children in the city of Bengkulu. to find out the role of open houses in providing assistance for abandoned children in the city of Bengkulu. Empirical Law Research is a legal research method that uses empirical facts derived from human behavior, both verbal policies obtained from interviews and research conducted through direct search. Primary data is data obtained directly from the field based on respondents and informants. Secondary data is obtained from literature books, regulations, internet browsing, and other documents. After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

The purpose of this research is to find out the influence of budget planning, human resource competence, organizational motivation towards budgets in the regional organizations of the city of Pekanbaru. The research method used is a quantitative re`search method with primary data obtained from questionnaire data measured using a Likert scale. The study population was all Regional  Organizations in the Government of Pekanbaru. This sample researchers are the chief of regional organizations, Chief of Subdivision and treasurer of expenditure at 43 regional organizations in Pekanbaru City selected using purposive sampling method. Data collection was carried out through a survey using a questionnaire that was distributed to respondents. This research uses multiple linear analysis method with SPSS version 22. The results of this study indicate that budget planning, human resource competencies, motivation, and organizational commitment affect budget absorption in Pekanbaru City Government

Coordination is one of the important aspects in the management of Covid-19 handling in Surabaya. In itsimplementation, some problems arise such as the problem of ego-sectoral that becomes one of the obstacles inhandling this coordination process. Problems related to coordination also appear in various mass media, this factshows that the problem of coordination related to Covid-19 handling in Surabaya is a strategic and interestingissue to study. The writing method used in this paper is a literature review to find the formulation of appropriateand effective forms of coordination patterns. The writer also collected Primary data from online discussions todescribe the pattern of coordination from the other Local Government Agencies as a form of best practice thatmight be adopted in Surabaya so that they could build better management of Covid-19 handling in Surabaya.The results showed that the pattern of coordination in the management of Covid-19 handling that is initiated bythe Surabaya City Government needs some improvement. In vertical coordination, it is necessary to strengthengood coordination between the City Government of Surabaya and the Government of the Province of East Java.For Horizontal coordination, Surabaya Government needs to reinforce the coordination with the city or districtgovernment in the surrounding area. These things are necessary because Surabaya is an agglomeration areawhere there are still many people who do mobility in and out. The conclusion from this study is that there is aneed to strengthen coordination patterns both vertically and horizontally with various stakeholders involved inthe management of Covid-19 handling in Surabaya. At the end of this paper, the researcher also gave arecommendation and trying to show best practices in applying the coordination pattern that has been carried outby other regional governments as a form of illustration that might be able to be adopted to improve Covid-19handling in Surabaya.

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

ABSTRAK Yayasan pendidikan merupakan lembaga yang berada di luar pemerintahan dan bersifat non profit oriented, turut terlibat aktif dalam upaya pengembangan pendidikan di Indonesia. UU PDRD memberi kesempatan bagi yayasan pendidikan untuk mendapatkan pengecualian pembayaran Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2). Permasalahan muncul di Kota Bandung setelah adanya kebijakan pengalihan pajak pusat ke daerah dengan pemungutan PBB-P2 terhadap yayasan pendidikan. Metode pendekatan dalam penelitian ini adalah metode yuridis normatif. Data dalam penelitian ini merupakan kombinasi data primer melalui wawancara dan data sekunder melalui studi kepustakaan yang dianalisis secara deskriptif-analisis. Hasil penelitian menunjukkan bahwa tidak adanya kriteria baku dan jelas terkait yayasan pendidikan yang dapat dikenakan pemungutan PBB-P2 dan Implementasi pemungutan PBB-P2 terhadap yayasan pendidikan di Kota Bandung dinilai belum maksimal karena pelaksanaan pemutakhiran data yang dilakukan pemerintah Kota Bandung belum menyeluruh serta minimnya sosialisasi dan komunikasi terkait pemungutan PBB-P2 terhadap yayasan pendidikan dalam kerangka pengembangan pendidikan nasional.              Kata kunci: PBB-P2; penerapan; yayasan.   ABSTRACT Educational foundations are institutions that are outside the government and are non-profit oriented, actively involved in efforts to develop education in Indonesia. The PDRD Law provides an opportunity for educational foundations to get exemptions from paying the Rural and Urban Land and Building Tax (PBB-P2). Problems arise in the city of Bandung after the policy of transferring the central tax to the regions by collecting PBB-P2 on educational foundations. The approach method in this research is a normative juridical method. The data in this study are a combination of primary data through interviews and secondary data through literature studies that are analyzed descriptively-analysis. The results showed that there were no clear and standard criteria related to educational foundations that could be subject to PBB-P2 collection and the implementation of PBB-P2 collection of educational foundations in Bandung was considered not optimal because the implementation of updating the data by the Bandung city government was not comprehensive and lack of socialization and communication related to PBB-P2 collection towards educational foundations within the framework of developing national education. ABSTRACT The purpose of this study is to explain and find out whether local economic development in the city of Surabaya has been going well and have an impact on decreasing disparity between sub-districts in Surabaya. The research method used is quantitative descriptive with SWOT analysis and Williamson Index (IW). The instrument used in obtaining primary data was a questionnaire distributed to MSMEs under the guidance of the Surabaya City Government by sampling using Proportional Stratified Random Sampling. The results of the study illustrate the potential for the local economy to have been developed and facilitated by the government in the form of training, access to capital, facilitation of business legality, etc. However, the disparity between sub-districts is still relatively high with the calculation of the average Williamson Index of 0.5 in the period 2014-2018. Therefore, government intervention is still very much needed in developing the local economic potential of Surabaya City ABSTRAK Tujuan dari penelitian ini untuk menjelaskan dan mengetahui apakah pengembangan ekonomi lokal di Kota Surabaya telah berjalan dengan baik dan memberikan dampak terhadap penurunan disparitas antar wilayah kecamatan di Kota Surabaya. metode penelitian yang digunakan adalah deskriptif kuantitatif dengan alat analisis SWOT dan perhitungan Indeks Williamson (IW). Instrumen yang digunakan dalam menggali data primer adalah kuesioner yang disebar kepada pelaku UMKM binaan Pemerintah Kota Surabaya dengan pengambilan sampel menggunakan tehnik Proportional Stratified Random Sampling. Hasil penelitian menunjukkan potensi ekonomi lokal telah dikembangkan dan difaslitasi oleh pemerintah baik dalam bentuk pelatihan, akses modal, fasilitasi legalitas usaha dsb. Namun demikian, disparitas antar wilayah kecamatan masih tergolong tinggi dengan hasil perhitungan Indeks Williamson rata-rata dalam kurun waktu tahun 2014-2018 sebesar 0,5. Oleh karena itu, intervensi pemerintah masih sangat dibutuhkan dalam pengembangan potensi ekonomi lokal Kota Surabaya.

Land conflicts in the reform era are increasingly complex and tend to increase in proportion to the community's need for land. Government Regulation Number 38 Year 2007 Concerning the Division of Government Affairs between the Government, Provincial Government and District or City Government, authorizes local governments to mediate mediation in resolving land conflicts in the regions. This authority does not run optimally. There are some obstacles that make this rule impossible to perform optimally. There are several obstacles experienced by the City Government of Palembang in resolving conflicts in the region, among others: No Clarity of Status of City Government In Settlement of Land disputes in the city of Palembang; The absence of Special Events Law which regulates the Settlement of Land Conflict in Palembang City; Absence of Legal Certainty from Legal Products (compromise) produced by both disputing Parties; Not yet the establishment of Special Agencies dealing with land disputes only in the form of a committee consisting of ordinary apparatus; The lack of good faith from the parties to the dispute.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

This study investigated the influence of fishing related activities on academic performance of secondary school students in Rachuonyo North Sub-County. The specific objectives were to examine the activities associated with fishing and determine how they influenced academic performance of secondary students in the Sub-County. The study targeted students and principals of the 49 secondary schools in Rachuonyo North Sub-county. The research used simple random sampling to select 14 public secondary schools and 20 Form Three students from each of the sampled schools. The total sample size was 292 respondents. Primary data was collected and analysed using quantitative and qualitative methods and then presented in tables in percentages. Data analysis was done using SPSS and the Microsoft Excel software. The study established that students participated in fishing activities while attending school. Major fishing activities that students engaged in included: actual fishing an agreement  index of 82.9% of students; repairing of fishing nets which was supported by 74.2% of students; setting of nets in the lake which was supported by 84.4% of students; and removal of fish from the nets which was agreed to by 83.9% of students. Some (91.7%) of the students believed that their counterparts who engaged in fishing activities tended to perform poorly in their classwork.  The study has recommended that parents, School Boards of Management and the communities along the beaches collaborate with each other in order to keep students from engaging in fishing activities for this likely to improve school attendance and academic performance of students. The Government should enforce compulsory basic education as well as provide it free to all children at this level of education.
