ABSTRACT The purpose of this study is to explain and find out whether local economic development in the city of Surabaya has been going well and have an impact on decreasing disparity between sub-districts in Surabaya. The research method used is quantitative descriptive with SWOT analysis and Williamson Index (IW). The instrument used in obtaining primary data was a questionnaire distributed to MSMEs under the guidance of the Surabaya City Government by sampling using Proportional Stratified Random Sampling. The results of the study illustrate the potential for the local economy to have been developed and facilitated by the government in the form of training, access to capital, facilitation of business legality, etc. However, the disparity between sub-districts is still relatively high with the calculation of the average Williamson Index of 0.5 in the period 2014-2018. Therefore, government intervention is still very much needed in developing the local economic potential of Surabaya City ABSTRAK Tujuan dari penelitian ini untuk menjelaskan dan mengetahui apakah pengembangan ekonomi lokal di Kota Surabaya telah berjalan dengan baik dan memberikan dampak terhadap penurunan disparitas antar wilayah kecamatan di Kota Surabaya. metode penelitian yang digunakan adalah deskriptif kuantitatif dengan alat analisis SWOT dan perhitungan Indeks Williamson (IW). Instrumen yang digunakan dalam menggali data primer adalah kuesioner yang disebar kepada pelaku UMKM binaan Pemerintah Kota Surabaya dengan pengambilan sampel menggunakan tehnik Proportional Stratified Random Sampling. Hasil penelitian menunjukkan potensi ekonomi lokal telah dikembangkan dan difaslitasi oleh pemerintah baik dalam bentuk pelatihan, akses modal, fasilitasi legalitas usaha dsb. Namun demikian, disparitas antar wilayah kecamatan masih tergolong tinggi dengan hasil perhitungan Indeks Williamson rata-rata dalam kurun waktu tahun 2014-2018 sebesar 0,5. Oleh karena itu, intervensi pemerintah masih sangat dibutuhkan dalam pengembangan potensi ekonomi lokal Kota Surabaya.

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

Green Open Space "RTH" plays a very important role in realizing a sustainable city and has a balance of functions both ecologically and psychologically for urban communities. Green Open Space can be divided into two, namely public green open space and private green open space, but only public green open space can still be controlled directly by the government. The purpose of this study is to identify the availability of public green open space in the city of Denpasar and to formulate strategies and policies for managing public green open space in the city of Denpasar. Data collection techniques were carried out using interviews and questionnaires, qualitative and quantitative descriptive data analysis with SWOT analysis for the use of public green open space, and the Analytical Hierarchy Process (AHP) to determine management strategies and policies. The availability of public green open space in 2011 was recorded at 2,341.48 or 18.32 percent. The availability of public green open space in 2019 was recorded at 1,572,990 ha or 12.49 percent. The difference in 2011 and 2019 was 768,490 Ha or 5.83 percent. The minimum area for public green open space following the 20 percent rule is 1.68 percent (in 2011) and 7.51 percent (in 2019). The implementation of Denpasar Public Green Open Space (RTH) management has not met the standards of the Minister of Home Affairs Regulation Number 1 of 2007 and Minister of Public Works Number 5 of 2008. The strategy for managing Green Open Space is to develop detailed spatial plans, install information boards, enforce laws, and implement incentives disincentives to relevant stakeholders

In the last three years, it has been seen that the level of tourist visits in the City of Bukittinggi has increased significantly. Business actors and the government are also racing to improve tourism infrastructure, including lodging facilities. Based on observations, data was obtained that in 2018 the number of accommodations in the City of Bukittinggi was 107 inns. The number of guests staying in 2016-2017 increased by 1.51%, then in 2017-2018, it increased by 5.66%. This study aims to examine the effect of products and accommodation prices on the purchase interest of tourists in the city of Buktinggi using quantitative descriptive methods. The population used is tourists who have stayed at the accommodation in the city of Bukittinggi, with a sample size of 100 respondents. Primary data was obtained through distributing questionnaires, and secondary data was obtained from the Department of Tourism, Youth, and Sports, by testing the hypothesis of multiple linear regression techniques. The results showed that the products offered affected the purchase interest of tourists, while the price of accommodation did not affect the interest of tourists to stay in the city of Bukittinggi.

The purpose of this research is to find out the influence of budget planning, human resource competence, organizational motivation towards budgets in the regional organizations of the city of Pekanbaru. The research method used is a quantitative re`search method with primary data obtained from questionnaire data measured using a Likert scale. The study population was all Regional  Organizations in the Government of Pekanbaru. This sample researchers are the chief of regional organizations, Chief of Subdivision and treasurer of expenditure at 43 regional organizations in Pekanbaru City selected using purposive sampling method. Data collection was carried out through a survey using a questionnaire that was distributed to respondents. This research uses multiple linear analysis method with SPSS version 22. The results of this study indicate that budget planning, human resource competencies, motivation, and organizational commitment affect budget absorption in Pekanbaru City Government

The government of South Africa adopted Local Economic Development (LED) as part of its development policy in its quest for an inclusive economic development and growth. LED is intended to create a conducive environment for an inclusive local economy. However, unemployment and poverty rates are high in local communities with some SMMEs struggling to secure funding. Although municipalities do not create jobs directly through LED, they should, however, ensure that strategies implemented talk to inclusive economic growth, particularly the mitigation of unemployment and poverty rates. The purpose of the paper is to investigate the efficacy of LED in South African municipalities. The paper aims to evaluate and analyse the impact of implementing LED in South Africa. The quantitative research approach was adopted, and questionnaires were utilised to collect primary data. The paper found that LED in South Africa produces desired results at a low rate in that only a small fraction of the participants agrees that the municipality facilitates funding for SMMEs; only a small fraction of the participants is of the view that LED units provide adequate infrastructure and create industries. Moreover, the paper found that only a fraction of the participants is able to create job opportunities. Consequently, the paper recommends that municipalities should facilitate SMMEs funding, provide adequate infrastructure, develop industries and design LED strategies that enhance job creation. The paper argues that effective measures of implementing LED will enhance LED impact rate and fast track the prospects of inclusive economic growth in South African municipalities.

Abstract - Culinary diversity in the city of Central Java is storing great potential to be developed as a support service in developing the potential of culinary tourism. Culinary tourism is one alternative in addition to other types of tourism choices such as cultural tourism, nature tourism, and marine tourism, especially artificial tourism. formerly known by tourists who come to the city of Central Java. Tegal City actually stores abundant culinary wealth. However, these culinary items have not been packaged in such a way as to attract tourists. The potential of culinary tourism areas in supporting tourism in the city of Tegal aims to lift the image of food made from the city of Tegal so that it is popular with the community and able to compete with modern food. This study was conducted to analyze the potential of culinary tourism in Central Java and identify problems. problems faced in developing culinary tourism in supporting tourism in Central Java. This research is descriptive research using primary and secondary data. The method of data analysis is qualitative descriptive and SWOT Analysis. In conducting data analysis is done by collecting secondary data as well as primary data. Secondary data was obtained from the Tegal city government. Tegal City Tourism Office and Central Bureau of Statistics. Primary data is obtained by interviewing directly with traders or businessmen of typical culinary food stalls in Central Java. Potensi kawasan wisata kuliner dalam mendukung pariwisata di kota tegal bertujuan untuk mengangkat citra makanan berbahan dasar pangan kota tegal sehingga banyak digemari oleh masyarakat dan mampu bersaing dengan makanan modern.Penelitian ini dilakukan untuk menganalisis potensi kawasan wisata kuliner di kota Tegal Jawa Tengah dan mengidentifkasi masalah-masalah yang dihadapi dalam mengembangkan wisata kuliner dalam menunjang pariwisata di kota Tegal Jawa Tengah. Penelitian ini bersifat penelitian deskriptif dengan menggunakan data primer dan sekunder. Metode analisa data adalah deskriptif kualitatif serta menggunakan analisis SWOT.  Dalam melakukan analisa data dilakukan dengan mengumpulkan data sekunder maupun data primer. Data sekunder diperoleh dari Pemerintah kota Tegal. Dinas Pariwisata Kota Tegal dan Biro Pusat Statistik. Data primer diperoleh dengan mewawancarai langsung dengan para pedagang atau pengusaha warung makanan kuliner khas di kota Tegal Jawa Tengah. Hasil penelitian didapatkan Kota Tegal memiliki banyak kuliner yang dapat dijadikan santapan baik wisatawan yang akan berkunjung ke Kota Tegal, terdapat 27 jenis kuliner yang terdapat di kota Tegal Aset yang dimiliki Tegal antara lain wisata alam, wisata buatan, wisata religi,bumi perkemahan dan taman budaya, wisata kuliner.Kata Kunci : tourism, culinary, kota tegal

Coordination is one of the important aspects in the management of Covid-19 handling in Surabaya. In itsimplementation, some problems arise such as the problem of ego-sectoral that becomes one of the obstacles inhandling this coordination process. Problems related to coordination also appear in various mass media, this factshows that the problem of coordination related to Covid-19 handling in Surabaya is a strategic and interestingissue to study. The writing method used in this paper is a literature review to find the formulation of appropriateand effective forms of coordination patterns. The writer also collected Primary data from online discussions todescribe the pattern of coordination from the other Local Government Agencies as a form of best practice thatmight be adopted in Surabaya so that they could build better management of Covid-19 handling in Surabaya.The results showed that the pattern of coordination in the management of Covid-19 handling that is initiated bythe Surabaya City Government needs some improvement. In vertical coordination, it is necessary to strengthengood coordination between the City Government of Surabaya and the Government of the Province of East Java.For Horizontal coordination, Surabaya Government needs to reinforce the coordination with the city or districtgovernment in the surrounding area. These things are necessary because Surabaya is an agglomeration areawhere there are still many people who do mobility in and out. The conclusion from this study is that there is aneed to strengthen coordination patterns both vertically and horizontally with various stakeholders involved inthe management of Covid-19 handling in Surabaya. At the end of this paper, the researcher also gave arecommendation and trying to show best practices in applying the coordination pattern that has been carried outby other regional governments as a form of illustration that might be able to be adopted to improve Covid-19handling in Surabaya.

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.
