Abstract. After Village Law was published in 2014,  formation of BUMDes enforcement in each village became one of the strategic solutions for welfare of the village community. The issue of poverty and underdevelopment of villages is a priority that needs to be addressed by the government. However, not all problems can be solved in one village, but they need village collaboration to make institutions so that their role is more massive, effective, and efficient in encouraging the growth of the village economy. BUMDES Danar Garut is a form of cooperation between villages so that the resolution of a problem can be done at the village government level. since 2014,  BUMDes has been established many business activities. This paper aims to assess the level of contribution of the Danar BUMDes to the economic activities of rural communities. This research was conducted by means of semi-structured in-depth interviews with key stakeholders from both the village government, the director of the Joint BUMDes and the community as beneficiaries of the BUMDes by selecting purposive sampling. The results of the analysis show that BUMDes Danar has made a positive contribution to the village government, socio-economic village communities and the ability and expertise of the people in Leles District both the direct impact of reducing unemployment, increasing the welfare of the village apparatus and indirectly for the Villages or the scope of Leles District.Keywords: Joint-BUMDes, Social-economy, Village SocietyAbstrak. Setelah terbitnya Undang-Undang Desa tahun 2014,dorongan terbentuknya BUMDes di setiap desa menjadi salah satu solusi strategis dalam menyejahterakan masyarakat desa. Isu kemiskinan dan ketertinggalan desa menjadi prioritas yang perlu ditangani oleh pemerintah. Namun tidak semua masalah  dapat diselesaikan dalam satu desa, melainkan perlu adanya kolaborasi antar lembaga desa sehingga perannya lebih masif , efektif dan efisien dalam mendorong bertumbuhnya ekonomi desa. BUMDES Danar Garut merupakan perwujudan kerjasama antar desa agar penyelesaiaan suatu masalah bisa dilakukan pada tingkat pemerintahan desa. sejak 2014 BUMDes ini berdiri sudah banyak kegiatan usaha yang dilakukan. Paper ini bertujuan menilai tingkat kontribusi BUMDes Danar terhadap kegiatan ekonomi masyarakat desa. Penelitian ini dilakukan dengan cara wawancara mendalam semi terstruktur kepada para stakeholder kunci   baik dari kalangan pemerintah desa, direktur BUMDes Bersama maupun dari masyarakat sebagai penerima manfaat  dari adanya BUMDes dengan pemilihan purposive sampling. Dari hasil analisis menunjukkan bahwa  BUMDes Danar telah memberikan kontribusi positif  bagi pemerintah desa,  sosial-ekonomi masyarakat desa dan kemampuan serta keahlian masyarakat yang ada di Kecamatan Leles baik dampak secara langsung yaitu berkurangnya pengangguran, meningkatkan kesejahteraan aparatur desa maupun secara tidak langsung bagi Desa-Desa ataupun lingkup Kecamatan Leles.Kata Kunci: BUMDes Bersama, Sosial-ekonomi, Masyarakat Desa

Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

ABSTRAK Desa Sanur Kaja memiliki satu depo pengelolaan sampah khusus untuk menangani sampah yang dihasilkan oleh masyarakat desa yang bernama Depo Cemara. Berdasarkan penelitian sebelumnya diketahui bahwa kegiatan yang berjalan di Depo Cemara menjadi kurang efisien karena tidak semua masyarakat desa memilah dan menerapkan prinsip 3R (reduce, reuse, dan recycle) dalam pengelolaan sampah rumah tangga. Penelitian ini bertujuan untuk mengidentifikasi sejauh mana efektivitas sistem pengelolaan sampah yang sudah dilakukan oleh masyarakat Desa Sanur Kaja dengan membandingkan jumlah sampah yang dikelola oleh rumah tangga dengan prinsip 3R dengan jumlah sampah yang terbuang sehingga diperoleh persentase reduksi sampah. Pengumpulan data diperoleh dengan menyebar kuesioner kepada responden yang ditentukan dengan teknik purposive sampling. Data yang diperoleh kemudian dihitung dengan analisis kesetimbangan massa sampah lalu dianalisis lebih lanjut dengan metode analisis statistik deskriptif. Hasil penelitian terhadap 96 rumah tangga menunjukkan bahwa pengelolaan sampah berbasis masyarakat memiliki efektivitas yang rendah karena reduksi sampah yang terjadi hanya 22,5 persen dalam satu hari dan responden yang melakukan pemilahan sampah rumah tangga sebanyak 44 persen. Masyarakat menyatakan setuju terhadap rencana penerapan prinsip 3R dalam pengelolaan sampah rumah tangga serta menganggap penting ditambahkannya fasilitas-fasilitas pendukung pengelolaan sampah.  ABSTRACT Sanur Kaja Village has a special waste management facility for processing waste produced by the village community, namely Depo Cemara. Based on previous research, it is known that activities that are running at Depo Cemara are less efficient because not all village communities sort waste and apply the 3R (reduce, reuse, and recycle) principle in household waste management. This study aims to identify the effectiveness of the waste management system that has been implemented by the people of Sanur Kaja Village by comparing the amount of waste managed by households with the 3R principle with the amount of waste wasted in order to obtain a percentage of waste reduction. Data collection was obtained by distributing questionnaires to respondents who were determined by purposive sampling technique. The data obtained were then calculated by analyzing the mass balance of waste and then further analyzed using descriptive statistical analysis methods. The results of research on 96 households show that community-based waste management is still not effective because the percentage of waste reduction that occurs in one day only 22,5 percent and respondents who sort household waste are 44 percent. The community agreed to the plan to implement the 3R principle in household waste management and considered it important to add supporting facilities for waste management.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. Objective: This study is aimed to examine the development of entrepreneurship to improve welfare in Jatimukti village, Sumedang Regency, is one form of activity in the economic field by empowering rural communities. Efforts to encourage the development of entrepreneurship in the village can be done by synergizing the existence and role of the stakeholders, including the village government with universities. Methodology: In the research process, the method used is qualitative, where data research is obtained from interviews and observations. The collected data is then classified based on its type, after that the verification and validation process is carried out through triangulation techniques. Main Findings: The results of this study indicate that the synergy between institutions in encouraging the development of entrepreneurship in Jatimukti village community, especially between the village government and universities, is important. Implications: In its implementation, the Padjadjaran University with the Government of Jatimukti Village has conducted a synergy with a series of activities and coordination to advance community entrepreneurship. Novelty/Originality of the Study: To achieve good results from the synergy process, effective communication, fast feedback, trust and creativity are needed. The value of such relationships, such as loyalty to partners, maintaining interdependence, adaptation to partners (cultural compatibility), integrity and intensity of relationships, and institutionalization (means acting on behalf of institutions and in the interests of shared institutions).

This article is an analysis of the powerless stigma of people with disabilities that still occurs in social life. The study was conducted to find out the process and method specifically carried out by the village government of Panggungharjo in initiating the presence of an environment that is inclusive of persons with disabilities. The study was conducted qualitatively through in-depth interview techniques, observation, and secondary data collection.  As a result of the research shows that the village government of Panggungharjo can be changing the stigma of discrimination for people with disabilities more meaningful in their life. This acts as an empowerment strategy that can people with disabilities not only an object but also a subject of development programs. The people with disabilities were given the role of advancing village in the concern of artistic and cultural programs. The role creates people with disabilities to able independently in social life and accepted by village people. Therefore, the debate continues with the viewpoint of society that is the persons with disabilities identically stigma on an inability to work. This condition brings to the trouble of reaching their economic independence. Moreover, for the local community in rural areas, persons with disabilities are still often regarded as cursed creatures or carriers of disasters in the family which causes them to experience psychological disorders and difficulties in socializing. Hence, a draw of discrimination fend stigma it's needs of the strategy steps by the government village on sustainability.Artikel ini menganalisis stigma ketidakberdayaan penyandang disabilitas yang masih terjadi dalam kehidupan bermasyarakat. Penelitian ini juga dilakukan untuk mengetahui proses serta cara yang secara spesifik dilakukan pemerintah Desa Panggungharjo dalam menginisiasi hadirnya lingkungan yang inklusif bagi difabel. Penelitian dilakukan secara kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa pemerintah Desa Panggungharjo mampu mengubah stigma diskriminatif bagi penyandang disabilitas kepada tindakan yang lebih bermakna. Tindakan ini sebagai strategi pemberdayaan untuk menjadikan penyandang disabilitas tak lagi sebagai obyek melainkan subyek pembangunan. Masyarakat penyandang disabilitas diberikan peran dalam memajukan desa dengan terlibat dalam program budaya dan kesenian. Peran ini menciptakan masyarakat penyandang disabilitas mampu mandiri untuk mencukupi kebutuhan hidup dan diterima oleh masyarakat desa. Namun perdebatan masih berlanjut tatkala cara pandang masyarakat yang kerap mengindentikkan penyandang disabilitas dengan ketidakmampuan untuk bekerja. Kondisi ini menyebabkan mereka sulit mencapai kemandirian secara ekonomi. Terlebih, untuk lingkungan masyarakat pedesaan, penyandang disabilitas masih sering dianggap sebagai kutukan dan aib keluarga. Hal ini menyebabkan mereka mengalami gangguan secara psikologis dan kesulitan untuk bersosialisasi. Untuk itu, tawaran menarik untuk menepis stigma diskriminatif tersebut membutuhkan langkah strategis pemerintah desa secara berkelanjutan.

The PKM program that is a partner is Hendrosari Village, Menganti District, Gresik City. Villages that have the potential to be developed into tourist villages. The vast land and other economic potentials seem to have been built by this village. However, this potential is not yet optimal in practice. Because through this PKM program we focus on renewing, and some training related to maximizing the potential of villages that become tourist villages. Based on observations and results of field interviews, there are two issues considered by partners namely; 1) not yet optimal knowledge of village communities who are members of the Village Economic Business Group (KUEMDes) related to the potential that exists in the village as a tourist village; 2) Movement of community economic activities in the form of economic business is still in the arrangement of (traditional) home management yet not oriented to agro-industry and siwalan agro-tourism which actually has great potential as an agro-industrial and agro-tourism village. In this PKM program we try to provide alternatives and solutions that provide modern and agro-based business support by providing seminars and workshops related to agro-based business management, change management (change from traditional culture to modern culture in the management of business management. It is expected that the existing potential can be optimized in increasing the economic efforts of the community through agro-tourism based KUEMDes and the use of technology that produces potential resources that can become a source of income for rural communities. This activity was created successfully in the form of creating successful collaborative programs until the end of the PKM, building a family atmosphere between the different and solving problems related to shared problems so that they can be used together to find solutions and find out how to increase the economic benefits of this village if used moderately based on agro-industry and siwalan agro-tourism, of course the hope is to achieve the expected benefits, namely increased knowledge, increased productivity and competitiveness, independence and welfare of the community through the utilization of the potential of villages as lontar tourism villages.
