The paper demonstrates examination results of antigenic properties ofAvibacterium paragallinarumreference strain and ten isolates thereof recovered in the Russian Federation and Republic of Belarus. Nine isolates and the reference strain demonstrated type L hemagglutinin (thermoliable, trypsin-sensitive, active against fresh and glutaraldehyde-treated RBC). One isolate was marked by type Hl hemagglutinin (thermoliable, trypsin-resistant, active only against glutaraldehydetreated RBC). The reference strain antigen proved to be inagglutinable by homologous antiserum, and unable to agglutinate RBCs due to hyaluronic acid in the capsular substance. Serological and hemagglutination non-reactivity was removed through the cell treatment with hyaluronidase. The agglutination test demonstrated that seven out of ten tested isolates belonged to the same serological group; herewith, the proportion of the bilateral antigenic relatedness amounted to ≥78.4%. HI results demonstrated ≥92.6% antigenic relatedness of the tested isolates being indicative of the fact that they belonged not only to the same serological group but also to the same serotype. No serological relatedness was identifed between the tested isolates and reference strain of serogroup A both using agglutination test (≤23.6%) and HI (≤12.2%). Polymerase chain reaction demonstrated that all the isolates recovered in the Russian Federation and Republic of Belarus in 2014-2016 belonged to serogroup B.

This work describes the specific features of the influenza virus circulating in the period from October 2015 to March 2016 in 10 cities of Russia, the basic laboratories of CEEI at the D.I. Ivanovsky Institute of Virology “Federal Research Centre of Epidemilogy and Microbiology named after the honorary academician N.F. Gamaleya” of the Ministry of Health of the Russian Federation. The increase in the morbidity caused by influenza viruses was detected in January-February 2016. The duration of the morbidity peak was 4-5 weeks. The most vulnerable group included children at the age from 3 to 6; a high rate of hospitalization was also detected among people at the age of 15-64 (65%). In clinic symptoms there were middle and severe forms with high frequency of hospitalization as compared with the season of 2009-2010, but much higher in comparison with the season of 2014-2015. Some of the hospitalized patients had virus pneumonias, half of which were bilateral. Among these patients, 10% were children; 30%, adults. The mortality in the intensive care unit of the hospital was 46%. Almost all lethal cases were among unvaccinated patients in the case of late hospitalization and without early antiviral therapy. The predominance of the influenza A(H1N1)09pdm virus both in the Russian Federation and the major part of the countries in the Northern hemisphere was noted. The results of the study of the antigenic properties of influenza strains of A(H1N1)pdm09 virus did not reveal any differences with respect to the vaccine virus. The sequencing data showed the amino acid substitutions in hemagglutinin (receptor binding and Sa sites) and in genes encoding internal proteins (PA, NP, M1, NS1). Strains were sensitive to oseltamivir and zanamivir and maintained resistance to rimantadine. The participation of non-influenza ARI viruses was comparable to that in preliminary epidemic seasons.

From the 10 known strains of thePlumpox virus (PPV) in the Russian Federation 7 strains are spread – D, M. Rec, W, C, CV, and CR with the prevalence of D and W strains. A characteristic feature of the Plum pox virus population in the Russian Federation is the wide spread of W, C and CR strains, extremely rare or not found at all in other regions of the world. Screening tests for detection of the complex of PPV strains by enzyme-linked immunosorbent assay (ELISA) and polymerase chain reaction (PCR) were carried out. It has been established that effective detection of PPV-D, PPV-M, PPV-Rec, PPV-C, PPV-CR, PPV-EA, PPV-W and PPV-T strains is achieved using PPV-ELISA test systems with polyclonal antibodies from ACD, Adgen, Agdia, Bioreba, DSMZ and Loewe companies. Monoclonal antibodies 5B-IVIA do not allow to diagnose isolates related to the strain PPV-CR. For universal detection of isolates of all PPV strains, it is necessary to use a real-time PCR kit for PPV (Syntol), a FLASH-PCR kit for PPV (Agrodiagnostica) or conventional PCR with one of the following primer pairs: P1/P2, s1/as2 or 3´NCP sense/3´NCP antisense.

Abstract Phytoplasma DNA was detected in 72 samples of vegetable crops collected in eight regions/territories of the Russian Federation, including the Republic of Crimea. The analyzed plants belonged to 13 species (Armoracia rusticana, Artemisia dracunculus, Capsicum annuum, Conundrum sátivum, Cucumis melo, Cucurbita maxima, Daucus carota var.sativus, Melissa officinalis, Petroselinum crispum, Phaseolus vulgaris, Solanum lycopersicum, Solanum melongena and Vicia faba), to 7 families (Apiacea, Asteracea, Brassicaceae, Cucurbitaceae, Fabaceae, Lamiaceae and Solanaceae). The belonging of phytoplasma to a group/subgroup was established by restriction fragment length polymorphism (RFLP) analysis of amplicons obtained in nested polymerase chain reaction (PCR). We identified phytoplasmas of four groups most characteristic of the Russian Federation: Aster yellows - 16SrI, X-disease - 16SrIII, Clover proliferation - 16SrVI and Stolbur - 16SrXII. All phytoplasmas isolated from plants collected in the southern regions of the Russian Federation (Astrakhan and Rostov regions, Krasnodar Territory, and the Republic of Crimea) belonged to stolbur group, subgroup 16SrXII-A, like most phytoplasmas from plants of the Samara region. Phytoplasmas of the 16SrVI group were found in plants from the Moscow, Samara, and Novosibirsk regions, the 16SrIII group - in plants from the Vologda and Moscow regions, and the 16SrI group - only in samples from the Moscow region.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.
