Open data from the public sector can fuel the innovation of digital products. This paper investigates barriers and success factors regarding use of open data in such innovations, and how public sector can increase the value of published data. A multimethod approach was used. An initial study identified aspects of relevance through interviews, a system development experiment, and a focus group. An in-depth study used the insight to perform interviews and a survey targeting innovators. Details on data needs, discovery, assessment, and use were found as well as barriers regarding use of open data in digital product innovations.  Associated recommendations to data owners are provided regarding how they can increase the innovation capacity through appropriate licenses and service levels; convenient access mechanisms; publishing channels and infrastructures; transparency and dialogue; data, metadata, documentation, and APIs of high quality; harmonization and standardization.

<p>This study aims empirically to analyze the critical factors that impact the success of ERP system implementation in the public sector in the Kingdom of Bahrain and to clarify the benefits gained from the implementation. The study used a detailed questionnaire as a measuring instrument across the sample group to measure two main variables, the first being critical success factors (CSFs), and the second whether ERP implementation was successful or not. The CSFs are top management commitment and support, ERP system matching organization, business process re-engineering, vendor support, and training users.</p>Those factors found to have a significant impact on ERP system implementation and the results illuminate the high level of success in implementing ERP systems. While simultaneously demonstrating that an organization with a functioning ERP system does not achieve the desired benefits by default, but rather the organization requires certain Critical Success Factors (CSFs) to be present and in effect for those benefits to be achieved.

Open government data (OGD) has huge potential to increase transparency, accountability, and participation while improving efficiency in operations, data-driven and evidence-based policymaking, and trust in government institutions. Despite its potential benefits, OGD has not been widely and successfully adopted in public sector organizations, particularly in developing countries. Therefore, the purpose of this study is to explore the theories/frameworks and potential determinants that influence the OGD adoption in public sector organizations. To ascertain the various determinants of OGD adoption in public sector organizations, this study involved a systematic review of already established theories and determinants addressed in the public sector open data domain. The review revealed that the TOE (technology, organization, environment) framework was dominantly employed over theories in the earlier studies to understand organizational adoption to OGD followed by institutional theory. The results, concerning potential determinants, revealed that some of the most frequently addressed determinants are an organization’s digitization/digitalization capacity, compliance pressure, financial resources, legislation, policy, regulations, organizational culture, political leadership commitment, top-management support, and data quality. The findings will enrich researchers to empirically investigate the exposed determinants and improve the understanding of decision-makers to leverage OGD adoption by taking relevant measures.

AbstractSince Ohsawa et al. reported a biological antioxidant function of hydrogen in 2007, researchers have now shown it to exert protective effects in a wide range of human and animal disease models. Clinical observations and scientific arguments suggest that a selective scavenging property of H2 cannot adequately explain the beneficial effects of hydrogen. However, there is no experiment challenging the original published data, which suggested that molecular hydrogen dissolved in solution reacts with hydroxyl radicals in cell-free systems. Here we report that a hydrogen-saturated solution (0.6 mM) did not significantly reduce hydroxyl radicals in the Fenton system using 1 mM H2O2. We replicated the same condition as Ohsawa’s study (i.e. 5 μM H2O2), and observed a decrease in •OH radicals in both the H2-rich and N2-rich solutions, which may be caused by a decreased dissolved oxygen concentration. Finally, we determined the effect of hydrogen on a high-valence iron enzyme, horseradish peroxidase (HRP), and found that hydrogen could directly increase HRP activity in a dose-dependent manner. Overall, these results indicate that although H2 and •OH can react, the reaction rate is too low to have physiological function. The target of hydrogen is more complex, and its interaction with enzymes or other macro-molecules deserve more attention and in-depth study.

<p>The open data paradigm is changing the research approach in many fields such as remote sensing and the social sciences. This is supported by governmental decisions and policies that are boosting the open data wave, and in this context archaeology is also affected by this new trend. In many countries, archaeological data are still protected or only limited access is allowed. However, the strong political and economic support for the publication of government data as open data will change the accessibility and disciplinary expertise in the archaeological field too. In order to maximize the impact of data, their technical openness is of primary importance. Indeed, since a spreadsheet is more usable than a PDF of a table, the availability of digital archaeological data, which is structured using standardised approaches, is of primary importance for the real usability of published data. In this context, the main aim of this paper is to present a workflow for archaeological data sharing as open data with a large level of technical usability and interoperability. Primary data is mainly acquired through the use of digital techniques (e.g. digital cameras and terrestrial laser scanning). The processing of this raw data is performed with commercial software for scan registration and image processing, allowing for a simple and semi-automated workflow. Outputs obtained from this step are then processed in modelling and drawing environments to generate digital models, both 2D and 3D. These crude geometrical data are then enriched with further information to generate a Geographic Information System (GIS) which is finally published as open data using Open Geospatial Consortium (OGC) standards to maximise interoperability.</p><p><strong>Highlights:</strong></p><ul><li><p>Open data will change the accessibility and disciplinary expertise in the archaeological field.</p></li><li><p>The main aim of this paper is to present a workflow for archaeological data sharing as open data with a large level of interoperability.</p></li><li><p>Digital acquisition techniques are used to document archaeological excavations and a Geographic Information System (GIS) is generated that is published as open data.</p></li></ul>

Business Process Management involves theoretical and operationalelements from different areas, being a multidisciplinary field. In previousstudies, we identified critical success factors of BPM initiatives in BrazilianPublic Organizations. In this work, we intend to investigate how to managethese factors. To achieve this goal, we performed a focus group with fiveprofessionals with experience in BPM initiatives within the public sector. Themain contribution of this study is to fill the gap in the literature concerningcritical success factors for BPM initiatives in public organizations.

New technologies have irreversibly changed the nature of the traditional way of exercising the right to free access to information. In the current information society, the information available to public authorities is not just a tool for controlling the public administration and increasing its transparency. Information has become an asset that individuals and legal entities also seek to use for business purposes. PSI particularly in form of open data create new opportunities for developing and improving the performance of public administration.In that regard, authors analyze the term open data and its legal framework from the perspective of European Union law, Slovak legal order and Czech legal order. Furthermore, authors focus is on the relation between open data regime, public sector information re-use regime and free access to information regime.New data protection regime represented by General Data Protection Regulation poses several challenges when it comes to processing of public sector information in form of open data. The article highlights the most important challenges of new regime being compliance with purpose specification, selection of legal ground and other important issues.

En los últimos años hemos asistido a un importante proceso de modernización tecnológica en España que ha afectado a las Administraciones Públicas. Más allá de las limitaciones en la regulación, en este proceso se percibe la importancia de los datos en general y de los datos abiertos en particular como uno de los ejes principales para reforzar las exigencias y principios del Gobierno Abierto. En esta ponencia se pretende analizar la evolución del marco normativo aplicable en España y ponerlo en relación con las recientes iniciativas que está impulsando la Unión Europea para promocionar la reutilización de la información del sector público y los datos abiertos. In the last few years we have witnessed a significant process of technological modernisation in Spain that has impacted on Public Administrations. Beyond the limitations in the regulation, in this process the importance of data and open data particularly is perceived as one of the main axes to strengthen the requirements and principles of Open Government. This lecture aims to analyse the evolution of the regulatory framework applicable in Spain and to connect it with the recent initiatives being promoted by the European Union to foster the reuse of public sector information and open data.
