Improving the education system provides the digital economy with competent personnel, contributes to a painless transformation of the labor market, forms a system of motivation for the development of the necessary competencies and the participation of personnel in the development of the digital economy of Russia. Such a significant influence that the education system has as an investment in human capital leads to the need to consider this element in the surrounding cultural environment as a key factor in both national and international business. Comparative data with foreign markets can help in understanding, for example, the level of accessibility of education and its impact on lifelong learning and the establishment of market relations.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

We live in a society of knowledge? Labor market needs every day set new demands for competences. The project approach to designing education appears to be inevitable. Competences are a key factor and one of the prerequisites for an individual's success in the labor market, which will be even more flexible in the near future. The labor market for 8 years will require many new competencies. The education system must prepare current students for future competencies based on ZVSSOUP model. In this paper, theoretical elements of designing and redesigning educational content have been set up according to project principles. Efficient project model algorithm assumes design from the final goal to the beginning. The proposed algorithm can meet the needs for quick redefinition of the required competencies for the future labor market and will also be tested by future empirical research.

The current state of the higher education system in Ukraine is studied on the example of higher education institutions (HEIs). It is established that the effectiveness of the educational process is manifested in the level of training of a highly qualified specialist, who is competitive in the labor market. The dynamics of the number of applicants for higher education in Ukraine and the unemployment rate is analyzed; the relationship between these indicators is established. The main reasons for the mismatch of the level of educational services of educational institutions to the needs of employers are determined, which are due to inadequate funding of the education system, and, as a consequence, the low level of knowledge of graduates, which does not meet the real needs of today. It is established that the main reason for underfunding of the education system is the dominance of local budgets in expenditures for the needs of educators and lack of funds for implementation of educational programs, as well as non-fulfillment in full of state obligations in this area as a whole. The essence and features of the dual form of education are revealed, the substantive difference between traditional and dual forms of education is reflected, which consists in the fact that they have completely different planes of common interests. The relevance of the latter is substantiated taking into account current trends in the labor market and the adaptation of the domestic education system to the requirements of the European Union. The expediency of introducing dual education in the Free Economic Zone as a form of cooperation between educational and scientific institutions, production and business, and also an integral part of the formation of a highly qualified specialist, is substantiated. The main mutual benefits of the participants of the dual form of education and the forms of their participation in the educational process are listed. The effectiveness of the dual form of higher education has been proved on the example of Vinnytsia National Agrarian University, which is a co-founder of the All-Ukrainian Scientific-Educational Consortium. The importance of the principle of student-centeredness as a key factor in the effectiveness of the education system as a whole is substantiated.

The article analyzes the threats to human capital arising in connection with the development of the digital economy. The main problems, that digital can bring to public life and the fate of an individual worker are shown. According to the author, the labor market in the digital age makes new demands on the human capital of workers in almost all industries. The formation of a digital economic order, including automation, robotization and digitalization of almost all spheres of life, in the near future will leave on the labor market mostly “complex” professions of the “Knowledge” category with a creative component. Technological changes and the digitalization of the economy will lead to the fact that the knowledge and skills of workers will become so outdated that no retraining of them will be able to rectify the situation. One of the main problems is that with the further digital transformation of the economy, more and more jobs may be threatened with extinction, and the disappearance of old jobs this time will not be accompanied by the emergence of new ones. A situation may arise when the workers released due to digitalization will become not only unemployed, but generally not in demand by social production. A global question arises - what should they be kept for? Another problem is that with global digitalization, the danger of "digital" degradation of human intelligence is very high. Digital increasingly crowds out live communication, limiting the possibilities of developing a person's creative potential, as a result of which a qualitative transformation of human intelligence takes place. Another question arises - how to support the intellectual development of a person, and what to do with those who do not work?

Industry 4.0 and its effect on processes and people becomes reality with all organizational and technological complex implications for the future. States around the world including Slovakia face the challenge of defining strategy on how to convert the challenges of Industry 4.0 into competitive advantage. This chapter focuses on Work 4.0 competences development, analyzed in the level of enrichment of the human capital content as well as in the level of labor market polarization. The aim of this chapter is to present opportunities and threats in competence development regarding the concept of Intelligent Industry and discuss sustainable solutions in the context of National Action Plan of Intelligent Industry of Slovak Republic, looking for win-win strategy. The authors analyze differences in competences achieved via education system in Slovakia and expectations of industry. Special attention is given the situation in Slovakia, country-oriented on automotive and with strong cooperation with Germany as innovation leader in European countries, to find strategy within this no zero game.

Актуальность исследуемой проблемы обусловлена вопросами системы высшего образования, выступающая ключевым фактором развития человеческого капитала, поскольку методический уровень ее разработки не отвечает требованиям системного отражения объективных процессов и не в полной мере раскрывает их сущность. Анализ концептуальных взглядов по этому вопросу указывает на множество аргументов, что свидетельствует о расхождении теоретических позиций. Цель статьи направлена на решение проблем, связанных с вопросами финансирования. Основными составляющими научной новизны являются направления, получившие дальнейшее развитие и содержащие элементы реального приращения научного знания, демонстрирующие активное внедрение принципов международной образовательной интеграции.The relevance of the problem under study is due to the issues of the higher education system, which is a key factor in the development of human capital, since the methodological level of its development does not meet the requirements of a systemic reflection of objective processes and does not fully reveal their essence. The analysis of conceptual views on this issue points to many arguments, which indicates a divergence of theoretical positions. The purpose of the article is aimed at solving problems related to financing issues. The main components of scientific novelty are areas that have been further developed and contain elements of a real increase in scientific knowledge, demonstrating the active implementation of the principles of international educational integration.

The article assesses the consequences of reforming the vocational education system in Russia and its impact on the quality of graduate training. The need for changes in the education system is due to the transformation of the economy and the development of a knowledge society. The paper analyzes the main results of the reforms carried out since the beginning of the 200s. The conclusion is made that the reform of the education system allowed students to adapt more flexibly to the labor market conditions. It is noted that at present there is a gap between the real availability of professional personnel and their competencies and the needs of the economy. The article emphasizes that the introduction of two-level training for most humanitarian and natural sciences turned out to be optimal, but for a number of technical specialties negatively affected the quality of training. The authors suggest areas for further reform of the vocational education system in accordance with the requirements of the labor market.

The study explored one of the most exciting topics for society in recent decades — education, which is viewed through the prism of historical, cultural, philosophical manifestation. The study of the “phenomenon” of the current state of Russian education as a special topic in philosophy is poorly studied and problematic in the analytical sense. The article examines the processes of commercialization of Russian education, a departure from the humanitarian orientation. The significance of the processes of commodification and consumerization for the education system in Russia is shown. Attention is drawn to the understanding of the term “human capital” introduced by the American economist T. Schultz. In the conclusion, it is said about the need to reproduce the traditional education system in Russia, aimed at educating the individual and preserving cultural traditions.
