Penelitian ini dilatarbelakangi oleh fenomena minat baca siswa dan pengaruh minat baca terhadap pertumbuhan kemampuan belajar siswa pada jenjang-jenjang pendidikan selanjutnya. Kepala sekolah sebagai lokomotif perkembangan mutu pendidikan memiliki peran strategi bagi pengumbuhan dan pengembangan minat baca peserta didik. Penelitian ini bertujuan untuk mengetahui peran kepala madrasah sebagai edukator, manajer, dan innovator dalam pengembangan minat baca peserta didik di MIT Nurul Islam Kota Semarang. Penelitian ini merupakan penelitian kualitatif lapangan, data dikumpulkan melalui observasi, wawancara, dokumentasi dan triangulasi, serta dianalisis dengan teknik analisis deskriptif. Hasil penelitian ini menunjukkan bahwa: 1) Peran kepala madrasah sebagai edukator dalam pengembangan minat baca peserta didik meliputi meliputi tiga pembinaan, yakni pembinaan mental dan moral, serta pembinaan artistik. 2) Peran kepala madrasah sebagai manajer dalam pengembangan minat baca peserta didik di MIT Nurul Islam meliputi penerapan fungsi-fungsi manajemen dengan didasarkan pada pada kerjasama dengan USAID dan UIN Walisongo Semarang. 3) Peran kepala madrasah sebagai innovator dalam pengembangan minat baca peserta didik di MIT Nurul Islam Kota Semarang meliputi inovasi strategi, pola pikir (mindset) dan struktur. Abstract This research is motivated by the phenomenon of reading interest of students and the influence of reading interest on the growth of students' learning ability in the next level of education. The principal as a locomotive of the development of the quality of education has a strategic role for the growth and development of reading interest of learners. This study aims to determine the role of principal as an educator, manager, and innovator in the development of reading interest of learners in MIT Nurul Islam Semarang City. This research is a qualitative field research, data collected through observation, interview, documentation and triangulation, and analyzed by descriptive analysis technique. The results of this study indicate that: 1) The role of principal as an educator in the development of reading interest of learners includes three activities are coaching, namely mental and moral coaching, and artistic coaching. 2) The role of principal as manager in the development of reading interest of learners at MIT Nurul Islam covers the application of management functions based on cooperation with USAID and UIN Walisongo Semarang. 3) The role of principal as innovator in the development of reading interest of learners at MIT Nurul Islam Semarang City includes innovation strategy, mindset, and structure.

This study aims to determine how the role of principal In Improving Teacher Quality in Private MTs Nurul Falah Talok Kresek Tangerang District. This research is qualitative with Field Research approach (Field Research). In this research, it is found that the head of madrasah in improving the quality of teachers in private MTs Nurul Falah Talok Kresek Tangerang Regency can be achieved. Achievement and success are based on a number of findings in the research that took place, namely 1). The Head of Madrasah has empowered the effort to improve the quality of teachers by covering various practical and logical work such as teacher competence test, guidance of teaching program and improvement of teacher professionalism, Increase of income and teacher welfare. 2). Madrasah principals undertake various development and fulfillment efforts related to infrastructure and madrasah infrastructure facilities. Another result of this research is that the success of the madrasah head that can support the process of teacher quality improvement can occur due to several factors, among others 1). Madrasah principal can play an important role as a leader with its central power to always move the artery of madrasah life, 2). The head of Madrasah is also able to understand SOP, their duties and functions for the success of madrasah accompanied by a strong attitude towards the subordinates who lead in this case the teacher in his madrasah. The accuracy of the Qibla direction at the Baitul Makmur Great Mosque in West Aceh cannot tolerate. The reason is that the value of deviation is so high that it does not face ainul ka'bah or even jihatul ka'bah. This Qiblah direction is not by the minimum limit of tolerance for the variation of the Qibla direction and is not by the Islamic legal status. This study examines the causes of the inaccuracy of the Qibla of the Great Mosque of Baitul Makmur Meulaboh West Aceh, namely the lack of role of figures and efforts to maintain the architecture of the mosque building. This research belongs to qualitative field research, by verifying the direction of the Qiblah with the rashdul qibla method and google earth observation to explore causes of inaccuracy. Interview techniques are also used to obtain in-depth field data. The analysis technique used is descriptive analysis. This study indicates that the inaccuracy of the Qibla direction of the Baitul Makmur Great Mosque in West Aceh is inseparable from the minor role of religious figures and leaders at the beginning of the Mosque's construction. Until now, the direction of the Mosque's Qiblah is still parallel to the mihrab. Renovations were also not carried out because of maintaining the architecture of the mosque building. Renovation of the mosque building to calibrate the Qibla direction would reduce the aesthetics of the mosque building.

Nowadays, most human resources (HR) managers are confronted with cost pressure, the demand for offering “high-quality-HR services” and the necessity for strategic contributions (Hewitt, 2004). Human resource management (HRM) with its current structures and tools is often unable to completely fulfill these requirements. Therefore, a strong need for reorganization of HR as a function is obvious. In the last few years, many efforts have been undertaken by HRM practitioners to re-structure HRM at the level of organizations as reflected in surveys or case studies from leading firms. Examples can be found in Som (2003) and Fairbain (2005). Moreover, the restructuring of the HR function has been the subject of a broad discussion among scientists and researchers in the field of management (Becker & Huselid, 1999; Caldwell, 2003, 2004; Truss, Gratton, Hope- Hailey, Stiles, & Zaleska, 2002). It is remarkable that this discussion has mainly focused on the strategic role of HRM (Lawler III, 2005), and consultants in the practical field have particularly given advice to improve the quality of HR services (Hewitt, 2004; Towers Perrin, 2005). A more complex view on the restructuring of HRM is rarely to be found.

Abstract The role of the cottage pesantern in fostering morals already uncontested again with a lot of challenges and temptations for the life of the students. This study aims to describe and learn about the role of boarding school in fostering promiscuity teen in SMK Ma'arif 1 Kebumen. This study is a field research and types of qualitative research. Data collection techniques using observation, documentation and interviews. The data analysis technique that used qualitative descriptive analysis which consists of 3 grooves of the activities that take place simultaneously, namely data reduction, data presentation and withdrawal of conclusion. This technique is used as a reference for the writing of the results of research and facilitate understanding of the description, which presented the results of the end of the study. The research will be looking the role of the pesantren in the development of character in SMK ma'arif 1 Kebumen. Expected from the coaching to the youth as the next generation can give birth to a generation better. The generation that is able to maintain values but can contribute to the development of the Indonesian nation from the physical and spiritual. This study aims to look at the pattern of management of moral learning. This research is a field research with a qualitative approach. The research subjects in this study were moral teachers and students of class VIII MTs N 6 Sleman. Data collection techniques through the method of observation , interview methods and documentation method. And analyzed with descriptive analysis method. The results of the analysis show the pattern of the management of moral learning in MTs N 6 sleman according to management functions namely Planning, Organizing, Actuating and Controlling. In organizing and actuating activities merge into one in the implementation phase. The pattern of management of moral learning in the MTs N 6 Sleman starts from the planning, implementation and controling. The existing problems include evaluation, media and the role of MGMP not yet maximized. The completion strategy includes tahfid activities / programs, using the environment as a learning medium and using many approaches in evaluation

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

The community role is needed in the implementation of mangrove forest tourism management, especially in planning activities. The role of the community is the involvement of community itself in the development activities, both in the planning, implementation, evaluation, and the stages of esnjoying the results of the development itself. The purpose in this descriptive qualitative study was to determine the role of community in managing mangrove forest tourism in the subdistrict of Sukadana of Kayong Utara regency. Data collection techniques consist of observation, interviews, and documentation. While the analysis was carried out with descriptive analysis technique. The results of this study indicate that the role of of the sejahtera village community in managing mangrove forest tourism is limited to the maintenance of natural resources, maintenance of cleanliness and nursery of mangrove forests. Due to mangrove forest management is still fully managed by The Gunung Palung National Park Agency, the role of the community in the management of tourism in mangrove forests is still low. Therefore, the involvement of the surrounding community needs special attention and other related parties in utilizing mangrove forest tourism.Keyword: community role, mangrove forest, themanagement of mangrove tourism

EVALUATION OF THE REACTION TO THE IMPLEMENTATION OF STRENGTHENING SCHOOL PRINCIPAL IN BPSDM DKI JAKARTA PROVINCE. The strategic role of the headmaster in education requires the implementation of the school principal strengthening. This study aims to see the results of the reaction evaluation of the participants of the strengthening school principal, held by the BPSDM DKI Jakarta province with the evaluation model of Kirkpatrick Level 1. The method used is a descriptive evaluative with the survey method. The instruments used are questionnaires. Sampling with a random sampling purpose technique and selected 90 participants from the total population of 900 people. The results showed an average of the participants’ overall response to the faculty evaluation element of 3.61, so it could be stated that the Participants had a very good perception of the whole teacher. The average is obtained because the quality of module and quality of organizers have been good, while the quality of facilities and infrastructure is very good. The conclusion of this research is the response of participants in the implementation of the school's strengthening training (MCC) is very good towards the teacher evaluation element. So also the participants ' response to the quality of the modules and organizers is good, and the response is excellent to the facilities and infrastructure.

The quality assurance and development of an educational institution depends on the quality of the headmaster as an educational leader. Therefore, the headmaster are required to be more creative, innovative and dynamic in line with changes in society that are increasingly fast and open. This study aims to analyze the role of principal leadership in supporting quality assurance at SMA YP 17 Surabaya. This research is a descriptive qualitative research with a case study approach. From the results of the study it can be concluded that in supporting quality assurance, the leadership of the head of SMA YP 17 Surabaya is supported by the character of strong responsibility, courage in making decisions, and participation in implementing policies. The headmaster has made several important efforts in supporting the quality assurance of the institution by developing the curriculum, human resources, infrastructure and increasing community participation. In managerial terms, the development of the quality of the institution is supported by good coordination with the academic community and the existence of togetherness in curriculum management and learning. In order for quality assurance to be more effective, the headmaster must periodically evaluate every program that has been implemented. The aim is to measure the level of success and find out the deficiencies of the program being implemented. Furthermore, the headmaster needs to conduct more massive socialization of the institution to the community. This is an effort to increase community participation in efforts to develop the quality of schools in the future.
