AbstrakOrganisasi Kemasyarakatan hadir, tumbuh dan berkembang sejalan dengan sejarah perkembangan bangsa. Dalam sejarah perjuangan kemerdekaan negara Republik Indonesia, Ormas merupakan wadah utama dalam pergerakan kemerdekaan, pada satu sisi, Ormas merupakan sebuah bentuk kebebasan fundamental yang dimiliki oleh setiap individu baik dalam kerangka etika maupun legal, yang dilindungi dan dijamin pelaksanaannya oleh negara. Namun pada sisi lain, pelaksanaan kebebasan fundamental tersebut justru ditengarai memiliki dampak negatif, yakni menabrak batas-batas keajegan dan ketertiban sosial masyarakat Indonesia.Penelitian ini melihat kebijakan pemerintah daerah dalam mengatasi konflik antar organisasi massa. Adapun pokok masalah ini diurai dalam beberapa pertanyaan, yaitu bagaimanakah dinamika konflik antar Ormas yang terjadi dan apa saja faktor penyebabnya, Kebijakan apa saja yang telah keluarkan oleh Pemerintah Daerah dalam rangka pengananan konflik antar Ormas, Bagaimana pengaruh kebijakan Pemda terhadap pengananan konflik antar Ormas.Penelitian ini dianallisis dengan menggunakan teori mobilisasi sumber daya dan analisis circle of conflict, untuk mendapatkan jawaban bagaimana Konflik Ormas yang terjadi di Sumatera Utara dan Jawa tengah (Solo) dan bagaimana penanganan konflik oleh Pemerintah di kedua lokasi tersebut.Penelitian ini menilai bahwa Pemda masih secara parsial menangani potensi konflik antar Ormas. Kebijakan yang ada masih bersifat administratif ketimbang sepenuhnya memberdayakan Ormas dalam mencapai tujuan bersama.Kata kunci: Pemerintah, konflik, OrmasAbstractCivil society organizations present, grow and develop in line with the historical development of the nation. In the history of the struggle for freedom in Indonesia, CSOs are the main container in the independence movement, mass is a form of the fundamental freedoms of every individual in both the ethical and legal framework, which is protected and guaranteed execution by the state. the implementation of the fundamental freedoms it is considered to have a negative impact, namely crashing boundaries and social order of Indonesian society.The research looked at government policy in resolving the conflict between CSOs. As this subject is broken down into several questions, namely how the dynamics of the conflict between CSOs happened and what are the causes, any policy that has been issued by the local government in order from administration of conflict between CSOs, How to influence the Government's policies from administration of conflicts among CSOs.This study in anallisis by using the theory of resource mobilization and the circle of conflict analysis, to get the answer to how conflicts CSOs that happened in North Sumatra and Central Java (Solo) and how to deal with conflict by the Government at both locations.The study assessed that the existing policy is still an administrative nature rather than fully empowering organizations to achieve common goals.Keywords: government, conflict, CBOs

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

This article is devoted to one of the most tragic topics in the history of this party and the history of the Spanish Republic as a whole, namely, the trial of the leaders of the Workers’ Party of Marxist Unification. The following unpublished documents stored in the Russian State Archive of Social and Political History were used for the analysis (F. 495. Op. 183): letters, personal files, protocols of interrogations after May Days, lists and reports on the “connection” between Trotskyi and the POUM, reports on the preparation and course of the trial of the POUM. Members of the POUM were accused of participating in a “rebellion”, moving to change the social order of the Republic. The accusation of the POUM connections with Franco did not seem convincing, either in Spain or abroad. The international public’s attention was focused on the trial of the POUM. Despite the fact that Spain failed to organize a show trial in the style of the “Moscow trials” and the “conspiracy between Trotskyi and Fascists” was not confirmed, the verdict had a negative impact on the POUM reputation. Thus, the trial of the POUM remained in history as one of the “black spots” in the interaction between the Spanish Republic and the Union of Soviet Socialist Republics. However, the prisoners of the POUM resisted pressure, they were supported morally by participants of the campaign of solidarity in Spain and abroad. The struggle for a kind of rehabilitation of the party continued in emigration.

AbstractHong Kong’s history of compulsory schooling (as opposed to education) commenced under colonial rule and has been maintained by the local government following the 1997 Handover. Beyond the exception of “reasonable cause,” homeschooling, or elective home education, is in principle prohibited under the laws of Hong Kong. However, there is evidence of a growing homeschooling community in Hong Kong that relies on loopholes in the law and an apparent de facto government policy to operate. This article sets out the background, legal framework, and homeschooling practice in Hong Kong. It criticizes the current situation from the perspectives of legal certainty and children’s rights. The author suggests that the government should take action to devise clear laws and public policy in relation to elective home education.

Constitutionalism, in Austria, is not a new slogan. It was a phrase to conjure with during the entire lifetime of Francis Joseph, though in practice the whole history of the country down to the revolution of 1918 was its virtual negation. Only in the latter days of the monarchy, when the scepter passed from the hands of Francis Joseph to the inexperienced young emperor Karl, was a modicum of popular expression allowed to supplant the personal autocracy of the sovereign. The old Austria passed out of existence in 1918 without the successful implantation of a régime of liberal legality in any of its parts.The young Austrian Republic, coming into existence in the hour of the Empire's dissolution, thus inherited a legacy of unconstitutional government, and only the solidity of socialist and clerical party organization, bred of the stress and strain of clashing conceptions of the social order, gave support to the government in the days when social revolution swept almost to the doors of Vienna. It was under such circumstances that Austria entered, in 1918, upon the way of constitutionalism and sought, through her provisional instruments of government, to avoid the autocratic excesses of the past and avert the impending perils of a proletarian dictatorship.In a series of revolutionary pronouncements and decisions of her provisional assembly, she discarded, under socialist leadership, the arbitrary régime attendant on the monarchy, and, establishing a unitary democratic republic with far-reaching local self-government as a stepping-stone toward union with Germany, inaugurated a régime of unquestioned parliamentary supremacy, strict ministerial responsibility, virtual executive impotence, and extensive socialization.

<p>Onion prices are fluctuating in Central Java, causing profits onion farmers uncertain. So that when the price drops causing the farmers had a loss and decrease cultivating intensity in the next season. The data in this study using quantitative data using OLS (Ordinary Least Square) with the classical assumption: multicoloniarity, autocorrelation, heteroscedasticity, and test for normality. The test equipment are using F-test, t test, and R<sup>2</sup>. From the test results of significance (F test) showed that the independent variables simultaneously significant effect on dependent variable with the calculated F value of 7.594314 and 0.007849 probability &lt;0.05. The results of the partial model test (t test) showed that the price of onion variables significantly influencing the production of onion variables with probability 0.0078 &lt;α (0.05) and had a negative impact, with coefficient of -3,148.617. Coefficient of determination on this results is 0.117569. it could be explained that onion production is influenced by variables onion prices by 11.76% while the remaining 88.24% influenced by other variables outside the model. Recomendate : The government needs to control the price that farmers do not lose money when prices fall and can continue cultivating in the next period. So that the onion production is relatively stable.</p><p> </p>

В статье рассматриваются истоки возникновения вопроса Кабинды как затянувшегося территориального спора между официальными властями Республики Ангола и действующей на территории анклава Кабинда сепаратистски настроенной организацией — Фронта освобождения государства Кабинда, а также ее различными фракциями. Отмечается влияние геополитического фактора и нефтяных запасов на ситуацию в провинции, рассматриваются исторически обусловленные предпосылки и формально-правовые основания возникновения данного спора. Анализируются цели и методы борьбы, применяемые сепаратистами, отмечается их разобщенность, противоречивость действий в отношении правительства в Луанде. Отражены взгляды высшего руководства страны на данную проблему, приведены некоторые меры, принимаемые правительством для урегулирования вопроса. Прослеживается динамика развития ситуации в последние годы, а именно перегруппировка сил сепаратистов, создание ими новой организация — Движение за независимость Кабинды, активисты которой уже включились в политическую борьбу и призывают к самоопределению провинции. В статье делаются некоторые прогнозы относительно развития событий вокруг анклава. The article focuses on the sources of the Cabinda issue as a long-lasting territorial argument between the authorities of the Republic of Angola and the Front for the Liberation of the Cabinda Enclave, a pro-separatist organization functioning in the territory of the Cabinda enclave and its fractions. The article highlights the significance of the geopolitical factor and oil reserves and their influence on the situation in the province. It treats historical prerequisites and formal legal basis of the argument. The article analyzes the aim and methods of struggle used by separatists. It underlines the inconsistency of their actions aimed at challenging the government in Luanda. The article describes Angolan authorities’ views on the problem and dwells on some measures taken by the government to regulate the issue. The article assesses the development of the situation throughout recent years. It focuses on the regrouping of the separatist forces, on the creation of a new organization called Independence Movement of Cabinda, whose activists are involved in the political struggle and call for national self-determination. The article makes a few predictions associated with enclave-related developments.

Abstract The emergence of the CoronaVirus Disease in 2019, until now has had a negative impact on various sectors of people’s lives including the agricultural sector. Smallholder oil palm farming has also experienced a negative impact due the pandemic. This research aims to knowing the situation of smallholder oil palm farming before and during pandemic; and to knowing the readiness of farmers to manage smallholder oil palm farming; and to knowing the sustainability of the management of smallholder oil palm farming during the pandemic. This research was conducted in STM Hilir Subdistrict, Deli Serdang District, North Sumatra, Indonesia, which was carried out in September - December 2020. The data used were primary and secondary data which were analyzed descriptively with income analysis method and simple tabulation. Based on the results of data analysis, concluded: smallholder oil palm farming during the COVID-19 pandemic was not stable, due to an increase in production costs of 20.2%/month, and a decrease income of farmers by 6.69%/harvest season/ha. In period of COVID-19 pandemic-19 59% of farmers said they are ready to develop their farming in a sustainable manner. Sustainable management smallholder oil palm farming during the pandemic is going well, based on indicators of ecological conservation, where farmers tend to use organic fertilizers. In accordance with the results of the study suggested; so that the government provides continuous counseling to farmers, provides incentives, subsidies for production facilities for farmers, so that farmers continue to apply health protocols in carrying out their farming activities.

In Eastern European countries, history plays an important role for social and political reasons. In Belarus, it is used instrumentally, and recent attempts to demonstrate the negative impact of Poland and Poles on the country’s history may, although not necessarily, be used in current political activities. The government and President Alexander Lukashenko treat the historical picture of the history of their country in relations with Poland as a derivative of the basic assumption: the first Belarusian state was the Belarusian Soviet Socialist Republic (SSR), which they assess positively, just like (with various reservations) the entire Soviet Union. The positive assessment of the USSR and the Belarusian SSR creates an ideological basis for strengthening their power inside the country and building positive assessments of today’s Russia and cooperation with Russia.

Industrial revolution 4.0 is an era where technology in the IT field is growing very rapidly, it can also be said a new era for entrepreneurs in Indonesia that must be a golden opportunity to improve business performance and opportunities for millennials to enter the business or business world. In this era people are expected to be able to compete especially in the business world. This study discusses the Application of Data Mining in Grouping the Number of Enterprises by Province Using K-Means Clustering. The source of this research data is collected based on the information documents of the number of businesses in Indonesia produced by the National Statistics Agency. The data used in this study are provincial data consisting of 34 provinces. Data will be processed by clustering in 3 clusters, namely cluster of high number of businesses, cluster of medium number of businesses and cluster of low number of businesses. The results obtained from the assessment process are based on the index of the number of businesses with 4 provinces, the number of high businesses, namely North Sumatra, West Java, Central Java, and East Java, 13 Provinces, the number of medium enterprises and 17 other provinces, including low business numbers. This can be used as input to the community, especially in provinces where the number of businesses is low so they can compete in the business world and input for the government to provide facilities and infrastructure to support entrepreneurs in Indonesia.
