This paper features the current situation of the Svan-speaking linguistic communities in Georgia, the Georgian language policies and the attempts made to make Svan a literary language. In 2013, Richard Bærug published Svan Youth Literature, a book containing short stories written by young Svans; this and other recent publications seem to bear witness to the vitality of this endangered language. Anyway, language policy in Georgia still looks far from accepting the Kartvelian languages different from Georgian as separate languages, although other minority languages are earning evident privileges. Recent studies have shed light on some of these problems, which however take on greater meaning when viewed from the diachronic perspective hereby presented.

Abstract This article analyses the overall development of the endangered language around the world in reference to UNESCO’s Atlas of World Endangered Languages and reflects on the local context. The focus to local context refers to the current territory of North Macedonia in which it is believed there are 7 endangered languages such as: Adyge, Aromanian, Gagauz (South Balkans), Megleno-Romanian, Judezmo, Romani and Torlak. These languages are classified as endangered but are still spoken in the country. The article also reflects on the status of the Albanian language in North Macedonia by drawing comparisons with two other language varieties such as Arberesh which spoken in Southern Italy and Arvanitika spoken in Greece. The challenges that these minority languages have faced in particular countries should serve as a guide in designing effective language policies in North Macedonia in order for the language not be endangered. In the last section the article report on the phenomena of Globalization in which English has become the global language and at the same time has accelerated the loss of many native languages around the globe.

This article explores trends in language policies in the Transcarpathian region during 1991–2020 within the general Ukrainian sociopolitical context. It is argued that the status of the Ukrainian language as the state language in the region has become strengthened as evidenced by recent developments in language planning and language policy, including the adoption of the Law “On Ensuring the Functioning of the Ukrainian Lan-guage as the Official Language”. However, the manipulation of the language question in Ukraine, especially in the border regions, has taken on a political character, spreading beyond the borders of the state, threatening the constitutional order and the state sovereignty of Ukraine, in particu-lar in education, economics, and legal sphere. In Transcarpathia, a multi-ethnic border region in the extreme west of Ukraine, warrants attention of both scholars and politicians. This article looks into the changes in the Ukrainian language policies in the local state administration, and the importance of the Ukrainian president office in this regard. Specific features of the linguo-political situation in Transcarpathia, viewed at different periods of its development from the independence of Ukraine in 1991 on-ward, are presented. This study determines the role of the media in shaping a regional linguo-political situation, including the Internet media language space. The paper provides data of a comprehensive analy-sis of the results of the 2017–2019 external independent evaluation as an indicator of language competence of the participants of EIE, the results of research on the perception of educational language innovations in the region through a survey of different categories of respondents during 2018, the monitoring of experimental experience in implementing elements of multilingual edu-cation in educational institutions in Ukraine, particularly in Transcarpathia. The author outlines prospects for continued research in the framework of the project “Debat ing Linguistic Diversity: Managing National Minority Languages in Ukraine and Russia” (2020–2023). This review has as its major scope language policy as it has been practied in the province of Taiwan of the Republic of China (ROC). Language policies of the nation from 1911 to 1949 (i.e., from the establishment of the republic in the Mainland to the time when the central goverment of the ROC moved to Taiwan) will also be reviewed as they bear significantly upon the current policies. The reason for this is quite obvious, since the current policies are the result of a continuous evolution of policies in the past. In the following sections three areas will be presented: 1) a brief sociolinguistic profile of the major and minority languages in the ROC; 2) the functional allocation of languages; 3) the language policies as actually practiced today.

Abstract The article presents data from a 2013–2019 ethnography of Zhuang language policy to support an analysis of implications for language policy research and scholarship of findings about the (in)visibility of publicly displayed Zhuang. The analysis challenges core assumptions of language policy-making, advocacy and scholarship and explicates the general implications of this challenge beyond China, particularly for minority languages. The most important assumption that this article interrogates is that a written language on display will be recognised as that language by its speakers. Further, it argues that literacy, script, and other language policies impact on display policies and must work together; they do not in the Zhuang case. In making a case for language policy informed by ethnographic research, this article reviews the foundations of socially-situated analyses of Linguistic Landscapes. To galvanise further such research and articulate it to policy-makers, the article employs the term ‘lived landscape approach’.

Abstract A major challenge for authorities in the modern world is the linguistic integration of minorities. In this context, language policies play a key role as authorities are increasingly faced with the challenge of adjusting their language policies in order to secure the linguistic rights and thus the integration of their multilingual populations. In multilingual democracies, these language policies must include choices about the use or non-use of translation. These choices, when they are systematic, become policies of their own in terms of translation. Thus, translation policies arise in part as a consequence of language policies, and there can be no language policy without an attendant translation policy. This article sheds light on the role of translation policies as part of language policy. Specifically, it shows that translation policies can be a tool for integration and recognition or exclusion and neglect of speakers of minority languages and therefore deserve special attention. This is done by comparing the translation policies adopted in Flanders and Wales, both as applied to autochthonous linguistic minorities and allochthonous linguistic minorities. Lessons can be learned from the similarities and differences of translation policies in these two regions.

In ‘Literature and Life’, Deleuze remarks that all literature manifests as delirium, and, as such, the destiny of literature is to play itself out between two poles that create and reflect life back to itself: what the human desires, and the constant changes life imposes onto us. Taking Deleuze’s statement as a point of departure concerning the power of social fiction, this article mobilizes the dystopian imagination as a tool to evaluate what language policies do as they channel human desire to shape linguistic practices. Specifically, this article explores the extent to which the literary dystopian lens can help us plot more desirable futures for multilingualism in education. Through a critical fabulation about India’s three-language policy’s effects in schools, we bear witness to this language policy’s disciplinarian action, which reinforces linguistic hierarchies and territorial disputes present in this nation’s history. Indeed, decisions on policies meant to assist linguistically minoritized students have often rested on complicated assumptions about what language means. These assumptions operate under liberal and neoliberal ideologies that commodify and narrow citizens’ linguistic choices, thereby framing one’s authority over language as something that exists outside the human mind. By approaching India’s three-language policy as a futuristically fabulated case study, we reflect on the potentiality of dystopian narratives to function as an analytical method and a critical lens to anticipate ethical problems in language policies’ design.

AbstractThis article presents a practical project to develop a language policy for an English-Medium-Instruction university in Uzbekistan. Although the university is de facto English-only, it presents a complex language ecology, which in turn has led to confusion and disagreement about language use on campus. The project team investigated the experience, views and attitudes of over a thousand people, including faculty, students, administrative and maintenance staff, in order to arrive at a proposed policy which would serve the whole community, based on the principle of tolerance and pragmatism. After outlining the relevant language and educational context and setting out the methods and approach of the underpinning research project, the article goes on to present the key findings. One of the striking findings was an appetite for control and regulation of language behaviours. Language policies in Higher Education invariably fall down at the implementation stage because of a lack of will to follow through on their principles and their specific guidelines. Language policy in international business on the other hand is characterised by a control stage invariably lacking in language planning in education. Uzbekistan is a polity used to control measures following from policy implementation. The article concludes by suggesting that Higher Education in Central Asia may stand a better chance of seeing through language policies around English-Medium Instruction than, for example, in northern Europe, based on the tension between tolerance on the one hand and control on the other.

AbstractMost nations in mainland Southeast Asia and elsewhere have one national language as a focus of national identity and unity, supported by a language policy which promotes and develops this language. Indigenous and immigrant minority groups within each nation may be marginalized; their languages may become endangered. Some of the official national language policies and ethnic policies of mainland Southeast Asian nations aim to support both a national language and indigenous minority languages, but usually the real policy is less positive. It is possible to use sociolinguistic and educational strategies to maintain the linguistic heritage and diversity of a nation, develop bilingual skills among minority groups, and integrate minorities successfully into the nations where they live, but this requires commitment and effort from the minorities themselves and from government and other authorities. The main focus of this paper is two case studies: one of language policy and planning in Myanmar, whose language policy and planning has rarely been discussed before. The other is on the Lisu, a minority group in Myanmar and surrounding countries, who have been relatively successful in maintaining their language.

This paper is an attempt to analyse one of the documents which may affect the classroom activities of English as a Foreign Language (EFL) teachers, namely teachers' guides. It also explores the context at which the document is aimed and critiques how EFL teachers are advised to teach as well as how EFL is taught. As such, the paper stands where critical discourse analysis and language policy come together in the study of language policies in education. The teachers' guide chosen and the analysis carried out here are not necessarily concerned with their representativeness and typicality but with the opportunity they provide to the researchers and teachers to learn about such language policy documents and how language and language teaching objectives are represented in them. The issues raised in this paper will have relevance to the EFL teachers' guides and EFL education in other contexts, as these issues are likely to be true of other EFL milieux.

Abstract This article analyzes the legislation of the two territories that have the most advanced legal framework regarding language policies towards Catalan: Andorra and Catalonia. The study of the legislation in relation to contexts of social and institutional use shows how this legal framework is not sufficient to change Catalan from being a minoritized language, since the phenomenon of minoritization is innate to the ecosystem in which languages develop. This ecosystem is conditioned by the presence of Castilian as a lingua franca on both sides of the border between Andorra and Catalonia. In the case of Andorra, its status as a cross-border microstate makes it a plurilingual space with Castilian as a socially cross-cutting language; moreover, the fact that until recently there was no network of state schools hindered Catalan language normalisation efforts. Catalonia, on the other hand, is an even more complex example on account of how the implementation of llengua pròpia policy contradicts the constitutional control the Spanish state exercises on this.
