Finally, the author notes that for such a development, mutual exchange of experience is essential, as well as the validation of methodological materials developed primarily in the Republic of Kazakhstan and the Russian Federation, with a view to their application in other countries of the Eurasian Economic Union, especially when conducting forensic examinations in cases related to the cross-border negative anthropogenic impact on environmental objects.

This article is devoted to a comprehensive analysis of telemedicine in the countries of the Eurasian Economic Union: its legal regulation, methods of implementation and development prospects. The authors pay attention not only to a comparative legal analysis of telemedicine regulation in the EAEU countries, but also to determining the possibility of creating a general agreement on telemedicine between the Russian Federation, the Republic of Belarus, the Republic of Armenia, the Republic of Kazakhstan and the Kyrgyz Republic. Identifying gaps in the national regulation of telemedicine in these countries, the authors point out the aspects in which it is necessary to harmonize the regulatory framework for telemedicine consulting, and also provide for those provisions that must be necessarily disclosed in the agreement on telemedicine within the EAEU.

The study is devoted to assessing the innovative potential of agriculture of the member states of the Eurasian Economic Union. As part of the work, it was revealed that the Member States of the Union were united in order to ensure sustainable development in the current and strategic perspective. The analyzed agricultural indicators led to the conclusion that the Russian Federation is the absolute leader in terms of gross output and distribution of agricultural products, the Republic of Kazakhstan occupies the second place, and the Republic of Belarus in third place. At the same time, the specific indicator reflecting the collection and production of agricultural products per capita, which indicates the innovative development of agriculture, was analyzed in the work, as a result, it was revealed that the Russian Federation ranks last in terms of certain indicators. In this connection, mechanisms were proposed in the work aimed at increasing the innovative development of agriculture in the member states of the Eurasian Economic Union.

The study of cross-border interactions of the former Soviet republics is in the centre of research of many experts in border studies. Dynamics and positive effects of convergence processes are observed in the border regions of the Russian Federation and the Republic of Kazakhstan. The past five years have clearly demonstrated the hidden geographical potential of cross-border cooperation between these states, which is explained by a qualitatively new phenomenon in the post-Soviet space – the formation of the Eurasian Economic Union (EAEU). Therefore, the top-down initiatives have strengthened the processes of economic, social, cultural and political convergence of the regions of Russia and Kazakhstan. The purpose of this study is to consider the overlap and the double effect of “hidden” and “formal” integration of border regions of Russia and Kazakhstan and to assess their impact on the social and economic development of border territories.

The European Union is the largest trading partner for the Eurasian Economic Union. The multi-integration of the Eurasian Economic Union with foreign countries practically guarantees a positive result. The issues, related with non-tariff measures regulating foreign trade, have been considered in the article. For the countries of the Eurasian Economic Union and the Russian Federation in particular, in the near future, the main task should be step-by-step standardization and elimination of almost all non-tariff barriers to trade, as these values significantly aggravate the counter-trade in goods and services and hinder further integration. And this concerns, above all, the development towards the European Union.

The article is devoted to comparing the policies of the Belarusian leadership in the Eurasian Economic Union (EAEU) and the Union State of Belarus and Russia. The author notes that at present the official Minsk considers the acquisition of integration preferences and subsidies and obtaining privileged access to the resources and markets of Russia and Kazakhstan as its main goal in economic integration projects in the post-Soviet space. At the same time, the Belarusian leadership is striving to slow down the process of connecting the economies of the countries participating in Eurasian integration. It is shown that since 2010 the Republic of Belarus has effectively used its participation in two integration projects that complement each other in the field of economic integration. Periodically, Minsk used the EAEU as an additional platform for dialogue with Moscow to receive Russian subsidies. At the same time, using the disagreements between the EAEU member states, President of the Republic of Belarus A. Lukashenko has repeatedly tried to resolve issues arising in the framework of Eurasian integration in his favor. The creation of temporary coalitions by Belarus with Kazakhstan, Kyrgyzstan and Armenia helped to block Russia’s proposal to introduce a single EAEU currency in 2014-2015. Currently, official Minsk expects to keep the EAEU in the format of a sponsor of the Belarusian economy, but is still not ready to deepen integration within the framework of the Eurasian integration project. The Belarusian leadership expects that the policy of balancing between the EAEU and the Union State will allow the republic to continue to receive and increase resource and financial support from the Russian Federation.

Hazardous waste is a trigger of the environmental crisis, especially at the stage of increasing production and consumption of goods, leading to a significant increase in industrial waste and its movement across customs borders. The cross-border movement of hazardous waste is controlled by the state, customs authorities are entrusted with the tasks of protecting national security, human life and health, animal and plant life, the environment, including protection against the illegal import of hazardous waste. The transboundary movement of hazardous wastes is carried out within the framework of the permissive procedure. Such a unified licensing procedure has also been adopted in the EAEU with respect to the import into the customs territory, transit, export from the customs territory of dangerous wastes. This procedure assumes that the declarant submits to an official of the authorized body a license of the Ministry of Industry and Trade of the Russian Federation or a permit for the transboundary movement of hazardous waste of the Federal Service for Supervision of Environmental Management. However, despite the efforts of the international community in the fight against hazardous waste, the dynamics of illegal movement of certain types of waste continues to grow, which indicates the existence of a number of unresolved problems. In the course of the study, the conceptual and categorical apparatus in the field of hazardous waste is analyzed, the main provisions of the procedure for moving this category of goods across the customs border of the EAEU are considered. The basis for national legislation in terms of the conceptual apparatus and regulation of the transboundary movement of hazardous wastes through the customs territory of the EAEU is the norms of international law, while a comparative analysis confirms the ambiguity of their recognition and classification in the EAEU member states. The analysis of the dynamics of the movement of hazardous waste, including used pneumatic tires and tires, showed that every year the problems of environmental protection become more acute. As a result of the study, specific problems in the field of transboundary movement of hazardous wastes were identified and recommendations for their solution were given.
