The quality of higher education in Ukraine today reaches a new level and this is facilitated by a number of factors: the European vector of development of the country as a whole, the adoption of new, harmonized with European standards, legislation, the emergence of a new paradigm for assessing the quality of educational programs. criteria, which makes it possible to move away from a formalized approach to the educational process as a whole and make it exclusively student-centered and, importantly, customer-oriented, like any service. Student-centeredness is important, first of all, for identifying needs, which will then become learning objectives, and later on the learning outcomes of higher education students. That is why, in order to improve the quality of educational programs, the most important role should be given to properly formulated learning outcomes, the process of their acquisition and assessment methods. After all, all this, in the end, gives the final integrated result – a quality specialist, competitive in the labor market and capable of retraining. The essence of learning outcomes and their difference from a number of other concepts, types and the author's vision of the structure are presented in this study. A methodical approach to their formulation is presented, which is based on the hierarchy of the cognitive process and constructive coordination of the triad of components: learning outcomes, learning activities and assessment methods. In addition, a clear understanding of learning outcomes helps teachers to improve curricula and make all assessment materials and tools most relevant to achieving certain learning outcomes, and helps students to optimally plan their learning and assess their own learning progress. It is proved that the learning outcomes of higher education students are a crucial criterion for assessing the quality of the educational program, and stressed the need for a gradual departure from state standards of specialties, within the academic independence of higher education institutions to ensure more free formulation of learning outcomes as a factor in increasing the quality of educational services.

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

The article presents an analysis of the decisions of the National Agency for Higher Education Quality Assurance on the accreditation of educational programs of the following specialities: 017 Physical Culture and Sports, 014 Secondary Education (Physical Culture, Human Health). Considering the significant differences between the previous accreditation procedure carried out by the Ministry of Education and Science of Ukraine (until 2019) and the current accreditation procedure carried out by the National Agency for Higher Education Quality Assurance the analysis of accreditation cases is particularly relevant. In the course of the research, the analysis of accreditation cases that took place in the period from November 2019 to November 2020 was carried out. It included the assessment of educational programs, curricula, self-assessment documents, reports of the expert groups, conclusions of branch expert council and decisions of the National Agency. Generalized data on the evaluation of educational programs according to individual criteria is presented. The article presents an analysis of the main shortcomings identified in the process of assessing the quality of educational programs at the stage of field accreditation procedure and, at the stage of assessment of the accreditation case by the branch expert council of the National Agency for Higher Education Quality Assurance. It is shown that the main reason for the decision of the National Agency for Higher Education Quality Assurance on conditional (deferred) accreditation of the educational programs was the presence of significant shortcomings in the structure and content of educational programs, as well as in the processes related to teaching and learning. It was also shown that only half of the educational programs in the field of sports, which passed the accreditation procedure in the period from November 2019 to November 2020 met the requirements for ensuring the quality of the educational process. This indicates that the internal quality assurance systems of Ukrainian higher educational institutions were not ready for the new requirements set by the National Agency for Higher Education Quality Assurance.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.
