The subject. The article characterizes the role of Russian Constitution, federal laws and bylaws in ensuring tax security. The purpose of the article is to identify legal norms that ensure the tax security of the state, and to confirm the hypothesis that such norms hat such norms are effective in systemic interaction. The methodology. The author uses methods of system analysis of scientific papers devoted to the provision of various types of security. Formal logical and legal interpretation of Russian regulatory legal acts is used also. The main results. Regulatory documents in the field of tax security can be classified into: the Constitution of the Russian Federation at the highest level; program documents (conventions, strategies, charters, concepts, programs, doctrines, standards, directives) as acts of the first level, the legislation of the Russian Federation and its constituent entities is at the second level; departmental regulatory legal acts are at the third level. The law on security should be an act of direct action that determines the content of the management activities of public authorities to ensure security by fixing its goals, principles, the most general forms and means of implementation. The basis of legal provision of tax security at the legislative level should be defined in the federal law on security as well as in the federal law "On Tax Authorities of the Russian Federation" (in intra-governmental relations context because tax authorities are the main subjects of tax administration) and in the Russian Tax Code (concerning relations between public administration bodies and private entities). Any draft legislative acts affecting issues of tax relations and economic management should be examined for compliance with national interests in the field of tax security and the effectiveness of minimizing threats. Each legislative act should take into account the implementation of the goals and principles of ensuring tax security (as well as other types of security) enshrined in the concept document. Such expertise is possible in the process of approving draft laws by the Russian Government as well as when registering relevant bylaws by the Russian Ministry of JusticeConclusions. The Russian Constitution should consolidate a unified approach to the essence of security as a whole. Legislative acts (first of all, the laws on security, on tax authorities, the Tax Code of the Russian Federation) should provide for the main directions of countering threats to tax security arising in the relevant areas of regulation. By-laws and regulations are designed to fix specific managerial ways of dealing with such threats.

Issues on dairy producers’ motivation are not very obvious at the first sight. The main argument for economic activity is profit. Apparent, a large number of "pitfalls", which are subsequently found in the process of doing business, sometimes lead to a halt in the production process. Periods of change of accents in agricultural business that are typical both for the economic branch as a whole, and specifically for the dairy industry, are considered in this paper. It is worth noting that the quality and quantity of specialized information is the basis of any business. This paper considers aspects of the impact of created, destroyed or modified information modules in the field of economic management in general and the impact of information blocks on the dairy industry. The socio-engineering scheme of data collection, planned for use in the automated system of selection of cattle breeds, depending on the ecological and geographical conditions of the breeding region, is proposed in this work. Algorithm of information processes of the designated system with methods of social engineering is formed. This algorithm is designed to collect data on specific and time-stable features of different cattle breeds.

World experience shows that in modern conditions urban agglomerations are the most important form of spatial development. This is also evidenced by the experience gained in the constituent entities of the Russian Federation. Urban agglomerations are characterized by a large internal market, a high level of human capital, a high-quality urban environment, developed infrastructure, innovative potential, and higher entrepreneurial activity. Despite the fact that the Russian regions have already accumulated sufficient experience in the development of agglomerations, the issues of their formation have not yet been resolved at the federal level. This requires finding the optimal balance in the powers of municipalities and public authorities in their management. In the article, the author examines the key issues related to their institutionalization in Russia on the basis of the experience of a number of foreign countries in line with domestic experience. Being a form of inter-municipal cooperation, urban agglomerations are also the object of state management. The author analyzes the main provisions related to the development of urban agglomerations, which are contained in the Strategy of Spatial Development of the Russian Federation until 2025, as well as the Draft Law developed in the Ministry of Economic Development “On Urban Agglomerations”. It is concluded that the development of urban agglomerations is an integral part of a more general process of developing inter-municipal cooperation.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.
