The state of development of dairy cattle breeding in Ukraine for the period of 2011–2016 was analyzed. The trends of livestock changes, volumes of milk production depending on regions, forms of organization, breeder's membership, breeding and breeding work, influence of genetic and paratyphoid factors on indicators of development of the industry are determined. An analysis of the location of dairy cattle, its concentration, organizational forms of milk production shows significant differences between regions, both in terms of the number of dairy herds and milk production volumes. The largest concentration of cows' livestock in agricultural enterprises is observed in the northern and central regions, in particular, Poltava, Cherkassy, Sumy, Chernihiv, Khmelnytsky oblast. Large agricultural enterprises are more cost-effective than small ones, but the last ones during 2010–2016 still prevailed in the total number of agricultural enterprises - more than 50%. The number of cows of diary and diary-meat breeds decreased almost twice (from 5431 thousand in 2000 to 2736,5 thousand in 2010), and in agricultural enterprises and farms – in four times (correspondingly from 2475 to 604.6 thousand goals). Despite the simultaneous growth of 71.6% of the average cow supply (from 2359 kg – 2000 to 4049 kg – 2009), gross milk production, after some growth until 2005, in 2009 decreased by 13.5% comparing to 2001. The same trend in the dynamics of livestock population continued in the next five years. The number of cows of Ukrainian Black-and-White diary breed as of 01.01.2016 in the control herds decreased to 68181 or 11217 heads, Ukrainian Red-and-White dairy – by 8677 and Ukrainian Red diary – by 4110 heads. At this, gross milk production increased from 2216,6 tons in 2010 to 2705,6 tons in 2016. It should be emphasized that the increase in milk production occurred only in agricultural enterprises due to the growth of productivity of cows from 3975 kg in 2010 to 5643 kg in 2016, that is almost twice. An analysis of the structure of milk production in agricultural enterprises shows the gradual increase in production volumes by large farms, which is a positive trend in terms of milk quality, economic efficiency of its production, and their development as more investment attractive. An important factor in the growth of milk production is the breeding stock of cows. Over the past 5 years, the total number of breeding cows has decreased from 153.6 thousand heads to 128.2 thousand, that is on 12 per cent. The reduction in the number of cows applies to all breeds, but most of it occurred in Red dairy breeds (16.3%). The milk yield of the cows of breeding herds of new domestic breeds grew in all breeds and made up 6613 kg of milk in Ukrainian Black-and-White diary breed with a fat content of 3.70%, protein 3.27%, Ukrainian Red-and-White dairy breeding, respectively 6357; 3.76; 3.26; Red diary – 5963; 3.87 and 3.29. An equally important problem in the development of dairy cattle breeding in Ukraine is the low level of reproduction of animals against the background of reducing the number of livestock and increasing its productivity. This is confirmed by the low yield of calves in farms of different categories. So for 2016, according to statistics, he was 70 calves per 100 cows. One of the factor that reduces the calving out is the natural biological antagonism of milk yield and reproductive capacity of the cows. Growth in milk yield of cows in breeding flocks with an increase in the heredity of the Holstein breed led to a decrease in the yield of calves per 100 cows to 68.7 heads (in 2010). The duration of productive use has the opposite tendency - in newly created domestic breeds it extends to 3–4 lactations, in Holstein – up to 1.8–2.0 lactation. The level of heifer cultivation is a major paratypic factor affecting the formation of their productive features. The intensity of breeding heifers and heifers does not fully meet the requirements of the standard domestic breeds for their live weight. From 2019, 33498 heifers in only 45.7% – 71.5% of heads, average live weight in 6 months corresponded to the breed standard, in 12 months – 61.1–82.1 and 18 months old – 63.1–73,9%. In a number of even breeding farms, the average daily gain of heifers at 6–12 months of age, during the formation of the organism, is 550–625 g. As a rule, in such farms they do not reach a high level of milk productivity. The ways and methods of reforming dairy cattle for the period up to 2025 should be formed on such bases: - in organizational terms, focusing on the expansion of milk production in large farms, which is positive in terms of the use of modern intensive technologies, the economic efficiency of its production, the attractiveness of investment; - the revival of the national selection system, which corresponds to the best examples of its organization in European countries; - domestic dairy breeds must be established as the basis of domestic dairy cattle breeding, which correspond to the conditions of their breeding and quality of products according to a set of features; - amendments to the Procedure for using the funds provided for in the state budget, directing them to implementation of the breeding program in livestock, approved by the Cabinet of Ministers of Ukraine. Execution of the proposed measures will allow to achieve the volumes of production of milk and dairy products provided by the Program.

Рассмотрена динамика производства молока в сельскохозяйственных организациях Ярославской области с 2015 по 2019 год. Проведено разделение на группы предприятий по надою молока от 1 коровы. Рассмотрены проблемы малых и средних ферм. Выявлен устойчивый рост валового надоя молока. В 2019 году он составил 292 тыс. т (+16,8% к уровню 2015 г.), что обусловлено увеличением среднегодового надоя на 1 корову до 6967 кг. Наибольший рост продуктивности отмечен в группе хозяйств с надоем от 6001 до 8000 кг (29,4%), что определено комплексным подходом к совершенствованию ведения молочного скотоводства и укреплением кормовой базы. Выявлена положительная тенденция увеличения доли вегетативных траншейных кормов I и II класса, которая в 2019 году составила 66% и возросла на 20 п.п. по сравнению с 2015 годом. Анализ породного состава молочного скота в регионе показал увеличение доли высокопродуктивных пород в племенных хозяйствах с 16,5% в 2015 году до 26,0% в 2019 году. Интенсивное использование животных приводит к ранней выбраковке коров в возрасте 3,07 отела и снижению среднего возраста стад до 2,43 отела. Дальнейший рост производства молока в регионе возможен при решении комплекса задач по оптимизации породного состава молочного скота, совершенствованию производственных систем в малых и средних сельскохозяйственных предприятиях, повышению уровня кормления и улучшению условий содержания скота. The dynamics of milk production in agricultural organizations of the Yaroslavl region in the period from 2015 to 2019 is considered, the grouping of enterprises by milk yield is carried out, the problems of small and medium-sized farms are emphasized, a steady increase of milk production was revealed, which in 2019 amounted to 292 thousand tons (+16.8% compared to 2015), which is due to an increase in the average annual milk yield per cow to 6967 kg. The greatest increase in productivity was observed in the group of farms with milk yield from 6001 to 8000 kg (+29.37%). This is determined by a comprehensive approach to improving the management of dairy cattle and strengthening the feed base. During the study period, a positive trend was revealed to increase the share of vegetative feeds of class I and II quality, which in 2019 amounted to 66% and increased by 20 p.p. compared to 2015. Analysis of the breed composition of dairy cattle in the region showed an increase in the share of highly productive breeds in breeding farms from 16.5% in 2015 to 26.0% in 2019. At the same time, intensive use of animals leads to an earlier cull of cows at the age of 3.07 calving and a decrease in the average age of herds by 6.5%, which is 2.43 calving. Further growth of milk production in the region is possible when solving a set of tasks to optimize the breed composition of dairy cattle, improve production systems, in small and medium-sized agricultural enterprises, increase the level of feeding and improve the conditions of keeping livestock.

The problem of improving state support for enterprises of the dairy product complex, in particular dairy cattle breeding, remains relevant. Its solution will contribute to the preservation of livestock and increase milk production. The current system of state support for agricultural producers in Ulyanovsk region in the form of subsidies for sold milk is inefficient, and only organizations that ensure an increase in milk yield, as well as maintaining milk production and calf output per 100 cows, can receive it. In addition, the amount of subsidy per 1 liter of milk sold is only 0.54 rubles. This does not stimulate the development of dairy cattle breeding in the region, as evidenced by the low growth rate of gross milk yield for 2014–2018. The sector’s efficiency in agricultural enterprises - the main producers of marketed milk - decreased by 6.0 percentage points, amounting to 21.9% in 2018. The purpose of the study is to develop proposals for improving state support for dairy cattle breeding in the Ulyanovsk region. In general, it should be aimed at preserving (increasing) the number of dairy herds and maintaining the productivity of cows not lower than the average regional value. The amount of the proposed subsidies under the state support program for dairy cattle breeding in the region may amount to 12.0 thousand rubles. per 1 cow, including 2.0 thousand rubles for the safety of the livestock, 10.0 thousand rubles - for the productivity of cows. With this approach, in 2018, 52.5 million rubles would have been required for state support for the development of the dairy cattle industry in agricultural enterprises in the region, the subsidy per 1 liter of milk sold would have amounted to 1.66 rubles

Dairy cattle breeding is one of the leading livestock sectors whose purpose is to ensure the production of high quality dairy raw materials in volumes meeting the scientifically grounded standards of state food security and expanding the export potential of the agrarian sector. The purpose of our research was to study the status and prospects of dairy cattle breeding in the Kirovograd region. Material and methods of research. The research was carried out on the basis of the electronic database of breeding goals (including 2312 cows), official statistics and estimates of cattle of various breeds that are involved in the production of dairy direction in the breeding farms of the Kirovograd region. The analysis used zootechnical and statistical methods. The calculations were carried out using the software package "STATISTICA-6,1" Results. According to the research (2001–2018), the cattle population in the Kirovograd oblast decreased by a factor of 2.6. Thus, as of January 1, 2018, its number constituted 96.3 thousand heads in all categories of farms, 53.1 thousand of them were cows, the number of which also decreased by 2.4 times. Specific gravity of cattle population of farms remains significant and makes up 72.7%, and 80.6% in the livestock of cows. The largest number of cows of agricultural enterprises declined significantly. Thus, as of January 1, 2018, their number was 10.3 thousand goals, which is 4.7 times less than in the same period of 2001. In the households there is also a tendency for a permanent reduction of cows, the difference is, respectively, 37.0 thousand heads or 46.4% The development of dairy cattle breeding is characterized by two opposite tendencies: reduction of livestock of cows and increase of their productivity. Thus, in agricultural enterprises in 2010, compared to 2000, hopes per cow increased by 2.5 times, in all categories of farms by 1.8 times. In 2017, the increase in dairy costs in agricultural enterprises compared to 2010 amounted to 60.0% in farms of all categories 12.2%. The researches found that in the agricultural enterprises of the oblast as of January 1, 2018 there are 26256 head of cattle, including 10281 cows. The breeding part of the existing cows is 3.013 heads, 29.3% of the total number located in 10 breeding farms. The analysis of the genealogy structure showed that the experimental population of cows belongs to 18 lines and related groups of which the most numerous Chifa 1427381 – 20.4%, Starbuck 352790 – 20.1%, Henev 1629391 – 18.6% , Eleusis 1491007 – 11.2%, Family 267150 – 10.8%. Among the indicated lines, the lowest level of milk productivity was first-born cows. The 1491007, the milk of milk for 305 days of lactation was 4466 ± 99.8 kg, and the milk fat was 168.2 ± 6.5 kg. Analogues l Starbak 352779 was characterized by the highest milk productivity, its level was 5696 + 98.8 kg and 224.9 ± 9.7 kg, respectively. The difference in stomach was 1230 ± 140.4 kg (td = 10.2) and at the release of milk fat 56.7 ± 5.28 kg (td = 10.2) at P < 0.001. However, the latter were markedly less service life (125 against 168 days) and logically higher reproduction rate compared to other lines. An analysis of the intensity of the formation of live weight of young animals has been established for its highest growth in heifers of controlled herds in the period from 9 to 12 months. Thus, in animals of Ukrainian red breed, the growth rate of live weight during this period was 75 kg, Ukrainian red-shrimp 61 kg, Ukrainian black-and-white 73 kg, Holstein 76 kg. Accordingly, during this period, the average daily gain of live weight of young breeds of these breeds was 833 g; 678 g; 811 g, 835 g. The sharp fluctuations of average daily increments during growing periods, first of all, testify to the unequal conditions of growing and feeding young animals than the breed differences. In general, as a result of the analysis of the formation of live weight of heifers, a significant level of phenotypic variability was observed, which confirms sufficient genetic resources and preconditions for selection on the given sign. Therefore, proceeding from the above, in the long run, selection work for breeding improvement of cattle breeding farms of the Kirovograd region should be conducted in accordance with certain promising directions according to groups of breeds. Conclusions. A very important factor in the growth of milk production in the Kirovograd region is high-yield pedigree cattle. The main task on the way of bringing breeding cases in dairy farming to the modern level is the introduction of computer breeding records in breeding farms. This will allow to estimate in the near future bulls-pedigrees, which were used in the past in these farms, to allocate among them complex improvers for precisely the specific conditions and maximally attract them for reproduction. On the other hand, a reliable clogging of poor quality in the genetic sense of sperm production, which leads to negative consequences, will be posed. When establishing the assessment of the breeding value of bulls and developing a single plan of breeding and breeding work in the region, one can proceed to the next step of improving breeding and breeding business, introducing a progressive method of raising the breeding value of animals of large-scale breeding. As a result, the profit from the breeding of highly productive animals, well adapted to specific conditions, will significantly exceed the costs. At the same time, the proposed measures will allow the breeding business to be brought up to the modern world level and stimulate highly productive cattle breeding.

The article presents the economic efficiency of the use of innovative technologies in dairy farms, in particular, the technology of keeping calves on the example of three dairy farms containing 1000 or more dairy cows (AIC “Adal” JSC, Aidarbayev farm, LLP “Agrofirm“ Dinara-Ranch “of the Almaty region), which made it possible to determine the development potential of these farms, to give an economic assessment of the level of production. The presented calculation of the economic efficiency of model farms for the dairy industry of the agro-industrial complex of the Republic of Kazakhstan made it possible to ensure a reasonable transfer and adaptation of technologies for the automation of technological processes for the production of livestock products in dairy cattle breeding in Kazakhstan, which will contribute to the achievement of goals, objectives and indicators as part of the implementation of the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021 Reducing the volume of milk production and the level of its consumption is a technological backwardness, since the share of dairy farms using modern technologies and equipment is 10-15% of their total number. In addition, the equipment of new and reconstructed dairy complexes and farms does not always correspond to modern technological requirements for keeping and feeding highly productive livestock. As a result, their biological potential is far from being fully realized, which negatively affects the provision of the population with milk and dairy products of domestic production. Taking into account the long duration of the reproduction cycle and the low rate of capital turnover in dairy cattle breeding, the introduction of innovations occurs in the sub-industry with some delay compared to other sub-sectors (pig and poultry farming). One of the tools for modernizing dairy farming in the current conditions is the introduction of modern digital, information and intelligent technologies (artificial intelligence, the Internet of Things and the industrial Internet). Their implementation can turn milk production into a high-tech business, increase labor productivity due to the emergence of super-productive animal breeds, solutions for accelerated selection; high quality feed and veterinary drugs; innovative delivery services.

The article considers the issues of increasing the efficiency of dairy production in agricultural enterprises and households. The main stages and their features in dairy farming development of the country and their impact on the efficiency of milk production in agricultural enterprises and households were highlighted. The reasons which cause decrease of cow livestock in both agricultural enterprises and households were identified. The inhibitory factors in the development of dairy cattle breeding were identified and the directions of its revival were outlined. It was substantiated that considering the current state and trends of dairy farming in Ukraine, its efficiency, government support measures should be aimed at increasing production mainly in farms of the corporate sector of the agricultural economy, which in the nearest future will become major producers of raw milk. It was determined that without the introduction of an effective system of government support for milk producers, which firstly will include the restoration of the special VAT regime, financing of dairy breeding revival at the state and regional level, it is impossible to have positive changes in increasing cows amount and increasing production efficiency, in addition the population of cows will continue to fall in the households. It is proved that today the system of breeding service, which was previously in Ukraine and allowed to conduct breeding at the appropriate level, is destroyed and does not work. It was concluded that further productivity growth and reproduction of animal’s livestock is extremely problematic due to the lack of a modern selection system in animal husbandry. It was established that the current level of profitability allows to ensure only simple reproduction in independent agricultural enterprises, mostly small and medium.It is true that in this situation, most farms in the corporate sector of the agricultural economy are trying to become part of vertically integrated structures of preserving and expanding their production activities on a qualitatively new material and technical base in the future.It was proved that the innovative type of dairy cattle breeding development will ensure the profitability of production and, accordingly, the growth of the income level of rural residents who are the employees of an agricultural enterprise. The article is devoted to the strategies of innovation-oriented development of agricultural enterprises for milk production taking into account the variability of the external and internal environment of their operation. It is proved that the definition of prospects for the development of dairy farming should be based on a strategic approach that allows the most adequate way to respond to the challenges of a dynamic changing environment. It is established that the development of dairy farming can be attributed to the fourth technological way, which provides full mechanization of production processes, but due to its specificity it develops on the basis of a combination of different technological ways: intensive-technocratic, natural-innovative and natural. The results of the analysis of the development of dairy farming are contradictory, because, on the one hand - the natural indicators of production efficiency are increasing, and on the other - the prerequisites for the creation of internal reserves of expanded reproduction are absent. It is calculated that despite the existing positive trends (growth of cow productivity, milk sales prices), the dynamics of the increase in production costs, which occur against the background of declining cattle, including cows, offsets positive changes in economic performance of the industry and agricultural producers. It is argued that the effective development of agricultural enterprises for milk production in the near strategic perspective is possible only if the negative trends are overcome. The constituent elements of the strategy of innovation-oriented development of dairy farming have been developed, which provides for technical and technological renewal of the production potential of agricultural enterprises and the introduction of IT technologies in the management system. Strategic models of dairy cattle breeding development are substantiated: preservation of existing development tendencies, which will be dominated by milk and beef production in private farms with preservation of extensive type of management; priority of milk farms development; priority is the development of large innovation-oriented agricultural enterprises with simultaneous state stimulation of the cooperative form of milk production by farmers and private farms. The components of the innovation-oriented strategy of dairy farming development are systematized, which envisages strengthening the fodder base, increasing the level of animal feeding, introducing complex mechanization and automation of production processes and transferring the industry to the latest technologies, using high-yielding, specialized livestock breeds. wages. Introduction. The relevance of the study of strategic development planning of any business entity is due to the fact that its activities are accompanied by the manifestation of crisis situations, the way out of which, provided favourable options may be a qualitatively new intensive growth or unfavourable – bankruptcy. In this regard, there is a need to form components of methodological support for strategic planning, which would facilitate the adoption of rational management decisions and actions of the management of agricultural enterprises for milk production to overcome the threat of crisis and its worst manifestation of bankruptcy. Methods. The methodological tools of the study include systematic and comprehensive approaches to knowledge of economic phenomena and processes, as well as their relationships. General scientific and special methods of scientific cognition are used in the conducting research. Abstract and logical, monographic methods are used in the process of generalization of scientific literature. The method of systematic analysis and theoretical generalization allowed to identify the main problems associated with the organization of planning by dairy farmers and approaches to evaluating the effectiveness of their activities. In substantiating a comprehensive system of indicators for evaluating the effectiveness of dairy enterprises and generalizing the conclusions used general scientific methods of cognition, such as the dialectical method, analysis and synthesis, induction and deduction, a comprehensive system approach.. Results. The tools of strategic analysis are systematized, among which the following are distinguished: SWOT-analysis, “stakeholder theory”, PEST-analysis, model of five competitive forces, key success factors (KSF). It was found that the factors of the external and internal environment are characterized by complexity and variability, which are not considered or partially covered when using existing tools. It is proposed, to use a set of methodological approaches based on a substantiated expert assessment of their size and vector of their impact in order to objectively assess the factors of the external environment of the functioning of agricultural enterprises for milk production. Discussion. Further research of the problem should provide substantiation for the practical adaptation of the proposed methods and system of natural and cost indicators for evaluating the effectiveness and innovative orientation of the development of agricultural enterprises of dairy cattle breeding. The article presents scientific research of breeding reserves for improving the economic efficiency of dairy cattle breeding. As a result of research at the enterprises of the Omsk region, it was found that with the improvement of the productive qualities of breeding animals, farms can receive an additional 144.84 tons of milk and 151 head of calves, for commodity enterprises the reserves are 572.205 tons of milk and 101 head of calves. In breeding reproducers, as a result of the First stage of return crossing and changes in the structure of the milking herd, the gross milk yield from the entire livestock for the full period of productive use of cows will increase by 221 tons and at the Second stage of crossing – by the same amount. All other things being equal, after two stages, the profit amount may increase by 4428 thousand rubles. A similar situation is predicted in commodity herds. According to the results of the return crossing at the end of First and Second stages, an increase in the gross milk yield from the entire livestock of 35.0 tons is expected. According to the forecast calculations, the change in the age composition of the herd of cows will have a positive impact on the economic efficiency of dairy farming in farms. In general, the return crossing on black-and-white cows up to 75% of the Holstein bloodline will increase the profit from the sale of milk by 108 thousand rubles, which proves the expediency for enterprises to use the studied crossing.

The main objective of stock breeding is to raise highly productive animals, improve existing ones and create new types and breeds of livestock. The main focus of dairy cattle breeding is on increasing milk yield, fat and protein content in milk; preserving fertility and productive longevity; and developing high adaptive properties of suitability for modern industrial technologies. Selection and breeding of black-and-white and red steppe breeds of cattle is aimed at improving the breeding and productive qualities of the animals. These breeds are traditionally raised in Western Siberia. Breeding to improve the economic and productive features of black-and-white and red steppe breeds of cattle led to the creation of new zonal types, including the Priobsky, Kulunda and Siberian zonal types, which are characterized by relatively high dairy productivity. This study showed that the Siberian type of heifers had the maximum milk yield – 6389 kg, which was 1239 kg and 828 kg more than the Kulunda and Priobsky types, respectively. The same tendency was observed for the third lactation. Animals with a dry period of less than 40 days had lower milk yields than those with a longer period. In terms of the amount of milk and the weight fraction of fat and protein in the milk, the animals exceeded the standard for the parental breed. The duration of pregnancy among the studied animals was within the physiological norm – 276.1-280.8 days. The research results may be of interest to agricultural students and specialists involved in selection issues. Keywords: reproduction, breed, milk productivity

Abstract The article shows that dairy farming is one of the most dynamically developing branches of agriculture, existing under the influence of internal and external environments, defined as: compliance with the breed standard, medical standards for milk consumption, increased investment in the industry, its resource potential. On the basis of a retrospective analysis, the evolution of technological structures in dairy cattle breeding in Russia is considered: pre-industrial, collective farming with agricultural mechanization, industrial, intensive technocratic, biotechnological. In addition, on the basis of the organizational and economic analysis of dairy cattle breeding in the Tambov region, the trends of its functioning have been determined: a decrease in the self-sufficiency of the region’s population with milk and dairy products; destructuring of the production sector with an increase in the share of enterprises with low-intensity and extensive milk production; low intensity of reproduction of a herd of cattle; a wide variety of breed composition of dairy cattle. It was found that agricultural enterprises of the region, as a rule, specializing in the development of dairy cattle breeding, choose the direction of organizing a purebred herd with standardized exterior features. This is a fundamentally different way of breeding work from all-Russian trends. On the basis of the research carried out, the priority directions of the development of dairy cattle breeding in an innovation-oriented context are substantiated.
