EFISIENSI BIAYA LOGISTIK DENGAN FASILITAS KEPABEANAN PUSAT LOGISTIK BERIKAT: IMPIAN ATAU KENYATAAN?

ABSTRACT: Research with this qualitative method aims to prove the impact of providing the Customs Center for Bonded Logistics Centers (PLB) to the domestic industry in the form of logistics cost-efficient. Research instruments in the form of interviews with 13 PLB entrepreneurs who have the theme of support for different sectors, government agencies (DJBC), the Indonesian Logistics Association, practitioners in logistics, the Indonesian Textile Association, and the Association of Indonesian Bonded Logistics Centers. The study concludes that PLB has increased the efficiency of the logistics costs of the domestic industry in the form of a decrease in dwelling time for each PLB entrepreneur who is the object of research; accelerating the fulfillment of raw materials for local industries; Cost Recovery efficiency for the Mining Industry; time and cost efficiency of the licensing process in customs procedures; and efficiency of production costs for the domestic manufacturing industry with a just in the time inventory system. In general, PLB has also triggered an increase in the economy, especially in the Indonesian textile industry sector. For the PLB to run more optimally, the government must complete certainty of the aspects of taxation, certificate of origin, and the government's support for the sustainability of the downstream textile industry, which is feared to be out of business due to the policy of bringing in semi-finished raw materials through PLB.Keywords: Customs Facilities, Bonded Logistics Center, logistics costs, dwelling time, textile industry.    ABSTRAK: Penelitian dengan metode kualitatif ini bertujuan membuktikan dampak pemberian Fasilitas Kepabeanan Pusat Logistik Berikat (PLB) terhadap industri dalam negeri berupa efisiensi biaya logistik. Instrumen penelitian berupa wawancara terhadap 13 pengusaha PLB yang memiliki tema dukungan terhadap industri yang berbeda-beda, instansi pemerintah (DJBC), Asosiasi Logistik Indonesia, praktisi di bidang logistik, Asosiasi Pertekstilan Indonesia, dan Perhimpunan Pusat Logistik Berikat Indonesia. Penelitian menyimpulkan bahwa PLB telah meningkatkan efisiensi biaya logistik industri dalam negeri berupa: penurunan dwelling time pada masing-masing pengusaha PLB yang menjadi obyek penelitian; percepatan pemenuhan bahan baku bagi industri dalam negeri; efisiensi Cost Recovery untuk Industri Pertambangan; efisiensi waktu dan biaya atas proses perizinan pada prosedur kepabeanan; dan efisiensi biaya produksi bagi industri manufaktur dalam negeri dengan sistem just in time inventory. Secara umum, PLB juga telah memicu peningkatan perekonomian khususnya pada sektor industri tekstil Indonesia. Agar PLB berjalan semakin optimal maka pemerintah harus menyelesaikan kepastian aspek perpajakan, certificate of origin, serta keberpihakan pemerintah terhadap keberlangsungan industri tekstil sektor hilir yang dikhawatirkan akan gulung tikar akibat kebijakan mendatangkan bahan baku setengah jadi melalui PLB. Kata Kunci: Fasilitas Kepabeanan, Pusat Logistik Berikat, biaya logistik, dwelling time, industri tekstil.

In the industrialized world, increasing productivity and profitability is very important for companies as a benchmark of success in business processes. Some literature has defined the success factor of the successful application of the concept of TPM as a tool to improve the productivity performance of the company, therefore improving the productivity performance of the company becomes the main thing in improving long-term sustainable profitability for the company . In the manufacturing industry pulp and paper mills, the contribution of the highest production costs is in raw materials (Pulp and chemical raw materials), followed by energy and packaging. The energy sector occupies the top three in the cost contributor to variable costs, it is triggered because in the pulp paper industry sector, the consumption value for electrical energy and heat is very high. Therefore, success in eliminating eight major losses is a major success factor in improving the profitability of the company. To analyze the effects of elimination of eight major losses, reduction of production costs and increase in profitability can be solved by evaluating the influence of all indicators of eight major losses using PLS-SEM. The data used is operational data co-generation plant production of PT. XYZ in 2019. From the research conducted it is known that the variable Overall Plant Effectiveness (OPE) is significantly influenced by 2 (two) of the 3 (three) constituent indicators, namely Availability and Performance, both indicators affect: Productivity Improvement, Decreased Production Costs and Increased Profitability of the Company. The priority of improvement that must be done by considering the production cost performance data from the review of variable costs of energy is elimination: Loss Shutdown losses (A1), Loss Production adjustment loss (A2), Equipment failure (A3), Process failure ( A4), Normal Production (A5), and abnormal production (A6).

Abstract MSMEs are the backbone of the economy in Indonesia. However, most MSMEs were collapse due to the Covid-19 pandemic. Therefore, MSMEs recovery is needed to restore the real sector, particularly in Central Java. The study analyses the impact and economic recovery strategies during and after Covid-9 in the MSME sector. The research used a descriptive qualitative method. Data were collected by electronic survey and in-depth interviews and analyzed by SWOT. The results showed the Covid-9 pandemic significantly reduced MSME business actors’ profits due to decreased sales, while production costs remained or even increased. The vulnerability of MSMEs closes their businesses based on the subjective perceptions of business actors is that most of them can survive for more than a year ahead (33.1%) and the next six months to one year (30%). The rest can last for less than one month to the next six months, starting from December 2020. MSME entrepreneurs took several strategies to keep their business running. The methods include looking for new markets, providing discounts and bonuses, diversifying products, giving a consignment, looking for cheaper suppliers/raw materials, and purchasing raw materials with the last payment due. Potential risks when MSMEs are unable to maintain business are (1) lousy credit; (2) layoffs for workers and bankruptcy for business owners; and (3) supply and demand drop. The government should take action to recover MSMEs. The promising policies are (1) Facilitate MSMEs with capital for purchasing raw materials, (2) Development local supply chains through trading houses and regional logistics, (3) Facilitating access to financing, production, and marketing, (4) Encouraging product diversification according to the current needs of consumers, (5) Development of the MSME entrepreneurial ecosystem with a multi-stakeholder approach.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

The Import Facility for Export Purpose (KITE) is the Government's effort to encourage export performance. Companies that receive the KITE facility obtain fiscal incentives and export their product to import raw materials. The textile and textile product (TPT) industry is a strategic industry and has been determined by the Government as a pilot industry in the Roadmap for Making Indonesia 4.0. The textile industry relies on imported raw materials, so that the KITE facility is needed to encourage growth and increase product competitiveness in the international market. This study aims to determine the effect of the KITE facility, the rupiah exchange rate against the U.S. dollar, and the inflation rate on Indonesia's textile exports. We used a sample of 37 industrial textile companies in Indonesia that received the KITE facility  2016 to 2018. This study uses a panel data regression model with independent variables: KITE facility, exchange rates, inflation, and exported dependent variable. The results showed that the KITE facility had a positive and significant effect on the textile industry exports. In contrast, the exchange rate and inflation had a negative and significant impact on Indonesia's textile industry exports. This study's implications for the Government can be used to formulate a national strategy to increase export.

Abstract Sericulture has been seen in Rwanda as an opportunity for increasing raw materials for the textile industry. Therefore, it has provided a new source of income, reduced unemployment and most likely to improve the livelihood status of poor sericulture smallholder producers by increasing their income earnings. The high yield in silk production has been pleasing due to the favourable climatic conditions for mulberry cultivation, sericulture has been seen as a potential tool to reduce poverty and also to generate foreign exchanges from exportation. The broad objective of this paper focuses on the impact of the livelihood status of smallholder producers in Rwanda. Purposive and simple random sampling techniques were employed in selecting 286 sericulture households’ farmers in Gatsibo district. Data for this study were analysed using descriptive statistics, inferential statistics, paired-samples t-test, cross-tabulation and chi-square test of independence. The results of this study showed clearly a significant improvement in the livelihood of the farmers. It was gathered that 82% asserted there are organized markets available for silk exportation. 77% affirmed an improvement in their income status. The average level of income per year from cocoon production among the farmers was estimated to be $ 227.59. It is of topmost priority for this program to continue because its effect has a very positive impact on the livelihood status of the beneficiaries. Farmers should be provided with continuous training, access to credits. If sustained properly it will resolve future challenges and springs more opportunities for farmers and likewise to the country through exports.

The article investigates the problems that Russian industry has encountered during the period of economic reforms. The author explores the reasons for the competitiveness decrease and contradictions that hinder the modernization of the domestic industry. Based on the analysis the principal concept is posed of the need in the implementation of the strategy of re-industrialization in Russia on a new technological basis. The basic directions of re-industrialization, the mechanisms of its implementation, as well as the impact on import substitution are considered. Substantial attention is paid to the risks inherent in a re-industrialization of Russia and the ways to overcome them. In recent years, geo-political and geo-economic challenges to the Russian economy and society greatly exacerbated the contradictions that emerged in the previous decades of economic evolution. During a long period of time the country tried to implement an economic policy intended, in principle, at achieving the strategic goal of creating a modern socially-oriented market economy on the base of modernization. However, the practical tools for implementation of this course – first of all, the ideology of “market fundamentalism” combined with the remaining powerful black market and “hand steering” by the government – caused stagnation and further de-industrialization of the country with inevitably negative implications for the manufacturing, science, education, human capital. Most recently, the Russian economy faced additional problems, namely, the Western sanctions, world economic slump and decline in world oil prices. That is why significant changes in the objectives and tools of economic policy are so urgent.

The idea of sustainable development assumes that natural resources must be treated as limited goods and that waste must be managed rationally. This idea and the constant striving to reduce production costs make the use of waste materials as substitutes for traditionally used raw materials from non-renewable sources increasingly popular. In cement concrete technology, there are many possibilities to use waste as components of mortars and concretes. The subject of this paper is a fine-grained material, obtained as a by-product during the preparation of aggregate for mineral-asphalt mixtures. The aim of the research was to test the suitability of the selected type of powder, namely limestone powder, as a component of cement composites. The paper presents an evaluation of the potential of using the limestone powder as a substitute for the fine aggregate, focusing on the impact of such a modification on aspects of durability. The sulfate degradation and chloride ion diffusion in concrete were investigated. The overall desirability function has been determined. It was demonstrated that the satisfactory value of the general desirability can be attributed to most of the investigated concretes. Positive test results support the potential of replacing part of natural fine aggregate with the tested waste limestone dust without a negative impact on the durability of concrete.

The problem of the environment is a serious issue that must be addressed by the government and the community as a supervision and reporter of each of the activities of the destroyer of the environment. The pollution and environmental damage continue to increase in line with the increased industrial activity or similar substances; surely the situation needs to get the protection of the law.  The pollution or environmental damage, mostly in the context of running a commercial business and often is also the attitude of rulers and the entrepreneurs who do not run or neglecting the obligations of their obligations in the management of the environment. This research is a descriptive quantitative i.e. with provides an overview of the company that takes the environment around the enterprise. Data collection method in this investigation using bibliographical study (Library Research). The types of data used a secondary data that consists of primary legal materials and secondary legal materials. The waste is the remaining exiles who produced from real production activities in the production scale of domestic or household and production on a larger scale. Industrial waste is a remnant of the captives process of production in certain industries. Industrial waste requires the handling and managing seriously in considering the impact will greater emanate than with domestic waste. The industry is a business or management activities of raw materials or half-goods to be the end goods that have added value to get the benefits. The assembly of the business and repairing is a part of the industry also. The results of this industry do not only in the form of goods but also in the form of services.

This paper deals with the impact of the most important factors of the total production costs in bioethanol production. The most influential factors are: total investment costs, price of raw materials (price of biomass, enzymes, yeast), and energy costs. Taking into account these factors, a procedure for estimation total production costs was establish. In order to gain insight into the relationship of production and selling price of bioethanol, price of bioethanol for some countries of the European Union and the United States are given.
