Abstract MSMEs are the backbone of the economy in Indonesia. However, most MSMEs were collapse due to the Covid-19 pandemic. Therefore, MSMEs recovery is needed to restore the real sector, particularly in Central Java. The study analyses the impact and economic recovery strategies during and after Covid-9 in the MSME sector. The research used a descriptive qualitative method. Data were collected by electronic survey and in-depth interviews and analyzed by SWOT. The results showed the Covid-9 pandemic significantly reduced MSME business actors’ profits due to decreased sales, while production costs remained or even increased. The vulnerability of MSMEs closes their businesses based on the subjective perceptions of business actors is that most of them can survive for more than a year ahead (33.1%) and the next six months to one year (30%). The rest can last for less than one month to the next six months, starting from December 2020. MSME entrepreneurs took several strategies to keep their business running. The methods include looking for new markets, providing discounts and bonuses, diversifying products, giving a consignment, looking for cheaper suppliers/raw materials, and purchasing raw materials with the last payment due. Potential risks when MSMEs are unable to maintain business are (1) lousy credit; (2) layoffs for workers and bankruptcy for business owners; and (3) supply and demand drop. The government should take action to recover MSMEs. The promising policies are (1) Facilitate MSMEs with capital for purchasing raw materials, (2) Development local supply chains through trading houses and regional logistics, (3) Facilitating access to financing, production, and marketing, (4) Encouraging product diversification according to the current needs of consumers, (5) Development of the MSME entrepreneurial ecosystem with a multi-stakeholder approach.

ABSTRACT: Research with this qualitative method aims to prove the impact of providing the Customs Center for Bonded Logistics Centers (PLB) to the domestic industry in the form of logistics cost-efficient. Research instruments in the form of interviews with 13 PLB entrepreneurs who have the theme of support for different sectors, government agencies (DJBC), the Indonesian Logistics Association, practitioners in logistics, the Indonesian Textile Association, and the Association of Indonesian Bonded Logistics Centers. The study concludes that PLB has increased the efficiency of the logistics costs of the domestic industry in the form of a decrease in dwelling time for each PLB entrepreneur who is the object of research; accelerating the fulfillment of raw materials for local industries; Cost Recovery efficiency for the Mining Industry; time and cost efficiency of the licensing process in customs procedures; and efficiency of production costs for the domestic manufacturing industry with a just in the time inventory system. In general, PLB has also triggered an increase in the economy, especially in the Indonesian textile industry sector. For the PLB to run more optimally, the government must complete certainty of the aspects of taxation, certificate of origin, and the government's support for the sustainability of the downstream textile industry, which is feared to be out of business due to the policy of bringing in semi-finished raw materials through PLB.Keywords: Customs Facilities, Bonded Logistics Center, logistics costs, dwelling time, textile industry.    ABSTRAK: Penelitian dengan metode kualitatif ini bertujuan membuktikan dampak pemberian Fasilitas Kepabeanan Pusat Logistik Berikat (PLB) terhadap industri dalam negeri berupa efisiensi biaya logistik. Instrumen penelitian berupa wawancara terhadap 13 pengusaha PLB yang memiliki tema dukungan terhadap industri yang berbeda-beda, instansi pemerintah (DJBC), Asosiasi Logistik Indonesia, praktisi di bidang logistik, Asosiasi Pertekstilan Indonesia, dan Perhimpunan Pusat Logistik Berikat Indonesia. Penelitian menyimpulkan bahwa PLB telah meningkatkan efisiensi biaya logistik industri dalam negeri berupa: penurunan dwelling time pada masing-masing pengusaha PLB yang menjadi obyek penelitian; percepatan pemenuhan bahan baku bagi industri dalam negeri; efisiensi Cost Recovery untuk Industri Pertambangan; efisiensi waktu dan biaya atas proses perizinan pada prosedur kepabeanan; dan efisiensi biaya produksi bagi industri manufaktur dalam negeri dengan sistem just in time inventory. Secara umum, PLB juga telah memicu peningkatan perekonomian khususnya pada sektor industri tekstil Indonesia. Agar PLB berjalan semakin optimal maka pemerintah harus menyelesaikan kepastian aspek perpajakan, certificate of origin, serta keberpihakan pemerintah terhadap keberlangsungan industri tekstil sektor hilir yang dikhawatirkan akan gulung tikar akibat kebijakan mendatangkan bahan baku setengah jadi melalui PLB. Kata Kunci: Fasilitas Kepabeanan, Pusat Logistik Berikat, biaya logistik, dwelling time, industri tekstil.

China’s wood industry is vulnerable to the COVID-19 pandemic since wood raw materials and sales of products are dependent on the international market. This study seeks to explore the speed of log price recovery under different control measures, and to perhaps find a better way to respond to the pandemic. With the daily data, we utilized the time-varying parameter autoregressive (TVP-VAR) model, which can incorporate structural changes in emergencies into the model through time-varying parameters, to estimate the dynamic impact of the pandemic on log prices at different time points. We found that the impact of the pandemic on oil prices and Renminbi exchange rate is synchronized with the severity of the pandemic, and the ascending in the exchange rate would lead to an increase in log prices, while oil prices would not. Moreover, the impulse response in June converged faster than in February 2020. Thus, partial quarantine is effective. However, the pandemic’s impact on log prices is not consistent with changes of the pandemic. After the pandemic eased in June 2020, the impact of the pandemic on log prices remained increasing. This means that the COVID-19 pandemic has long-term influences on the wood industry, and the work resumption was not smooth, thus the imbalance between supply and demand should be resolved as soon as possible. Therefore, it is necessary to promote the development of the domestic wood market and realize a “dual circulation” strategy as the pandemic becomes a “new normal”.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

Abstrak   Kemuning adalah desa di kecamatan Ngargoyoso, Kabupaten Karanganyar, Provinsi Jawa Tengah. Secara geografis batas Desa Kemuning  sebelah barat berbatasan dengan Desa Ngargoyoso, sebelah timur berbatasan dengan Desa Segoro Gunung, sebelah Utara  berbatasan Kecamatan Jenawi dan sebelah selatan berbatasan Desa Girimulyo. Desa ini memiliki Misi yang ingin diwujudkan  yaitu Desa Wisata. Pemerintah setempat  memberikan pelatihan untuk membuat produk inovatif guna melengkapi kebutuhan sebagai desa wisata kepada pelaku UMKM dan Penrajin. Produk Inovatif tersebut akan dijual kepada pengunjung wisata sebagai oleh-oleh. Akan tetapi pelaku UMKM dan Penrajin memiliki kelemahan pembukuan usaha terlebih lagi dalam penetuan biaya produksi produk inovatif. Mereka hanya memperhitungkan biaya bahan baku sebagai komponen biaya produksi.   Tim pengabdian FEB Universitas melaksanakan pengabdian  untuk memberikan materi mengenai konsep perhitungan biaya produksi yang dilakukan dengan interaktif.     Kata Kunci: Desa Kemuning, Harga Pokok Poduksi, Smart Village   Abstract:  Kemuning Villages is one of the villages located in Ngargoyoso district, Karanganyar Regency, Central Java Province. Geographically, Kemuning Village is bordered to the west by Ngargoyoso Village, to the east by Segoro Gunung Village, to the north by Jenawi District and to the south by Girimulyo Village. Kemuning village has a mission to be realized, namely the Tourism Village. The local government provides training to make innovative products to complement the needs of a tourism village for MSMEs and craftsmen. These innovative products will be sold to tourist visitors as souvenirs. However, SMEs and craftsmen have weaknesses in business bookkeeping, especially in determining the cost of producing innovative products. They only take into account the cost of raw materials as a component of production costs. As COVID-19 pandemic spreads in different regions with varying intensity, supply chains (SC) need to utilize an effective mechanism to adjust spike in both supply and demand of resources, and need techniques to detect unexpected behavior in SC at an early stage. During COVID-19 pandemic, the demand of medical supplies and essential products increases unexpectedly while the availability of recourses and raw materials decreases significantly. As such, the questions of SC and society survivability were raised. Responding to this urgent demand quickly and predicting how it will vary as the pandemic progresses is a key modeling question. In this research, we take the initiative in addressing the impact of COVID-19 disruption on manufacturing SC performance overwhelmed by the unprecedented demands of urgent items by developing a digital twin model for the manufacturing SC. In this model, we combine system dynamic simulation and artificial intelligence to dynamically monitor SC performance and predict SC reaction patterns. The simulation modeling is used to study the disruption propagation in the manufacturing SC and the efficiency of the recovery policy. Then based on this model, we develop artificial neural network models to learn from disruptions and make an online prediction of potential risks. The developed digital twin model is aimed to operate in real-time for early identification of disruptions and the respective SC reaction patterns to increase SC visibility and resilience.

The classic narrative of technology, invention, and patenting in the Atlantic world before 1850 focused on the industrialization of the Atlantic seaboard in Britain and the United States, with the adoption of mechanized cotton and wool textile production based on water power and then steam power, and on the development of related heavy industries. Other parts of the region appeared mainly as suppliers of raw materials, such as cotton from the American South, or as markets for the products of mechanized manufacture. While still a powerful narrative, most recent scholarship has reassessed or nuanced key elements, moving away from the traditional story of “heroic” inventors and toward more complex stories of supply and demand, including the capacity of economies and societies in the Atlantic world to supply the technical, commercial, and financial skills needed for invention and innovation, and the changing patterns of consumption and retail that created demand. Attention has also focused on innovation in other sectors, including armament production, transportation and public utilities, and the impact that innovation had upon the lives of those involved in it. Equally important has been a wider regional focus that now includes the southern territories of the Americas as important sites for innovation. Both Adam Smith and Karl Marx dismissed these areas of plantation agriculture as inefficient and irrelevant, a dead end compared to the centers of commerce and industry. Recent work has revised this by demonstrating the quasi-industrial processes required to process sugar, cotton, tobacco, indigo, and other tropical commodities; the scope for technological improvement; and the vast profits that enabled planters to invest in this technology. Leading plantation colonies such as Jamaica in the 18th century and Cuba in the early 19th century were among the first adopters of the steam engine outside Europe, where it had an equally transformative social and economic impact.

Objective - The Indonesian rice sector seems to lose global competitiveness, and the government intervenes in the market to achieve food self-sufficiency. Particularly, in the main rice producing areas of Central Java, the rice sector does not have a comparative and competitive advantage due to small farm size. Then, we need to investigate the reasons why the farm sizes of rice producers are still small. Methodology/Technique - We hypothesize that the existence of surplus labor in rural areas restrains farm size enlargement. Therefore, we need to examine the existence of surplus labor in study area. By using the empirical model of the Cobb Douglas production function, we test the hypothesis of surplus labor. The estimation result shows that there is a surplus of labor in the study area. Findings - In addition, we examine the impact of surplus labor on land lease market in rural area. This study proves empirically that there is surplus labor in rural areas; therefore, farmers have difficulty finding job opportunities in sectors other than farming. In such a case, they prefer to cultivate rather than lease their land. Novelty - This result implies that the existence of surplus labor restricts the number of land lease contract. As a result, the land lease supply in the land lease market has become very limited. Thus, the existence of surplus labor in rural areas would be a constraint of farm size enlargement. This is the first study which explores the relationship between surplus labor and land lease market in the main rice producer area in Central Java. The lack or instability of the pension system for the elderly in rural China has become a paramount obstacle for sustainable land transfer, namely land use right transfer among farmers, in the context of aging. The New Rural Pension System (NRPS), a pilot project that provided basic security for the elderly, was implemented in 10% of counties in 2009 and rapidly promoted nationwide in China. This study evaluates the impact of NRPS on farmland transfer by developing econometric models by employing the China Health and Retirement Longitudinal Study (CHARLS) from 2011 to 2015. The participation rate in NRPS increased from 25.87% in 2011 to 80.85% in 2015, and the participation rate in farmland transfer rose from 11.56% to 24.04%. Everything else being held equal, the probability of farmers who transferred out their land increased by approximately 13% and the land area has been transferred increased by 11.2% due to participation in NRPS, indicating that the NRPS improved the operation efficiency of land rental market. Furthermore, the heterogeneity analysis showed that the probability and area mentioned above had a significant upward trend with the increase of the time and insured amount of participation in NRPS, which reduced dependence on farmland for the elderly and promoted the sustainability of land transfer. The government should further encourage farmers to increase the coverage and insured amount of pension system in the context of aging. Meanwhile, a platform to promote land transfer should be established to provide information about land supply and demand and reduce the transaction cost of land rental market.

The idea of sustainable development assumes that natural resources must be treated as limited goods and that waste must be managed rationally. This idea and the constant striving to reduce production costs make the use of waste materials as substitutes for traditionally used raw materials from non-renewable sources increasingly popular. In cement concrete technology, there are many possibilities to use waste as components of mortars and concretes. The subject of this paper is a fine-grained material, obtained as a by-product during the preparation of aggregate for mineral-asphalt mixtures. The aim of the research was to test the suitability of the selected type of powder, namely limestone powder, as a component of cement composites. The paper presents an evaluation of the potential of using the limestone powder as a substitute for the fine aggregate, focusing on the impact of such a modification on aspects of durability. The sulfate degradation and chloride ion diffusion in concrete were investigated. The overall desirability function has been determined. It was demonstrated that the satisfactory value of the general desirability can be attributed to most of the investigated concretes. Positive test results support the potential of replacing part of natural fine aggregate with the tested waste limestone dust without a negative impact on the durability of concrete.

The problem of the environment is a serious issue that must be addressed by the government and the community as a supervision and reporter of each of the activities of the destroyer of the environment. The pollution and environmental damage continue to increase in line with the increased industrial activity or similar substances; surely the situation needs to get the protection of the law.  The pollution or environmental damage, mostly in the context of running a commercial business and often is also the attitude of rulers and the entrepreneurs who do not run or neglecting the obligations of their obligations in the management of the environment. This research is a descriptive quantitative i.e. with provides an overview of the company that takes the environment around the enterprise. Data collection method in this investigation using bibliographical study (Library Research). The types of data used a secondary data that consists of primary legal materials and secondary legal materials. The waste is the remaining exiles who produced from real production activities in the production scale of domestic or household and production on a larger scale. Industrial waste is a remnant of the captives process of production in certain industries. Industrial waste requires the handling and managing seriously in considering the impact will greater emanate than with domestic waste. The industry is a business or management activities of raw materials or half-goods to be the end goods that have added value to get the benefits. The assembly of the business and repairing is a part of the industry also. The results of this industry do not only in the form of goods but also in the form of services.
