The contemporary capitalistic social order has reached its apogee and starts to decline. COVID-19 pandemic has exacerbated economic and financial problems. Digitalization of production processes, automation and robotization of production leads to the elimination of jobs, and hence, to a reduction of the tax base that leads to the destruction of existing institutions of social security. Universal Basic Income or Unconditional Basic Income (UBI) as a way of distribution of public goods and a form of social welfare has been considered in recent decades as the foundation for a social component of a new social order. We interpret UBI in terms of the Ukrainian citizens’ happiness. The main task of the government in this respect is to eliminate factors of social discomfort in citizens’ lives. UBI as a passive income provides a citizen with the feeling of dignity, creates favourable conditions for self-accomplishment, strengthens national identity, provides economy and the Ukrainian commodity producers with solvent customers. The Single Digital Fiscal Accounting Payment System (SDFAPS) is introduced as a tool for UBI implementation; it elimination corruption and serves as a foundation for a new social justice. The rise of corruption cases revealed lately shows that corruption crime in Indonesia is verymuch a scourge and the heavy duty of the government to eradicate it one by one. Initially corruptionwas still carried out in the form of petty bribes, but now corruption is carried out in the category ofbillions from all aspects, even the last case was revealed to the detention center. It is a tragicphenomenon because our nation is known to have a high cultural morality and a very religiouscommunity. Efforts to eradicate corruption cannot be cut off by what is seen. But must be with broadand deep social movements, leading to social and cultural change. The social movement to eradicatecorruption is a revival of society to jointly correct conditions and bring a better life. The ultimate goalis not only to change the attitudes and behavior of individuals within the community itself, but also tobring about a new social order that is free of corruption. The problem in this journal is how the role ofcommunity leaders becomes very important in the process of eradicating corruption in Indonesia. thecommunity and the encouragement of the community to be aware of corruption must be truly enhanced,including cooperation from the KPK by always providing counseling with community leaders, becausebecause these community leaders are the important spearhead for moving a corruption-awarecommunity system. As a suggestion, the KPK cooperates with community and adat leaders in theformation of rules in the community, for example awig-awig in the Balinese indigenous community.With the awig-awig regulating corruption, it will act as a foundation in the enforcement of anticorruptionitself, which was started at the level of indigenous groups.

In the framework of broad philosophic and historical context the author conducts comparative analysis of the conditions for assimilating liberal values in leading countries of the modern world and in Russia. He defends the idea of inevitable forward movement of Russia on the way of rationalization and cultivation of all aspects of life, but, to his opinion, it will occur not so fast as the "first wave" reformers thought and in other ideological and sociocultural forms than in Europe and America. The author sees the main task of the reformist forces in Russia in consolidation of the society and inplementation of socially responsible economic policy.

This article is a thematic study of Femi Osofisan’s plays that explicitly capture the essence of blackism, nationalism and pan-Africanism as a depiction of the playwright’s ideology and his total commitment to the evolution of a new social order for black people. The article critically discusses the concepts of blackism and pan-Africanism as impelling revolutionary tools that seek to re-establish and reaffirm the primacy, identity, and personality of black people in Africa and in the diaspora. It also discusses blackism as an African renaissance ideology that campaigns for the total emancipation of black people and a convulsive rejection of all forms of colonialism, neo-colonialism, Eurocentrism, nepotism and ethnic chauvinism, while advocating an acceptance of Afrocentrism, unity and oneness of blacks as indispensable tools needed for the dethronement of all forms of racism, discrimination, oppression and dehumanisation of black people. The article hinges the underdevelopment of the black continent on the deliberate attempt of the imperialists and their black cronies who rule with iron hands to keep blacks in perpetual slavery. It countenances Femi Osofisan’s call for unity and solidarity among all blacks as central to the upliftment of Africans. The article recognises Femi Osofisan as a strong, committed and formidable African playwright who utilises theatre as a veritable and radical platform to fight and advocate for the liberation of black people by arousing their revolutionary consciousness and by calling on them to hold their destinies in their hands if they are to be emancipated from the shackles of oppression.

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

Scholars have barely begun to explore the role of the Old Testament in the history of the Spanish New World. And yet this text was central for the Empire’s legal thought, playing a role in its legislation, adjudication, and understandings of group status. Institutions like the Council of the Indies, the Inquisition, and the monarchy itself invited countless parallels to ancient Hebrew justice. Scripture influenced how subjects understood and valued imperial space as well as theories about Paradise or King Solomon’s mines of Ophir. Scripture shaped debates about the nature of the New World past, the legitimacy of the conquest, and the questions of mining, taxation, and other major issues. In the world of privilege and status, conquerors and pessimists could depict the New World and its peoples as the antithesis of Israel and the Israelites, while activists, patriots, and women flipped the script with aplomb. In the readings of Indians, American-born Spaniards, nuns, and others, the correct interpretation of the Old Testament justified a new social order where these groups’ supposed demerits were in reality their virtues. Indeed, vassals and royal officials’ interpretations of the Old Testament are as diverse as the Spanish Empire itself. Scripture even outlasted the Empire. As republicans defeated royalists in the nineteenth century, divergent readings of the book, variously supporting the Israelite monarchy or the Hebrew republic, had their day on the battlefield itself.

The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.
