The state of stands of B. pendula under conditions of chronic technogenic pollution was studied. Initial datamaterials of a detailed survey of plantings on five permanent trial areas: four-in suburban plantings, one-in birch forests on a transparent background. Surveys were performed in 2008 and 2018. Some calculated indicators assessed the state of stands, the main one being the index of life status. In 2008, a satisfactory state of suburban plantings was established, with no significant differences with the state of the control plantings. The state of stands has deteriorated in recent years (according to 2018 data), incredibly critically – in extreme biotopes (arid hydrothermal conditions, man-made pollution, recreational load). This is due to the decreased resistance of trees B. pendula, but increased the cumulative impact of these limiting factors, further – an increase of activity of pathogens and insects of phyllophagous due to the process of global warming.

The drought in 2010 had a negative impact on the state of the main forest-forming species in the territory of the Republic of Tatarstan. The carried out researches in 2011-18. the scale of desiccation is determined, regularities of drying in plantations, different in age, composition, types of forest conditions, completeness are revealed. It is established that birch and spruce were most affected. In birch forests, more than 90% of the area of desiccation occurs in mature and overmature plantations, whose share in the total forest area reaches 50%. Dependence of desiccation on the participation of birch in the composition, completeness and diameter is not revealed. In spruce forests, desiccation occurred in all age categories, mostly in monocultures created outside the natural range. The conducted studies revealed the dynamics of birch changing after drying and sanitary cutting: in Kama - on spruce and linden, in the Transcaucasus - on aspen and linden, in the Upper Kama region - on maple, linden and oak. Birch in the conditions of the forest-steppe by the age of 40 almost completely loses its ability to grow and after felling does not participate in the formation of a new stand. In addition to birch and spruce, the aspen shrunk on significant areas, as a result of the drought in 2010, the area of fir was reduced and the border of its growth beyond the Kama river was reduced. There was a weakening of the pine, after 2010 the areas and volumes of drying increased due to infection with the root sponge. In total, the area affected by the 2010 drought in plantations in the Republic of Tatarstan according to preliminary estimates is more than 200 thousand hectares, incl. more than 30 thousand hectares of forest cultures have died or are in unsatisfactory condition. There was a decrease in the stock of forest-covered areas, especially ripe and overmature. It is necessary to develop measures to restore these areas.

Birch forests with the dominant Betula pendula form on the territory of the Western-Siberian Plain asubtaiga zone, which is an analogue of the zone of broadleaf forests of European Russia. In addition, birch is an importantcomponent of the ring forest steppe of Western Siberia. As a zonal type of vegetation, birch forests include special species.Their occurrences are shown on the example of birch forests of Aromashevsky district in Tyumen region. The mechanismof their phytocenogenesis is proposed.

The characteristics of new varieties of potatoes of the selection of the Kamchatsky RIA are created in accordance with the priority for the region selection areas included in the State Register of Selection Achievements of the Russian Federation and protected by patents.

The results of breeding work on creation of the new cultivar of red clover are presented. The hybrid population (15-10-D (2n)) was created by the method of crossbreeding and selection in the conditions of artifi cial climate. Selection of winterhardy high-yielding forms of this hybrid population was conducted in the forest-steppe zone of West Siberia. The population 15-10-D (2n) was tested in three cycles of competitive variety trial (crops of 2006, 2008 and 2010) and was submitted to the State variety testing under the name Prima. According to the results of the competitive variety trial during 2007–2013, the new early-ripening diploid cultivar Prima showed high winter hardiness of 97.0-99.0%. The duration of the growing season is 115 days (on the level of standard early-ripening tetraploid cultivar Meteor). The yield of green mass in two cuts is 19.6-58.7 t/ha, the yield of dry matter is 4.2-13.5 t/ha, the yield of seeds is 276-392 kg/ ha. The average yield of green mass in two cuts of the new cultivar is 38.8 t/ha, the average yield of dry matter is 8.7 t/ha, the average yield of seeds is 317 kg/ha, which exceeds standard cultivar Meteor by 52%. The seed content of Prima cultivar is 52%, Meteor – 38%. The crude protein content in dry matter is 16.1%, the fi ber content is 26.0%. Prima cultivar has been included in the State Register of Breeding Achievements of the Russian Federation to be grown in the West Siberian region since 2019. The copyright certifi cate and patent for the breeding achievement were received.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

Global food security largely depends on the crop yield increase, so the study of the yield-limiting factors of potato (the second bread) is a pressing issue today. This study determines the contribution of the agroecological factors, namely, bioclimatic variables, soil indicators, and factors of landscape diversity, to the variation in potato yields. Conducted in Polissya and Forest-steppe zones of Ukraine during 1991–2017, this study has not only addressed the relationship between ecological determinants and potato yields, but also considered crop yields as a dynamic system. The dynamics of potato yields from the mid-1990s to the present is described by a log-logistic model. There are statistically significant regression dependencies between potato yield parameters and agroecological factors. Potato yield is dependent on the diversity of landscape cover. The relationship between yield parameters and landscape-ecological diversity is non-linear, which determines the presence of optimal landscape structure for the highest potato yields. Among climatic factors, the continental climate is of the greatest importance for potato yield. The high sensitivity of potato yield parameters to soil indices was found, and mostly the soil texture components (silt content), which largely determines the potato yield spatial variation.

Background. An extremely important task today is to develop new hulless barley cultivars, capable of yielding large and high-quality grain harvests, and introduce them into agricultural production. Objective. The purpose was to study three hulless barley cultivars ‘Omsky golozerny 2’, ‘Omsky golozerny 4’ and ‘Maysky’, developed at Omsk Agrarian Scientific Center, in order to describe their agrobiological characteristics.Materials and methods.The experimental part of the work was carried out in 2015–2017 on the experimental fields of Omsk ASC in the southern forest steppe (third crop rotation after the wheat predecessor; fourth crop after fallow). There were 4 replications on the plot of 10 m2. The seeding rate was 4 million viable seeds per 1 ha. Agricultural practice used in the experiments was conventional for West Siberia. Parameters of stability and plasticity were calculated according to Eberhart and Russell, Wricke; adaptability, according to Zhivotkov; homeostasis, according to Khangildin; stress tolerance and compensatory ability, according to Rossielle and Hemblin.Results. Many years of breeding work at Omsk ASC resulted in the development of three hulless barley cultivars: ‘Omsky golozerny 2’ (listed in the State Register of the Russian Federation for regions 9, 10 and 11), ‘Omsky golozerny 4’ (submitted for the State Crop Variety Trials in 2017), and ‘Maysky’ (not included in the State Register). The new hulless barley cultivar ‘Omsky golozerny 4’, considering its higher productivity (+1.36 g to the reference in 1000 grain weight, and +0.73 t/ha to cv. ‘Maysky’), in the yield of nutrients per area unit equaled the reference ‘Omsky golozerny 2’, but exceeded ‘Maysky’ (+47.2 kg/ha of protein, +390 kg/ha of starch, and +42.4 kg/ha of crude fat). ‘Omsky golozerny 4’ was also characterized by stability (stability = 4.8), increased compensatory ability (3.29) and adaptability (103%). There was an increase in productivity with improved growing conditions (ecological plasticity = 1.25). ‘Maysky’ had higher stress tolerance (–1.35), while the reference ‘Omsky golozerny 2’ showed increased homeostasis (0.118). Thus, ‘Omsky golozerny 4’ exceeded the previous two cultivars in adaptability and stability.

The effective of forest reclamation in oligotrophic and eutrophic swamps in the southern taiga and forest-steppe zones of Western Siberia are described. The state of the hydrological and gas regime of peat deposits is analyzed. It is concluded that forest reclamation 60 years ago on oligotrophic and eutrophic swamps has little effect on the hydrological and gas regime of the reclaimed territory at this moment. These regimes are approaching to their natural state, which indicates that the area is re-waterlogged in the absence of operation of the drainage system.
