This chapter follows individual voter flows using panel data for Social Democrats in Germany (1984-2018), the United Kingdom (1991-2018) and Switzerland (1999-2018). To our knowledge this chapter, thus, provides the first long running study of individual voting transitions amongst Social Democratic voters, following their transitions for almost 40 years. The key goal of this chapter is to understand where initial voters of the Social Democrats are today and which individual level characteristics correlate with leaving SDs. We find: 1) Social Democrats manage to keep some of their core 2) but a lot of their core gets de-mobilized or moves on to more progressive options (Greens, LibDem, Green Liberal Party). 3) SDs struggle in all countries to attract new voters, less so in Switzerland which we think is at least partly due to the progressive offer provided by the SP. In contrast, the German SPD loses to everyone and gains almost nothing. We also find evidence that SDs die out: the key factor correlated with `leaving' is the generational cohort Social Democrats belong to. In contrast, often theorized and emphasized factors such as occupation, income or unemployment show much smaller correlations with former Social Democrats' decision to leave the party behind.

Drawing on a framework developed by Geoffrey Garrett in his recent book Partisan Politics in the Global Economy, I examine the ‘policy space’ that is available for the social democratic project in the United Kingdom. Garrett is optimistic about the possibilities for reformism: he emphasises the ability of an ‘encompassing’ labour movement to exchange wage restraint for reformist policies. Given the absence of such an encompassing labour movement in the United Kingdom, his conclusion apparently offers little support to those seeking reformist measures in these circumstances. I discuss three reasons why Garrett's model may still be applicable in the British context. First, social democrats may be able to offer policies desirable to capital. Second, wage moderation may be possible without the existence of an encompassing labour movement. Third, and most ambitious, it may be possible to develop an encompassing labour movement within the United Kingdom. My tentative conclusion is that a variant of the Garrett model is potentially a plausible one for a reformist party in the United Kingdom.

This article attempts to analyze developments within the Czech Left after 1989. Primarily, the authors focus on two questions: (1) How did the Czech Social Democratic Party (ČSSD) achieve its dominance of the Left? (2)What is the relationship between the Social Democrats and the Communist Party of Bohemia and Moravia (KSČM)? We conclude that the unsuccessful attempt to move the KSČM towards a moderate leftist identity opened up a space in which the Social Democrats could thrive, at the same time gradually assuming a pragmatic approach towards the Communists. Moreover, the ability of Miloš Zeman, the leader of the Social Democrats, to build a clear non-Communist Left alternative to the hegemony of the Right during the 1990s was also very important.

Judging from Gallup Polls in the United States, the United Kingdom, and Australia, opinion often changes during an election campaign. Come election day itself, however, opinion often reverts back nearer to where it was before the campaign began. That that happens even in Australia, where voting is compulsory and turnout is near-universal, suggests that differential turnout among those who have and have not been influenced by the campaign is not the whole story. Inspection of individual-level panel data from 1987 and 2005 British General Elections confirms that between 3 and 5 percent of voters switch voting intentions during the campaign, only to switch back toward their original intentions on election day. One explanation, we suggest, is that people become more responsible when stepping into the poll booth: when voting they reflect back on the government's whole time in office, rather than just responding (as when talking to pollsters) to the noise of the past few days' campaigning. Inspection of Gallup Polls for UK snap elections suggests that this effect is even stronger in elections that were in that sense unanticipated.

This paper examines the nature of changes within the EU–15 welfare states affected by the 2008 crisis. We try to answer the question of whether the differences that exist among different welfare state regimes, according to prevailing welfare state typologies, lead to different responses to the consequences of the crisis. Welfare state regimes are the result of different institutional perceptions of social risks hence it is realistic to expect specific responses to the effects of crisis among different welfare state regimes, and similar responses among the countries that belong to the same welfare state regimes. In order to recognize convergent vs. divergent processes, we perform a comparative analysis of the dynamics of the key welfare state determinants of the EU–15 countries, grouping according to welfare state regimes, in the pre-crisis and crisis periods. The results indicate that institutional rigidity and inherent inertia has remained a key factor of convergent welfare state processes in countries that belong to the Social Democratic and Corporatist welfare state regimes. Deviations from such a course are the most evident in the Mediterranean welfare state regimes, especially in Greece and Portugal where austerity measures have been formulated under the strong influence of the Troika.


Significance This autumn, bitter conflict between the National Liberal Party (PNL) and the Save Romania Union (USR) ended a brief period of centre-right rule, after years of domination by the Social Democrats (PSD). Former army chief Nicolae Ciuca heads the government, which the PSD dominates alongside a much-weakened PNL. Impacts The government may struggle to persuade a suspicious populace to back vaccination, given previous PSD reluctance for anti-COVID-19 measures. The pandemic may deter civil society from mobilising against abuses of power to the extent it did during the last PSD government. The government's dilemma will be curbing the justice system's independence without provoking a strong EU reaction.

The study focuses on assessing the representativeness and relevance of diplomatic documents for the study of key aspects of German domestic politics. Three issues are central to the analysis of the documents from the Archive of the Foreign Policy of the Russian Empire: the completeness of the indicated sources for understanding the factors of the German Empire’s inner policy; the assessment of the subjectivity of the author of diplomatic dispatches, i.e. how much the ambassador's personality determined the content of the dispatches that he sent to the ministry; the relevance of highlighting key issues of internal life in Germany from the point of view of Russian diplomats. Among constantly present in the messages, the most important was the problem of the socialist movement and the Social-Democratic Party’s activities. The socialists were mentioned for significant reasons: the repeal of the Law against the Socialists, the Berlin Conference on the Labor Protection (1890); elections to the Reichstag (1893, 1898); the Reichstag votes on issues important for Russia. The measures of counteraction to the socialists, discussed by the emperor and the government, also aroused interest. The study of archival documents (1890–1898) allows the author to draw the following conclusions. The dispatches adequately reflect the main trends in the socialist movement and the tactics of the SPD, therefore they can be used to study many internal problems faced by Germany in the course of its political evolution. The development of the social-democratic movement was rightly interpreted by Russian diplomats as one of the fundamental reasons for the internal instability of the German state during the reign of Wilhelm II. At the same time, the conclusion drawn by the diplomats can be primarily explained by the Russian imperial regime and its substantial characteristics, rather than the political realities within Germany itself. They considered parliamentarism, limiting the monarch actions (the state interests), to be the main reason for the high popularity and the broadest electoral support of the SPD. The key factor preventing the monarch from defeating the “coup parties” was defined as the activities of liberal political parties, which demanded the unconditional observance of the freedoms prescribed in the Сonstitution of 1871, as well as the prevention of the introduction of Exceptional Laws and other measures of an extraordinary nature.

The German federal election of 2017 saw significant losses for the two German mainstream parties (Volksparteien) and governing coalition partners, the Christian Democrats (CDU/CSU) and the Social Democrats (SPD). The major beneficiary was the Alternative for Germany (AfD), a right-populist party, which almost tripled its amount of votes received from the 2013 federal election. Making use of data from a Voting Advice Application, this article seeks to explore the AfD’s extraordinary electoral success with particular attention to the party’s capacity to attract voters from the two mainstream and traditionally powerful parties. Drawing on the literature on radical right-wing parties in Europe and tracking the route of AfD from a single-issue Eurosceptic party to a radical party with broader programmatic appeal, this work tests hypotheses regarding demographic, political and attitudinal determinants of voting for AfD, in general, and switching one’s vote to AfD from CDU/CSU or SPD more specifically. In line with previous literature, individual-level analyses show that voting for the AfD seems to be more tangentially related to demographic variables, such as sex, age and education and more strongly connected to political concerns, e.g. “conservative” self-placement and attitudes toward specific policies, immigration and Euroscepticism in particular.

This article attempts to assess the contribution of long-term changes in Swedish social structure to three recent developments in Swedish electoral behavior: the decline of the Social Democrats, the decline in class voting, and the increase in the volatility of party preference. The author argues that the decline of the Social Democrats cannot be attributed to long-term structural changes in the electorate but rather is a product of the policies and electoral strategies pursued by the parties. The decline in class voting is found to be partly attributable to long-term structural change. Original secondary analysis of survey data is then presented to show that the socioeconomic composition of individuals' places of residence affects their voting behavior independent of individual-level characteristics. The author then argues that the parties' policies and electoral strategies have reinforced the tendency toward decreasing class voting. Finally, both long-term structural changes and the decline in class voting itself appear to have caused the increase in the volatility of party choice.

The article is devoted to the crisis of social democratic movements in Western Europe in the XXI century. Emphasis is placed on the evolution of the Social Democratic Party of Austria. Of great importance are the developments of such scientists who dealt with this problem, as K. Kholodkovsky, N. Rabotyazhev, A. Vilkov, G. Nidermyulbihler, G. Sidl, G. Moschonas. The structure of the article is as follows. The first part shows a tendency to reduce electoral support for socialist and social democratic parties in countries such as France, the Netherlands, the United Kingdom, Germany, Sweden, Austria and Greece. The general causes of the crisis of the Social Democrats are highlighted. Firstly, in the conditions of depopulation of the population and globalization of production, the working class is being eroded, conditions which supported decades social democrats across the whole Europe disappear. Secondly, social democrats, addressing target audience ceased to consider its specifics. Thirdly, owing to the crisis phenomena in the EU, migration crisis, deepening of inequality there is a radicalization as right and left electorate.The analysis of researches of the Austrian Institute of social researches and consulting of SORA indicates that the Social Democratic Party of Austria has ceased to be a «party of workers», its support base is currently voting more for the Austrian Freedom Party. Also the analysis of flows of voters between parliamentary parties (NET) of the last four electoral cycles in Austria states a steady trend of transition of bigger number of votes from social democrats to the right populists.In the second part in a chronological order four stages of modernization of ideology and complex organizational reform of the Social Democratic Party of Austria which captured the period from May, 2014 to November, 2018 are allocated and analysed. The main provisions of the new political program of the party, in which the Social Democratic Party of Austria offers voters their vision of solving the problems of the 21st century, as well as the structure and important points of the new organizational Statute, are considered. The key points of the new program are the digital revolution, the fair distribution of work and working time, resources and opportunities, as well as education, social security, a dignified old age, the expansion of non-commercial housing construction, forced migration, environmental problems, in particular global warming. Important points of the new Statute include the strengthening of the role of ordinary members of the party, the possibility of obtaining guest member status for one year with the right to become a permanent member of the party, the expansion of thematic and project initiatives.In conclusions major factors which acted as the trigger to fundamental updating of the Social Democratic Party of Austria, feature of this process are allocated. Results of a research can have a certain value for the scientists researching the social democratic movement and also subjects of party and political life.
