Networking between FIP-JIP in the development of quality human resources at various levels and access to education has not run its full potential in improving the quality of graduates. This paper aims to describe the importance of networking FIP-JIP in the development of quality graduates in the face of global competition. Quality education and relating to the achievement of competency in accordance with the standards expected, by implementing a reliable quality assurance system. FIP-JIP networking across Indonesia in the implementation of quality education includes an integrated working system as a whole. FIP-JIP network is a system of relations between universities governed and ordered by various forms of agreement that enables communication and transmission of information on an ongoing basis, exchange of expertise and other resources. FIP-JIP networking will benefit in providing more recent information can be used flexibly and as needed in the development of quality graduates.

Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

University of Christian Indonesian Paulus (UKI Paulus) had started the college quality assurance system by setting the standard, policy and quality of documents. However, it is not supported yet by the information system, which make the process of standard socialization, policy and quality document were not effective and causes limited access to anyone who need the information. Moreover, during the implementation of monitoring and evaluation (monev), quality audits is also inefficient and become a barrier for the implementation of the quality assurance system. Therefore, the information system based on data Internal Academic Quality Audit (Audit MutuAkademik Internal/AMAI) was developed using Unified Modeling Language as part of information and communication technology. The assessment of AMAI of UKI Paulus was carried out by the auditors to every departments by seeing the audited form then count the score of each rubric in order to obtain the standard value and perspective. The system of AMAI provides the report of academic quality assessment from each department to the related leader of the implementation unit. The presence of this system had helped the implementation of quality assurance system for university in order to improve the quality of their institution. The development of information system based on data, AMAI, uses the five stages paradigm of the System Development Life Cycle (SDLC): (1) identification of system requirements; (2) analysis and modeling system; (3) making the system; (4) system assessment and improvement; (5) implementation.

The most critical component of a wind power plant is the transmission line, which carries two key tasks – the transpor-tation and distribution of electricity. The transmission line is also responsible for the various substations, wind power stations to contact to its safe and smooth operation. As the competition order of wind power projects is more chaotic, the quality of the project cannot be supervised and controlled by the whole process. The quality control of the project is not up to standard, and the overall quality of the transmission line will be affected. This paper focuses on two aspects of the elaboration, one is the wind turbine transmission line project common quality problems; the other is how to build wind power plant transmission line quality assurance system.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The focus of this article is quality assurance in nursing research. Due to well established problems regarding the education of nursing research and increasing pressure to take responsibility for the quality of all educational activities, departments of nursing are obliged to initiate action; to assure quality in nursing research. A nursing department functions within a well-defined external context. The external context comprises of various aspects such as rolplayer expectations and current educational and professional legislation. Standards are the basic components of any quality assurance system (Booyens, 1996:305). Standards give direction to the practitioner and must be compiled within the context of the country’s cultural, philosophical and ethical value systems, as well as its social economic and political development.

Background. Telemedicine can be defined as the use of electronic media for transmission of information and medical data from one site to another. The objective of this study is to demonstrate an experience of telemedicine in plastic surgery. Methods. 32 plastic surgeons received a link with password for real-time streaming of a surgery. At the end of the procedure, the surgeons attending the procedure by the Internet answered five questions. The results were analyzed with descriptive statistics. Results. 27 plastic surgeons attended the online procedure in real-time. 96.3% considered the access to the website as good or excellent and 3.7% considered it bad. 14.8% reported that the transmission was bad and 85.2% considered the quality of transmission as good or excellent. 96.3% classified the live broadcasting as a good or excellent learning experience and 3.7% considered it a bad experience. 92.6% reported feeling able to perform this surgery after watching the demo and 7.4% did not feel able. 100% of participants said they would like to participate in other surgical demonstrations over the Internet. Conclusion. We conclude that the use of telemedicine can provide more access to education and medical research, for plastic surgeons looking for medical education from distant regions.

This study aims at the role of human resources management and quality assurance system to achieving the competitive advantage for the organization. Human resource management are the most important component among the organization's components, because, even an organization owns all other resources (materials, financial, technological) without the appropriate, skilled and experienced human resources, failure will be the expected result. Addressing By the Mobilis Telecom company, the study and through exploring the recruitment resources and methods that used by the company, in hiring the best employees, and the role of these methods in achieving the competitive advantage in Telecommunications sector. The findings of the study were that the company success in the recruitment process was rely on the employment agencies, firstly and on the universities, secondly. Also the company aimed on maintaining quality assurance system through recruiting method that based on Telecommunications experience and advancement in studying. In order to achieve the competitive advantage, the Company focused on innovation and creating new products and services for its clients. The statistical analysis proved that there is a strong relationship between recruitment resources used by the Company and achieving the competitive advantage, Also a relationship between the quality assurance system of the employees and the ability to gain the competitive advantage.
