The major feature of democratic system is the inclusive and equitable representation of every individual from every stratum. True democracy can’t be imagined in absence of equal representation either politically, socially or economically. Female access must be ensured in every mechanism of the state for the justifiable and proportionate participation of women. Their position, as a privilege, must be saved to bring them into the mainstream of the state since they have been suppressed and oppressed from the time immemorial. Women, who hold more than 50% of the total population, must be ensured with their equal representations from local level to central. This paper aims to appraise the situation of women participation in politics and policy making and to highlight the significance of reservation for them. Women representation in public institutions has been a key policy shift in Nepal in the recent decade. Despite such policy intervention as affirmative action measures to encourage women participation in public institutions and likewise increased presence of women in politics and public institutions, women’s participation at local level school decision-making processes remains limited. Through a lens of representation and theory of participation and an examination of women’s experiences, this study critically examines the dynamics of inclusion and exclusion in the School Management Committee. Drawing on original ethnographic research in a secondary school in rural Kaski, Gandaki Province, Nepal, this study draws that predominant female gender images were reproduced in the initial stage of women participation which made them feel ‘othered’ and ‘excluded’; however, gradually, with the passage of time and learning, such images receded and they felt more ‘included’ and were thereby likely to demonstrate more substantive participation.

The participation of women in STEM disciplines has remained quite dismal. Only 35% of scientists in the world are women, with a gender gap in STEM at 55%. Various socio-cultural taboos, gender stereotypes, lack of awareness of parents, and a patriarchal mindset of the society have divided the domains of STEM knowledge according to gender. It is imperative to mainstream gender at all policy making levels and embrace woman governance in the field of STEM. Reducing the gender gap in STEM will help in reducing gender gap in skills, increase employability and productivity of women, and be a tool for reducing occupational segregation which in turn will lead to faster economic growth. Concerted efforts are needed to boost the confidence of girls and hone their talent in the field. The chapter aims at examining the current state of women participation in STEM, assessing the gender gap existing in the field, identifying the reasons responsible for the least participation of women in science and technology, and working out the ways and means for engendering the field of STEM.

This article will describe the contribution of women survivors of human rights violations in promoting transitional justice initiatives at the local or community level in Indonesia. In their marginal position, both as women and victims of human rights violations, the women survivors show their agencies to face social, political, cultural and structural barriers. The initiatives and participation of women survivors in Central Sulawesi, Aceh, and Yogyakarta Province, have contributed to the emergence of transitional justice models at the local level, such as apologies for victims, health assistance programs, scholarships, and truth-telling. These transitional justice initiatives at the local level not only fill the gap in the accountability that should be borne by the state, but they also strengthen the implementation of transitional justice mechanisms organized by the state or government, both at the local and national levels.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

The article analyzes the process of buildingitalianitàin the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giuliaand following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-upitalianitàbuilding process. On the local level, common identity was built upon the myth of thepatria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from thepatria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.

The murder of Valentin Tsvetkov, the governor of Magadan in central Moscow in broad day light in October 2002 highlights that organized crime and corruption are still alive and well and highly destructive of life and governance in Russia (Wines, 2002). His murder once again raises the question, “Why has Russia not been able to stop organized crime and high level corruption?” The answer is that Russia docs not have the political will at the national, regional or local level to fight these problems. This is true because the Kremlin and economic elite push their personal interests over those of the state and the society. Structural problems such as low salaries of state personnel and the embedding of organized crime and corruption make reform very difficult.

The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

State-centred and society-centred explanations in comparative public policy analysis disagree markedly on the extent to which the state has autonomy or is essentially a clearing-house for outside forces. In this chapter, we reconsider the position of the state in policy studies by investigating the interactions and inter-dependency between the state and society rather than making a binary choice between state-centred and society-centred perspectives on governance. The core argument is that policy studies can improve its ability to apprehend the position of the state in dilemmas of contemporary policy-making by acknowledging that the state is, at once, both critical to collective action and reliant on crucial elements of societal support for its policy effectiveness. In such terms, governance is a useful label for the variety of ways in which society is not simply acted upon by the state, but actively shapes the actions of and outcomes of state activity.
