Nepal has glorious history with tens of thousands of self sustainable farmer managed irrigation systems, which accounts for about two third of total irrigated area in the country. Sulitar Irrigation System, located in Chitwan district of Nepal and constructed almost two decades ago, is one of them. The farmers have been relentlessly working for construction, maintenance, repair and operation of the system with wider community participation. Participation is not only limited to the field level but also extends to crafting of rules and regulation pertaining to the governance of the system. Participatory approach adopted in this system has fostered transparency and accountability in the management entity with a sense of ownership and self responsibility as an asset embraced by water users. In addition, effective system of resource mobilization for Operation and Maintenance (O & M) is appreciable. Their working culture of participation, purposefulness and integrity has drawn in huge amount of internal as well as external resources to the project. Efficient networking with other organizations has led to profound resource mobilization, leadership sharing and a buildup of strong social capital. They are also well aware of the sustainability of the system and pre-requisites for it. Resource generation and O & M of the system have been institutionalized for its durability and long-term sustainability.Fundamental requirement for an irrigation system is the impact made by the system on the agriculture and livelihood of the people within the command area. Subsistence based agriculture prevailing before the service of irrigation system has now advanced to crop intensification and crop diversification paving the way for commercialization. Food security in the community has been enhanced and poor livelihood of common people has been transforming towards prosperity. HYDRO Nepal JournalJournal of Water, Energy and EnvironmentIssue: 17, July 2015

Ponds are small reservoirs located in irrigated areas that allow farmers to capture rainfall, store surplus water from irrigation canals and conserve water from other sources. These ponds allow the users to obtain water on-demand providing built-in flexibility by storing water close to water users. Though ponds have been used widely in irrigated areas for many years, a recent increase in the construction of ponds because of growing water shortages and government policies are placing greater need on understanding their role in sustaining crop production. We evaluated the impact of ponds in sustaining agricultural production, specifically the impact of ponds on cost of irrigation, crop area and production. Multivariate regression models were developed to assess the impact of ponds. The results of an assessment of the impact of access to pond water indicated that it reduces the total cost of irrigation. However, the effect is not statistically significant, whereas access to pond water had some positive but non significant impact on rice area and yield. The results did not show any significant increase in yield and rice area because of the similar quality of ponds and the ZIS canal water; the ZIS contributes around 20% to pond water. However, comparing yield using pond water and rainfed agriculture may show a significant impact of pond water. We envision that ponds will continue to play vital roles in sustaining agricultural production.

The comparative conveyance losses between lined and unlined canals, impact of water saving on command area development and irrigation cost, and farmers’ acceptability of lined canal in shallow tubewell (STW) irrigation schemes were studied during 2010-11 Boro season at three upazilas: Manikgonj Sadar of Manikgonj district, Dhamrai of Dhaka district and Mithapukur of Rangpur district. The conveyance loss was measured using inflow-outflow method and focus group discussion (FGD) was carried out with the pump owners and farmers to assess the impact of water saving on command area development and the acceptability of lined canal technology. Average conveyance losses were found to be 41, 48 and 45% in the existing earthen canals; 18, 21 and 24% in improved earthen canals; and 12, 11 and 13% in pre-cast canals at Mithapukur (M1), Manikgonj Sadar (M2) and Dhamrai (D) schemes, respectively. The water saving did not increase the command area in any of the schemes but reduced the irrigation time and saved fuel requirement for irrigation. On an average, 32, 23 and 30% fuel were saved by improved earthen canals where as 45, 46 and 48% were saved by pre-cast canals for M1, M2 and D schemes compared to earthen canal. The benefit-cost ratios of improved earthen canals were 1.36, 1.38 and 1.30 where as 3.36, 4.28 and 3.34 by pre-cast canals for M1, M2 and D schemes, respectively. The internal rate of return (IRR) from the investment on water distribution was over 50%. The lining technology was acceptable to pump owners, but did not impress the farmers who share the crop with the pump owners as price of irrigation or pay on the basis of irrigated area. In order to make the technology acceptable to the farmers, polices must be framed to share the benefits of lining by the pump owners with the farmers by reducing the price of irrigation water or through financial support of GO and NGOs for efficient use of STW irrigation system in Bangladesh. The Agriculturists 2014; 12(2) 116-125

Background: Ethical issues have been raised about using the psychological autopsy approach in the study of suicide. The impact on informants of control cases who participated in case-control psychological autopsy studies has not been investigated. Aims: (1) To investigate whether informants of suicide cases recruited by two approaches (coroners’ court and public mortuaries) respond differently to the initial contact by the research team. (2) To explore the reactions, reasons for participation, and comments of both the informants of suicide and control cases to psychological autopsy interviews. (3) To investigate the impact of the interviews on informants of suicide cases about a month after the interviews. Methods: A self-report questionnaire was used for the informants of both suicide and control cases. Telephone follow-up interviews were conducted with the informants of suicide cases. Results: The majority of the informants of suicide cases, regardless of the initial route of contact, as well as the control cases were positive about being approached to take part in the study. A minority of informants of suicide and control cases found the experience of talking about their family member to be more upsetting than expected. The telephone follow-up interviews showed that none of the informants of suicide cases reported being distressed by the psychological autopsy interviews. Limitations: The acceptance rate for our original psychological autopsy study was modest. Conclusions: The findings of this study are useful for future participants and researchers in measuring the potential benefits and risks of participating in similar sensitive research. Psychological autopsy interviews may be utilized as an active engagement approach to reach out to the people bereaved by suicide, especially in places where the postvention work is underdeveloped.

The limitations of waste management in the Cipayung Landfill (TPA) causing a buildup of garbage up to more than 30 meters. This condition has a health impact on people in Cipayung Village. This study aims to analyze the impact of waste management at Cipayung Landfill on public health in Cipayung Village, Depok City. The research is descriptive qualitative. Data obtained by purposive sampling. Data was collected by interviews, observation and documentation. Based on interviews with 30 respondents, it was found that the most common diseases were diarrhea, then other types of stomach ailments, subsequent itching on the skin and coughing. This is presumably because the environmental conditions in the form of unhealthy air and water and clean and healthy living behaviors (PHBS) have not become the habit of the people. The results indicated that there were no respondents who had implemented all of these criteria. In general respondents have implemented  3 criteria, namely maintaining hair hygiene, maintaining skin cleanliness, and maintaining hand hygiene. While maintaining clean water storage is the most often overlooked behavior. To minimize this health impact, improvements in waste management in Cipayung landfill are needed along with continuous socialization and education to develop PHBS habits and the importance of maintaining a clean environment.

Under the First Step Act of 2018, federal prisoners may now petition courts directly for reduction of their sentences, and judges may grant such requests if “extraordinary and compelling reasons” support reduction. Judges are also in the process of imposing reduced sentences in thousands of cases where the First Step Act has retroactively reduced statutory penalties. Not only does the First Step Act offer prisoners new opportunities for sentence reduction, but the law also may change how federal judges understand the impact of their sentencing decisions. Before now, in federal cases, judges rarely had the chance to take a second look at the prison sentences they (or their colleagues) imposed. Encounters between judges and the people they sentenced typically occurred only if a person violated the terms of supervised release after leaving prison. Now, judges can reassess sentence length while someone is still in prison and evaluate whether a reduction in the sentence is warranted. This newfound power allows judges to see their sentencing decisions in a new light and may influence how they conceive of the prison time they impose in future cases.
