The Four-Year Sejm is one of the events of critical importance both in the history of parliamentarism and the eighteenth-century Polish-Lithuanian Commonwealth. This article attempts to present the events of 1788–92 from two perspectives: on the one hand, by placing them in the tradition of the functioning of the Sejm as the highest organ of power in the Commonwealth; on the other, by considering them as a kind of revolution, interwoven with the ‘revolutionary cycle’, which began with the rebellion of the American colonies and culminated with the groundbreaking eruption in France. Following and describing the course of the Sejm’s debates, the author divides them into stages that she describes as ‘destruction – discussion – creation’, seeing in them certain features typical of all events of this period that bear the hallmarks of revolution. She analyses both the play of political forces within the Sejm and the more fundamental changes in the political attitudes and political awareness of the nobility, as well as the revival of the townspeople. She also takes into account the changing international position of the Commonwealth. In this broad context, she presents the subsequent events and decisions of the Sejm up to the most important – the adoption of the Government Act on 3 May 1791.

The Introduction gives the background of the significance of translating and study of the text Errors of the Three Religions. The history of the development of Confucianism, Buddhism, and Daoism in Vietnam from their beginning until the eighteenth century is narrated. Particular attention is given to the different manners in which the Three Religions were taken up by nobles and literati, on the one hand, and commoners, on the other. The chapter also presents the pragmatic approach to religion taken by the Vietnamese, which was in part responsible for the receptivity of the Vietnamese to Christianity. The significance of the discovery of Errors and its impact on Vietnamese studies are also discussed.

This article sheds new light on the political history of legal-constitutional developments in Palestine in the fourteen years following the Oslo Accord. It examines the relationship between the unfolding social, political, and economic context in which they arose, on the one hand, and PA law-making and legal praxis, on the other. Focusing on the evolution of the Palestinian Basic Law and constitutional regime, the author argues that the “Palestinian constitutional process” was a major “battlefield” for the actors of the Palestinian-Israeli conflict. Thus, changes in the actors' political strategies at various junctures were mirrored in legal-constitutional forms, specifically in the political structure of the PA. In that sense, the constitutional order can be understood as a sort of “metaphoric representation” of Palestinian politics, reflecting, among other things, the colonial nature of the Palestinian context that the Oslo process only rearticulated. This perspective is also essential for understanding the evolution of the Palestinian-Israeli conflict after Oslo.

In his great 1848 historical drama,Ein Bruderzwist im Hause Habsburg, the Austrian playwright Franz Grillparzer has Emperor Matthias utter the words that have often been applied to understanding the whole history of the Habsburg monarchy:Das ist der Fluch von unserm edeln Haus:Auf halben Wegen und zu halber TatMit halben Mitteln zauderhaft zu streben.[That is the curse of our noble house:Striving hesitatingly on half waysto half action with half means.]True as those sentiments may be of many periods in the history of the monarchy, the one period of which it cannotbe said is the second half of eighteenth century. The age of Maria Theresa, Joseph II, and Leopold II was perhaps the greatest era of consistent and committed reform in the four-hundred-year history of the monarchy. What I want to address in this article are some aspects of the dynamic of this reform era, and this falls into two categories. On the one hand, there is the broad energizing or motive force behind the larger development, and on the other, there are the ideas or assumptions that lay behind the policies adopted. As might be evident from the subtitle of my article, I propose to look primarily at the second of these categories. I do so because I think while Habsburg historiography has reached considerable consensus on the first, it has not looked enough on the second as an explanatory hermeneutic.

"This study aims to highlight the activity of the Cluj County Branch of the Romanian National Party (hereafter abbreviated as RNP) in the spring of 1920, covering the events from the fall of the government led by Alexandru Vaida–Voevod until the end of the parliamentary elections of May–June 1920. After the Great Union, the city of Cluj became the political capital of Transylvania, especially after the Ruling Council, which was the provisional executive body of Transylvania, moved its headquarters from Sibiu to Cluj. Iuliu Maniu, the President of the Ruling Council and of the R.N.P, who was elected at the Sibiu Conference of 9–10 August 1919, had settled in Cluj as well. Moreover, at the head of Cluj County Branch of the RNP were personalities with a rich history of struggle for the cause of National Liberation of the Romanians in Transylvania: Iuliu Coroianu, Emil Hațieganu, Aurel Socol, Sever Dan, Alexandru Rusu, Ioan Giurgiu, the Archpriest Ioan Pop of Morlaca, and the Priest‑Martyr Aurel Muntean from Huedin. After the dismissal of the Vaida government, the Central Executive Committee of the RNP convened a party congress for 24 April 1920, in Alba Iulia. Just before the congress, the Cluj County organization had started the election campaign. Meetings were organized in every town and village, aiming to elect representatives for the Congress in Alba Iulia. On 21 April 1920, a large assembly was held in Cluj, during which the deputies of Cluj presented their work in Parliament. Simultaneously, delegates were elected for the Congress of Alba Iulia. The RNP Congress adopted a draft resolution and the governing bodies were elected. Iuliu Maniu was re‑elected as President. Based on the decisions adopted at the Great National Assembly of Alba Iulia on 1 December 1918, he adopted a working program, which was summarized in thirteen chapters. During the electoral campaign of 1920 two major political groups became polar opposites: the one around the People’s Party, which was in power, and the parties that formed the Parliamentary Bloc and had governed before. On the list of candidates of the Cluj County Branch of the RNP we can mostly find the former MPs of the party, as well as those who had filled various leadership positions within the Ruling Council. Following the electoral process, despite all the efforts of the People’s Party, in power at that time – especially those of Octavian Goga – to dispel the propaganda conducted by the RNP, the latter party managed to obtain 27 seats in the House and 14 in the Senate. This placed the RNP in second place among Romania’s political parties. The Cluj County Branch of the RNP was able to win two of the five electoral districts in the Chamber, as well as two in the Senate, out of the three allocated to the county. Another conclusion would be that, starting from these parliamentary elections, more and more parties from the Old Kingdom penetrated into Transylvania and Banat. They would achieve some success with the voters only when they came to hold power in the state and organize elections. Still, the RNP remained the party with the largest grip on the electorate of Transylvania and Banat, and Cluj became the political capital of Transylvania."

Israeli-European Union (EU) relations have consisted of a number of conflicting trends that have resulted in the emergence of a highly problematic and volatile relationship: one characterized by a strong and ever-increasing network of economic, cultural, and personal ties, yet marked, at the political level, by disappointment, bitterness, and anger. On the one hand, Israel has displayed a genuine desire to strengthen its ties with the EU and to be included as part of the European integration project. On the other hand, Israelis are deeply suspicious of the Union’s policies and are untrusting of the Union’s intentions toward the Israeli-Palestinian conflict and to the Middle East as a whole. As a result, Israel has been determined to minimize the EU’s role in the Middle East peace process (MEPP), and to deny it any direct involvement in the negotiations with the Palestinians. The article summarizes some key developments in Israeli-European Community (EC)/EU relations since 1957: the Israeli (re)turn to Europe in the late 1950s; EC-Israeli economic and trade relations; the 1980 Venice Declaration and the EC/EU involvement in the MEPP; EU-Israeli relations in a regional/Mediterranean context; the question of Israeli settlements’ products entering free of duty to the European Common Market; EU-Israeli relations in the age of the European Neighbourhood Policy (ENP); the failed attempt to upgrade EU-Israeli relations between the years 2007 and 2014; and the Union’s prohibition on EU funding to Israeli entities beyond the 1967 borders. By discussing the history of this uneasy relationship, the article further offers insights into how the EU is actually judged as a global-normative actor by Israelis.

This chapter discusses first the general cosmological principles which lie behind Plutarch’s historiographical work, such as can be recovered through significant passages of his Delphic Dialogues. Second, it investigates the reasons why Plutarch wrote biographies, and more specifically parallel biographies, instead of outright histories: in this way, Plutarch aimed to emphasize, on the one hand, the dominant role of individual personalities in the political world of his own time, and, on the other hand, the mutual and exclusive relevance of Greece and Rome in the history of human culture. Third, the chapter seeks to connect the rise-and-fall pattern, typical of biography, with the general rise-and-fall pattern which Plutarch recognizes both in the Greek and in the Roman civilizations; through that connection one can rule out the idea that Plutarch had any providential view of history. Finally, some reflections are offered on Nietzsche’s special interest in Plutarch’s biographies.

Any attempt to define the changes in the Peruvian political economy that have taken place since 1968 1 must be made in terms of the relationship between the state and domestic capital on the one hand and foreign capital on the other, and must offer an explanation of the way in which this military- controlled state has tended to replace the former and establish a new relationship with the latter. In particular, the confrontation between the government and foreign capital, and the significance of internal ownership reforms cannot be understood without reference to the development of Peruvian capitalism before 1968.

Abstract One of the most important segments of the post-1990 transformation of territory-based administration in Hungary was the changing of the geographical structure of deconcentrated state administrative organisations. The study, on the one hand, provides a brief overview of the history of deconcentrated state administrative organisations in Hungary, and discusses the regional characteristics of the organisational transformations after the political changes, taking six moments in time (the middle of 1994, 1998, 2002, 2006, 2010 and 2012 respectively) as the basis. On the other hand, using the same six snapshots in time, it examines which settlements experienced favourable or unfavourable changes, and what factors influenced the selection of the seats for these institutions. The results of the survey indicated that the alignment of territorial structure of deconcentrated state administrative organizations to the planning-statistical, NUTS 2 regions has already begun at the end of the 1990s. The government formed in 2006 took significant steps in the area of aligning the spatial structure of the organizations with the planning-statistical regions; however, in the period after 2010 the significance of the county level increased again. In the period examined, no significant changes took place at the top and at the bottom of the list according to the number of seats: the largest settlements of the individual regions reinforced their leading positions.

The Sunni doctrine plays an important role in the government. Its accommodative characteristic is something important that makes Sunni doctrine to be a device of the legitimation of the authority. The Muslim thinkers of classical Sunni such as al-Mawardi (975-1058 M), al-Ghazali (1058-1111 M) and lbn Taimiyah(1263-1329 M) have a great role in formulating the political doctrine of Sunni. In spite of the different nuance, all of these three classical Sunni thinkers develop the moderate political doctrine of Sunni. On the one hand, it is, of course, significant in situating the harmonious relation between the ruler and community. Therefore, the social and political stabilities will be well-maintained On the other hand, such a thought for a certain extent evokes stagnancy. Because there is no radical thought which is critical and opposite against the authority, the Sunni idea is frequently made use for the instantaneous interests of power. On evenlttally, the mutual interrelationship between the Sunni ulama and the ruler often happens. While ulama feel obtaining the patronage from the authority, the ruler gains religious justification from ulama. In this context, Indonesia as the country with the majority of Sunni Muslims, as a matter of fact, applies the political doctrine of Sunni. It is because Sunni has had a long and establishei root since. the period of Islamic kingdoms in the archipelago, before Dutch-Colonial period. The archipelago ulama also formulated the harmonious relation between Islam and authority as formulated by the ulama of classical Sunni. The polotical tradition of Sunni was becoming stronger in line with the great influence of ulama in the archipelago kingdoms. This article tries to elaborate the relation between the Sunni ulama with the power of the kings in the archipelago and the patronage of the archipelago rulers toward them.

"IF THE Government can have a department to look out after the Nation's farm crops, why can't it have a bureau to look after the Nation's child crop?" It was 1903 and Miss Lillian Wald, founder of New York's Henry Street Settlement, was writing to Mrs. Florence Kelley of the National Consumer's League. This was the beginning of the 9-year effort, in Congress and throughout the country, which led to the foundation of the Children's Bureau in 1912. Devotion, preseverance and steadfastness of purpose have marked the Bureau's leadership since its establishment, and Dr. Martha May Eliot, recently resigned Chief, has been an outstanding example of the fearless fighter for better care of children. Her resignation, to become Professor of Maternal and Child Health at Harvard University's School of Public Health, put to a close a period of 31 years in the Bureau, years full of striking progress and accomplishments. Martha Eliot's career and the history of the Children's Bureau are closely interwoven; to understand the one it is important to know the other. A happy coincidence is the recent appearance of a short history of the Children's Bureau providing an interesting and factual chronicle, beginning with the first efforts at the turn of the century to establish an agency for children.
