This research explains the driving and inhibiting factors and has the aim to describe and analyze the driving and inhibiting factors in implementing E-ticketing policy in Semarang City. This research was prepared using qualitative methods that describe the phenomenon of policy implementation such as: communication, resources, disposition and bureaucratic structure. The results showed the implementation of the E-Traffic Policy in Semarang City in 2019 had not been going well and was fast overall. This aspect can be seen from: policy communication is not going well, the implementer does not need approval and the community lacks information on how E-Tilang is implemented. Public policy resources that have been published, human resources, authority, infrastructure, information resources and authority, but still not optimal. Aspects related to good employee relations, do not yet exist in the public bureaucracy do not yet support. The driving factors are leadership support, adequate resources, staff readiness, and community support. The inhibiting factor is the need for time to determine policy, fragmentation, community misunderstanding and wrong perception.

This research was conducted to determine the policy of school literacy movement in excellent primary school Aisyiyah Taman Harapan Curup. This research with the theory implementation Eward III namely: communication, resources, commitment, and bureaucracy structure and will describe the supporting and inhibiting factors in implementation the policy of school literacy movement. This research is a descriptive qualitative research which was carried out in a excellent primary school Aisyiyah Taman Harapan Curup in April-Juli 2018. The research subject were vice principal, head of library, and the fourth grade homeroom teacher. Technique collecting data is interview, observation, and documentation. The result of this research are as follows: (1) The policy implementation supported by: (a) implementing agencies communicate through meeting of school element such as management, parents, and teacher. (b) The resources that support this activity such as the potential of teacher funds from parent of the students as soon as goverment and sponsor. (c) commitment from implementing agencies. (d) Bureaucracy structure from part of school. (2) supporting factors in the form of the availability of means to socialize policies, book grant from parents, time and funds, teacher have a passion for learning, while the inhibiting factor teacher must be still reminded related to the policy Standard Operational Procedure and the program that still need to be done each other busy of ustadzah and ustadz which usually make the literacy process in the library and making wall magazine whic sudden because of limited human resources too. Parent often ignore incoming message via whatsapp need for program development so that it is not monotonous and students become bored.Keyword: School Literacy Movement, SDUA THC.

Penelitian ini bertujuan untuk mengetahui masalah Partisipasi dalam Program Pemberdayaan Masyarakat yang ada di RW 20 Kelurahan Citrodiwangsan. Peneliti menggunakan metode riset kualitatif . Responden dalam penelitian ini yaitu kader dan warga RW 20 Kelurahan Citrodiwangsan. Data dikumpulkan dengan wawancara dan observasi. Penelitian ini menghasilkan tiga temuan. Pertama, partisipasi perencanaan masih tergolong kurang pro aktif dalam mengedukasi warga dikarenakan masih banyak RT yang tidak bisa mewadahi dan mengedukasi masyarakat untuk aktif dalam kegiatan Posyandu Gerbangmas. Kedua, terkait partisipasi pelaksanaan kegiatan masih banyak masyarakat yang memandang sebelah mata kegiatan ini meskipun seluruh warga telah diikutkan secara menyeluruh, hal ini karena kurangnya sosialisasi dari pengurus kader. Ketiga, faktor penghambat yaitu kurangnya memahami arti partisipasi yang rendah dimana masyarakat masih sibuk dengan kesibukannya sendiri serta kurangnya peran RT untuk mendorong masyarakatnya dalam memberikan pengertian akan pentingnya kegiatan posyandu. Oleh karena itu, dari beberapa masalah-masalah yang telah peneliti temukan maka peneliti memiliki saran yang bertujuan untuk memaksimalkan kader maupun RT dalam mengajak masyarakat. Saran tersebut diantaranya adalah pelaksanaan posyandu dilaksanakan pada hari libur, kegiatan posyandu tidak hanya ditempatkan pada satu titik tetapi dijadwalkan untuk berpindah ketempat kawasan lainnya dan memanfaatkan fasilitas media sosial untuk memberikan sosialisasi dan informasi kesehatan balita dan lansia. Kata kunci: masalah partisipasi, program pemberdayaan masyarakat, partisipasi perencanaan, partisipasi pelaksanaan, faktor penghambat partisipasi   This study aims to determine the problem of participation in the Community Empowerment Program in RW 20 Citrodiwangsan Village. Respondents in this study were cadres and residents of RW 20 Citrodiwangsan Village. Data were collected by interview and observation. This study resulted in three findings. First, planning participation is still classified as less proactive in educating residents because there are still many RTs that cannot accommodate and educate the public to be active in Gerbangmas Posyandu activities. Second, with regard to participation in the implementation of activities, there are still many people who underestimate this activity even though all residents have been included as a whole, this is due to the lack of socialization from the cadre management. Third, the inhibiting factor is the lack of understanding of the meaning of low participation where the community is still busy with their own activities and the lack of the role of the RT in encouraging the community to provide an understanding of the importance of posyandu activities. Therefore, from some of the problems that researchers have found, the researcher has suggestions that aim to maximize cadres and RTs in inviting the community. These suggestions include that the implementation of posyandu is carried out on holidays, posyandu activities are not only placed at one point but are scheduled to move to another area and utilizing social media facilities to provide socilization and health information for toddlers and the elderly. This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

The main focus of the research is the application of criminal sanctions against phone cell users while driving. The inhibiting factors in the application of criminal sanctions against cell phone users while driving. The approach method used in this research is normative and empirical with descriptive-analytical. The results showed that the application of sanctions against the use of mobile phones while driving by motorized vehicle drivers was directly given a proof of violation and after that it was continued with a trial process in court and then paid a fine according to the judge's decision. The inhibiting factor in the application of criminal sanctions against the use of cell phones while driving lies in community factors and cultural factors. Community factors are very influencing because the applied legal rules will not run well if human resources or the community itself are not aware of the importance of obeying traffic rules.

Aims: To describe the implementation of policies to increase tourist destinations based on local wisdom which comes from various types of reading such as previous research, news articles and others.target indicator setmore towards material things. Study Design: Literature study model. Place and Duration of Study: Gunungkidul Regency, Yogyakarta, Indonesia, between Oct 2020 and Jan 2021. Methodology: Qualitative method with a Literature study model. Several articles were collected from various sources with the theme of policies to increase tourist destinations based on local wisdom and tourism policies in Gunungkidul Regency. About 50 articles of national and international scientific journals, online mass media and laws and regulations were obtained. Results: The current policy for increasing tourist destinations in Gunungkidul Regency has not prioritized the value base of local wisdom. Furthermore, it discusses the implementation and obstacles faced in relation to policies to increase tourist destinations based on local wisdom. The implementation of policies in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the public and the government is good enough, however, among tourism business actors is not optimal. Conclusion: Based on the above discussion, it can be concluded that policy implementation in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the community and the government is quite good, but among tourism business actors is not optimal.

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

The expansion of public bureaucracy has been one of the most significant developments that has marked societies, particularly Western liberal democratic societies. Growing political apathy, citizen disgruntlement and the ensuing decline in electoral participation reflects the political nature of governance failures. Public bureaucracy, which has historically been saddled with derogatory and pejorative connotations, has encountered fierce assaults from multiple fronts. Out of these sharp criticisms of public bureaucracy that have emanated from both sides of the ideological spectrum, attempts have been made to popularize and advance citizen participation in both policy formulation and policy implementation processes as innovations to democratize public administration. Despite their virtue, empowering connotations and spirit-uplifting messages to the public, these proposed practices of democratic innovations not only have their own shortcomings and are conducive to exacerbating the conditions that they are directed to ameliorate but they also  have the potential  to undermine the traditional administrative and political accountability mechanisms.
