The Aymara population constitutes the main social and cultural identity of the Arica and Parinacota Region in Chile and for more than five decades has continued to face a series of local difficulties due to globalization, technological change, and a neoliberal market economy with little government support. Numerous villages in the Andean foothills and high plateau continue to live in conditions of poverty. However, collective leadership has proven to be an innovative tool to address various market failures and institutional barriers that hinder their social and economic development at the territorial level. This article analyzes the main theoretical and practical postulates for collective strategies led by indigenous communities to be effectively developed in their cultural and territorial context.

The article touches upon a relevant topic of national identity preservation in unrecognized states. The authors examine two polar approaches to defining the essence of unrecognized states and formulate their position. The main factors in the formation and preservation of national identity are identified and include family, the education system, and mass media. The influence of each factor is determined by the policy implemented by the state represented by its authorized bodies. Accounting for the effect of said factors, a range of problems hindering the development of national identity in youth living in unrecognized states is determined. The results of the conducted study allow concluding that the main problem uniting all unrecognized states regardless of their location lies in poor social and economic development. This, in turn, does not contribute to strengthening the position of the native language, traditions, and customs as the key elements of national and cultural identity.

The article substantiates the popularity of event tourism in the world in general and individual countries in particular. The need to study the demand for event tourism and the impact of multiculturalism as an important factor in its development is emphasized. It was found that its rapid development is due to a combination of ethnonational and ethnocultural features of specific areas, the participation of travellers in contemplating the cultural identity of a particular area, the richness of the program, entertainment, brightness, festive atmosphere. It is shown that in Ukraine and its regions there are real opportunities for active development of event tourism on the basis of ethnonational and ethnocultural features of its territory, as it is multinational and, consequently, multicultural. It is determined that the problems of studying the influence of ethnonational and ethnocultural features of individual territories on the development of tourism within them and social and economic development in general are complex. The relationship between multiculturalism and the development of event tourism is proved taking into account the ethnonational features of the regions of Ukraine. An example is given that demonstrates the current situation of event tourism development in the Odessa region on the basis of multiculturalism.

The research focuses on the changes in financing of social services at regional and local level in a market economy in Poland. The important problems are also efficiency issues which can be implemented in public sector entities in the process of supporting social and economic development. In the study there were applied analytical methods relating to the gathered empirical data and research methods related to determining the real impact of the self-government units on the processes of socio-economic development. The key part of the text is analysis of the empirical source data regarding financial potential and directions of expenditures of self-government. Previous research results showed that the development of social services in a market economy in Poland was mainly the result of activities the entities and agencies of the public sector, whose role was to support and stimulate the development. As a challenge for the future it can be indicated strengthening the cooperation with entities of the third sector and sharing the responsibility both for the economic processes and social problems.

This study reveals essential characteristics of the development of the regional creative sphere in the system of strategic planning. The accelerated rates of the innovative development of science and technology require reduction in the cycles of innovation introduction into the real economy sector and the formation of new approaches to the implementation of the government regional innovation policy. The authors revealed that the urgency of the issue of scientific and technological strategic planning consists in the processes of regional economic development and the identification of the levels of interconnection between programs of social and economic development, the formation of program budget, digital, investment and innovation infrastructure. The purpose of this study was to determine the essence and conditions for the formation and development of the regional creative sphere in the real economy sector. Papers of both domestic and foreign economists formed the methodological basis of research in the field of the development of creative economy. The authors argued that the development of creative regional economy influences the formation of the seventh technological order and is a way to increase the competitiveness both in domestic and global markets. Strategic planning will create tools and mechanisms for attracting long-term investments in the implementation of projects in the regional creative sphere. According to the authors of the article, the development of the creative sphere in the real sector of economy is inextricably linked with the intellectual potential, where the implementation of social and economic development programs is determined by innovation. A special place is occupied by creativity i.e. the ability to generate completely new ideas and their effective implementation, which is a necessary condition for the innovation development. The main conclusions of the authors prove that the regional creative sphere is a key component of strategic planning for the development of society and innovation processes. Creative thinking inherent in the creativity of the human capital is a significant factor of the technological level development.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

Numerous empirical studies show that cultural norms, as well as religion and language, matter for economic development and have not only statistical but also economic significance. This paper considers various examples of how culture can affect individual values and behavior. It also deals with personal names as a key marker of one’s cultural identity. Overall, the paper contributes to the more profound understanding of a famous notion that "culture matters", and helps clarify the mechanisms through which culture exerts its influence.

The authors, basing on a critical analysis of the experience of planning during the 20th century in a number of countries of Europe and Asia, and also on the lessons from the economics of "real socialism", set out to substantiate their conclusions on the advisability of "reloading" this institution. The aim is to create planning mechanisms, suited to the new economy, that incorporate forecasting, projections, direct and indirect selective regulation and so forth into integral programs of economic development and that set a vector of development for particular limited spheres of what remains on the whole a market economy. New planning institutions presuppose a supersession of the forms of bureaucratic centralism and a reliance on network forms of organization of the subject and process of planning.

The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia’s contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.
