ABSTRAKPenelitian ini bertujuan untuk mengetahui dan menganalisis latar belakang lahirnya pengembangan Pariwisata Halal di Provinsi Nusa Tenggara Barat dan kendala yang dialami dalam melaksanakan Perda Pariwisata Halal serta upaya yang dilakukan oleh Pemda tersebut. Hasil penelitian menunjukkan bahwa: Pertama, latar belakang lahirnya Perda tentang Pariwisata Halal di Provinsi Nusa Tenggara Barat berlandaskan pada tiga hal yaitu, pertama, landasan filosofisnya adalah pembangungan di bidang ekonomi dalam rangka mendukung terwujudnya percepatan kesejahteraan masyarakat, pemerataan kesempatan berusaha, memperoleh manfaat dan mampu menghadapi tantangan perubahan kehidupan dengan tetap memperhatikan sistem nilai budaya yang berlaku di masyarakat sesuai dengan nilai-nilai luhur pancasila. Kedua, landasan sosiologis pengembangan Pariwisata halal adalah aspek demografis dan geografis Provinsi Nusa Tenggara Barat sangat menunjang pelaksanaan pariwisata. Ketiga, landasan yuridis pengembangan Pariwisata halal adalah atribusi dan delegasi dari Pasal 18 ayat (6) UUD 1945, Pasal 9 UU No. 10 Tahun 2009 tentang Kepariwisataan, Pasal 12 ayat (3) hurup b dan Pasal 236 UU No, 23 Tahun 2014 tentang Pemerintahan Daerah dan Pasal 5 Permenparkreat No. 2 Tahun 2014 tentang Pedoman Penyelenggaraan Usaha Hotel Syari’ah.   ABSTRACTThis study aims to determine and analyze the background of the development of Halal Tourism in West Nusa Tenggara Province and the obstacles experienced in implementing the Halal Tourism Law and the efforts made by the local government. The results showed that: First, the background of the birth on Halal Tourism in West Nusa Tenggara first, the philosophical foundation is the development in the economic field in order to support the realization of the acceleration of the welfare of the people, the equality of business opportunities, the benefits and able to face the challenges of life change while maintaining the cultural value system prevailing in the community in accordance with the noble values of Pancasila. Second, sociological foundation of the birth on Halal Tourism is the demographic and geographical aspect of West Nusa Tenggara Province is very supportive of tourism implementation. Third, the legal basis on Halal Tourism is the attribution and delegation of Article 18 paragraphs (6) of the 1945 Constitution, Article 9 of Law no. 10 of 2009 on Tourism, Article 12 paragraphs (3) letters b and Article 236 of Law No. 23 of 2014 on Regional Government and Article 5 Permenparkreat No. 2 Year 2014 concerning Guideline for Sharia Business Operations.

This research is focused on aspects of the Process and Identification of Lkauer Crafts in Palembang, with the objectives being, 1) to support efforts to preserve the art of laker crafts in Palembang, 2) to find out the development of the design of the laker craft, 3) to find out the local cultural values contained in Palembang laker crafts, 4) to add insight and teaching materials to art and design lectures, especially DKV. The method used is descriptive qualitative method, with the method of collecting field observation data, which is to see firsthand the laker handicraft products in the craft center, and at the Bala Putra Dewa Museum in Palembang, the data collection method is also carried out by interviewing techniques and documenting the object research. The results of the data processing are the authors' analysis through the identification of problems encountered in the field. From these results the conclusions drawn by the author are summarized in the form of a draft strategy for the preservation of the laker craft. In addition to preservation efforts, the laker craft can also provide business opportunities and employment opportunities for the people of Palembang city, of course it cannot be separated from the assistance of the Regional Government in the form of training, workshops, capital assistance as well as providing a place for marketing.

In the Tounsawang tribal community the mapalus tradition in death (about eating together) is known as kasesenan. The tradition of kasesenan is a meeting place for families, brothers and sisters to help and help as a form of togetherness with a bereaved family. The purpose of this study was to analyze the understanding of the Tounsawang Minahasa community regarding the implementation of the past and present of the kasesenan and analyze the cultural value system contained in its implementation. The author uses the theory of collective awareness, cultural value systems and understanding eating together. This study uses a qualitative-descriptive research approach to collect data that is in accordance with what researchers need from the Tounsawang Minahasa community. The results of the study revealed that the existence of the kasesenan tradition is still being carried out and in the implementation of this tradition has experienced some changes but this change without leaving the value of the kasesenan itself even this tradition becomes the glue of social loyalty in people's lives such as the Minahasa slogan 'We Are All Brothers'. Thus, it is the collective memory of the people that keeps the culture of Kasesenan still maintained today. This culture is capable of giving birth to values such as mutual acceptance, fostering a sense of togetherness in society, solidarity, brotherhood, sharing, glue of social loyalty, mapalus, loyalty to ancestral traditions, and cultural preservation.

Dari hasil ini, kesimpulan yang ditarik oleh penulis dirangkum dalam bentuk konsep strategi untuk pelestarian kerajinan laker. Considering that the increasing number of migrants from year to year always shows an increase so that it has an impact such as order, peace and security of the people and until now there is no legal basis to prohibit migrants from coming to Bali and Gianyar in particular, in this case there is an empty norm that is not yet rules that can be used as a legal basis for prohibiting people from entering Bali, the local government of Bali Province takes steps to restructure and control immigrants through the registration policy of immigrants in the Province of Bali with the Governor's Letter No. 470/7587 /  B. Tapem about guidelines for registering newcomers. The problem in this study is: how the authority of the Gianyar Regional Government in carrying out orderly administration of the migrant population in Gianyar Regency and what sanctions are imposed on the immigrant population who do not carry out orderly administration in Gianyar Regency.This type of research is Juridical Empirical, considering this study uses data or facts in the field and is reviewed based on the laws and regulations related to the issues raised. The results of the discussion in this study are as follows: Gianyar Regency has the authority in carrying out orderly administration of  the migrant population in  Gianyar regency this can be seen from the provisions in the Gianyar Regency Regulation Number 1 of 2002 in Article 2 of every population movement, temporary occupation and mandatory seasonal population registered with the local Village Head. Administrative sanctions given to immigrant residents who do not make KTP or Kipem for more than 3 months are  not  given  administrative services  forever  so  that  they  cannot  stay permanently or temporarily in the Gianyar Regency.

Pesantren and social value system is the result of constructing kiai's thoughts and social actions as an inseparable entity. This study aims to interpret the role and social action of kiai Moh Hasan, both as a fighter (al-haiah al-jihaadi li'izzi al-Islaami wal muslimin) in the community as well as guidance and guidance for the community (al-haiah al ta 'awuny wa al takafuly wal al ittijaahi) and teaching in educational institutions (al-haiah al ta'lim wa al-tarbiyah), significantly contributes greatly to the social realities of society in Indonesia. Portrait of central figure kiai Moh Hasan can not be separated from the depth of his field of Islamic science, simplicity, kezuhudan, struggle, sincerity and generosity. This view, not only recognized among the people around the boarding school, students and colleagues, but also spread in some areas in Indonesia. The fame of kiai Moh Hasan among scholars, habaib and society has many karamah and some other privileges, not even a few from the social recognition of kiai Moh Hasan Genggong, because the kiai are believed to have closeness with God, thus perceived as auliya'Allah. Thus the role and social actions of the kiai above, gave birth to the value system, so as to influence and move the social action of other individuals. The internalization of the aforementioned values becomes social capital in building a spiritual-based transformative leadership, as a strong leadership model and conducts various changes in the social field, by transforming the value of the ethical values.

AbstractFurnas (ca. 1,500 inhabitants) lies within the caldera of Furnas volcano on the island of São Miguel (Azores) and has the potential to expose its inhabitants to multiple hazards (e.g. landslides, earthquakes, volcanic eruptions and degassing). The present population has never experienced a volcanic eruption or a major earthquake, although the catalogue records six eruptions, sub-Plinian in style over the last 2 ka years. Today, the area experiences strong fumarolic activity. In the case of an eruption, early evacuation would be necessary to prevent inhabitants being trapped within the caldera. Awareness of potential threats and knowledge of what to do in the case of an emergency would assist in evacuation. In this paper inhabitants' awareness of volcanic and seismic threats in 2017 is compared with those revealed in a similar study completed more than two decades ago. It is concluded that, whereas awareness of earthquakes and the dangers posed by volcanic gas discharge has increased, knowledge of the threat of volcanic eruptions and the need to prepare for possible evacuation has not. Research suggests that changing awareness is related to effective collaboration that has developed between the regional government, through its civil protection authorities and scientists, and the people of Furnas.

The purpose of this study is to find out the concept of khilafah according to Sayyid Quthub and Taqiyuddin al-Nabhani, differences and legal basis. This study is a library model, with primary data sources, the Zhilalal-Qur'anic Tafseer and Nizham Al-Hukmi Fi Al-Islam and qualitative descriptive analysis methods. The result is the thought of the concept of khilafah according to sayyid Quthub: 1). The concept of the ruler / caliph, that who becomes the ruler of the choice of the Muslims, acts in absolute freedom, but that person gets the authority because he constantly applies the law of Allah Almighty. 2). The Islamic government system, the Supra Nasional government (the unity of the entire Islamic world). 3). The pillars of his Islamic government: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. Thought of the concept of the Caliphate according to Taqiyuddin Al-Nabhani: 1). The concept of the ruler / caliph is a person who represents the Ummah in government affairs and power and in applying syara 'laws. 2). The system of government is khilafah. 3). The pillars of his Islamic government: a). Sovereignty in the hands of syara '; b). Power of the people; c). To appoint a legal Caliph fardlu for all Muslims; d). Only Khailfah has the right to carry out tabanni (adoption) against syara 'laws; e) The Caliph has the right to make constitutions and all other laws. The differences in the concept of khilafah are both: 1). According to Sayyid Quthub, if the ruler fails, then the ruler can be dismissed if the Muslims are no longer satisfied with him. This statement gives a signal that the people get rid of the rulers who no longer fulfill their functions (zhalim rulers). It is different from the opinion of Taqiyuddin al-Nabhani. An Amir al-mu'minin (Khalifah), even though he is responsible before the people and his representatives, but the people and their representatives are not entitled to dismiss him. Nor will the Caliph be dismissed, except when deviating from Shara law. The one who determined the dismissal was only the Mazhalim court. 2). The system of Islamic government according to Sayyid Quthub does not question any system of government in accordance with the system of conditions of society, but this government is characterized by respect for the supremacy of Islamic law (shari'ah). Whereas According to Taqiyuddin Al-Nabhani that the system of Islamic government is khilafah. 3). The pillars of Islamic government according to Sayyid Quthub and Taqiyyuddin al-Nabhani, points three parts a and b at the above conclusions are: 1). Sayyid Quthub: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. 2). Taqiyyuddin al-Nabhani: a). Sovereignty in the hands of syara; b). Power of the people; c). ABSTRAK: Permasalahan pokok dalam penelitian ini adalah: (1) Apa latar belakang terbentuknya Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah? (2) Bagaimana berkembangan Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah Tahun 1977-2017? Metode sejarah tersebut adalah: (a) Pemilihan topik (b) Heuristik (Pengumpulan Data) (c) Verifikasi (Kritik Sejarah) (d) Interpretasi (e) Historiografi (kritik sejarah). Hasil penelitian ini menunjukan bahwa: (1) Desa Talaga Besar awalnya hanya dijadikan tempat untuk berkebun atau bercocok tanam, misalnya menanam jagung dan ubi kayu sebagai makanan pokok masyarakat setempat dan pada umumnya masyarakat Buton. Karena seiring berjalannya waktu dan peradaban serta jumlah penduduk semakin bertambah banyak. Pemerintah daerah berinisiatif memekarkan desa Talaga Besar menjadi desa definitif. Faktor-faktor yang mendukung terbentuknya Desa Talaga Besar ini ialah: (a) Adanya peranan pemimpin yang selalu memberikan motivasi kepada warga untuk aktif dalam setiap kegiatan yang sifatnya membangun. (b) Faktor pendukung diantaranya faktor geografis (wilayah), faktor demografi (penduduk), dan faktor ekonomi. (2) Perkembangan Desa Talaga Besar dalam bidang ekonomi, sebagian besar masyarakat Talaga Besar menggantungkan hidupnya di bidang pertanian dan perdagangan yang telah dilakukan dan dikembangkan secara turun temurun. Di bidang sosial, hubungan sosial kemasyarakatan antara warga Desa Talaga Besar cukup harmonis. Di bidang pendidikan, perkembangan pendidikan di Desa Talaga Besar pada khususnya dan Kecamatan Talaga Raya pada umumnya mengalami perkembangan pendidikan yang boleh dikatakan sudah cukup baik dan infrastruktur lebih baik bila dibandingkan dengan keadaan sebelumnya. Kata Kunci: Sejarah, Desa, Talaga BesarABSTRACT: The main problems in this study are: (1) What is the background of the formation of Talaga Besar Village, Talaga Raya District, Buton Tengah Regency? The results of this study indicate that: (1) Talaga Besar Village was originally only used as a place for gardening or farming, for example planting corn and cassava as a staple food for the local community and in general the Buton people. Because over time and civilization as well as the population increases. The regional government took the initiative to split the village of Talaga Besar into a definitive village. The factors that support the formation of the Talaga Besar Village are: (a) There is a role of leaders who always motivate citizens to be active in any constructive activity. (b) Supporting factors include geographical factors (region), demographic factors (population), and economic factors. (2) The development of Talaga Besar Village in the economic field, most of the Talaga Besar people depend their lives on agriculture and trade which have been carried out and developed for generations. In the social field, social relations between the people of Talaga Besar Village are quite harmonious. In the field of education, the development of education in the village of Talaga Besar in particular and the Talaga Raya sub-district in general experienced a development of education which was arguably quite good and the infrastructure was better when compared to the previous situation. Keywords: History, Village, Great Talaga

This study aims to describe the cultural values ​​contained in the Hikayat Banta Amat Volume I and II by T. A. Sakti. Cultural value is very important to be studied in order to preserve the cultural heritage of the people of Aceh so that it can be known by the younger generation and re-cultivated in life in the present. The formulation of the problem raised in this study is how the cultural values ​​contained in the Hikayat Banta Amat Volume I and II by T. A. Sakti. The data source in this research is Hikayat Banta Amat Volume I and II by T. A. Sakti. The selected data is each quotation that has a relation to cultural values ​​in the saga. The approach and method used in this research is a qualitative approach and a descriptive method by describing the facts which are then followed by analysis. The cultural values ​​analyzed in Banta Amat sects are grouped according to five categories, namely (1) cultural values ​​in human relations with God, (2) cultural values ​​in human relations with nature, (3) cultural values ​​in human relations with other humans, (4) cultural values ​​in human relations with society, and (5) cultural values ​​in human relations with oneself. The results showed there were 37 quotations related to cultural values ​​that exist in the Banta Amat saga, namely: (1) Cultural values ​​in the human relationship with God there are 6 values ​​in 24 quotes; a) Give thanks to God 3 quotes, b) Give to Allah the Prophet 1 quote, c) Pray and ask God 9 quotes, d) surrender to God 8 quotes, e) Fear God 1 quote, and f) Obey to worship God 2 quotes, (2) Cultural values ​​in human relations with nature are found in 2 quotations about utilizing the forest, (3) Cultural values ​​in human relations with other humans there are 3 values ​​in 4 quotations; a) respect for others 2 quotes, b) say greetings 1 quote, and c) answer greetings 1 quote, (4) Cultural values ​​in human relations with the community there are 3 quotes namely about mutual care, and (5) Cultural values ​​in relationships humans with themselves there are 3 values ​​in 4 quotes; a) Never give up 2 quotes, b) responsibility 1 quote, and c) hard work 1 quote. Based on the results of the study it can be seen that the cultural values ​​in the human relationship with God are more numerous than the other values. This illustrates that the people of Aceh are religious and devout people who worship God. Suggestions from researchers that the people of Aceh continue to preserve cultural values ​​such as the Banta Amat saga in daily life. Nilai budaya sangat penting untuk dikaji guna melestarikan warisan budaya masyarakat Aceh agar dapat diketahui oleh generasi muda dan kembali dibudidayakan dalam kehidupan pada masa sekarang. Rumusan masalah yang diangkat dalam penelitian ini adalah bagaimana nilai budaya yang terkandung dalam Hikayat Banta Amat Jilid I dan II Karya T. A. Sakti. Sumber data dalam penelitian ini adalah Hikayat Banta Amat Jilid I dan II karya T. A. Sakti. Data yang dipilih adalah setiap kutipan yang ada kaitannya dengan nilai budaya dalam hikayat. Pendekatan dan metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan metode deskritif dengan mendeskripsikan fakta-fakta yang kemudian disusul dengan analisis. Nilai budaya yang dianalisis dalam hikayat Banta Amat dikelompokkan berdasarkan lima kategori, yaitu (1) nilai budaya dalam hubungan manusia dengan Tuhan, (2) nilai budaya dalam hubungan manusia dengan alam, (3) nilai budaya dalam hubungan manusia dengan manusia lain, (4) nilai budaya dalam hubungan manusia dengan masyarakat, dan (5) nilai budaya dalam hubungan manusia dengan diri sendiri. Hasil penelitian menunjukkan terdapat 37 kutipan yang terkait dengan nilai budaya yang ada dalam hikayat Banta Amat, yaitu: (1) Nilai budaya dalam hubungan manusia dengan Tuhan terdapat 6 nilai pada 24 kutipan; a) Bersyukur kepada Allah 3 kutipan, b) Berselawat kepada Nabi Allah 1 kutipan, c) Berdoa dan memohon kepada Allah 9 kutipan, d) menyerahkan diri kepada Allah 8 kutipan, e) Takut kepada Allah 1 kutipan, dan f) Taat beribadah kepada Allah 2 kutipan, (2) Nilai budaya dalam hubungan manusia dengan alam terdapat pada 2 kutipan tentang memanfaatkan hutan, (3) Nilai budaya dalam hubungan manusia dengan manusia lain terdapat 3 nilai pada 4 kutipan; a) menghormati orang lain 2 kutipan, b) mengucapkan salam 1 kutipan, dan c) menjawab salam 1 kutipan, (4) Nilai budaya dalam hubungan manusia dengan masyarakat terdapat 3 kutipan yaitu tentang rasa saling peduli, dan (5) Nilai budaya dalam hubungan manusia dengan diri sendiri terdapat 3 nilai pada 4 kutipan; a) Pantang menyerah 2 kutipan, b) tanggung jawab 1 kutipan, dan c) kerja keras 1 kutipan. Berdasarkan hasil penelitian dapat dilihat bahwa nilai budaya dalam hubungan manusia dengan Tuhan lebih banyak dari nilai yang lainnya. Hal ini menggambarkan bahwa masyarakat Aceh adalah masyarakat yang religius dan taat beribadah kepada Allah. Saran dari peneliti agar masyarakat Aceh terus melestarikan nilai budaya seperti pada hikayat Banta Amat dalam kehidupan sehari-hari. Kata Kunci: Hikayat, Nilai Budaya

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.
