The relevance of the study is dictated by the interest of contemporary creators and researchers in various fields of science to the problem of unfinished works. The appearance of the latter is associated with the historical situation and philosophical and aesthetic ideas of the time, with the psychological characteristics of the Creator's personality and the peculiarities of his thinking, as well as with the originality of the individual design of the work. In musical art, a productive direction in substantiating the specifics of unfinished works is their consideration both through the “prism” of the philosophical and aesthetic ideas of the time, cultural and historical context surrounding the composer, and based on fundamental theoretical teachings. The aim of the research is to establish and substantiate the “zones” of action and mutual influence of categories that are important and system-forming for theoretical musicology — musical genre, musical form and composition technique within the boundaries of unfinished works. The scientific novelty of the research is reported by: 1) the definition of the artistic and aesthetic phenomenon of “incompleteness”, which is universal for works of art, formulated and proposed for the first time; 2) the classification of unfinished works presented in relation to musical art; 3) analytical observations of the process of interaction of genre, form and technique of composition in conditions of various degrees of manifestation of incompleteness of musical works. The research methodology is based on the works of various fields of scientific knowledge — philosophical and aesthetic research (U. Eco, J. Gartner, etc.), works on the history and theory of art (S. Stupin, E. Abramovskikh, etc.), research in the field of theoretical and historical musicology (Y. Kholopov, E. Ruchevskaya, M. Pereverzeva). The main research methods are the general scientific observation method and the comparative method, as well as various methods of analyzing a piece of music. The results of the study reflect the following conclusion. A progressive tendency is clearly visible from work to work, which in music belongs to the category of “unfinished”: from a ghostly “hint” expressed through the genre, through a meaningful idea “underlying” the form, to the assertion of the principles of an “open work” through total interdependence genre, form and technique of composition. The study is undoubtedly of practical value. It significantly supplements and expands knowledge about some new genres that are little studied in music (fragment, sketch, etc.) and their compositional originality.

Personological interpretation of texts suggests the implementation of the general scientific and also hermeneutical settings specific for Personology which include the setting of the interpretation of the text as a research, setting of a variety of hermeneutical actions with the text, setting to identify unexplored contents of the text, setting of the creative comprehension of the mysteries of the text, setting of the integrity of the attitude of the individual and the "I" of the author of the text, setting to reveal the author's ability to be "practicing phenomenologist", setting of the definition of the place in the text in the continuum of textual representations of the "personality", setting in the correlation of the understanding of the text with other interpretations and their integration, setting of the disclosure of the author's "ideas person" is possible only in the unity of interpretation, setting of the construction and usage of hermeneutical models defining the procedure for the interpretation of both studies and work, the setting to determine the place of hermeneutical research in culture and knowledge of a person's life, setting of the interpretation of various types of "texts of the individual."

Starting with the definition of style by K.A. Dolinin, the article proposes to reflect on the perspectives of an interdisciplinary approach to stylistic research, using primarily the achievements of psychology and philosophy, as the style of a literary work is the result of the subject’s choices, which in turn result from his/her individual way of thinking. The interdisciplinary approach will also allow for more effective aesthetic assessment of the work. The article analyses three literary texts based on memories: The childhood years of Bagrov-grandson, serving as a continuation of the Family Chronicle by S.T. Aksakov, The Life of Arsenyev by I.A. Bunin and Be Like Children by V.A. Sharov. On the example of language constructions forming the concept of MEMORY, the researcher shows the factors that influence the choice of language means that ultimately create the individual style of the author. The study proves that this choice is influenced by non-linguistic factors: the situational context, era, the author’s professional and personal experience and education, philosophicaland aesthetic ideas, and other important circumstances that guide the artist’s thinking. Genre rules and current tastes are also of importance. The study shows that the ratio of the number of language constructions regarding experience memory and information memory can characterize the individual style of a given author. It also proves that a broader interdisciplinary view of style allows to see more determinants of the aesthetic value of a work. Among them are: the harmonious structure of the text including its spatial and temporal organization, and the compliance with the broadly understood norm that involves not only the linguistic but also the mental layer of the text, as expressed by appropriately selected means.

Introduction: the Ob-Ugric and Permian traditions have preserved elements of the ancient mythological consciousness, the study of which together with the available data of related sciences would shed light on the history of the formation of these ethnic cultures traditionally. The solution to such a complex problem is possible on the basis of a comparative analysis of the individual aspects of the perception of the worldview, including its basic values. The authors do not pretend to be unambiguous in their interpretation of limiting themselves for a start to the definition of a single worldview field with the existing of uniqueness, originality and individuality of the cultures of the communities under consideration. Objective: to examine the complexity of the general and specific ideas of the Khanty, Mansi and Udmurts about the components of the human spiritual essence (souls), its characteristic and exceptional properties, including reincarnation, family relations/ties and patronage of descendants under the perception of their traditional worldview of human life and its basic values. Research materials: the research materials are based on (a) the proceedings of the field study materials during interaction with the communities specified which are considered as the primary resources of the study undertaken by the researchers, (b) secondary materials are taken from the scientific articles, book chapters and literature etc. published so far, (c) similar research findings by the scholars in this area of study, and (d) archival resources of the nineteenth and twentieth century. Results and novelty of the research: the study of the ideas about the human soul among the examined ethnicities of the selected communities in this study have their own historical context; nevertheless, a comparative analysis of the findings lead to the novel reflections and conclusions those reveal both universal concepts for the ethnic groups and distinctive/specific characteristics peculiar to the Udmurts or the Ob-Ugrians. The Ugric and Permian people have a clear concept of the presence of two components in a human defined as two souls which are the necessary condition for a life. On the basis of this idea, certain judgments, norms of behavior, and ritual actions have been developed traditionally. The common ideas of these people are also based on the concepts about the role of the ‘mother goddess’ and the influence of the departed on the creation of the life and their ability to endow a newborn with a soul. A distinctive feature of the worldview of the Ob-Ugrians is the presence of a system of ideas about the reincarnation of the souls of the ancestors in descendants and about the connection between the soul and the flower(s) in the worldview of the Udmurts.

The subject. The paper is devoted to the classification of financial law enforcement acts issued in Poland.The purpose of the paper is a typological analysis of the financial law enforcement acts in Poland depending on the subjects who issues such acts.The methodology. General scientific methods as analysis, synthesis, induction, deduction, comparison were used. The system method made it possible to regularize a set of financial law enforcement acts, taking into account the subjects of law enforcement in Poland. The functional approach made it possible to identify the types of financial law enforcement acts, depending on their role in the system of law enforcement in Poland.The main results and scope of their application. The definition of the financial law enforcement act is proposed. Classification of subjects of financial law enforcement in Poland is carried out, their powers are covered and characteristics of the individual legal acts issued by them are al-located. The proposed qualitative analysis of law enforcement acts adopted in Poland may be-come a starting point for research in the field of financial law theory and comparative law.Conclusions. A financial law enforcement act is an act issued on the basis of the current rules of financial law by the authorized bodies, establishing or determining – in respect of an individual addressee – the rights and (or) obligations in a particular case in the field of public finance, or preparing their establishment or determination.The subjects applying the norms of financial law, can be divided into: bodies of financial ad-ministration, the courts (primarily administrative courts) and quasi-judicial bodies (e.g. the Commission, considering cases of violation of discipline of public finance). The first group of bodies issues decisions and orders (financial and legal acts), the bodies of the second group issue court decisions and court orders, the bodies of the third group issue decisions.The role of administrative courts in the financial law enforcement is significant. Significant number of financial cases, particularly concerning individual interpretations, in the total number of cases considered by such courts is an evidence.

The purpose of the article is to highlight the ethical problems and requirements for the restoration of historical and cultural monuments in the practical work of a museum restorer, to identify scientific and methodological issues in the preservation of works of museum value, to determine the need for a theoretical analysis of international codes for the restoration, conservation, and examination of monuments. The methodology is based on the historical-comparative method; the method of art history analysis for the processing of historical, cultural, scientific literature. The scientific novelty of the research lies in the theoretical substantiation of the conclusions regarding the limits of permissible restoration intervention. Conclusions. Scientific restoration is inextricably linked with a comprehensive study of works of art, the conditions of its existence in a cultural and historical context. The discrepancy in the definition of the concept of «restoration» provides a more accurate formulation and pays attention to the tasks and methods of restoration. The development of international codes of ethics, domestic laws in the context of the study of terms such as «restoration», «conservation», «expertise» shows that all regulatory documents emphasize the special role of the restorer, who must constantly improve his professional skills.

The relevance of the work consists in the clearest definition of the subject of Prosecutor's supervision when the court considers materials on changing a convict’s type of correctional institution. The Prosecutor's office's supervision of the execution of sentences in places of deprivation of liberty should be aimed at unconditionally observing the rights and legitimate interests of persons serving criminal sentences, however, there are still serious problems in correctional institutions that negatively affect the implementation of the tasks and goals of criminal punishment. The reason for this is still cases of “superficial” and non-professional approach to the study of the personality of convicts who are subjects of legal relations that occur when their behavior changes (in a positive or negative direction) in places of deprivation of liberty. The Prosecutor's supervision and its activities in this regard are considered as one of the guarantees of the rights of convicts to improve their legal status, which fully implements the constitutional principle of respect for the dignity of the individual, humanism, justice and the rule of law. The materials of Prosecutor's checks, judicial practice, analysis of statistical materials, materials of dissertations, monographs and journals included in the international global scientific databases studied in the course of the research allowed us to determine the most effective ways to solve the problems considered. These include the need for direct, timely and step-by-step participation of prosecutors in this process, as well as high requirements for their professional and personal qualities. The selection and analysis of these factors allowed the authors to determine in detail the subject of the Prosecutor's activity in the mentioned study – it is an active and qualified activity of the Prosecutor (Prosecutor's supervision) in the field of criminal enforcement legislation, aimed at identifying, preventing (preventing) and eliminating violations of the rights and legitimate interests of convicted persons serving a sentence of imprisonment. The main research methods used were: analysis of theoretical and regulatory sources; comparison; generalization and analysis of documents. Their application allowed the author to analyze the subject in question in the relationship and interdependence of its constituent elements, their integrity, comprehensiveness and objectivity.

<p>The paper deals with the problems of public and legal burdens of cooperative banks operating in Poland, in terms of their limits on the strength of taxes (various types of mandatory fees and levies for the state). Comparative public and legal burdens of banks are discussed in the literature. As the main research goal, the authors chose to examine the situation of cooperative banks in the context of increasing tax and legal burdens. The article uses the desk research method, comparative method and quantitative analysis of cooperative banks’ tax burden for calculating the author’s tax restrictiveness index. The authors proposed their own definition of the tribute paid by cooperative banks to the state and institutions subordinate to it. An interesting perspective on the subject of effectiveness of cooperative banks in comparison with their tax burden was analyzed. The paper also exposes the methodology of examining public-law burdens in cooperative banks and conducted a stress limit analysis for these burdens (tributes) on the example of 309 banks – participants of the Association Protection System – SOZ BPS. It is important to point out that the tax restrictiveness index (WD) in the studied group of cooperative banks was calculated. A new concluding case on problems related to further raising the tax burden of cooperative banks in Poland was also presented.</p>

To trace and ascertain the versatility of ornamental graphical language as one of the main peculiarities of contemporary paper-cutting (vytynanka). To identify the features and characteristics of the ornamental graphical language, to form a definition for the notion of paper-cutting art. Methodology. In the process of research, the author used such general scientific methods as: analysis, synthesis, systematization. The comparative method and the method of visual stylistic analysis were also applied. Results. The author has compared and analyzed the replicas of original art works; the former are reproduced in varying materials. The notion of ornamental graphical language of contemporary paper-cutting (vytynanka) has been researched, its general features and characteristics have been defined, and the definition has been formed. Based on the research result, it is suggested to introduce a range of changes to the notion of "vytynanka" regarding the characteristics of materials and techniques used. The main directions of paper-cutting art have been out lined: traditional and contemporary vytynanka. Attention has been paid to the importance of making a distinction between the contemporary vytynanka and graphic art, which is possible only through the analysis of their ornamental graphical anguage. Scientific novelty. The definition of "paper-cutting (vytynanka)", dentification of its main characteristics as the basis for a new classification, the reference of paper graphics (machine paper-cutting) into a separate group. Practical significance. Ornamental graphical language is presented in the study as one of the main characteristics of vytynanka, which should become the basis for a new classification of paper-cutting art works. The research results can be used for further artistic search of signature style at the boundary of different art forms. Exhibiting a certain group of professional paper-cutting art works as examples of graphic art has been justified.

Such a phenomenon as the migration of scientists can be considered from different points of view. In particular, some scholars share the view that this is a negative aspect in the development of the scientific and educational space of a particular country, while others believe that with the right migration policy, it can greatly strengthen the competitiveness of the country that scientists leave. The aim of the article is to highlight the latest trends in the policies of various EU and US countries, as well as to develop practical recommendations for the implementation of some aspects of Ukraine's migration policy for such a category as scientists. The main research method is a comparative analysis, which allows to clearly identify the advantages and disadvantages of each migration policy of each country. The migration of scientists can be used by a single university to establish strong communication with those universities that accept immigrant scientists, which will only be useful for building their future relationships. The article also identifies the advantages and disadvantages of such a phenomenon as the migration of scientists. The definition of virtual migration is given and its main forms and directions are determined. The article considers and compares the migration of scientists and the migration of engineers on the example of Great Britain. It is proved that foreign scientists often occupy positions in those fields where domestic specialists for various reasons do not want to work. The experience of Lithuania has proved the possibility of successful cooperation, which goes beyond the individual level to the level of cooperation with foreign universities. And this was facilitated by the tendency to digitalize various processes. It has been determined that scientists belong to one of the most traveling professions, and many scientists cross borders in search of opportunities. Their state of affairs is explained primarily by an adventurous spirit and a thirst for constant search, which is developed in scientists. Moreover, it is simply the nature of the work - usually, depending on the topic, only a dozen scientists can deeply understand a narrow study - not to mention to help advance it, so scientists are forced to migrate around the world. Upon completion, a number of measures are proposed to increase the potential for cooperation between scientists of Ukrainian origin around the world.

Lowering the level of spatial socio-economic disparities of territorial development and ensuring the high living standards for population and business environment development are the main key tasks in terms of reforming the administrative and territorial regulation and financial decentralization in Ukraine. This raises the issue of the center and periphery interactions among the dominant ones in the conditions of the socio-economic space development of the country and requires delineation of the influence zones of the centers and activating features of adaptive and stimulating roles, which they perform as "growth poles" and innovative shifts generators in territorial development. The methodological apparatus of the research consists of the general scientific methods for the development of theoretical and methodological foundations of the central and peripheral interactions in the region and the system approach for identification of social benefits of conceptual priorities in the center and periphery interactions in conditions of administrative and financial decentralization. The scientific approaches to the definition of categories "center-periphery" are investigated. The need to outline the dual nature of center-periphery interactions as a phenomenon is emphasized. The comparative characteristics of the center, the semi-periphery, and the periphery are presented. The essence of the center-peripheral interactions in the region is defined as a process of direct or indirect mutual influence of the center and the periphery in the conditions of spatial inequality and socio-economic differentiation of regional development. The classification of the center-periphery interactions in the territorial dimension is proposed. Further research suggests focusing on the substantiation of theoretical and methodological foundations of center and periphery interactions and levels of such interaction in the region in terms of administrative and financial decentralization.
