The purpose of this paper is to find out the implementation of monitoring program and media news analysis within the Jakarta Capital City Government managed by Department of Communication, Information and Statistics for Jakarta through the Public Opinion and Aspirations Management Unit. Every aspiration conveyed by the public through the reader letter in the mass media will be analyzed, managed and followed up by the relevant instruments. Furthermore, these public aspirations will be utilized by local governments to determine the direction of development policies. In its implementation, 85% of public aspirations were not responded by related instruments. To find solutions to existing problems the author uses theories from Replay and Franklyn. Data collection from the management unit of public opinion and aspirations in the form of activity documents, reference books and journals on public policy implementation and mass media communication, as well as interviews with stakeholders. In this study, the data obtained were analyzed qualitatively. In the research process found several obstacles in the internal unit so that the targets and objectives have not been achieved, including: there are still implementers who do not carry out standard operational procedures and officers that un-routinely forward and reply emails of analyzed aspirations to the relevant regional. This paper concludes that the implementation of the media news monitoring and analysis program in the Jakarta Capital City Government is not yet on target because of the low level of compliance and smooth implementation.

This chapter evaluates the pattern and trend of mass media coverage of Zimbabwe's cultural heritage, with a focus on the newspaper publications produced between the years 2010 and 2015. The working hypothesis is that the level and nature of mass media coverage of cultural heritage is directly proportional to the nature of public opinion and attitude towards their own cultural heritage. As such, in order for cultural heritage to make a meaningful contribution to socio-economic and political developmental in Zimbabwe, there is a need for cultural heritage to be visible in all mass media productions. Using document analysis, questionnaires, and interviews, the research identified that the coverage of cultural heritage in mass media in Zimbabwe is alarmingly low. That jeopardizes the regard of cultural heritage as a driver for socio-economic and political development amongst the public. However, through reprioritization of media agenda-setting, media policy, and fostering of a closer collaboration between heritage managers and media professionals, the situation can be salvaged in Zimbabwe.

Public policy implementation problem is a kind of common phenomenon. It needs to consider the influence of the correlation factors in order to analyze the obstacle factors of policy implementation. The policy implementation is the very important link and extremely complexly in the process of the policy implementation. It is very significant to analyze the factors in the process of policy implementation, it can help us to understand the public decision-making. In the current, there are many problems in local government public policy implementation, those problems have affected the implementation of national public policy and the healthy development of society, Through the research of the northeast local governments public policy implementation ability, several suggestions can be given in order to enhance the implementation ability.

Mass media is an effective instrument in shaping public opinion. Though mass media is believed to be principally transparent and independent, the information presented to the public is the result of human construction based on their understanding of the reality of knowledge. In this topic, majority of Moslem, recently, claim that some popular mass media are not objective in reporting terrorism. For that reason, this article efforts whether the image of Islam as a religion of terror is constructed, especially from the online media framing in Kompas.com about the incident in Charlie Hebdo’s media in Paris.

This chapter explores the public opinion strategies adopted by Buenos Aires police in the context of a deep crisis of consensus in the 1920s and 1930s regarding their right to use force. In so doing, it tackles a question transcending this case: how can police forces act as the guardians of a social order they themselves might perceive as unjust, and still earn the respect of those who suffer from its injustice? The answer lies within the process of the symbolic construction of an idealized police officer, one able to remain connected with those he claims to protect. In this case, the connection between the police and the people was woven using fiction, mass media, and other key elements of popular culture.

Objective: to examine the influence of positive and critical narratives in the media, illustrating the problems and strengths of the Russian innovation system development, on the formation of public opinion.Methods: the methodology of narrative analysis of economics and original institutionalism is used in relation to the national innovation system.Results: with the help of narrative analysis, we analyzed 43 media outlets from Internet sources selected in accordance with the Medialogiya rating “Federal Mass Media: 2020” for the period from 01.01.2010 to 01.07.2021. A range of significant issues is highlighted which affect the innovative development, mentioned by media addressees and the Russian innovation system actors (policymakers, business, academic circles). Four types of positive narratives about the Russian innovation system are identified: 1) narratives about significant technological achievements; 2) narratives about the development of innovative infrastructure; 3) narratives that tell about the public recognition of the success of the Russian innovation system actors at professional conferences or by the state; 4) futurological narratives about prospects in the medium or long term.Scientific novelty: consists in the development of the narrative economics approach and the concept of public arenas for the analysis of the Russian innovation system with the help of mass media.Practical significance: the identified positive narratives allow studying the best practices and rules that contribute to the integration of science, government and business into a single innovation system in order to further upscale the positive experience to the entire economy. Positive narratives also contribute to the formation of a favorable innovation space and public opinion in Russia.

This study focuses on the communications that was built by the Public Relations (PR) in East Jakarta Administration City Government with the Press community through their roles in the administrative activities of government. The purpose of this study was to determine the PR activities of East Jakarta Administration City Government in establishing good communication with the Press as the government's partner in promoting the various activities that are beneficial to society. The research method used in this study is a case study (case study). The results showed that the role of Public Relations of East Jakarta Administration City Government in establishing good communication with the press, is done through activities, such as press conferences, press releases, and press gathering. All activities are done well, so as to create a communication and a good relationship, in any cooperation between the Press and the Government of East Jakarta, making it easier for local governments in disseminating various work programs.

This article is a theoretical approach on the importance of using public relations in helping an organization to project a positive image. The study of the impact information has on the image of organisations seems to be an interesting research topic. Practice has proved that the image of institutions has a patrimonial value and it is sometimes essential in raising their credibility. It can be said that an image is defined as the representation of certain attitudes, opinions or prejudices concerning a person, a group of persons or the public opinion concerning an institution. In other words, an image is the opinion of a person, of a group of persons or of the public opinion regarding that institution. All specialists agree that a negative image affects, sometimes to an incredible extent, the success of an institution. In the contemporary age, we cannot speak about public opinion without taking into consideration the mass media as a main agent in transmitting the information to the public, with unlimited possibilities of influencing or forming it. The plan for the PR department starts with its own declaration of principles, which describes its roles and contribution to the organisation.

The rapid development of new technologies and their impressive communication capacity has fundamentally changed modern democracy by providing easy and universal access to information, as well as increasing participation and accessibility of political involvement tools. One of the electoral participation tools is e-voting which has been used in only a few countries. The main aim of the paper is to explore whether and how e-voting has been presented in Polish mass media (1), as well as to investigate people’s opinions about e-voting against certain political factors (2). The research is based on a media content analysis (quantitative and qualitative), data collected via the Content Analysis System for Television (CAST) and a quantitative analysis of data from a survey conducted by the authors (2018, sample: 1717 Poles). The results of the analyses show that the debate on the implementation of e-voting is rather poor, but the support for e-voting among Poles remains considerable. The public media rhetoric is interlinked with attitudes towards political parties. To some extent, determinants are reflected in the public opinion on the implementation of e-voting since Poles declare both their support for the introduction of e-voting and willingness to vote online.

Over the past two decades, research has emphasised a shift from city government to urban governance. Such a shift brings about its very own challenges, namely governance gaps, uncertain configurations in governance and a limited capacity to act. In this paper, we argue that the concurrent rise of strategy documents in city administration addresses these challenges. Our central claim is that strategy documents can be understood as a distinct discursive device through which local governments enact aspired governance configurations. We illustrate our argument empirically using two prominent examples that, while showing similar features and characteristics, are anchored in different administrative traditions and institutional frameworks: the city administrations of Sydney, Australia, and Vienna, Austria. The contribution of the paper is to show how strategy documents enact governance configurations along four core dimensions: the setting in space and time, the definition of the public, the framing of the res publica and legitimacy issues. Moreover, our comparative analysis of Sydney and Vienna gives evidence of differences in governance configurations enacted through strategy documents.

Using semiotic method of consideration the article investigates judgement power of public sphere in traditional media and internet. The analysis reminds that news stories obey the narrative rules. They become an object for judgement only in a mediation that allows present public opinion. At the same time because of mediation and in accordance with functioning of meta-texts these stories become subject of moralising sanction to their heroes. For mass media, the mediation function creates the parallel universe of the public sphere. The aim of the article is to find an answer whether there exists something in the internet which produces a similar public universe.Theoretical argument lets to conclude that the tribunal of public opinion is not just a meaning apparatus; it also has to be narrated. That means, that the question of justice, of right or wrong, has to be turned into a pragmatic question of performance (how well?) and competence (by whom?). As publicity is only an idea, a meaning apparatus, for normative purposes need to hide behind narrative plausibility. As soon as actors are seen as pragmatic subjects, they are subject to sanctioning. Actually, a source is the direct will of the judging instance, which in the public sphere is the hypostasis of ‘all’.When internet lacks direct mediation instance, it is unable to turn information into narratives. Without public sphere produced by traditional media the internet lacks the meaning. Such stating together with the example of Wikileaks let to conclude that when there is no legitimisation of power, then, no realisation of the pragmatic subject, and in consequence – there is no scandal.
