In this workshop the work on the study of the classification, assortment and expertise of the quality of meat and meat products. Each Chapter provides an overview of the relevant types of products and a list of the main regulatory documents required for their examination. The latest changes in the regulatory framework have been taken into account. Laboratory work on the examination of products include tasks for the study of defects, acceptance rules and methods of sampling, marking analysis, evaluation of the quality of goods by organoleptic and physical and chemical parameters. The purpose of the article is to systematize and streamline the current legislation to simplify the algorithm for collecting and compiling a package of documents in order to establish and register a museum (museum formation) at a military educational institution. The scientific novelty lies in the fact that an attempt has been made to systematize and streamline the process of forming museum formation, as well as to harmonize and generalize the current legislative requirements for this process. Conclusions. A study of the legislation and regulatory framework for the establishment, operation and registration of museums at military educational institutions showed a complex and confusing system of regulatory legal acts, often requiring duplication of certain actions, and sometimes mutually exclusive, which complicates the procedure for creating a museum at a military educational institution. Systematization of regulatory requirements, structuring them in the order of implementation, as well as the classification and inventory of the collection items directly requires a specialist with the appropriate professional skills, abilities and motivation, otherwise, the assembly remains in the status of a storage.

Theoretical and methodical aspects of rating performance appraisal of scientific and pedagogical workers of educational institutions are object of research. The purpose of the article is to study the factors of influence and provide recommendations for improving the system of management of professional development of personnel of educational institutions. The results are obtained through the use of methods: expert method is used to identify the impact of qualitative and quantitative indicators on the efficiency of use of labor resources; economic and mathematical method is performed to determine the integral indicator of the assessment of the efficiency of the use of labor resources; abstract-logical method is executed for theoretical gen-eralization and formulation of conclusions. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of educational institutions in the market of educational services in general. It has been found that in order to introduce an effective model of personnel management in educational institutions, it is very important to provide the main criteria for evaluating its effectiveness at the stage of formation. It was found that special attention should be paid to development of substantiated scientific and methodological approaches to the assessment of pro-fessional qualifications level of employees in the testing group and in the dynamics, determining the limit load and development model of a motivation model for professional development. When assessing the level of professional qualification of teaching staff, it is proposed to take into account not only their own property to scientific and pedagogical industry, but also the results of their pupils’ work. In determining the integral indicator of the assessment of the efficiency of the use of labor resources, the method of taxonomic analysis was used with additional consideration of the specific weight of influence of each factor on an integral indicator. It is substantiated that the definition of the boundary load will not only establish an effective bonus system, but also increase the level of job satisfaction among subordinates. The mechanism of determining the coefficient of competence of experts involved in the evaluation of staff, taking into account their work experience, the scale of management activity, and the level of education, deserves further study.

The main shaping features of any social system are goals that help perform specific functions. Nowadays educational institutions that have chosen in favor of the quality strategy should develop a pyramid of goals understandable to all their employees. Each employee should know the goals of the whole team, its general ideas, his\her personal role in the educational process and in the structural unit. Universal properties of the social organization are the following: apartness, direct management, activity self-regulation capacities, sound organizational culture.

The article deals with the teaching activities of M. M Kovalevsky in such institutions of higher education in France as the Free College of Social Sciences, the Higher School of Social Sciences and the Russian Higher School of Social Sciences. Some specific features of scientific activity in different educational institutions were singled out. The attention was paid to the results of the merger of scientific work by M. Kovalevsky with management activity in the Russian high school of social sciences in Paris. The features of teaching lectures to famous scientists are shown. On the basis of available sources, the places of university studies and their subjects are specified. Particular attention is paid to the way of dissemination of scientific works by M. M. Kovalevsky in the form of lecture collections, separate books, reports of conferences, etc. The listed main works that are related to the scientific work of a scientist from 1889 to 1905. Teaching М. М. Kovalevsky in the summits of the capital of France analyzed with the involvement of memoirs of his colleagues, students and friends.

Chapter 3 discusses the installation of a school promotion mechanism at the Imperial University in 1071 as a product of negotiation and compromise between emperor Shenzong and reform-minded scholar-officials. Implementation of the Three Hall system triggered an increasingly politicized Imperial University, signified by Wang Anshi’s elimination of dissenting lecturers while exploiting educational institutions to promote his own school of thought. The final part of this chapter discusses the response of the emperor to Wang Anshi’s dominance. By removing Wang’s disciples from teaching positions and installing a comprehensive regulatory framework to administer the metropolitan schools, the emperor reclaimed his authority over official recruitment.

The main objective of our study is to diagnose the state of formation of conflict competence of future managers of general education institutions using the staged experiment. The urgency of solving this scientific problem is embedded in the capacity of the managers of an educational institution to cooperate effectively with the other members of the educational process, search for consensus, prevent and resolve problems and conflicts on the basis of humanity, tolerance, responsibility, cooperation, as well as enhance the level of professionalism of teachers. The methodological tools of the study were as follows: developed by the authors' questionnaire “Conflictological competence of the general education institutions managers”, the method “Leadership effectiveness”, the test to determine the level of conflict. Our results showed that the experience of management activity created the leaders having the confidence of their forces, capabilities, rather than high self-esteem and the speed of reaction.

The implementation of any reform in general, and education in particular, includes the monitoring of its implementation. Monitoring as a management method allows achieving the purpose of control over education reform. For the purpose of our research, we have adopted the definition of monitoring as a set of standardized procedures for continuous monitoring of changes in the activities of the studied object and directing these changes to achieve the object’s given development parameters. Thus, the purpose of the article is to illustrate the use of monitoring studies to collect statistical data for the case study, such as the readiness of general secondary education institutions to introduce a specialized school as a part of the third level of general secondary education. During the basic monitoring study of the organization of career guidance work in general secondary education institutions, conducted in October-November 2020, the standardization of the procedure was followed with the help of the Google Forms service. The service was used to develop and aggregate a questionnaire for deputy directors of educational institutions. The questionnaire contained qualitative indicators on the organization of career guidance in educational institutions, namely information on the experience of work organization, its effectiveness, the need to improve the professional level of teachers for the organization of career guidance. The main results of the case study are as follows. Career guidance was organized in the majority (96,9 %) of general secondary education institutions. 69,3 % of respondents rate the efficiency of vocational guidance organized in general secondary education institutions as «high», 14,4 % – as «low» and «lower» (2,6 % and 11,8 %, respectively). The features of the organization of career guidance are revealed, the needs of educational institutions for the modernization of this work are singled out, the request of the respondents for raising the professional level on the research subject is determined. The analysis provided an opportunity to formulate conclusions and recommendations that will be an objective tool for creating a strategy for reforming career guidance, taking into account the needs of the labor market and the abilities and talents of high school students.
