Integrating Public Transportation Facilities and Equipment Management Systems into Capital Improvement Planning Process

A Public Transportation Facilities and Equipment Management System (PTMS), as proposed in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), is a tool to assist in the management and utilization of transit facilities and equipment so as to ensure the efficient and effective use of resources. A framework for the application of PTMS elements in the public transit capital improvement planning process is proposed. By using a PTMS as a part of the capital planning process, broad concepts such as needs fulfillment and performance improvement may be embodied in a systematic process to program transit bus capital investments. With data from the Federal Transit Administration’s National Transit Database (NTD), the practical applicability of this framework is investigated in the context of the capital planning process employed by the regional transit authorities and the state transportation agency in Massachusetts. Vehicle replacement needs for a Massachusetts regional transit authority are estimated for a 5-year planning window using the NTD data in conjunction with predictive condition models. These models, developed by Purdue University and the University of Massachusetts at Amherst, use easily quantifiable and objective measures such as age and mileage to predict the future condition of a vehicle. NTD data are also used to identify opportunities for performance-based capital incentives among the Massachusetts regional transit authorities.

The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) requires states in conjunction with metropolitan planning organizations (MPOs) to develop, establish, and implement several systems to better manage and improve the efficiency of transportation infrastructure. Among other things, the National Highway System Designation Act of 1995 allows states not to implement one or more of the ISTEA management systems. Although the management systems are now optional, FHWA and FTA continue to believe that the management and monitoring of the performance and condition of the multimodal transportation system should remain an important element of statewide and metropolitan planning. How FTA's National Transit Data Base (NTD) can provide an important source of information as agencies develop the ISTEA management systems or similar mechanisms for managing and monitoring transit facilities and equipment is analyzed. NTD, which contains information on the financial and nonfinancial operations, system performance, and equipment of national public transit systems, is used primarily by transit operators and others in the transit industry. How NTD can contribute to development and operations of the Public Transportation Management System as well as the Congestion and other management systems is discussed. Development of applications for ISTEA management systems, or for similar planning tools, broadens applications of NTD beyond its transit customer base to aid states and MPOs. By contributing comprehensive transit data to systems for managing and monitoring condition and performance of multimodal transportation, NTD can improve representation of transit needs and performance in the ISTEA planning process.

The Public Transportation Facilities and Equipment Management System (PTMS) is a capital programming tool developed for NJ TRANSIT. It was one of six management systems formerly mandated by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) to manage transportation infrastructure. PTMS organizes pertinent information of physical assets (condition, performance, financial, functional, and descriptive) to assist decision makers; select cost-effective programs and projects; improve efficiency, serviceability, and safety of the infrastructure of NJ TRANSIT; and protect prior federal investments. Implementation of PTMS is now a voluntary program under the ISTEA. However, NJ TRANSIT remains committed to completion of the New Jersey PTMS. A team approach was used (design working group) to identify the specifications for the PTMS. The team participated in all phases of project development and implementation. The system is being tested with the introduction of the fiscal year 1998 capital program cycle. A problem analysis relating to the design and development of the New Jersey PTMS is presented. It is designed to show key issues, accomplishments compared with original objectives, output from the system, and lessons learned.

Ratu harbor beach is one of the mainstay tourist sites for the Regional Government of Sukabumi Regency in bringing PAD, besides public transportation facilities and terminals have a major role in supporting the queen port as a tourist attraction so that tourists are comfortable and facilitated in accessing through public transportation. The condition of the Pelabuhan Ratu Terminal, Sukabumi Regency is currently very poor, poorly maintained, and many supporting facilities are damaged and inadequate. This study aims to identify problems and formulate the type B terminal arrangement in Sukabumi Regency. The method used is descriptive qualitative in order to get a picture of the problems of the situation and conditions currently taking place or occurring in the present and the study of policies. Collecting data by field surveys, literature studies and interviews. The results in this study get a terminal B type terminal design concept Sukabumi Regency according to current and future needs.

In the industrial economy, evaluating company performance based on financial results was good enough. However, in the current globalized and highly competitive environment, maintaining long term competitiveness requires companies to engage in overall strategic planning and performance evaluation. The balanced scorecard is a tool or method for balancing an organization's performance and can react to situations where a company's direction becomes disoriented. This approach assists in strategy planning, process management, and performance evaluation from four perspectives, including financial, customer, internal process, and learning and growth. Good strategy planning provides companies with a correct management direction, correct process management ensures the efficient execution of plans, and correct performance evaluation illustrates the execution results. This study mainly focuses on how a large rubber company in Taiwan utilizes the balanced scorecard in its organization. As the technical perspective is important in the rubber keypad industry, besides the four above perspectives, this company has added the technical perspective. By introducing this company and its progress in implementing the balanced scorecard, this study hopes to provide other companies, especially rubber companies, with a planning direction and reference for the future implementation of the balanced scorecard.

During the last few decades, research and development (R&D) have always been regarded as the most important or even the only factor in the attempt to explain the innovation capability and performance of enterprises, industries and economies, while to a large extent, those heterogeneous innovation activities beyond formal R&D are ignored or underestimated. Some research has shown that non-R&D innovation activities contribute to make full use of resources beyond R&D to promote performance, especially to small- and medium-sized enterprises (SMEs) with weak R&D capability. However, non-R&D innovators’ behavior is still a black box by far, and especially few empirical research have been conducted in China context. This paper first explores the heterogeneous innovation patterns of non-R&D innovation by survey among Chinese SMEs in Zhejiang Province. It shows that, product and service customization, imitation and design, technology adoption and incremental modification, organizational innovation and marketing innovation are the main patterns of non-R&D innovation in China. Then, a case study is followed to cross-validate the patterns and relationships between non-R&D innovation and growth of SMEs in China. Generally, this study has implications for both academia and policy-makers. As it demonstrates, non-R&D innovation is an effective way for SMEs to quickly grow and sustain competitiveness in competition. On the other hand, this study helps to optimize some of current innovation policies for SMEs in China, where policy incentives are mainly R&D-focused. It also likely sheds light on the SMEs in other emerging economies.

To realize vision and mission of Dishubkominfo Banyumas District one of them are to increase public services in traffic and public transportation. So, Dishubkominfo Banyumas District continues to work to improve the quality of to empower all of the employee so that it will have strong performance and can work with optimally, effective, and efficient. The aims of the research are 1) to describe skills, knowledge, concept of self and values, personal characteristic, organization, commitment, and performance; 2) to describe the influence of skill, knowledge, concept of self and values, and personal characteristic to organization commitment; 3) describe the influence of skills, knowledge, concept of self and values, and personal characteristic to performance; 4) describe the influence of organization commitment to employees performance; 5) describe the influence of skill, knowledge, concept of self and values, and personal characteristic to employees performance through organization commitment. Respondent of this research are 100 people. The respondent are the employees of Dishubkominfo Banyumas District. This research using Structural Equation Modeling (SEM) which do by AMOS 4.00 as the instrument of analysis. The result of this research prove that fourth coefficient can be conclude that variable concept of self and values more influence to variable organization commitment, compared with skill variable, knowledge variable, and personal characteristic variable. It can be prove with significantly value of p-value is very small (0,001), so the hypothesis which said there is an influence between variable of skill, knowledge, concept of self and values, personal to variable of organization commitment is attested. From that coefficient it can be conclude that concept of self and values variables is more influence to performance variable compared with the other variable.it can be prove with significantly value of p-value on table column O on output program Amos Ver 19, so the p-values is very small (0,001). Therefore, the hypothesis which said there is an influence between variable of skill, knowledge, concept of self and values, and personal characteristic to performance variable on DishubkominfoBanyumas District is attested. Significantly values of p-value on table column P and the output of Amos Program Ver 19, so the p-value is very small (<0,001), so the hypothesis which said there is an influence between organization commitment to performance of Dishubkominfo Banyumas District is attested. Significantly values of p-value on table column O on output program of Amos Ver 19 which means the value of p-value is very small (<0,001), so the hypothesis which said there is an influence between skill, knowledge, concept of self and values, and personal characteristic to performance through organization commitment on Dishubkominfo Banyumas District is attested.  Keywords: skill, knowledge, concept of self and values, personal characteristic, performance, organization commitment.

The term “urban mass transit” generally refers to scheduled intra-city service on a fixed route in shared vehicles. Public transportation is an important contributing factor to urban sustainability. Effective transportation networks that incorporate public transit livable by easing commute and transportation needs and increasing accessibility. To assess public transportation accessibility in metropolitan networks, two indices are used: the supply level of urban public transportation facilities resource and the public transportation-private automobile traveling time ratio. As the research in the Wolaita sodo town region and the assessment system, an evaluation technique for urban public transportation facility resource supply is developed based on accessibility. Accessibility is a representative indicator for evaluating the supply of bus system. Traditional studies have evaluated the accessibility from different aspects. Considering the interaction among land use, bus timetable arrangement and individual factors, a more holistic accessibility measurement is proposed to combine static and dynamic characteristics from multisource traffic data. The objective is to highlight the main lessons learned and identify knowledge gaps to guide the design and evaluation of future transport investments. Moreover, studies looking at ways to improve the operational efficiency of systems and those seeking to promote behavioral changes in transport users offer great potential to generate learning that is useful for the public and private actors involved.

Kota Banjarmasin adalah ibu kota provinsi dari Kalimantan Selatan dengan berbagai macam aktivitas. Salah satu angkutan umum Kota Banjarmasin adalah bus AKAP (Antar Kota Antar Provinsi) PO. Pulau Indah Jaya yang melayani transportasi penumpang dengan tujuan kota dan provinsi. Sarana transportasi memiliki tarif biaya yang ditentukan berdasarkan Biaya Operasional Kendaraan (BOK). Tujuan penelitian ini untuk mengetahui besar BOK bus AKAP dengan metode Pacific Consultant International (PCI) dan untuk mengetahui besar tarif yang diinginkan penumpang beserta tanggapan terhadap tarif yang berlaku saat ini Willingness To Pay (WTP).Penelitian ini dilakukan melalui survei wawancara untuk BOK kepada pihak PO. dan sopir bus dengan jumlah data 25 unit bus dan untuk WTP survei wawancara dengan sampel 200 penumpang bus di terminal KM 6 tempat pembelian tiket bus.Besar BOK yang dikeluarkan oleh PO. Pulau Indah Jaya Rp Rp 8.137.912.279 /tahun (bus Non AC) dengan tarif Rp 168.194 /penumpang dan Rp 8.712.239.580 /tahun (bus AC+Toilet) dengan tarif Rp 229.173 /penumpang. Besar nilai WTP bus Non AC Rp 185.000 /penumpang dan AC+Toilet Rp 245.000 /penumpang. Tanggapan terhadap tarif bus AKAP Non AC Rp 175.000 /penumpang dan AC+Toilet Rp 235.000 /penumpang adalah harga tarif bus  sesuai dengan kemampuan penumpang membayar dan mau membayar lebih dengan syarat adanya penambahan pelayanan dan fasilitas.Kata Kunci: Bus AKAP, Biaya Operasional Kendaraan (BOK), Willingness To Pay (WTP)banjarmasin city is the capital of the province of South Borneo with a wide range of activities. One of the public transportation of Banjarmasin city is the bus AKAP (Inter-City Inter Province) PO. Pulau Indah Jaya which serves passenger transportation with a city and provincial destinations. Transportation facilities have a fee that is determined based on Vehicle Operating Costs (VOC). The purpose of this study is to find out the size of the bus AKAP VOC with the Pacific Consultant International (PCI) method and to find out the number of tariffs desired by passengers along with responses to the current rates of Willingness To Pay (WTP).This research was conducted through interview surveys for VOC to PO. parties and bus drivers with data on 25 bus units and for WTP interview surveys with a sample of 200 bus passengers at the terminal KM 6 places to buy bus tickets.VOC amount issued by PO. Pulau Indah Jaya Rp. 8.137.912.279 /year (Non AC buses) with a tariff of Rp 168.194 /passenger and Rp. 8.712.239.580 /year (AC + Toilet bus) at a rate of Rp. 229.173 /passenger. The value of the Non AC WTP bus is Rp. 185.000 /passenger and the AC + Toilet Rp. 245.000 /passenger. The response to the AKAP Non AC bus fare of Rp. 175.000 /passenger and AC + Toilet Rp. 235.000 /passenger is the price of the bus fare according to the ability of the passengers to pay and pay more on the condition of additional services and facilities.Keywords: Bus AKAP, Vehicle Operating Costs (VOC), willingness to pay (WTP)

Along with the times, transportation has progressed. Regarding the means of transportation, one of the phenomenon that is easily encountered in everyday life is the queue at public transportation facilities. One of the queues that occurred at public transportation facilities is  the train queue at Semarang Tawang Station. The number of trains that passes the station can cause the train service at the station busy. This study aims to see whether the train service system of Semarang Tawang Station is good or not. This can be consider by the queues method, determining the distribution of arrival patterns and service patterns to obtain a queues system model and a system performance standard. In this study, the distribution of arrival patterns and service patterns are determined by calculating the posterior distribution using the Bayesian method. The bayesian method was chosen because it is able to combine the sample distribution in the current study with the previous information for the same cases. The prior distribution and the likelihood function are the elements needed to obtain the posterior distribution. The distribution of arrival patterns and service patterns obtained from previous information follows the Poisson distribution. Based on the calculation of the posterior distribution, the result shows that the distribution of the arrival pattern is a discrete uniform distribution and the distribution of the service pattern is a Poisson distribution. The result shows that the train service system at Semarang Tawang Station has a model (Uniform Discrete / Gamma / 7: GD / ~ / ~) and has good service based on the performance values obtained.

One of the effective ways to improve the governance of State-Owned Enterprises (SOEs) is through privatization. A common problem that occurs at present in SOEs is that state-owned companies are inefficient in the use of resources, especially labor. The purpose of this research is to comprehend what is important in privatization, using the Systematic Literature Review (SLR) method. Some things that are important in the privatization of State-Owned Enterprises include privatization performance based on privatization activities, success factors, CSR in privatized SOEs, and performance after reducing government ownership. An improvement of performance both in terms of attainment and income along with a decrease in CSR were likely experienced by SOEs when privatizing. In addition, this research was also conducted to find out whether there were parts that had become worse after privatization. The privatization of SOEs was carried out by modernizing the economy. The decrease in performance of CSR could be minimized by social activities carried out by the company. The role of the government was very important in the supervision of SOEs so no one was able to gain personal benefit. The involvement of stakeholders was very important in this process because it could increase the trust of shareholders. During privatization, cooperating partners had to guarantee that there would be no termination of workers. In fact, it was hoped that more workers were to be added.
