Strategies to Improve or Optimize Practices for Acquisition of Real Property

Inefficiencies in the process of acquiring and managing real property have a significant impact on transportation agencies' ability to develop and deliver projects effectively. Acquisition of real property is frequently on the critical path of those projects. Delays in acquiring real property are one of the main reasons for project delays and cost overruns. Federal and state agencies are interested in developing strategies for streamlining practices for acquisition of real property. In 2010, NCHRP sponsored a research study to develop improved, integrated real property procedures and business practices within the process of transportation project development and delivery, as well as to develop recommendations for best practices in property management. This paper presents some of the results of that effort and focuses on the improvement and optimization of the current state of practice in acquiring real property by negotiation and condemnation. The analysis resulted in the following research products: (a) an integrated model of the process of transportation project development and delivery, (b) a model for real property acquisition and relocation assistance in accordance with 42 USC 4601 et seq. (not constrained by regulatory encumbrances), and (c) a discussion of issues and challenges affecting project development and delivery that typically involve real property components as well as strategies for addressing those issues and challenges. The discussion includes an analysis of 20 negotiation and condemnation issues and challenges that practitioners identified via a national survey and follow-up interviews as well as 20 corresponding strategies for improvement or optimization.

: Biological markers (biomarkers) play a key role in drug development, regulatory approval and clinical care of patients and are linked to clinical and surrogate outcomes. : Both acromegaly and Growth Hormone Deficiency (GHD) are pathological conditions related to important comorbidities that, in addition to having stringent diagnostic criteria, require valid markers for the definition of treatment, treatment monitoring and follow-up. GH and insulin-like growth factor-I (IGF-I) are the main biomarkers of GH action in children and adults while, in acromegaly, both GH and IGF-I are established biomarkers of disease activity. : However, although GH and IGF-I are widely validated biomarkers of GHD and acromegaly, their role is not completely exhaustive or suitable for clinical classification and follow-up. Therefore, new biological markers for acromegaly and GH replacement therapy are strongly needed. : The aim of this paper is to review and summarize the current state in the field pointing out new potential biomarkers for acromegaly and GH use/abuse.

Abstract Background Social Media (SoMe) is becoming increasingly used in the medical community, and its use has been related with academic productivity. However, utilization of SoMe in the European neurosurgical community has not been assessed systematically. Methods An online search was undertaken to discover SoMe accounts of (1) national and related neurosurgical societies listed on the EANS website, (2) neurosurgical journals present on EANS website, (3) neurosurgery centers within EANS member countries, as listed on their website. SoMe accounts of Facebook, Twitter, YouTube, and Instagram were searched for journals and societies, and Twitter, Instagram, and Facebook for neurosurgery departments. The number of likes/followers/subscribers was recorded. Results Five (31%) neurosurgery journals had a SoMe presence. The highest number of followers, likes, and tweets was found for JNNP, and Journal of Neurological Surgery Part B had the most subscribers and video views. SoMe usage was identified for 11 national (28.2%) and 2 multi-national neurosurgical societies. From these, the French Society of Neurosurgery had the largest number of Facebook followers (> 2800) and Likes (> 2700), the Society of British Neurological Surgeons had the largest number of Twitter followers (> 2850), whereas EANS overall had the most followers on Twitter > 5100 and Facebook > 5450. A total of 87 SoMe neurosurgery center accounts were found on either Facebook, Instagram or Twitter, for 64 of 1000 centers (6.4%) in 22 of 40 different countries (55%). Of these 67% (n = 43/64) arose from 6 countries (England, Germany, Italy, Romania, Turkey, Ukraine). There were more Facebook accounts (n = 42) than Instagram accounts (n = 23) or Twitter accounts (n = 22). Conclusion SoMe use amongst neurosurgical societies and departments in Europe is very limited. From our perspective, explanations are lacking for the correlated numbers to the market shares of SoMe in the respective countries. Further research, including a survey, to follow up on this important topic should be undertaken among EANS members.

The Kingdom of Saudi Arabia (KSA) has witnessed a huge increase in construction during the last two decades. However, many projects experienced time delays, cost overruns and the generation of massive amounts of waste. To address these challenges, lean construction has been introduced into the Saudi construction industry; however, it is still in its infancy. This study therefore investigates the current state of lean construction implementation in the construction industry in the KSA. The objectives are to identify: the types of construction waste, level of use of tools that support the implementation of lean construction, stages of application of lean methods, and the benefits of lean construction. To achieve these objectives, a structured questionnaire survey of 282 construction professionals was carried out. After the analysis of the collected data using mean score and Anova test, the following conclusions were made.  In the construction industry in the KSA, waiting is the most common type of waste, while Computer Aided Design (CAD) is the conventional tool supporting the implementation of lean construction. Furthermore, the data suggests that lean construction is most commonly used in the construction stage of projects while customer satisfaction is the main benefit derived from lean construction practices. This study concludes that the level of implementation of lean construction in the KSA construction industry is increasing. The results will help benchmark the current state of lean construction implementation, which will enable the construction industry to identify strategies to implement lean construction in Saudi Arabia in accordance with their needs and project goals, to achieve better productivity.


Property asset management can be defined as the process of decision – making and implementation relating to the acquisition, use, and disposition of real property. This definition applies to both the private and public sectors, even though in the government sector, the term itself was not in common usage until recently. Over last two decades, however, a new discipline has emerged that looks more critically at the important component of public wealth and seeks to apply standards of economic efficiency and effective organizational and resource management. Public sector property management has been regarded as a structured process that seeks to ensure best value for money in serving the strategic public sector needs and enhancing the economic development and competitiveness. There are governments that are only beginning to seek improvements in the management of publicly owned property with a goal of putting into use various types of government asset items, under the supervision of professional management, with a view to ensuring quality public services and welfare to the citizens, governments that have just recently embarked in the long term financial management reforms and strategic public sector property management reform in particular, and governments called “advanced reformers” offering their conceptual and valuable practical experience in the sphere of public property management. Starting from the concept that public authorities have to be fully accountable to the public and that the whole of government assets need and can be effectively managed, and widely accepted thesis that effective government asset management is a very important generator for creating a supportive entrepreneurial environment, and raising the competitiveness of the entire economy, in this paper we analyse the drivers of international property management reforms in the public sector and provide a comment on public sector property management in developed countries and (post) transition countries. Then we analyse the characteristics of commenced public sector property management reform in Croatia which may be considered as challenges ahead of Bosnia and Herzegovina authorities in structuring their national public sector property management reform, given the current state of play.

Law 11 January 2018 n. 3 places the attention of the Health Professions on the specific common skills, which must be evident in the didactic systems to protect the Profession. The purpose of this work is to identify which skills are always present among the training objectives of the Degree Courses in Speech Therapy, and which instead become "specific" for our profession. The data analysis was conducted on 27 Degree Courses in Speech Therapy present in Italy, using the portal "Universitaly" and evaluating the SUA cards of the various Degree Courses. The analysis of the data revealed that: basic skills were insufficient for the areas of labor law and corporate organization; transversal skills are well defined and almost always present; the transversal technical-professional skills appeared insufficient for the areas of management and research. The results are useful in order to standardize the framework of the speech therapist's skills. The advantage of having specific well-defined and above all homogeneous skills between the various universities, as well as being an essential tool for clinical activity, is a demonstration of a suitable conduct to protect both the healthcare professional and the patient. In light of what emerged from the results of this study, it is hoped that the analysis carried out can be a tool to allow the universities concerned to follow up on the current state of the CDL in speech therapy, so as to guarantee common and homogeneous training courses throughout the National territory.

The development of IPv6-based network architectures for Internet of Things (IoT) systems is a feasible approach to widen the horizon for more effective applications, but remains a challenge. Network routing needs to be effectively addressed in such environments of scarce computational and energy resources. The Internet Engineering Task Force (IETF) specified the IPv6 Routing Protocol for Low Power and Lossy Network (RPL) to provide a basic IPv6-based routing framework for IoT networks. However, the RPL design has the potential of extending its functionality to a further limit and incorporating the support of advanced routing mechanisms. These include multipath routing which has opened the doors for great improvements towards efficient energy balancing, load distribution, and even more. This paper fulfilled a need for an effective review of recent advancements in Internet of Things (IoT) networking. In particular, it presented an effective review and provided a taxonomy of the different multipath routing solutions enhancing the RPL protocol. The aim was to discover its current state and outline the importance of integrating such a mechanism into RPL to revive its potentiality to a wider range of IoT applications. This paper also discussed the latest research findings and provided some insights into plausible follow-up researches.

The identification of cancer-predisposing germline variants has potentially substantial clinical impact for patients and their families. Although management guidelines have been proposed for some genes, guidelines for other genes are lacking. This review focuses on the current surveillance and management guidelines for the most common hereditary cancer syndromes and discusses some of the most pivotal studies supporting the available guidelines. We also highlight the gaps in the identification of germline carriers, the cascade testing of at-risk relatives, and the challenges impeding the proper follow-up and optimal management of pathogenic germline carriers. The anticipated surge in the number of identified germline carriers, deficient management guidelines, poor cascade testing uptake, and long-term follow-up necessitate the development of multidisciplinary clinics as an obligatory step toward the improvement of cancer prevention.

New Horizons data provide a snapshot of the current state of Pluto's atmosphere. Winds are slow and mostly controlled by sublimation of surface ices. Molecular nitrogen is the primary constituent below 1,800 km, while methane and carbon monoxide are important minor species. Photolysis of these gases leads to a thin haze that encompasses Pluto from the surface up to >500-km altitude and is important in heating and cooling the atmosphere. A cold (∼70 K) upper atmosphere curtails the escape of Pluto's molecular nitrogen to space, although there is substantial escape of methane (∼5 × 1025 molecules s−1), coincidentally about equal to its loss by photochemistry. It is unknown if the current atmosphere is representative of its long-term average state. From the inferred rapid rate of haze settling, it seems that Pluto's atmosphere must occasionally undergo collapse to allow time for radiation processing of the colorless haze material into the dark deposits found on the surface. ▪ This article outlines what has been gleaned about Pluto's atmosphere in the years since the New Horizons flyby. ▪ Pluto's atmosphere is most similar to Titan's—with the photochemistry of supervolatile nitrogen and hydrocarbons resulting in a kind of factory for cold haze production. ▪ Much has been learned about Pluto's atmosphere, but many new questions have arisen, and these will likely remain unanswered until there is a follow-up mission—no doubt a long time from now.

□ At the present time, there does not seem to be sufficient need to justify the expense of validating a selection battery on a national scale. The results of the questionnaire indicated a current rate of success in rehabilitating VSO's which could not be improved appreciably by a selection battery. The present report provides a current look at the evaluation, selection, training, and follow-up success experienced by state agencies. The feasibility of continuing study of the VSO and the review of possible selection procedures have also been reviewed.
