The subject of the study is theoretical and methodological principles of theformation of inter-budgetary relations in Ukraine in the conditions of decentralization andreformation of the pension system.The purpose of the study is to identify the most significant problems of the development ofthe pension system in Ukraine in the context of developing intergovernmental fiscal relations ina context of decentralization and outlining possible solutions. Research methods. The study uses a set of scientific methods and approaches, includinglogical generalization, systemic, comparison method, graphical, which allowed to ensure theconceptual unity of the research .Results of work. The article investigates the state of inter-budgetary relations of Ukraine inthe conditions of decentralization. A comparative characteristic of centralized and decentralizedmodels of intergovernmental fiscal relations has been done. An analysis of the structure of localbudget revenues in Ukraine in 2017 has been conducted. Describes the possible risks in theprocess of decentralization.The directions of improvement of interbudgetary relations in the conditions ofdecentralization in the context of solving the problems of the reformed pension systemdevelopment in modern Ukraine are grounded. It is determined that the improvement of thecurrent pension system has a multi-faceted nature and is designed for a long-term perspective,which consists in the implementation of already adopted legislative acts, identifying theirshortcomings and developing proposals for improving the system of state regulation in this area.The field of application of results. In the field of economic sciences and in the practicalactivity of the structural units of the Pension Fund of Ukraine.Conclusions. The main results of the study and its theoretical and methodological resultscan be reduced to the following: pension provision and its level determine the economic andsocial situation of the population of the country, forms a system of social protection, the researchproves that the state conducts. The pension reform, while not having the necessary amount offinancial resources, has identified an important role in framing intergovernmental fiscal relationsand anticipating the risks that may arise, and taking measures aimed at preventing them in theprocess of decentralization.

The subject of the study is theoretical and methodological principles of theretirement benefit scheme formation in Ukraine in the context of eurointegrationtransformations.The purpose of the study is to provide a theoretical substantiation of the essence of Ukraineretirement benefit scheme in the context of European integration transformation, studying theEuropean countries experience in reforming the retirement benefit scheme and the possibilitiesof its application.Research methods. The study uses a set of scientific methods and approaches, includinglogical generalization, systemic, method of comparisons, graphical, which allowed to ensure theconceptual unity of research.Results of work. The article deals with the actual approaches to the «retirement benefitscheme» concept definition, substantiates its essence, defines the methods of social protectionand features of the construction of the national pension system in European countries. Theproblems and perspectives of development of the modern pension system of Ukraine as animportant component of the population social security are researched. The attention is focusedon the problems of reducing the payment of pension contributions, raising the retirement age anddeveloping non-state pension funds.The field of results application. In the field of economics and in the practical activities ofthe structural units of the Pension Fund of Ukraine.Conclusions. The main results of the study and its theoretical and methodological resultscan be reduced to the following wording: the retirement benefit scheme in each country is animportant component of social protection of the population, and the effectiveness of this systemdepends on the welfare of the population and the level of stability in society; the pension systemof Ukraine does not meet the requirements of the present due to complicated problems, whichare caused to some extent by the shortcomings of the existing retirement benefit scheme, theimperfection of the mechanism of its financing. Further study of the European countriesexperience and successful constructive solutions will be useful for their application in theprocess of building and reforming our own pension system, which will avoid negativetendencies, caused by socio-economic realities of modern society.

The issue of the significance of the role of information technologies in the pension system was highlighted. The information and communication model of the state regulation of financial support of the pension system in the market of non-banking financial services was considered. The essence of information and communication support of the risk-oriented approach to the system of accumulative pension provision, which involves preventing the information and technological probability of risks, was explored. The issues of development of non-bank financial institutions as entities of aggregate financial potential were explored and promising directions of increasing the efficiency of their functioning with the use of information technologies were outlined. The necessity of introducing the mechanism of information and communication provision of the state regulation of accumulative system of pension provision by means of mandatory payment of contributions to individual pension accounts and their further investment as an important component of social protection of the population was considered. The algorithm of construction of the mechanism of information and communication provision of the risk-oriented approach to the accumulative pension system was proposed. The main indicators of the implementation of the accumulative component of the pension system were analyzed. The need for the interaction of the elements of the risk-oriented system of accumulative pensions was substantiated. Information technologies of investment of pension savings as a long-term investment resource in interaction of elements of the risk-oriented system of the accumulative pension provision were considered. The needs of introducing a risk-oriented approach to accumulated assets to strengthen social protection of participants in the non-banking financial services market were highlighted. The results of the redistribution between the cluster proved a close relationship of incomes of population and long-term pension savings.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The authors of this article analysed doctrinal provisions, as well as Ukrainian constitutional legal practice. The social component of the system of functions of the modern state was studied. The present article analyses the activities of states where an intellectual, political, and practical breakthrough was made in solving the problem of state functions in the context of socio-economic reform. Attention is drawn to the specifics of the implementation of social activities of the Ukrainian state. The methodological framework of this study includes the main general scientific methods, namely socio-economic methods and techniques of the empirical level of cognition, the method of systematic analysis of numerous theoretical provisions on positive law, historical and statistical methods, the method of comparisons and analogies, generalisation methods, an analytical review of the available scientific publications on the subject under study. Furthermore, scientific methods in the field of legal science were also employed, such as normative-logical, comparative legal, historical legal. It was concluded that a social state is a state whose policy has a priority social orientation, which is expressed in the appropriate service of civil society by the state, the creation of necessary and sufficient conditions for the realisation of economic, social, and cultural human rights, the guarantee of its social protection and social security, based on the socio-economic capabilities of the state based on the principles of justice, proportionality, and a harmonious combination (balance) of public and human interests

The existence of pension schemes does not count for a long period, but its obligation has been historically proven, as the experience of countries has shown that the countries that have the best practices provide better social protection of the population when retiring. The article discusses the redistribution of pension assets worldwide, pragmatically and theoretically evaluating the pros and cons of retirement plans. The implementation of the pension reform in Georgia has been delayed many times due to the socio-economic situation, accompanied by the psychological attitude of the population towards distrust of the state. Georgia is on the path to European integration, where one of the most important requirements is the proper protection and social equalization of the socially vulnerable, while the existence of pension schemes ensures the accumulation of large amounts of funds, which can play an important role in capital and financial markets. The advantages of the existence of pension schemes may be reflected in the permanent increase of the equalization ratio, but it should be noted that at such times the macroeconomic indicators of the state should be relatively stable, such as inflation, stability of the national currency and others. As of today, the tasks set before the Pension Agency in Georgia are quite ambitious and require effective management, as the pension reform takes only a few years.In the social security system of the population, the pension is a mechanism for maintaining a stable material condition during the period of disability. Following in the footsteps of the development of mankind, pension systems were improved, the main purpose of which was to replace the average income per capita during the working period in a way that would not worsen living conditions. Therefore, the pension replacement rate has become a measure of the evaluation of the pension system of a country. The replacement rate in the pension systems of developed countries is in the range of 60-80%, in developing countries it is 15-30%, which is systematically subject to adjustment. Georgia, despite the normal rate of economic growth in the last decade, is not distinguished by a pension provision mechanism. From the day of independence, the state basic pension was periodically subject to changes. The change, however, was related not so much to the approach to the subsistence level as to the subsequent promises of a change of government. At the present stage, the pension system is in the process of modification, which aims to ensure adequate pension income, fiscal sustainability of pension expenditures and a more effective response to demographic changes in the population. Developing and developing countries are trying to equalize the time of retirement of the population, which is often difficult to achieve and requires both economic and political decisions, because the financing of social security from the state budget requires large expenditures. Which can often be the result of the devaluation of the national currency and high inflation, which in itself can be seen as an impediment to economic development. The increase in social spending is often the subject of controversy among scientists-economists, for example, for the development of the state, what kind of spending will be more effective, financing social or capital projects ?! Often, the increase in capital expenditures, at the expense of the social situation, is not considered a popular political decision, because at this time the dissatisfaction of the socially vulnerable segments of the population increases. One of the goals of the accumulative pension is to achieve social equality and a high replacement rate, but how much it will work in Georgia is also a question, because the unemployment rate and the self-employed are high in terms of labor force, in particular, about 30% of the labor force The amount of monthly salary that is published statistically is also problematic, because the calculation methodology is often disputed and there is no minimum wage at the level of legislation. The main functions of the Pension Agency are to invest the accumulated funds, but investments in investment assets are not defined by the National Bank and are quite narrow, for example, foreign practice allows pension funds to invest funds in both real assets and foreign financial markets. As mentioned, the implementation of such investments by the Pension Agency should be allowed in Georgia and should be used to finance national, strategic projects. Ensuring the stability of inflation and the national currency in Georgia remains a challenge. In the event of inflation approaching double digits, pension savings will lose effectiveness. Also noteworthy is the gender imbalance when receiving a pension, namely in terms of average salary and life expectancy, a man's salary is about 4 times higher than a woman receiving a pension, which should be considered unfair, the state will have to adjust the retirement age in the future. Finally, it should be noted that the pension reform, despite its shortcomings, should be considered a step forward, but it needs to refine certain issues, diversify asset management and economic stability, which will not be easy to achieve.

Introduction. In recent years in Ukraine, the task of ensuring multi-faceted cooperation between the state and private business has been relevant. The formation of effective principles of realization of public-private partnership determines the need for a detailed study of the essence, characteristics and principles of its organizational and economic mechanism.Goal. The purpose of the article is to reflect and analyze the methodological principles of determining the essence and bases of formation of the organizational and economic mechanism of public-private partnership.Methods. In order to achieve the defined goal, a complex of general scientific methods applied: theoretical generalization - to determine the methodological principles and essence of the organizational and economic mechanism of public-private partnership, a method of scientific abstraction - in the distinguishing components and results of the organizational and efficient mechanism of cooperation between the state and business, abstract-logical Theoretical generalization and formulation of conclusions.Results. During the analysis of the methodological principles of the concept of «organizational and economic mechanism of public-private partnership», the basis of research of the methodology of development of a system of public-private partnerships is determined on the basis of the concept of the organizational and economic mechanism for implementing public-private partnership. The tasks and processes that are most accurate characterize the components of organizational and economic mechanisms and include the formation of corporate strategy, dividend policy, management of management, improvement of the payment system, participation in the Board of Directors, hostile acceptance, receipt of powers of power and bankruptcy. The main tasks of the economic mechanism of which include: ensuring the profitability of the system of establishing a mutually beneficial cooperation of the system elements, which resulted in a single center to provide a balance of horizontal integration and vertical management purposes, as well as optimize internal- system transaction and organizational costs and mutually beneficial cooperation of the elements of the system, which involves the integration of their activities, which increases their potential separately and the system as a whole. It is noted that the result of the functioning of the economic mechanism is to create conditions for highly efficient activity due to effective resource management and achieve the effect of synergy from optimal use both in individual elements and in the scope of the entire system. Discussion. A promising direction of the study arises the need to improve methodological approaches to the definition of the essence and meaningful characteristics of public-private partnership as a new form of intensification of business development in Ukraine.

Introduction. Pension provision in any country depends both on the state of the national economy and on the state regulation of social processes. The solidarity pension system in Ukraine does not provide a decent standard of living. Alternative, which allows creating an additional source of pension benefits, which are guaranteed by the state, and reducing the financial burden on the state, are non-state pension funds. Non-state pension funds provide non-state pension provision services by individualizing the accumulation of funds. Their main purpose is to ensure that people receive additional mandatory state pension insurance payments. After analysing different approaches to improving the system of non-state pension funds, the main indicators influencing pension payments are revealed. Purpose. The article aims to model the dynamics of key indicators, on which the payment of pensions in non-state pension funds depends. Methodology. In the process of writing a paper, we have used a number of scientific methods. The system approach is used as one of the main methods of scientific research. The MARSPline module is a component of Data Mining technology in the application package Statistica, techniques of mathematical modelling, in particular approximating polynomials in the process of modelling the dynamics of receipts and payments. The use of actuarial methods helps show how to determine the accumulated amount on individual accounts of participants in non-state pension funds. Results. Different methods and approaches to the evaluation of the activity of non-state pension funds have been analysed. The use of the sixth grade polynomial has made it possible to follow the dynamics of contracting for subsequent periods. It is determined by actuarial methods of accumulated amount on individual pension accounts with different options for contributing and charges interest thereon, allowing depositors to predict the amount of their investments. Using the MARSPline module Statistics program is constructed: a regression model of the dependence of a retirement asset on one person from contributions and investments of investments; Dependence of pension payments on contributions to individual accounts, income from investment of assets, expenses and the number of paid pensions, which allows calculation of future payments to participants, is revealed. The application of the fourth-level approximation polynomial makes it possible to determine the amounts of future retirement benefits in dynamics.

This publication is aimed at studying the processes and defining the main problems in reforming the pension system of Ukraine. The article analyzes the state of functioning and development of three levels of pension provision at the present stage of socio-economic development of the country. It is determined that only level 1 actually works in Ukraine – the solidarity system of compulsory State-controlled pension insurance, while the mandatory accumulation system has not acquired its development, and the voluntary accumulation system has an extremely low share in the general pension system. Some financial results of the Pension Fund of Ukraine for 2020 and the approved budget for 2021 are analyzed. Substantiated conclusions have been drawn about the problems of the solidarity system, such as: the existing budget deficit of the Fund, which leads to the formation of its debts; low, socially unadapted level of pensions; disparities in the size of pensions assigned in different years. The rating of currently operating non-State pension funds of Ukraine (the third level of pension provision) are analyzed according to the criteria of asset value, number of participants, amounts of pension payments and profitability, as well as the dynamics of some basic indicators of their activity. It is determined that the functioning of the non-State pension system in the country is hampered, in particular, for psychological reasons due to the population’s distrust of non-State institutions. Since the second level of pension provision – the mandatory accumulation system – has not yet started working in the country and taking into account the problems of the first and third levels, a reasonable conclusion has been made on the inhibition of the pension reform in Ukraine and the need to intensify the work on the implementation of all three levels of pension provision in order to achieve a sufficient level of social protection of citizens.

Among the instruments of pension system regulation (record of service, earnings, contributions, privileges), the legislatively regulated parameter “retirement age” occupies a special place. Now we observe the process of “aging of the population” because of the general increase in life expectancy on the one hand, and the growth of the total number of pensioners, on the other. At the same time, the tendency of increase in expenses on financing the state pension obligations remains. However, even on the basis of the specified facts identification of aging of the population with the budgetary crisis and the establishing of a rigid connection between the pension budget expenses and the growth of the number of pensioners and the general aging of the population looks more or less convincing only at first sight. The scientifically-based solution of the retirement age problem lies not in the course of receiving a tactical — economic — result (saving of budget expenses), but in achieving of strategic objectives of the insurance pension reform: providing of the constitutional guarantees on adequacy of the pension rights of the insured persons and the state pension obligations.
