Introduction. In recent years in Ukraine, the task of ensuring multi-faceted cooperation between the state and private business has been relevant. The formation of effective principles of realization of public-private partnership determines the need for a detailed study of the essence, characteristics and principles of its organizational and economic mechanism.Goal. The purpose of the article is to reflect and analyze the methodological principles of determining the essence and bases of formation of the organizational and economic mechanism of public-private partnership.Methods. In order to achieve the defined goal, a complex of general scientific methods applied: theoretical generalization - to determine the methodological principles and essence of the organizational and economic mechanism of public-private partnership, a method of scientific abstraction - in the distinguishing components and results of the organizational and efficient mechanism of cooperation between the state and business, abstract-logical Theoretical generalization and formulation of conclusions.Results. During the analysis of the methodological principles of the concept of «organizational and economic mechanism of public-private partnership», the basis of research of the methodology of development of a system of public-private partnerships is determined on the basis of the concept of the organizational and economic mechanism for implementing public-private partnership. The tasks and processes that are most accurate characterize the components of organizational and economic mechanisms and include the formation of corporate strategy, dividend policy, management of management, improvement of the payment system, participation in the Board of Directors, hostile acceptance, receipt of powers of power and bankruptcy. The main tasks of the economic mechanism of which include: ensuring the profitability of the system of establishing a mutually beneficial cooperation of the system elements, which resulted in a single center to provide a balance of horizontal integration and vertical management purposes, as well as optimize internal- system transaction and organizational costs and mutually beneficial cooperation of the elements of the system, which involves the integration of their activities, which increases their potential separately and the system as a whole. It is noted that the result of the functioning of the economic mechanism is to create conditions for highly efficient activity due to effective resource management and achieve the effect of synergy from optimal use both in individual elements and in the scope of the entire system. Discussion. A promising direction of the study arises the need to improve methodological approaches to the definition of the essence and meaningful characteristics of public-private partnership as a new form of intensification of business development in Ukraine.

This article is devoted to the using of public-private partnership (PPP) in the context of systematic development of gastronomic tourism. The author defined the definition of «public-private partnership», proposed a mechanism of PPP in the field of tourist services, and a scheme for assessing the effectiveness of the organizational-economic mechanism of PPP in the management of gastronomic tourism. Goal. Research on the using of public-private partnership (PPP) in the field of tourism, namely the development and establishment of gastronomic tourism. Identification of the positive aspects of its formation. Method. The dialectical approach has been applied to the consideration of the identified problems with the simultaneous using of general ones: systematic, systematical analysis and modeling of economic research and its using in gastronomic tourism. Results. The author's vision of the mechanism of PPP in the field of tourist services and the scheme for assessing the effectiveness of the organizational-economic mechanism of public-private partnership in the management of gastronomic tourism are presented, and the classification of the main PPP actors in the service sector is developed. Scientific novelty. For the first time the organizational-economic mechanism of public-private partnership was proposed and the scheme of efficiency of its using in gastronomic tourism was developed. Practical significance. The model of public-private partnership in the field of tourist services is developed, the mechanism of its interaction at the level of the territory (territorial communities) is determined, the key element of which is the creation of a specialized platform for discussion and consideration of the interests of the local population, authorities and businesses when adopting a program of development of tourism in a certain territory (component is the development of gastronomic tourism).

The article is devoted to the problems of sustainable development of social infrastructure and social services, which are beyond the effective demand of large cities, cannot develop according to market laws, and provide the necessary level of infrastructure fullness. Despite 45.9% of private companies in the social sectors, the vast majority of real estate objects continue to be owned by the state, forming the need to find economic mechanisms for the development of state social infrastructure, outside of limited budget opportunities. The possibility of attracting private investment in new construction and reconstruction without alienating the ownership right to it makes public-private partnership (PPP) and the economic mechanism based on it have no alternative. However, its practical application suffers from asociality, leading to the appearance of state-owned facilities where private investors conduct exclusively commercial activities. The apparent budget savings lead the state, judicial and supervisory authorities in such territories to a strategic failure, reducing the number of state facilities operating at state prices, ignoring the requests of the population for affordable social infrastructure, increasing social tension in society. This work is aimed at studying the irrational behavior of private investors, the stability of which is provided by the PPP mechanism, where the state determines the necessary level of the sociality of infrastructure objects that best corresponds to the existing stratification of residents of a certain territory through competitive procedures and essential conditions of the future project. It is necessary to continue research on improving federal legislation, whose social neutrality leads to conflicting expectations of the parties from PPP, adding sensitivity to a wide range of risks, repelling private investment and investors, limiting infrastructure development only to budget opportunities. The development of an economic mechanism that ensures finding a balance of accessibility and market rationality of social facilities is not an easy task, which has many solutions taking into account the characteristics of a particular territory and its population

In recent years, cooperation between the state and private business is one of the prerequisites for implementing the strategy of economic development of Ukraine's economy. The separation of forms and models of public-private partnership depending on the industry, type of partnership and form of socio-economic significance of projects will ensure the creation of a platform for the formation of national competitiveness. The purpose of the article is to identify and analyze domestic and foreign models of public-private partnership, the formation of prospects, priority areas for their implementation and realization. To achieve this goal, a set of general scientific methods is used: theoretical generalization - to determine the nature and content of public-private partnership models, the method of scientific abstraction - to identify areas of application of models of cooperation between government and business, comparison - to identify models -logical - for theoretical generalization and formulation of conclusions. The analysis and generalization of public-private partnership models revealed the content of their classification proposed by the World Bank and taking into account the basic principles of risk sharing between the state and the private sector: "Management and lease contracts", "Concessions", "Projects from scratch" "And" Transfer of assets ". It is noted that the main PPP models used in the implementation of infrastructure projects in the European Union differ slightly from the above classification, mostly in the degree of involvement and transfer of project risks from the state to the private sector. The main models of public-private partnership in the European Union are analyzed, which according to the study include: service contract; management and operation contract; lease agreement; turnkey construction; design, construction, financing and operation. It is studied that in the United States three models of PPP are most often used: design and construction; design, construction and operation / maintenance; construction, operation and transmission. It is proved that for the full effect for the national economy it is necessary to implement the characteristic features of several of the analyzed models of public-private partnership. A promising area of ​​research is the need to improve approaches to implementing the principles of public-private partnership, given the study of structural classification of forms and models, the etymology of the concept of partnership in dynamic economic conditions, and the uncertain realities of today.

Introduction. The modern world community is experiencing a period of globalization with its undoubted positives and some negatives. Among the positives is the course of humanization, efforts to comprehensively ensure fundamental human rights, as illustrated by the development at the UN level of "Sustainable Development Goals" (hereinafter CSW). This human-oriented document was supported by most countries of the world, including Ukraine. The tasks of the CSB are quite serious, the mechanism of their implementation is determined by domestic specifics. In Ukrainian society, there are several areas of implementation of the CSW: through the involvement of resources of the state apparatus, through the activities of various political forces, through public activity, and so on. The political, legal and ideological tools of providing the CSB are undoubtedly positive. However, in our opinion, economic factors are crucial for their implementation. Among them, one of the most important and realistic is the public-private partnership, which unites the state, the private sector and civil society to solve the most important strategic humanistic tasks. The development of its new forms and the creation of a system of political, legal and social means of support is becoming especially relevant in modern domestic realities. Goal. The purpose of scientific work is to consider the importance of public-private partnership, analysis of its essence, the prerequisites for development; economic and legal characteristics of PPP, its features and humanistic components; elaboration of a generalizing concept; substantiation of the value of PPP in the mechanism of CSW implementation; characteristics of economic positives of PPP for society and business; finding out the main directions of PPP development and means of their provision. Method (methodology). The methodological basis of this scientific research is a system of general scientific and special scientific methods. In particular, the system method allows you to see the main characteristics of PPP in their relationship; the method of comparison illustrates the unity of the strategic purpose of PPP and CSW and their relationship; the dialectical method is necessary for definition of still possible directions and forms of development of PPP; the method of economic analysis reveals the weak and problematic "places" of PPP in modern domestic economic and socio-political realities. Results. According to the results of the study, the importance of the development of public-private partnership for the establishment of CSW in Ukraine is argued. The definition of the concept of "public-private partnership" in the plane of the ideology of the modern social economy is given. Its basic principles are described. Emphasis is placed on the positive significance of public-private partnership, both for society and for business. The main directions and forms of public-private partnership development in the current domestic economic realities are determined. Additional economic and political-legal means of its provision and support are offered.

Introduction. In Ukraine, in conditions of insufficient funding and too slow reforms, an inefficient health care system (HE) has developed, which is not able to fully meet the requirements of the time and overcome such negative factors as low logistics, low staff costs, underdeveloped system health insurance, etc. Goal. The purpose of the article is to specify the concept of PPP in relation to the specifics of the health sector, as well as to clarify the definition of PPP in the field of health. Method (methodology). In the process of research the methods of scientific cognition were used, in particular monographic, bibliosemantic, historical, dialectical, logical generalization, system analysis. Results. The inefficiency of public administration and financing of the health care system has been stated, which creates obstacles to improving the quality of health care. Foreign experience in attracting private investment in the industry, which will create the foundations for improving the level and quality of health care, maintaining social stability, improving citizens' access to health services. It is established that this will also have a positive effect on optimizing public spending and accelerating the reform of the industry as a whole. A new definition of the term "public-private partnership" in the field of health care has been proposed, which can be used for further scientific and practical developments. The necessity of reforming the industry with the use of alternative ways of attracting investments, namely the mechanisms of public-private partnership, is substantiated. It was found that a promising model of PPP in the field of health care can be the implementation of a private partner reconstruction of a state (municipal) medical institution, as well as obtaining the right to operate and maintain the infrastructure of such an institution during the payback period. It was found that the interaction of the state and private business in the field of health care can also be manifested in the participation of private institutions in providing free medical care to the population. Possible options for cooperation between the state and business within the PPP in the field of health care in Ukraine are considered. Priority is given to the development of health infrastructure based on attracting private investment and long-term interaction between the state and business.

Objective. To study the features of public-private partnership in the field of housing and communal services in order to develop theoretical and practical recommendations for improving the mechanisms of public-private partnership in the field of housing and communal services.Results. Based on the theoretical bases and scientific methods of research, the essence of public-private partnership (hereinafter — PPP) as a special type of relationship between public and private sectors; the practice of application of mechanisms of state-private partnership in the sphere of housing and communal services on the example system of centralized water supply «Ladozhskiy vodovod Vsevolozhskogo munitsipal’nogo rayona Leningradskoy oblasti». Problems were identified and recommendations were made in five main areas related to the development of PPP projects in the field of housing and communal services.Conclusions. First, PPP is a unique type of relationship between the state and business, which allows meeting the needs of both public and private entities. Differences in the composition of obligations and functions, as well as the rights (entitlements) of the subjects of the agreement form different types of forms and mechanisms (types and schemes), as well as a number of models of public-private partnership.Secondly, the popularity of PPPs in a particular country depends on the models of interaction between the state and private investors and on the strictness of legislation.Third, on the example of a real Concession, five universal recommendations (bases) for the development of public-private partnership mechanisms in the sphere of housing and communal services were proposed: organizational component, financial instrument, risks, choice of PPP model and legal framework.

Background and objectives. Public-private partnership (PPP) is one of the most popular forms of cooperation between the state and business in the world. For Ukraine, PPP is one of the most promising ways to attract investment in the existing state and municipal infrastructure. The Law of Ukraine "On Public-Private Partnership" (2010) allows the implementation of projects in the format of the classic PPP. Most projects involved the development of infrastructure facilities and mining, which is typical for this kind of cooperation between the state and businessMethods. The study used: expert, statistical, comparative, scenario analysis; analysis of empirical data using methods of grouping, generalization, classification methods.Findings. The components of PPP relations are defined, the criteria for the classification of its forms, the essence and economic content of the category "public-private partnership", the features of public-private partnership in the market of road transport services in Ukraine are substantiated. The qualitative analysis of 111 concession projects has allowed to reveal the regularity and to present the variant of possible combination of experts' indications at certain parameters. Mean values and standard deviations of the expert testimonies were determined and distributions of the obtained data array of 111 concession PPP projects were constructed. The definition of the "quality" of expert assessments and evaluation of the effectiveness of 111 PPP projects for the provision of road transport services is formed.Conclusion. The components for public-private partnership in the market of road transport services have been defined: PPP implies a contractual form (agreements, contracts, etc.), in which the rights and obligations of each party are clearly defined; implementation of projects in the market of road transport services implies mutual economic benefit for all project participants through the best interaction, focused on better results for lower cost; public-private partnership is characterized by increased.

Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service.
