Purpose of the research. The purpose of the article is to substantiate the basic theoretical provisions of the formation of labor motivation and methodological approaches to its complex assessment at the stage of innovative changes in the economy. Methodology. In the course of the research general theoretical methods were used: dialectical for knowledge of economic processes; systematic and institutional approaches for the implementation of theoretical generalizations and conclusions in determining the components of the system of labor motivation and factors of its development, to assess the experience of developed countries in the construction of a system of labor motivation in the conditions of an innovative model of the economy. Results. The essence and peculiarities of formation of the mechanism of labor motivation in the conditions of innovative development are investigated in the article. The system of methods, which application will increase the level of motivation of employees, is distinguished. The necessity of objective evaluation of the effectiveness of methods of work motivation and the system of work motivation using quantitative and qualitative indicators is proved. Practical meaning. The proposed methodology of comprehensive evaluation of the system of labor motivation can be used in the formation and improvement of the system of labor motivation, taking into account the peculiarities of innovative development of the economy and the innovative direction of the activities of economic entities. Prospects for further research. The prospect of further research should be to improve the socio-economic mechanism of labor motivation in the conditions of formation of an innovative model of economy.

The article analyzes and systematizes the main trends in the transformation of national innovation systems (NIS) in some developed countries. The main aspects of the NIS development experience in France and South Korea are revealed. Based on the study and structuring of the mechanisms that ensure the innovative development of these countries, it is proposed to borrow and engage in Georgia a number of components of the economic mechanism used in these countries, which will ensure the effective innovative development of its economy.

The article notes that in modern conditions, an important direction of ensuring socio-economic development is its transition to innovative models, which should cover all reproduction processes. Ukraine proclaimed a course on innovative development. However, in terms of the coefficient of innovative development, our country is significantly behind not only highly developed countries, but also from Poland and the Baltic countries. And, unfortunately, this gap is growing. The authors cite the reasons for this situation, in particular the lack of a national innovation system in Ukraine. The article presents the dynamics of indicators characterizing the processes of development and implementation of innovative products. Among them are goods, services, technological processes and the like. The presence of a significant differentiation of indicators characterizing the level of innovative activity, namely: from 55.7% among enterprises in the field of pharmaceutical products and preparations to 3.3% in the field of water supply, sewage, waste management, is emphasized. Considerable attention is paid to the disclosure of factors that can ensure the transformation of Ukraine into a high-tech society based on an innovative model. This should be facilitated by the availability of appropriate resources, including human resources. It is noted that in Ukraine the number of workers who are engaged in research and development is decreasing. And this trend is characteristic of almost all branches of science, except for medical ones. The greatest decline is characteristic of the technical branches of science, which, of course, negatively affects the introduction of an innovative model of socio-economic development. A negative indicator in this context is the deterioration of the age structure of researchers: the number of employees involved in the implementation of scientific research and development under the age of 25 is quite low and high enough at the age of 65 and older. This is a threat to the intellectual continuity of generations, the loss of scientific schools, the scientific and personnel potential of the country. Improving the material and technical and personnel component of innovation, in turn, requires further strengthening of the financial and investment potential, which can be achieved not only by increasing the state budget for these purposes, but also by attracting funds from outside and by effectively managing the use of existing financial resources.

The article discusses the main aspects of innovative development in the context of the growing coronavirus pandemic. The author analyzed the indicators of the industrial sector of the economy, found out the insufficient use of production resources and industrial potential. Among the factors considered, the number of employed in industry is highlighted, and the forecast values ​​up to 2023 are calculated. It has been established that the country's industry is developing mainly in an extensive way, while in industrially developed countries, economic growth is ensured by the introduction of innovative technologies. It has been determined that in order to improve the innovative activity of high-tech enterprises, it is necessary to use a wide arsenal of various management methods, to form a model for the commercialization of innovations from the development stage to bringing innovative products to the market. The impact of digitalization on the transformation of basic industries, ensuring the competitiveness of the national economy and an accelerated transition to an innovative model is assessed.

Product evaluation is very important for product improvement and development, and subjective product evaluation determines customer’s evaluation of products to some extent, so the purpose of this study is to establish a reasonable subjective product evaluation system. In this study, we comprehensively determine the evaluation indexes based on Kansei engineering (KE), establish an overall product evaluation system by using analytic hierarchy process (AHP), and establish the subjective product evaluation system by classifying the evaluation indexes in the overall product evaluation system into “objective evaluation index” and “subjective evaluation index”, removing the objective evaluation indexes, and retaining the subjective evaluation indexes. Additionally, we select some modern chairs as experimental samples to verify the reliability and validity of this subjective product evaluation system by means of questionnaires. The experimental results show that, in this subjective product evaluation system, the subjective evaluation of the product is positively correlated with the “favorite” level of the product in comprehensive evaluation, and negatively correlated with the “least favorite” level of the product in comprehensive evaluation, indicating that this subjective product evaluation system realizes a symmetry between subjective product evaluation and comprehensive product evaluation. Therefore, it can be concluded that this subjective product evaluation system based on KE and AHP proposed in this study has reliability and validity, and can be used for product evaluation to judge the popularity of products and enhance the competitiveness of products.

Based on the experience of CSAL, the need for comprehensive evaluation of books is substantiated: by materials and facilities, level of performance, physical condition and age, circulation, periodicity, and by value in scientific and sociocultural aspects.

Привлечение инвестиций является стратегическим фактором и важным условием обеспечения динамичного социально-экономического и инновационно-технологического развития стран и регионов. В процессе исследования систематизированы факторы, условия и стимулы, оказывающие непосредственное воздействие на привлечение прямых иностранных инвестиций в экономику экономически развитых стран и России. Теоретически обосновано наличие внешних эффектов от привлечения прямых иностранных инвестиций, которые подразделяются на горизонтальные (внутриотраслевые и внутрирегиональные), вертикальные (межотраслевые и межрегиональные) эффекты. На основе анализа динамики иностранного инвестирования в экономику российских регионов выявлено, что в большей степени в России проявляются горизонтальные внешние эффекты. Исследованы тенденции валового накопления основного капитала в разрезе различных стран, на основе которых в целом прямые иностранные инвестиции повышают уровень конкуренции, способствуют внедрению современных управленческих решений и прогрессивных технологий. Предложены методические подходы по повышению инвестиционной привлекательности отраслей и регионов для инвесторов. ttracting investment is a strategic factor and an important condition for ensuring the dynamic socio-economic and innovative-technological development of countries and regions. The study systematizes factors, conditions and incentives that have a direct impact on attracting foreign direct investment in the economy of economically developed countries and Russia. Theoretically, the presence of external effects from attracting foreign direct investment, which are divided into horizontal (intra-industry and intra-regional), vertical (inter-industry and interregional) effects, is proved. Based on the analysis of the dynamics of foreign investment in the economy of Russian regions, it is revealed that horizontal external effects are more pronounced in Russia. The trends of gross fixed capital accumulation in the context of various countries are studied, on the basis of which, in General, foreign direct investment increases the level of competition, contributes to the introduction of modern management solutions and advanced technologies. Methodological approaches are proposed to increase the investment attractiveness of industries and regions for investors.

The article is devoted to technological innovations, problems of their implementation at the industry level and at the level of construction organizations. The factors hindering the introduction of innovations in the investment construction complex are identified. Measures of state support for this process are proposed. Recommendations are given for improving the mechanisms for introducing innovations in the investment construction complex. Technological progress determines the pace and strategic directions of construction development. Since the construction industry sets the pace of economic development and is an important sector of the economy of many countries of the world, there is no doubt about the relevance of the problem under study. The introduction of technologies has contributed to the dynamic development of construction services in the last few years in developed countries. The purpose of the study is to analyze the prerequisites for the strategic development of construction based on scientific and technical development, as well as to identify growth restrictions in the regions of the country. The following research methods have been used by the author - system, situational, network approaches, modeling of socio-economic processes. In the course of the study theoretical approaches to the development of construction in the conditions of scientific-technical progress were considered; a model of strategic development of the industry was presented, including legal documents, in particular the draft Strategy for construction until 2030. The transition to an innovative development path is a complex process that requires a unified policy at the regional and local levels. The article reveals the problems of the construction complex innovative development and substantiates the factors that stimulate its transition to a new technological structure. Despite certain difficulties, the construction sector has many prospects for further development, but there are restrictions related to financing, risks, and methodological support for evaluating innovations
