ABSTRACT The purpose of this research is the implementation of policies of the Bengkulu Province disaster management agency in disaster mitigation. This research method uses descriptive qualitative research. The results of the study explained that the implementation of policies of the Bengkulu Province Regional Disaster Management Agency (BPBD) for the implementation of disaster mitigation policies had been running quite well. The Regional Disaster Management Agency of Bengkulu Province in Disaster Mitigation has issued a policy on natural disaster reduction, namely the Disaster Resilient Village policy and the proportion of Disaster safe schools. Apart from implementing this policy, the Bengkulu Province Disaster Management Agency also carries out socialization activities for disaster preparedness. In implementing this policy, we also cooperate with other agencies to carry out activities or policies in making Bengkulu Province safe from disasters. The conclusions of this study indicate that the policies issued by the Bengkulu Province BPBD in Mitigation are regulated in Governor Regulation Number 34 of 2018 concerning increased preparedness. Among them are disaster-disaster village policies and disaster-safe Madrasah schools. Keywords: Disaster, Mitigation, Policy.

Flooding is a threatening problem both in the city and in the countryside. One of the flood-prone cities is Tangerang City. The cause of flooding is overflowing from the Kali and blockage of existing drainage. Various efforts have been made to prevent flood disasters, the Badan Penanggulangan Bencana Daearah (BPBD) of Tangerang City which is an agency that has the task to assist the disaster, in coordination with the Tangerang City government in order to overcome the problems of frequent floods. The purpose of this study is to analyze how the coordination of Badan Penanggulangan Bencana Daerah (BPBD) in flood prevention in Tangerang City. The research method used is qualitative research. The results of the study show that the coordination of the Regional Disaster Management Agency (BPBD) is well underway and in accordance with the managerial hierarchy, rules and procedures, and plans and goal setting.

Tujuan penelitian ini adalah untuk mengetahui bagaimana kinerja bidang mitigasi bencana alam di badan penanggulangan bencana daerah melalui kegiatan observasi lapangan. Penelitian ini mengacu pada pendapat Agus Dwiyanto (1995:9) menjelaskan bahwa pada kinerja organisasi terfokus pada aspek produktifitas, kualitas pelayanan, responsivitas, responsibilitas, dan akuntabilitas. Metode penelitian yang digunakan adalah desriptif dengan pendekatan kualitatif. Penelitian diarahkan untuk membuat deskripsi, gambaran secara sistematis, faktual dan akurat mengenai fakta-fakta. Jenis data yang digunakan adalah data primer dan sekunder dengan instrument penelitian menggunakan pedoman wawancara sebagai penuntun bagi peneliti untuk mengembangkan pertanyaan. Hasil penelitian menunjukkan bahwa produktifitas yang berbicara tetang bagaimana pemberian pelayanan petugas kepada masyarakat, kualitas pelayanan berbicara pada kualitas sumber daya manusia yang dimiliki, responsivitas berbicara tentang kecepat tanggapan para petugas dalam pemberian pelayanan, responsibilitas berbicara tentang pertanggungjawaban individu dari petugas dan akuntablitas berbicara tentang pertanggungjawaban organisasi atau kelompok petugas. Pada intinya kinerja bidang mitigasi bencana alam di Badan Penanggulanga Bencana Daerah Kabupaten Subang belum optimal.   The purpose of this study was to determine how the performance of the natural disaster mitigation field in the regional disaster management agency through field observation activities. This study refers to the opinion of Agus Dwiyanto (1995: 9) explaining that the organizational performance is focused on aspects of productivity, service quality, responsiveness, responsibility, and accountability. The research method used is descriptive qualitative approach. Research is directed to make a description, a systematic, factual and accurate description of the facts. The type of data used are primary and secondary data with research instruments using interview guidelines as a guide for researchers to develop questions. The results showed that productivity spoke about how the provision of service to officers to the community, quality of service spoke to the quality of human resources owned, responsiveness spoke of the speed of responses of officers in service delivery, responsibility spoke of individual accountability of officers and accountability spoke of organizational responsibility or group of officers. In essence, the performance of the field of natural disaster mitigation in the Subang District Disaster Management Agency is not yet optimal.

The importance of alignment in management especially in the face of disaster Floods that often occur Semarang city. This research aims to find out the Flood Disaster Management Model of wonosari village. The writer refers to the functions of management including planning, organizing, coordinating and supervising. This study was a descriptive qualitative research. Technique of collecting data used was interview, observation and document study. Technique of analyzing data used was an interactive model. Model of flood disaster management in wonosari village is preparedness, early warning, disaster mitigation, emergency response, rehabilitation and reconstruction. The planning executed was the disaster preparedness village's plan including before, during and after disaster occurrence. Meanwhile, to implement the flood disaster management, the organization was made by disaster agency. The level of integration in the disaster management is still low so it needs a strategy to improve the integration. Priority strategies that can be undertaken to improve preparedness in an integrated effort multistakeholder of watershed with administrative areas, and a clearer division of stakeholder roles in the sustainable model disaster management.

This study aims to determine the approach to landslide disaster mitigation in Kenagarian Sungai Landia, IV Koto Subdistrict, which is carried out by the Agam District Disaster Management Agency and also by the Sungai Landia village government. This research method is a qualitative method with descriptive type. The research location is in the office of the Regional Disaster Management Agency of Agam Regency and the office of the Wali Nagari Sungai Landia. Data collection using caca interviews, observation, and study documentation. The research informants were several heads of fields, section heads in the Regional Disaster Management Agency of Agam Regency, Wali Nagari Sungai Landia and several staff, several high-ranking officials of the Landia River Kenagarian and the Kenagarian Sungai Landia community. The results showed that mitigation measures had been taken, but the mitigation measures had not been maximally implemented by the Agam District BPBD and the Sungai Landia village government.

Disaster may occur anytime and anywhere, and is generally unpredictable. Therefore, the most important to do is disaster management to minimize any harmful impacts of disaster. To be more effective and efficient, it needs to involve all related parties. In regions, the relationship between village institutions is of high importance in disaster mitigation. This is because it is village administration (government) that is in direct relationship with community, and that the latter is one directly impacted by disasters in regions. Thus, in the context of disaster mitigation, the relationship between village institutions should be strengthened. Accordingly, the problem studied in the present research was, how is the strengthening of institutional relationships of villages in Garut Regency?. The research method used was a qualitative method. The data collection techniques used were interview and observation. Interview was conducted with village officials and Destana volunteers. And observation was performed in the field on the activities conducted relating to disaster mitigation measures in the four villages which were the research objects, namely, Pasawahan, Rancabango, Mekarjaya, and Karyamekar.The research result revealed that the institutions in the four villages have been good enough but still need to be strengthened in the context of disaster management. The four villages were vulnerable to disasters and have had Destana instrument as a guard of disaster management at village level. In view of the research result, it is suggested that village officials improve their disaster management by, among others, conducting socialization on disaster risks, ways of lessening disaster occurrences, and ways of minimizing losses in case a disaster really occurs.

Cilacap Regency is the region that has the highest Disaster Risk Index in the Central Java Province, this area has the risk of floods, water robes, landslides, droughts, tornadoes, earthquakes, and tsunamis. Data from the Indonesian Disaster Risk Index (IRBI) in 2016 shows the level of disaster risk in Cilacap Regency occupying the 17th position nationally and first from 35 regencies/cities in the Central Java Province with a score of 132 (high hazard class). Under these conditions, a Disaster Mitigation Policy is needed. Legally, the Mitigation Policy in Cilacap Regency has been regulated in Regional Regulation Number 1 of 2012 concerning Violation of disaster management, especially in article 43 which includes several activities, namely: (1) Spatial planning implementation (2) Arrangement of infrastructure development, governance buildings, (3) Organizing education, counseling, and training, both conventional and modern, so that regional governments are expected to be able to develop disaster information, disaster databases, and maps in order to minimize the impact of disasters. Therefore, in this study, trying to describe the analysis of the implementation of disaster mitigation policies in Cilacap Regency. The research method used is a qualitative research method by looking at phenomena in the implementation of disaster mitigation and the factors that support and inhibit them. The community plays a role according to the direction of the BPBD. The community continues to coordinate, communicate and cooperate in carrying out its role. The non-technical role is carried out through socialization, education, advocacy to the community in the flood disaster area. Tujuan penelitian ini untuk mengetahui gambaran dan pengaruh komunikasi interpersonal terhadap kinerja pegawai pada Badan Penanggulangan Bencana Daerah Kota Pematangsiantar. Metode penelitian mix method. Hasil penelitian diperoleh bahwa komunikasi interpersonal dan kinerja pegawai sudah baik, serta terdapat pengaruh yang positif dan signifikan antara komunikasi interpersonal terhadap kinerja pegawai. The purpose of this study was to determine the description and influence of interpersonal communication on the performance of employees at the Pematangsiantar City Disaster Management Agency. Mix method research method. The results showed that interpersonal communication and employee performance were good, and there was a positive and significant influence between interpersonal communication on employee performance.

The purpose of this study is to find a model of nonstructural disaster mitigation policies for landslide-prone settlements in Lebong Regency. The study is a sociological juridical (sociolegal). processing and analysis of primary data, secondary data, information from the results of the FGD and legal documents were carried out in a descriptive qualitative manner. The results of the study show that the implementation of non-structural mitigation policies for residential areas prone to landslides has not been implemented optimally. In implementing such non-structural mitigation policies, there are several obstacles, both internal and external. The non-structural mitigation policy model for landslide-prone settlements, namely that the Lebong Regency Government needs to formulate and determine community-based policy steps, which include: identification and mapping of potential landslide residential areas, increasing community preparedness, increasing community knowledge and capacity, monitoring continuity towards landslide-prone settlements, control/enforcement, maintain environmental balance, pay attention to the carrying capacity and amperage of the environment, compile planning and budgeting, integrate disaster education in primary and secondary school curricula, strengthen regulatory frameworks and establish mitigation SOPs.

Asian Disaster Preparedness Center (ADPC) was established in 1986. It was restructured in July 2003 to focus on specific technical areas: climate variability and change management, urban disaster risk management, public health in emergencies, building national and provincial disaster management systems, and community based disaster risk management (CBDRM), promoting regional cooperation, identifying disaster risk management (DRM) needs in the region and developing strategic solutions. The consolidation enables ADPC's teams to work more effectively with stakeholders and build cross-team inputs into their work. Multiple hazards under this new thematic approach are a key concept along with new areas of importance to DRM that include chemical, biological and radio-nuclear risks, heritage and disaster mitigation, and the role of domestic capital markets in financing improvements in the built environment to create a safer, more disaster-resilient world. The terms “risk management”, “risk reduction”, “vulnerability reduction”, “capacity building” and “mitigation” began replacing the reactive term “disaster management”, thus making pro-active DRM in Asia part of the development agenda that must deal with the growing variety and intensity of hazards. It was a shift from short-term, reactive, charity-driven responses to long-term, proactive, development initiatives. Making the right development choices requires coordinated efforts by committed leaders who have the political will and determination to include risk reduction measures in their policies and plans; a corporate sector that will prioritise risk issues and include them into their business plans; scientists who will provide the knowledge and understanding of current and new areas of risk reduction; committed non-government agencies that advocate for risk reduction; educators who are responsible for shaping the awareness of future generations; a mass media that has the power to influence and change behaviour; and informed citizens who make choices about the risks in their lives.

Indonesia has a lot of potential natural and non-natural disasters. Non-natural disasterswhich often happened are fire disasters. One of them was market fire. In January 2015 until April 2015,there was an increasing more than 50 on fire in bigger traditional market and 90 smaller traditionalmarket in all over indonesia. The purpose of this research was to describe the marketeer preparednessof fire disaster management of Legi market Blitar city. The research method used descriptive design. Thepopulation in this research was a marketeer Legi Kota Blitar about 584 marketeer and the sample was58 marketeer taken by purposive sampling technique. The data collection was conducted by questionnaire.The results showed that the lack of preparedness of marketeer in the fire disaster still less as muchas 60.3% (35 marketeer). It was caused by there was no information of manner about the preparednessof fire disaster, no training, didn’t have the telephone number of fire department, no simple fire extinguishers,could not use a fire APAR or hydrant, and unable to perform first aid to fire victims.Recomendation of BPBD departement necessary gave education and training about fire disaster preparedness,especially in the market so it could decrease the risk of fire disaster in Legi market Blitar city.
