During the analysis of legislation, regulations and their practical implementation we identified problems of maintaining the required level of environmental safety of agricultural land use. In this regard, the incentive of environmental measures implemented by economic entities in the agricultural sector is essential both by the state and through the intensification of private initiative. It is substantiated that due to the competent combination of parameters and tools of the regulator, landowners and land users will honestly comply with the requirements of environmental safety in land use. It is proposed to introduce changes to the legislation with a clear definition of the sources, grounds, procedure for compensation payments for implementation of environmental protection measures by agricultural land use entities. It is expedient to intensify the system of joint funds for restoration, reproduction and protection of agricultural lands.

The research paper highlights how the problem of finding instruments of financial and economic support for enterprises in the agricultural sector of economy is addressed and, above all, for business entities in crop production. Given the imperfection of the legal and regulatory framework for agri-environmental safety and economic crisis in Ukraine, there is a need for further instruments, ensuring a balanced development of agricultural land-use management. The most appropriate solution to the above problems is an approach that can provide not only financial support to producers of agricultural products, but also reduce the likelihood of adverse effects or environmental situations with negative economic consequences. The increasing degradation processes in the agricultural sector are the source of environmental threats in the crop production subsector, which require the development of an appropriate strategy for agricultural production based on the needs of all subsystems in the agricultural sector. In order to find solutions to environmental and economic contradictions, it is important to develop a business strategy which includes introducing a set of instruments for enhancing the effective functioning of ecological and economic tools and achieving a balanced level of land-use management. In this regard, risk insurance of agricultural land-use management is an important instrument. Its purpose, along with reducing the economic burden on enterprises, is to reduce the level of threats and mitigate the negative effects of land use. The Directive 2004/35/CE of the European Parliament and of the Council “On environmental liability with regard to the prevention and remedying of environmental damage” serves as an international legal basis for performing the above-mentioned tasks in Ukraine on its way to Europe. Its guiding principle is to take efforts in order to implement measures aimed at preventing negative impact from worsening of environmental safety. However, introducing insurance instrument into practice requires further research of theoretical and methodological aspects of such activities. The key component of such activities is developing a systematic list of risks accompanying economic activities in agricultural land use.

An effective implementation of the sustainable use of agricultural land program is impossible without reliable results of the current state of the problem. In this sense, the correct selection of indicators and methods for determining the level of stability is important. The authors proposes the definition of the agricultural land use sustainability integral indicator based on three methodological approaches: the construction of the indicators system, each of them reflects some aspects of the land use sustainability at the macro level (according to the specific issues); the construction of the integral indicator for comparing the countries’ land use sustainability. According to the given methods it has been proved that agricultural land use in the countries of the post-socialist camp has a positive dynamics, but the sustainability indicators for all indicators have not achieved yet. The structure of soils in Carpathian region of Ukraine, which is involved for agricultural land use, including for arable land, has been analyzed. The basic steps to increase the area of arable land have been described. Integrated approach with using spatial, legal, environmental, and economic performance has been proposed for definition of the efficiency of agricultural land use. This article reviews the initiatives for setting up rational use and protection of agricultural lands in order to ensure accelerated growth of the agricultural sector of the Russian Federation, enhancing its sustainability, efficiency, competitiveness, and environmental safety. It is hereby proposed to complete the differentiation of public lands into federal property, property of the subjects of the Russian Federation, property of municipal settlements; as well as to conduct topographic survey of lands in the Russian Federation (to establish and locally document the boundaries of territories of the subjects of the Russian Federation; municipal settlements; communities; special-purpose lands; areas with special land use conditions; and to systematically (once every 5 years) perform agricultural land inventory in order to identify unused, irrationally used or non-purposely used lands, as well as land use in violation of the relevant permitted use of land plots; to relaunch land survey works relating with the performance of pedagogic, geobotanical and other studies and research.

This paper is focused on the application of linear programming (LP) in combination with a geographic information system (GIS) in planning agricultural land-use strategies. One of the essential inputs for planning any agricultural land-use strategy is a knowledge of the natural resources. This is even more critical in small countries such as those in the Eastern Caribbean, where land-area limitations dictate a greater need for careful assessment and management of these resources. The first step of the proposed methodology is to obtain an assessment of the natural resources available to agriculture. The GIS is used to delineate land-use conflicts and provide reliable information on the natural-resource database. This is followed by combining the data on natural resources with other quantifiable information on available labour, market forecasts, technology, and cost information in order to estimate the economic potential of the agricultural sector. LP is used in this step. Finally, the GIS is applied again to map the crop and land-allocation patterns generated by the LP model. The results are concrete suggestions for resource allocation, farm-size mix, policy application, and implementation projects.

An important component of forming the basis for the balanced development of the domestic agricultural sector is the reproduction and protection of land resources. A significant part of the problems here are directly related to the insufficiency and inefficiency of financial support for agricultural land use. The purpose of the article is to reveal the financial and credit mechanism for ensuring balanced land use and to develop proposals for improving the financial support for the reproduction and protection of agricultural land through the introduction of tax incentives. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and diversified; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is established that financial relations in agricultural land use combine a very large chain of relationships between the state, enterprises, individuals and financial institutions in terms of financial support for the reproduction of agricultural land use. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and branched; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is proved that it is necessary to create such conditions of management that unbalanced use of land became economically unprofitable. The level of profitability and income of land users should become dependent on the degree of achievement of balanced agricultural land use, which is determined by a set of agrochemical indicators of the quality of land used for agricultural activities. In order to financially ensure the reproduction of balanced agricultural land use, the introduction of tax incentives is proposed. These include the formation of general favorable tax conditions for enterprises in the agricultural sector of the economy and the introduction of targeted tax benefits. It is established that the use of the above financial and credit levers and incentives for the development of balanced land use is the most accepted in today's challenges, because it has minimal impact on the expenditure side of the state budget.

The article deals with the relationship between economic development and environmental security.With regard to agricultural land use, ensuring environmental security involves optimizing the organization of land use and land use process on the basis of environmental restrictions on environmental pollution and agricultural products. First of all, according to environmental constraints, the possibilities of exploitation of natural resources and taking into account the peculiarities of agroecosystems (natural and climatic conditions, water resources, terrain, land and soil structure, land erosion, etc.) are determined to address food security. On their basis, ecologically balanced operation of agroecosystems is carried out through the formation of ecologically safe land uses, which provide for the optimization of economic activity of agricultural producers, taking into account environmental constraints. The article clarifies the essence and significance of ecologically safe agricultural land use in agriculture, proposes an approach to defining the essence of ecologically safe agricultural land use as a process of land use in the agricultural sector of the economy, which prevents the danger to human health, degradation of land resources, as well as their resilience to environmental threats and risks. The role of ecologically safe agrarian land use in ensuring sustainable development of rural areas and directions of influence of interaction of ecological and economic components of safety of agrarian land use are defined.

Topicality. The guiding vision of a stable market economy in Ukraine is accelerating the transition to the introduction of the principle of inclusiveness in market conditions, which, in the context of broadening the overall employment of the population, is an increase in access to education, entrepreneurship, services for young people, women, people in less developed regions and those with disabilities. Implementation of the country's strategic priorities for the transition to sustainable development should take place by ensuring inclusiveness, in particular through agricultural land use. An important task of promoting the principles of inclusiveness is to assess its impact on specific target groups.The introduction of inclusiveness in terms of economic development has a long-term perspective, covering social interests and the rational use of resources. The main focus is on productive employment as a means of reducing the stratification of society by income and raising the standard of living of less well-off people.Aim and tasks. The purpose of the article is to analyze the definition of the inclusiveness of nature use as an economic category in the context of land use, namely the development of inclusive activity. Disclosure of the characteristics of the inclusive approach to land use and outline its benefits. Formulation of the intrinsic features and objectives of the inclusive economy, in particular inclusive agricultural land use. Justification of the scientific principles of the implementation of the principles of organizing the inclusion of land use in agricultural activities.Research results. The concept of inclusiveness in the context of nature use in generalized form and in accordance with land use is developed in the part of expanding the attraction of as many members of society as possible. Improved conceptual-categorical apparatus of the study of "inclusiveness", in particular inclusive growth, inclusive economy, inclusive activity in the context of land use, inclusive ecological agriculture. The relationship between these categories is determined. Formed general scientific principles of inclusive development, principles of inclusive agricultural land use: systematic and complex, adequacy and flexibility, objectivity and accuracy, efficiency, purposefulness, scientific, priority of economic interests of the state. The principles of inclusive agricultural land use are determined on the basis of generally accepted conditions that form the basis of inclusive development and determine its directions and priorities. The advantages of creating ecologically clean lands and conducting ecologically oriented agriculture as one of the directions of development of inclusive nature management in Ukraine are grounded.Conclusion. It is substantiated that, despite a number of literature and discussion of this topic, there is no single definition of the concept of inclusive growth. In the article the genesis of inclusiveness is investigated and the preconditions of the emergence of "inclusive economy" are determined. It is determined that the basic principles under the influence of which the concept of "inclusiveness" was formed are from the theoretical and methodological foundations of sustainable development, "green economy", social economy, and innovation economics. The market component of inclusive land use has been identified and theoretically grounded, which is to involve individual and individual peasant farms in order to organize activities and processes of rational land use, which includes individuals from all walks of life and psychophysical possibilities, through the expansion of: access to land resources; possibilities of land use grouping; the availability of special technical equipment for all individuals; opportunities for obtaining or improving qualifications in the field of ecologically oriented agriculture.

In the interests of further development of organic production in Ukraine, it is necessary: to increase the area for the "organic" production through the use of uncontaminated lands; to create conditions for proper stimulation of agricultural producers, reduction of risks of organic production; to work out a system of state certification of organic products, to ensure clear state control over the quality of organic food; to create an appropriate base for the processing organic raw materials; to promote the competitiveness of domestic "organic" in the world market. Therefore, when greening agricultural land use as a basis for the development of organic farming, it is advisable to determine the optimal areas at the state level, primarily from an ecological point of view, involved in agricultural land turnover. To develop mechanisms for their most cost-effective use and provide the most favorable conditions for preserving the ecological and economic potential of agricultural land. We see the main goals of greening of agricultural production in the greening of social production, including the agricultural sector by greening its individual components, which are combined into a single system. Greening technological and management solutions are undoubtedly important. The priority tasks of greening agricultural land use as the main component of organic farming include strengthening environmental safety; reducing the man-made load on natural biocenoses; rational use of natural resources; preserving, reproducing and increasing soil fertility; introducing energy-saving waste-free production technologies; increasing the production of environmentally friendly organic products.
