MEAT PROCESSING INDUSTRY OF UKRAINE: TENDENCIES AND PROSPECTS

Background. The total production of beef and pork is declining from year to year. The study of development trends in the meat industry of Ukraine will help to outline the prospects for the successful realization of potential opportunities for production expansion. An analysis of recent research and publications has shown that despite some scientific developments, dynamic changes in the meat processing industry require constant monitoring of unresolved issues. The aim of the study is to analyze the current state and characteristics of the meat processing industry of Ukraine on the basis of analytical research in general and in the context of its innovation activities in particular. Materials and methods. Research methods were used: monographic, statistical groupings, correlation-regression analysis, graphical. Results. Analysis of the dynamics of industrial meat production shows that beef and veal occupy the least share in it. The basis for ensuring the economic balance of production and economic relations of economic entities is the consistency of supply and demand for raw meat and products of its processing. For the successful development of the industry, the state must protect and stimulate domestic producers; to harmonize domestic standards of safety and quality of products in accordance with international ones. The innovative development of the meat market requires adequate investment support, and the stimulation of investment activity should be considered in the context of the strategy of development of the national economy on an innovative basis. Conclusion. Livestock production in general and meat in particular are one of the leading sectors of agriculture. In recentyears, there have been some trends in the dynamics and structure of meat production and consumption in favor of cheaper poultry meat. The reason for this is the reduction in production; increase in retail prices for all types of products; low incomes of the majority of the population. A necessary condition for the sustainable development of the meat processing industry is the introduction of European regulations on product quality and safety standards; introduction of resource-saving technologies at enterprises; reconstruction of enterprises; provision of production facilities with domestic raw materials.

On the basis of the analytical research the peculiarities of the meat processing enterprises functioning of Ukraine were identified, quantitative and qualitative trends of the meat and meat products market in Ukraine were investigated, factors influencing its development prospects were determined. The article points out that cattle meat production in Ukraine has been declining annually and has been unprofitable for the last 20 years. At the same time, it is proved that the meat industry in Ukraine has significant reserves and great prospects for development, the successful implementation of which is possible only if the negative phenomena and processes in the agricultural sector are overcome. The paper investigates that over the past year, there has been some increase in meat production, with a marked decrease in beef, veal and pork meat production and an increase in poultry meat production. The main problems of the industry and the ways of overcoming them in the current economic conditions are outlined. The main leaders of producers of meat products in Ukraine are highlighted. The dynamics of the poultry population and the production of this type of meat are discussed. The structure of livestock farming by agricultural enterprises and private farms is considered. The dynamics of the structure of meat production in Ukraine by types compared to 2014 and 2018 is provided. The desired market capacity, which could meet the needs of Ukrainians in the rational consumption of meat products, is 3.432 billion tons, but the actual consumption reaches only 2.295 billion tons, which is 66.9 % of the rational indicator. Among the main effective ways of providing market capacity are: increasing the availability of goods by introducing individual assistance to low-income categories of the population; an increase in the consumption of products outside the home, which will necessitate an increase in real wages; elimination in the food markets of non-equivalent product exchange; development of a balanced range of products at meat processing enterprises. The aim of the present article is to analyze the current state of the market of meat and meat products in Ukraine to identify major problems with consideration of the industry specifics. The priority task was to provide recommendations for the development of the industry. The main features of meat production were identified in order to determine the main problems of the industry, namely the complexity of the system and branching connections, significant dependence of business stability and effectiveness on the efficiency of interaction of elements, high material consumption of the sector, vulnerability and high dependence on imported raw materials, as well as high and constant level of risk in the industry. Due to significant reduction in the number of animals of all categories, meat production also reduced. Over the period from 2010 to 2015, there were fluctuations in domestic production of raw meat. Ukrainian producers increased the total production of meat by poultry and pork, while reduced the volumes of beef production, since the low investment attractiveness of this industry due to the long production cycle and significant capital intensity. Based on the conducted study, there should be indicated growth factors regarding the meat industry: government support, increasing market price of raw meat and meat products, the use of resource-saving and modern technologies etc. Food security involves governmental provision of appropriate food products that meet the needs of the population for quality nutrition and their availability for each member of society. The consumption of meat and meat products in Ukraine does not satisfy the national standards rational standards. Consumption of meat products to some extent affects the meat industry, and the dynamics of production of meat. There is a general trend towards reducing the production of meat processing industry in Ukraine. Regarding the volume of exports by domestic producers, there is a gradual increase compared with imports, indicating a decrease of Ukraine’s dependence on imports. As a result of the study, there were given guidelines on the development of the whole industry, which would help enterprises of the meat industry to develop effectively in the existing market.

Current trends in meat and meat products exports are considered. The dynamics and structural changes in meat exports by types and degree of processing (beef and veal, pork, poultry, finished meat products) are analyzed. The paper proves that in recent years, only meat and edible poultry by-products have taken a competitive position in the world market. Accordingly, the dynamics of exports of this type of meat is positive, and the share of these products in the structure of exported meat is the largest (86.09%). Possible threats to the growth of import dependence on certain types of meat products, in particular, chilled and frozen beef and veal, pork, are indicated. The rating of the largest countries-importers of meat and meat products (by types) from Ukraine is built, their share in the structure of meat exports is determined. Changes in the geographical structure of exports have been studied, which indicate a low level of diversification of the geography of exports of certain types of meat (pork, beef). At the same time, a positive development of the geographical structure of poultry meat exports (exported to more than 100 countries) was revealed. Problems of the export potential development in the meat industry of Ukraine are revealed. In particular, the problems of livestock development (outdated technologies and production techniques that reduce the efficiency and productivity; inefficiency of the organization of purchase and processing of meat, which leads to reduced breeding in small businesses and households; inefficiency of state incentives, etc.) and industrial meat production (lack of raw materials, obsolescence of fixed assets and production technologies, poorly developed logistics, etc.). The solution of these problems requires: a systematic approach, which will encourage the cooperation of agricultural and industrial production, cooperation with importers of meat products and protection of domestic producers in the domestic and international markets, creating a favorable investment and information environment that will promote the meat industry development.

The state of the poultry market and highlights the peculiarities of its functioning has been researchedin the article.The poultry market as competitive and efficient with other meat marketshas been identified.And the poultry industry has maintained a positive production trend in recent years. In Ukraine, the poultry population is growing from year to year. In nineteen years, the number of poultry in agricultural enterprises has increased more than five times. A feature of the poultry market is the concentration of poultry and meat production in agricultural enterprises. More than 85percent of the poultry meat production in the slaughter mass was provided by agricultural enterprises. Most poultry meat was produced in Vinnytsia, Kyiv, Cherkasy, Dnipropetrovsk and Lviv regions. It is substantiated that the increase in poultry meat production is primarily due to the growth of demand from the population in conditions of low purchasing power. Poultry meat remains the most affordable for most meat consumers. In addition, due to a significant reduction in the supply of other types of meat, and consequently rising prices for them, poultry has become a substitute for most meat consumers. At the same time, many consumers have changed their tastes and preferences for a particular type of meat in favor of dietary poultry meat. The balances of supply and demand of poultry meat were analyzed. It has been proven that domestic poultry production fully meets domestic demand and has reserves to increase exports. It is noted that the further development of the domestic poultry market will depend, first of all, on solving the crisis problems in the world. Consumption of dairy and meat products rich in valuable and essential nutrients holds a special place in the diet of the population of all ages. Along with sufficient and balanced consumption of meat and dairy products the issue of their security and quality is no less important. There is a trend of reducing the production volumes of beef and veal, caused by the decrease in demand for this type of meat, which is more expensive than pork and poultry. Industrial enterprises, producing finished meat products on the basis of cattle meat, should choose one of two strategies of resource provision: creation of the own raw material zone due to the local producers and transport links or formation of long-term import contracts. The production of pork and poultry is growing. Production of sausages and similar products from meat is reducing, which is caused by the fact that a part of households refuses to consume finished meat products with added preservation agents, coloring agents, color stabilizers, flavor intensifiers, soy, protein, etc. Taking this into account, national producers of finished meat products should review the approaches to security and quality of their produce. Otherwise, their main threats will be a further reduction of supply and loss of a market niche. An acute problem of the national dairy processing industry is the growing deficit of milk raw material. The main reason for insufficient production volumes of milk by agricultural producers is a low purchasing price offered them by national dairy processing enterprises. Therefore, it is necessary to stimulate domestic demand for the finished dairy products in order to revitalize investment activity of milk processing enterprises and to increase purchasing prices of milk raw products, in the first place, at the cost of special social care programs for low-income people. In this article we argue that the overvaluation of exotic narratives about wild animal consumption and wet markets conceals how the global agribusiness establishes unhealthy ecologies. Increasing infection rates from the new coronavirus registered among meat industry workers, their families, and the community, resulted in the suspension of several establishments in this sector in Brazil. If the meat processing industry cannot be considered entirely safe, why are risks to health, morality, and civility often represented by the unregulated practices of wet markets considered exotic? This paper shows that the global meat processing industry weaves a myriad of intimate encounters between humans, animals, highly toxic chemicals, organic waste, and precarious work relationships. They are unhealthy ecologies where coexistence, infection, risk, and death are always involved. We suggest a multispecies approach to analyse and respond to the COVID-19 pandemic; instead of the exaltation of contagion and the boundaries of contention, there needs to be an effort to establish integrated policies for the health and joint care of humans, animals, and environments.

Production of meat and meat products is one of the key segments of domestic processing industry. In 2018, its share in total food production in Ukraine reached 17.78% (vs. 15.93% in 2013). At the same time, the main problem holding back the development of this segment is the reduction of the raw material base for the industrial processing of meat due to the crisis in animal husbandry, especially in pig and cattle breeding. The purpose of the article is to define the problems and to outline the prospects for the development of meat processing manufacturing in Ukraine, given the current state of the domestic and foreign markets of meat raw materials (chicken, pork, beef, etc.). The meat and meat product manufacturing in Ukraine is dominated by poultry meat, which share has increased by 7.22 pp. in the last six years. Instead, the share of meat products decreased by 6.54 pp. These trends indicate the reduction of advanced processing of meat raw materials. This is largely due to the low level of operating profitability of meat product manufacturing in Ukraine – 2.6% in 2018 vs. 3.7% in 2013, while the profitability of poultry meat manufacturing reached 11.3% (vs. 9.1%). Given the latest global trends in changing consumer preferences in favor of dietary types of meat, this poultry development trend in Ukraine has great prospects, especially in regions where there are no large agricultural companies. In contrast to poultry farming, the trends in domestic pig breeding are mostly negative, due to the decrease in the number of pigs caused by outbreaks of African swine fever. An even more critical situation in Ukraine is with the production of beef and veal, which is a direct result of the cattle livestock population reduction by more than 6 times in the last 25 years, as well as of the high cost of meat procurement. The latter is caused by poor livestock feed base. To overcome this problem, it is necessary to increase the volume of domestic production of compound feeds and their components. In particular, a promising area for the development of meat processing in Ukraine is the production of animal origin feeds, the raw material for which is food waste. Integrated use of meat raw materials will ultimately increase the level of profitability of this segment of the processing industry.

The purpose of this article is to investigate the trends in production and distribution of poultry meat in Ukraine. It is shown that the characteristics of the product itself have a significant effect on demand. In terms of price and quality, as well as the low consumer demand of the population of Ukraine, poultry has been a leading market player in recent years. Over the past ten years, chicken consumption has increased by 16% with a significant decline in population. The share of poultry meat in the structure of meat production in Ukraine was 53.5% in 2018, up 12% from 10 years ago. It has been researched that the market of poultry meat, unlike the markets of other types of livestock products, is characterized by a significant contribution of agricultural enterprises, which in 2018 produced more than 85% of all poultry meat produced. It is determined that the broiler meat market in Ukraine is highly concentrated. The market share of the seven largest poultry companies in 2018 was 85%, and the industry leader PJSC Myronovsky Khliboproduct (MHP) is about 57% of the total production in the agricultural enterprises segment. Most manufacturers continue to increase their production capacity, which further increases market concentration and competition. The structure of distribution of production of poultry enterprises on the example of MHP is considered. The company sells its products through franchise network, supermarkets, retail chains, exports and uses other distribution channels. It has been researched that branding is an important component of successful distribution in the poultry market. MHP were the first who brand fresh chicken meat. Existing poultry brands are positioned as a natural and environmentally friendly product. The poultry meat market in Ukraine has been shown to be saturated. Over the past 10 years, production volumes have increased by almost 60% and consumption by only 6%. It is the export of broiler meat today that is the main impetus to increase its production in Ukraine. Over the past 10 years, exports of poultry meat have been found to have increased almost 40-fold and continue to grow strongly in 2019. The main importers of Ukrainian poultry meat were the Netherlands, Slovakia and Saudi Arabia. In addition, in 2018, Ukraine became the leader among suppliers of chicken to Europe, increasing poultry meat exports to the EU by 57%. It describes how exporters manage to increase their exports. It has been determined that in order to support exports in Ukraine, it is advisable to set up an export-credit agency that insures risks and works to reduce the cost of export credits. It is also important to create an effective food safety and quality system in line with EU standards. It has been shown that along with exports, poultry meat imports are also growing, mainly low-grade products that are fully used for the production of meat and sausages product. It has been researched that the growth of export of poultry meat from Ukraine has a negative impact on prices for these products in the domestic market.
