Background. The erasing of the pandemic and its rapid spread all over the world has become a great challenge both for the global economics and for individual national economies. Analysis of recent research and publications. International organizations, including the WTO, IMF, FAO, are engaged in the actualization of the problem of levelingthe impact of the pandemic on the issue of debt, financial, food security. Scientists and practitioners are concerned about the consequences of the spread of COVID-19 for doing business and the ability to freely supply goods to foreign markets. However, the problem of transforming the structure of exports in the context of a pandemic remains poorly studied, controversial, and requires detailed consideration. The aim of the article is to study the transformation of the export structure, taking into account the geographic diversification of the supply of domestic goods and the adjustment of the commodity saturation of the country's export basket in the pre-pandemic and pandemic periods. Materials and methods. The study is based on the works of foreign and domestic scientists, materials of international and domestic organizations, enterprises data. In the process of preparing the article, the following methods were used: system-structural; statistical and graphic; abstract-logical. Results. The article contains investigation of the concept of transformationas an economic phenomenon, structural transformation of exports is considered as evolutionary and/or revolutionary change in the geographical vector of export development and/or optimization of the disproportion of the export basket under the influence of endogenous and exogenous determinants. The authors carried out the assessment of the structural transformationofthe economy according to the foreign economic approach, the transfor­mation of the geographical and commodity structure of exports; investigated the dynamics of the currency structure of receipts for goods; defined the determinants of changes in the pre-pandemic and pandemic periods; made proposals for the further development of the structure of the domestic export basket; substantiated the need for anti-crisis post-pandemic development of exports. Conclusion. The pandemic became a catalyst for the problems of exporters, made them think about options for solving them through the formation of an anti-crisis policy and an immediate search for ways of anti-crisis post-pandemic development.

Subject. This article examines the theoretical and practical aspects of the implementation of industrial policy and the structural transformation of the manufacturing industry in St. Petersburg. Objectives. The article aims to justify the priority of the industry-based approach to industrial policy in St. Petersburg and determine its effectiveness by highlighting the factors of structural transformation of the city's manufacturing industry using the Shift-Share Analysis method. Methods. For the study, I used logical, statistical, and factor analyses. Results. Based on shift-share analysis, the study highlights positive results of industrial policy in the development of certain industries in St. Petersburg, as well as those industries that require further development of urban industrial policy. Conclusions. Despite the fact that the industry of St. Petersburg as a whole has become more stable, problems in the development of mechanical engineering and production of computers, electronic and optical products have not yet been solved.

Technological readiness is an important determinant of the economic and social development in recent decades. Therefore, technological readiness has a substantial impact on the global competitiveness of national economies in the contemporary business environment. The purpose of this paper is to evaluate the level of Serbian economy competitiveness in terms of technological readiness and to identify the critical factors for its further development. The analysis is based on the data published by World Economic Forum in annual The Global Competitiveness Reports in the period from 2013 to 2017. The research is conducted through comparative analysis and benchmarking method. The results show significant deviations and negative trend of technological readiness of Serbia in comparison not only with European countries but even with Balkan countries. The conclusions of this research may serve as the directions for technological readiness policy makers in Serbia and other Balkan countries.

Air transport as an organized form of service provision, especially in passenger transport, can be important for increasing the number of foreign tourists. Globalization and the development of information technologies have contributed to the development of the business model of airlines, which has enabled a significant reduction in the cost of air travel and the accelerated development of this industry. Therefore, the emphasis is placed on the global trend of development of low-cost airlines, their way of doing business and the effects they have on the development of tourism. The increase in the number of low-budget airlines has multiple effects on the development of international tourism and passenger transport due to cheaper transport, which is made possible by improving the competitiveness of air transport after its deregulation. In addition, lower prices and a better logistical position can contribute to an increase in the number of foreign tourists and a higher income for this industry, as well as other related economic activities. The aim of this paper is to examine through theoretical and empirical insight whether there is an impact of low-cost airlines on the volume of air traffic and the intensity of passenger transport, with an emphasis on existing literature, as well as empirical confirmation on the example of Serbia. The conducted research has important implications, since in pandemic conditions, further development of low-budget airlines is expected to contribute to the recovery of air traffic and tourism.

It is proposed the classification of indicators of convergence assessment of international markets for determining their marketing attractiveness for the enterprise, which includes absolute and relative indicators of measurement of general statistical data, evaluation of factors of production, information on products and services, dynamic indicators and convergence indicators used by enterprises for the search of new international markets. In the expert assessment of convergence indicators, the markets of foreign countries, the indicators of which are as close as possible to the Ukrainian economy, are distinguished, the result of the assessment allowed to draw conclusions about the marketing opportunities of domestic enterprises in the conditions of the export of goods to the markets of these countries. As the analysis of practical aspects of the functioning of agricultural enterprises and their associations results, a scientific and methodical approach to a comprehensive convergence of agricultural enterprises activities of Ukraine assessment under the conditions of international diversification has been developed. The proposed approach is based on the method of summing up the ranks to rank foreign markets according to the system of dynamic indicators application, which allowed to determine the marketing attractiveness of new international markets for the domestic enterprises activity in these markets and to assess their convergence. As the application of the proposed approach result, foreign markets have been identified which demonstrate favorable conditions for doing business on them, indicating the convergent conditions existence, which is a prerequisite for domestic agricultural enterprises to the markets of these countries release, and also determines the factors and criteria for making managerial decisions regarding realization of domestic agrarian enterprises activity under international diversification conditions. It is proved that the markets of Belgium, Italy, Ireland, Switzerland, and Japan have demonstrated favorable conditions for doing business with them, indicating a significant convergence of markets in these countries. It is determined that the markets of Greece and China are promising for domestic enterprises in the presence of opportunities to overcome a significant margin of discretion. The COVID-19 epidemic has triggered unmatched impairment to businesses globally. There are unmeasurable financial influences in the short-term and long-term and have causes intangible destruction within businesses. This study investigates the adoption and utilization of e-business during COVID-19 by both organizations and the general populaces. The study used a questionnaire-based survey to collect data from top managers of business organizations and their clients. SPSS was used to analyze the adoption factors. The outcomes presented that embracing e-business can assist to reduce the spread of COVID-19 and can reduce the physical ways of doing business. The findings of this study will help strategy makers, companies, and officials in making better decisions on the implementation of e-business. This will reduce the rapid spread of community transmission since ordering goods and services can easily be done virtually without physical contact, which goes in line with the social distance policy and in return boost the country’s economy

The article focuses on such an instrument of promotion as international business events. The statistical data of the event industry revealing possibilities of further development of domestic products promotion abroad are investigated in detail. The work uses methods of statistical analysis, comparative analysis, generalization, graphical interpretation of information. The article was prepared based on the results of studies carried out at the expense of budget allocations as part of the state task of the Financial University under the Government of the Russian Federation.

This article analyses the notion and role of fairness in the procedural rules and practice of international administrative tribunals. After reviewing decisions of international administrative tribunals dealing with the notion of fairness, it shows that tribunals rely on the concept of fairness to limit discretion of decision-makers, to fill gaps in law and to override written law to ensure fairness. The article makes suggestions as to how to reconcile the different visions and roles of fairness in international administrative law. It argues that with the further development of international administrative law, tribunals should as much as possible rely on rules and principles formulated by external bodies rather than on their personal understanding of fairness.

Diversification and structural transformation play important roles in influencing the macroeconomic performance of low-income countries (LICs). Increases in income per capita at early stages of development are typically accompanied by a transformation in a country’s production and export structure. This can include diversification into new products and trading partners as well as increases in the quality of existing products.
