With the increasing development of science and technology, and state and local governments paying more attention to the power of science and technology, many local universities are faced with a series of innovative management environment, such as, the growing amount of scientific research projects substantially, the improving level, the wide areas involved, which put forward some new requests in projects management for local universities. According to this question ,the scientific research projects management in local universities are ought to make the thinking correct, the essential captured , the supervision strengthen, the distinguishing feature stand out .And local universities should, in the links of research project application, project initation, project inspection, projiect accepting and the use of funds strengthen the management, improving the quality projects management, enhancing the comprehensive strength of scientific research.

This paper analyzes the user needs of the scientific research project management system, expounds the feasibility of information system development, and analyzes the business needs combined with the reality of scientific research project management. In the system level design, combined with the demand analysis of the information system function, the system module is developed in a hierarchical way. The whole system is divided into four layers: (i) core business layer; (ii) data access interface layer; (iii) neighborhood object layer; (iv) data platform. The specific functions include three various modules, i.e., scientific research project information management module, research achievement management module, and scientific research information portal module. In the system software part, the attribute encryption method is used to effectively encrypt the information of scientific and technological projects and to protect the safe sharing of scientific and technological information in colleges and universities. Finally, we look at the limitations of conducting high-quality design-science research in the context of the larger information system community. The experimental results show that the system can perform the corresponding functions effectively, and the data reading integrity is high, which can meet the requirements of the university science and technology project information management.

In the management of scientific research, we must optimize the configuration of funding and support the major scientific research project with higher academic value and application value. In this paper, the problem of screening and evaluation of major scientific research projects in the management of scientific research is studied. The index system for evaluating the scientific research project is designed, and two comprehensive evaluation models of scientific research projects are established based on the theory of fuzzy mathematics and grey system. It provides the basis for the objective and scientific evaluation and optimization of scientific research project.

Science and technology project evaluation is an important means of science and technology management. Whether the evaluation of science and technology projects is fair or not directly affects the development of national economy and the allocation of science and technology resources. Due to the complexity of the project and the fuzziness of human thinking, the expert information is often difficult to quantify in the process of project evaluation. Generally, the better choice is to express it in qualitative language. In this paper, the 2-tuple linguistic preference relation is proposed to evaluate scientific research projects. The reasonableness of the concept of complete consistency for the 2-tuple linguistic preference relation is discussed. Priority of 2-tuple linguistic preference relation is set up based on the 2-tuple weighted geometric averaging operator. Finally, combined with Science and technology project evaluation problem, the effectiveness and feasibility of the method are verified.

In June 2008, the U.S. Supreme Court ruled that the Second Amendment to the U.S. Constitution guarantees an individual the right to keep and bear arms. Two years later, this decision was also made applicable to state and local governments. Today, seven U.S. states have provisions allowing the carrying of concealed weapons on their public senior high school campuses. This article, introduced by a brief comment on the Second Amendment’s legal and academic history, traces several recent developments of legal change. It discusses relevant arguments and attitudes towards guns on campus, and explores issues of future concern for public colleges and universities within the realm of firearms and campus safety.

The chapter outlines how researchers take on different roles and positionalities as they adapt to the field, moving, for instance, from that of an “outsider” laden with externalized theoretical assumptions and having few contacts with and knowledge of the research site to one approaching, to varying degrees, that of a “pseudo-insider.” Indeed, the argument here is that researchers make choices when moving from outsider to insider roles (and between them), contingently adapting their positionality in the hope to better understand the political dynamics that underlie research projects. The setting is post-civil war Lebanon and the research project revolves around an examination of the micropolitics of civil society and associational life in this re-emerging but fragmented polity.
