The factors influencing the state policy in the field of operational-search activity have been studied. The author has noted that the reforms taking place in the law enforcement area have laid a new approach to combating crime, as the traditional perception of crime and combating it is changing. Combating crime requires, first of all, modern, perfect regulatory support. And first of all it concerns the sphere of operative-search activity as a priority direction of counteraction to crime. In this regard, the priority area of research is public policy, which takes place in the field of op-erational and investigative activities. Therefore, the purpose of the article is to identify the factors that influence the state policy in the field of operational and investigative activities and highlight the directions of formation of this policy. It is emphasized that this list is not exhaustive and can be supplemented, which, in turn, further determines the need for further in-depth scientific research in this area. Factors influencing the state policy in the field of operational and investigative activities should be taken into account when forming a single Concept of legal policy, which would reflect a holistic system of leading official views on its essence and content, would determine the priorities for further development. The development of the Concept of the state policy in the field of operative-investigative activity will make it possible to ensure the adoption of a system of laws that provide a complex, logically consistent legal regulation of certain phenomena of public life.

Based on the principle of continuity of the Russian statehood, the recognition of a person, his rights and freedoms as the highest value, and the focus on modern democratic achievements, the Russian Federation supports compatriots living abroad in the exercise of their rights, ensuring the protection of their interests and preserving the all-Russian cultural identity. For this purpose, an independent direction of state policy was identified, and an appropriate legal framework was formed. According to the Strategy of the State National Policy of the Russian Federation for the period up to 2025, the support of compatriots living abroad, the promotion of their relations with the Russian Federation and voluntary resettlement in the Russian Federation is one of the priorities of the state national policy of the Russian Federation. The importance of the issue of support for compatriots for the state is evidenced by the consolidation of the provision on support for compatriots at the constitutional level by the 2020 amendment (Part 3 of Article 69 of the Constitution of the Russian Federation): Clear constitutional guidelines were established for the further development of State policy in this direction. The article deals with the dynamics of legal regulation in the field of support of compatriots and legal problems in this area, the existing conceptual framework, foreign experience in regulating issues of support of compatriots.

The article is devoted to the history of the formation and legal regulation of the activities of the lower ranks of the county police of the Russian Empire from the first half of the XIX to the beginning of the XX century. The rea-sons for the introduction of police custody in the territory of Astrakhan, Baku, Kazan, Nizhny Novgorod, Perm, Samara provinces and the Kingdom of Poland are considered by the author. The position according to which in the second half of the XIX century the im-portance of protecting public order and public safety in rural areas was actualized in the state policy of the Russian Empire is substantiated by the author. The reasons for that were the reforms carried out at that time. The most important reform was the abolition of serfdom. The lack of a sufficient number of police officials in the coun-tryside, erforming law enforcement functions, was the reason for the introduction of the institution of police village constables. On the basis of archival and other historical sources, the article shows that the activities of police village constables from the state bodies and the liberal press were evaluated differently: state structures noted the positive results of the activities of police village constables to ensure public order and the safety of society and the state; in contrast, the liberal community absolutized the distrust of the activities of police village constables and the lack of their support from the population. The existing contradictions between society and the state were one of the reasons for the destruction of the law enforcement system and the collapse of the Russian Empire itself.

The article is devoted to defining the concept and methods of interaction of the State Border Guard Service of Ukraine with other law enforcement a. The meaning of the concept of "methods" is revealed. It is proposed to understand the methods of interaction of the State Border Guard Service of Ukraine with other law enforcement agencies as a set of tools used by these entities within the current legislation to organize and maintain relations between them to ensure border security, prevent smuggling, illegal migration and transnational crime. Features of such administrative methods of management as regulatory, administrative and normative are considered. It is noted that regulatory methods take place in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. It is determined that persuasion as a universal method of management in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities is absent, and an example of the method of coercion is liability for non-compliance with acts of the State Border Guard Service of Ukraine. Such organizational methods in interaction of the State Border Guard Service of Ukraine with other law enforcement authorities as planning, forecasting, method of information support, method of decision making, methods of organizing the implementation of decisions and monitoring their implementation, methods of instructing and work with personnel are singled out. Emphasis is placed on economic methods in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. The results of the survey show the problems in the use of methods of legal regulation, prohibitions, coercion, coordination, control in the management of the State Border Guard Service of Ukraine, which affect the effectiveness of its interaction with other law enforcement authorities and should be studied separately.

This article reviews existing Turkmenistan legislation about the legal status of Ombudsman. The analysis of normative-legal acts, which laid the legislative framework of legal regulation of the legal status of Ombudsman as an element of the state national policy to protection of fundamental rights in the Turkmenistan. This issue was analyzed based on the systematic, comparative and legal approaches. Indicated good solutions, as well as flaws in legal mechanism of serving interest of protection of fundamental rights by the Ombudsman. And conclusions of the study the author state that there is a need of the improvement of the Turkmenistan legal base of the Ombudsman.

The article proposes to consider the author's results of determining the conceptual provisions for optimizing the areas of administrative and legal regulation of state cybersecurity policy. The content of the current state of state policy in the field of cybersecurity is considered. Theoretical and practical aspects of optimization of legal relations in the field of state cybersecurity policy are analyzed. The interpretation of the state cybersecurity policy of Ukraine is determined – the activity of state and legal institutions to manage real and potential cyber threats and dangers to meet the cyber needs of man and citizen, as well as the realization of national interests in this area. The own vision of directions of the state cybersecurity policy according to the maintenance of a number of regulatory legal acts is offered, namely: directions of the state cybersecurity policy according to the Law of Ukraine «About the basic principles of maintenance of cybersecurity of Ukraine»; directions of the state cybersecurity policy in accordance with the Law of Ukraine «On Fundamentals of National Security of Ukraine»; directions of the state cybersecurity policy in accordance with the Doctrine of Information Security of Ukraine. It is concluded that the priority areas for optimizing state policy to strengthen the administrative and legal regulation of cybersecurity of the state are the following reforming cyber law as a segment of information legislation of Ukraine, especially in terms of not only clearly defining current threats and threats to cyber security, but also mechanisms public policy, including symmetric cyber measures; research on the protection of critical infrastructure from cyberattacks; promoting the development of domestic innovative products that can be used to strengthen the cybersecurity of the state; completion of the implementation of the provisions of the Council of Europe Convention on Cybercrime into national law; optimization of the training system in the field of cybersecurity for the needs of the Armed Forces of Ukraine and other bodies of the security and defense sector of Ukraine; promoting a more active policy of state security institutions to inform the public about cyber threats; promoting the militarization of cyberspace; support for both existing multilateral training sessions on countering cyberattacks on the state information infrastructure, and initiating new types of such training sessions. This article is intended for the theoretical foundations of the strategy of security in the border areas of Ukraine by law enforcement agencies. Law enforcement agencies are existing in society and the state institutions and organizations that perform law enforcement and law enforcement functions whose main task is to ensure security in the border areas of Ukraine. At the current stage of development of Ukraine as a democratic social and legal state, taking into account the recent global changes in the world, the development of law enforcement agencies to ensure national and internal security from internal and external threats is one of the priorities of European policy. The choice of the population of Ukraine highlighted the problem of implementation of ratified agreements with the European Union, including the provisions of the European Charter in the field of security in the border areas of the state, as important components of the political and legal system of Ukraine. Ensuring state security, protection of the state border and protection in the border area of Ukraine in accordance with the Constitution of Ukraine is entrusted to military formations and law enforcement agencies of the state. The state pays special attention to improving the legislation in the field of administrative and legal regulation in the field of national and internal security of the state from internal and external threats. The formation of the scientific doctrine of the scientific order in Ukraine has its own difficult history. Maintaining and strengthening the rule of law in society in modern conditions, as a necessary prerequisite for the effective functioning of an extensive human rights mechanism with the participation of state institutions, law enforcement agencies, civil society require thorough doctrinal support.

It is revealed that today digitalization is considered as a systemic factor of socioeconomic development. It is determined that the reasons for this are the synergetic and paradigmatic development of digitalization itself. Ensuring its effectiveness requires effective legal regulation. In this context, the state of such regulation in Ukraine and the directions of its development within the relevant state policy are studied.
