ABSTRACT The democratic transformation in the Russian Federation is accompanied by the formation of a qualitatively new structure which is an updated civil society. This approach, of course, requires significant adjustments in the relationship between man and his environment. This study focuses on key aspects of environmental education and the formation of ecological culture among schoolchildren. It must be recognized that in most educational organizations, the solution to the problems of educating ecological culture still remains at the level of declarations. To solve the given problem, the researchers used a complex of theoretical and empirical methods. It was concluded that education makes sense as learning for life, and not for a set of “knowledge, skills.” The presence of a socially active nature in various methods of environmental education allows the researchers to steadily form an active civic position and implement the main tasks of the civic upbringing of students.

Insurance companies, being one of the most important links in the financial system of the country, make a significant contribution to the development of the national economy. Insufficient stability and a low level of dynamics of insurance development are conditioned by poor capitalization of insurance companies and absence of methodological complex, which would allow to create financial strategy with high degree of efficiency. In the Russian Federation today there are 236 insurance companies, of them 61 are in the Astrakhan region. Every year insurance companies cease their activity due to the license revocation. The study of the insurance market of the Astrakhan region and Russia using modern methods of scientific research, including mathematical models, made it possible to establish the relationship of insurance indicators with GDP and GRP. Studying the developing insurance market allowed to infer about the expediency of using the indicator “depth of the insurance market”. The forecast of this indicator until 2020 was based on the consensus forecast of the Ministry of Economic Development of the Russian Federation. Development of the insurance market and, consequently, the economy of the region and of the country is affected by many factors. The following indicators were considered as factors: dollar rate, price per gram of gold, MICEX index, central rate of the Central Bank of Russia, and the inflation rate. The constructed multifactorial regression model helped to establish the relationship between the volume of insurance premiums of voluntary insurance, the dollar exchange rate and the level of inflation. The given research algorithm can be used in various fields. The worked out forecast of the parameter of depth of insurance market in the Astrakhan region and Russia proved positive tendency in developing regional and Russian insurance market.

The article states that at the moment in Russia the legal regulation of relations on the formation of environmental education and the upbringing of environmental culture is declarative, fragmented, not ensuring the creation of a system of continuous, systematic and purposeful formation of a respectful attitude to natural resources. The author discusses the prospects for the implementation of the constitutional authority of the Government of the Russian Federation to create conditions for the development of the system of environmental education and the upbringing of environmental culture. This power, along with others, was introduced into the Constitution of the Russian Federation by the Law of the Russian Federation on an amendment to the Constitution of the Russian Federation of March 14, 2020 N 1-FKZ. In the conclusion of the article, it is argued that in order for this power to be implemented, “to move away from declarativeness” and to lead to a qualitative increase in the level of ecological culture of the population, the Government of the Russian Federation needs to develop with the obligatory involvement of the scientific and environmental education community and adopt the concept of environmental education, which assumes continuous, systematic and purposeful formation of a respectful attitude towards nature, and, on its basis, to propose a system of legal, financial and organizational and technical forms that provide executive and administrative activities not only to create conditions for the development of environmental education and the upbringing of environmental culture, but also their real implementation for the purpose of environmentally safe sustainable development of Russia and the entire world community.

The article considers the main stages of the education system development, revealing the presence of an ecological component in it, reveals the relationship between environmental culture and environmental education. It is established that the education system still does not include as particularly important goals of personal knowledge and skills that shape its environmental culture, although the role of the latter in the formation of the value system of modern society is becoming increasingly important. The key to the formation of ecological culture is the education system, which, accumulating the achievements of science and practice, is able to change the way of life, human activity and society as a whole in accordance with the changes taking place in the biosphere. The effect of advancement in environmental education includes a number of basic characteristics, the implementation of which will result in an increase in the overall level of environmental culture. Environmental education is initiated by UNESCO (“Planet Survival Program”), the process of “landscaping” receives a theoretical basis and implementation in pedagogical practice, the credo of which is “to prepare people for dialogue with nature”. The public, concerned about the weakening of public attention to environmental education, is taking steps to change the situation to strengthen general environmental training in secondary and higher education, as an integral part of raising the level of environmental culture of the younger generation. It is proved that the family is the main center of society, the ecological component of which can be realized as parents, other family members are open to environmental problems. Preschools are designed to continue to perform the same function. With a favorable course of the process up to 5‒6 years, children form an idea of the relationship of natural phenomena with human activities. Underestimation of the role of this stage of the educational process distorts the perception of environmental problems in the future. New opportunities are concluded in the next stage of environmental education ‒ school and university. This is the main unit of the environmental education system.

The article deals with the relationship between bank secrecy and tax transparency. It studies the issues of confidential information (which forms bank secrecy) being presented to tax authorities, also including the principle of providing information on request and automatic data provision within the framework of the Common Reporting Standard. The comparison of bank secrecy and tax transparency is carried out from the viewpoint of its value for the society, state, and individuals. It is noted that the expansion of bank secrecy access for tax authorities can be used not only in tax control, but also to simplify the taxpayers’ payment procedure and other benefits connected with the confidential information, or bank secrecy. The given research paper analyses the problem of broad exemptions from the banking secrecy regime in tax control. The analysis is based on the axiological approach and comparative legal research method based on the analysis of bank secrecy restrictions in the legal systems of Switzerland, Singapore and Russia. The scientific task is to determine the conditions and the necessary degree of bank secrecy restrictions in tax control.

For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

The entry of a wide range of biotechnological products into the pharmaceutical market calls for rein-forcement of the quality, efficacy and safety standards at the state level. The following general monographs have been elaborated for the first time to be included into the State Pharmacopoeia of the Russian Federation, XIV edition: "Viral safety" and "Reduction of the risk of transmitting animal spongiform encephalopathy via medicinal products". These general monographs were elaborated taking into account the requirements of foreign pharmacopoeias and the WHO recommendations. The present paper summarises the key aspects of the monographs.

Various models have highlighted the complexity of language. Building on foundational ideas regarding three key aspects of language, our study contributes to the literature by 1) exploring broader conceptions of morphology, vocabulary, and syntax, 2) operationalizing this theoretical model into a gamified, standardized, computer-adaptive assessment of language for fifth to eighth grade students entitled Monster, PI, and 3) uncovering further evidence regarding the relationship between language and standardized reading comprehension via this assessment. Multiple-group item response theory (IRT) across grades show that morphology was best fit by a bifactor model of task specific factors along with a global factor related to each skill. Vocabulary was best fit by a bifactor model that identifies performance overall and on specific words. Syntax, though, was best fit by a unidimensional model. Next, Monster, PI produced reliable scores suggesting language can be assessed efficiently and precisely for students via this model. Lastly, performance on Monster, PI explained more than 50% of variance in standardized reading, suggesting operationalizing language via Monster, PI can provide meaningful understandings of the relationship between language and reading comprehension. Specifically, considering just a subset of a construct, like identification of units of meaning, explained significantly less variance in reading comprehension. This highlights the importance of considering these broader constructs. Implications indicate that future work should consider a model of language where component areas are considered broadly and contributions to reading comprehension are explored via general performance on components as well as skill level performance.

Dimensional and transdiagnostic approaches have revealed multiple cognitive/emotional alterations shared by several neuropsychiatric conditions. While this has been shown for externally triggered neurocognitive processes, the disruption of interoception across neurological disorders remains poorly understood. This chapter aims to fill this gap while proposing cardiac interoception as a potential common biomarker across disorders. It focuses on key aspects of interoception, such as the mechanisms underlying different interoceptive dimensions; the relationship among interoception, emotion, and social cognition; and the roles of different interoceptive pathways. It considers behavioral and brain evidence in the context of an experimental and clinical agenda to evaluate the potential role of interoception as a predictor of clinical outcomes, a marker of neurocognitive deficits across diseases, and a general source of insights for breakthroughs in the treatment and prevention of multiple disorders. Finally, future directions to improve the dimensional and transdiagnostic assessment of interoception are outlined.

In order to be able to use methods of universal algebra for investigating posets, we assigned to every pseudocomplemented poset, to every relatively pseudocomplemented poset and to every sectionally pseudocomplemented poset, a certain algebra (based on a commutative directoid or on a λ-lattice) which satisfies certain identities and implications. We show that the assigned algebras fully characterize the given corresponding posets. A certain kind of symmetry can be seen in the relationship between the classes of mentioned posets and the classes of directoids and λ-lattices representing these relational structures. As we show in the paper, this relationship is fully symmetric. Our results show that the assigned algebras satisfy strong congruence properties which can be transferred back to the posets. We also mention applications of such posets in certain non-classical logics.
