The growth of information and communication technology makes the electronic news portal as a source of information. It makes the increasing numbers of online news articles that need to be classified. The classification is done to facilitate the users to access news. This paper proposes a simple method of classification of online news articles into categories. This method uses Wikipedia Bahasa Indonesia as a source of external knowledge and consists of 6 steps. In general, this method works by exploiting the structure of categories in Wikipedia, then check for the existence of entities of a news article in Wikipedia articles. This paper is an early stage of the research to be conducted and the proposed method has not been implemented. This makes the researchers have not been able to draw conclusions with regard to the method proposed. Index Terms—news classification, text classification, Wikipedia

Information is a vital and indispensable component of any education system. College libraries  and internet facilities are the two information retrieval sources for academic works. This study   aims to identify the preferable option (internet facilities vs library) for students for academic purposes. This cross-sectional questionnaire-based study recruited faculties, non-faculty staff, and students of Gedu College of Business Studies. The questionnaire was self-administered  and responses were collected. Descriptive test was used for statistical analysis. The responses of 181 participants (male 53.6%; female 46.4%) were used for analysis (response rate 95.2%). Participants responded that internet was more easily accessible (74.1% vs 24.9%), more frequently used (78.5% vs 21.5%), for academic purpose (74.1% vs 24.9%), and holds more value in life of learners (60.7% vs 39.3%). Participants remain divided on the reliability of the source of information (internet 53.6 % vs library 46.4). However, the library was considered  the cheaper (72.9% vs 27.1%) source of information. While 96.1 % of respondentsuse both sources, most (71.3%) participants feel that college should focus on developing internet facilities.Both libraries and the internet are used for academic purposes in college.  However, there is a greater need to prioritize and invest in internet facilities for future educational needs.

Summary Objectives: To review the potential contribution of Information and Communication Technology (ICT) to enable patient-centric and coordinated care, and in particular to explore the role of patient portals as a developing ICT tool, to assess the available evidence, and to describe the evaluation challenges. Methods: Reviews of IMIA, EFMI, and other initiatives, together with literature reviews. Results: We present the progression from care coordination to care integration, and from patient-centric to person-centric approaches. We describe the different roles of ICT as an enabler of the effective presentation of information as and when needed. We focus on the patient‘s role as a co-producer of health as well as the focus and purpose of care. We discuss the need for changing organisational processes as well as the current mixed evidence regarding patient portals as a logical tool, and the reasons for this dichotomy, together with the evaluation principles supported by theoretical frameworks so as to yield robust evidence. Conclusions: There is expressed commitment to coordinated care and to putting the patient in the centre. However to achieve this, new interactive patient portals will be needed to enable peer communication by all stakeholders including patients and professionals. Few portals capable of this exist to date. The evaluation of these portals as enablers of system change, rather than as simple windows into electronic records, is at an early stage and novel evaluation approaches are needed.

Selain itu humas di tuntut untuk menguasai teknologi informasi dan komunikasi, termasuk di dalamnya media sosial sehingga dapat mengetahui informasi yang sedang ramai dibicarakan. Peran kehumasan dalam membangun eksistensi Politeknik Kelautan dan Perikanan Pangandaran diharapkan dapat memenuhi kebutuhan informasi dan tututan masyarakat. Humas sebagai perpanjangan tangan dari sebuah institusi diharapkan dapat memberikan kontribusi terhadap eksistensinya Politeknik Kelautan dan Perikanan Pangandaran.Public Relations is the spearhead in conveying information on activities carried out, and work programs at an instituation. In addition, public relations as a mouthpiece or source of information, wich is demanded for its ability to face the challengs and changing time very quickly, especially, facing the development of technology, information and communication. Public Relation has an important role in conveying information to the general public. In addition, public relations are demaded to master information and communication technology, including social media do they can find out information that is being talked about. The role of public reations in building the existence of Pangandaran Marine and Fisheries polytechnic is expected to meet the needs of information and public demands. Public Relations ans an extension of an instituation are expected to contribute to the existence of of Pangandaran Marine and Fisheries polytechnic.

The COVID-19 pandemic has deepened social and educational asymmetries in some developing countries, such as Romania. Tele-education failed to replace face-to-face education due to the lack of symmetrical policy, connectivity, infrastructure, digitalized educational materials and digital competences. Was this issue predictable and, hence, the stakeholders’ mission failed? Our qualitative research aims at analyzing, in depth, these digitalization asymmetries, with a sample formed of Information and Communication Technology (ICT) specialists working for/with Romanian 1–4 International Standard Classification of Education (ISCED) schools. The collected primary data were processed with Atlas.ti 8. The results emphasize major key areas to be addressed with future public symmetrical policy and change management strategies: equal access to infrastructure, as well as development of compulsory and complementary digital skills (for teachers and students). The necessity to support school management in accessing funding is also required to enhance digitalization.

Academics and business professionals are currently showing a significant interest in understanding the management of knowledge and the roles to be played therein by information and communication technology (ICT). This paper takes a closer look at one of the primary issues raised when supporting the management of knowledge: how to understand the role of knowledge classification and codification as means for further organizational learning and innovation. Two manufacturing cases are analysed using particular perspectives from current theories on classification, namely the management of knowledge and organizational innovation. It is concluded that a more complex understanding of the interplay between cognitive and community models for knowledge management as informed by research on the social processes of classification can inform our understanding of both the role of classification of knowledge for organizational innovation and the viability of providing ICT support based on codified knowledge.

The source of information is data. Data is the plural of the singular or data-idem form. Data is a reality that describes a real event and unity.Information systems can be defined as a system within an organization that is a combination of people, facilities, technology, media, procedures, and controls aimed at obtaining important communication lines, processes, certain types of transactions, giving signals to management and those who others to important internal and external events and provide a basis for information for smart decisions. Information and Communication Technology (ICT) is an important topic that develops in various public policies, not least in the field of education. The integration of ICT in everyday life changes our relationship with information and knowledge. Big Data guarantees the processing of data solutions with new and existing variants to provide tangible benefits for business. This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.
