The article provides a brief review of the literature related to the analysis of approachesto assessing the effectiveness of the universities of the country. The authors propose to consider the universities as key performers of strategic decisions at various hierarchical levels. Each of the strategic planning documents includes indicator systems and their target values in dynamics over the years. Monitoring of these indicators allows us to determine the effectiveness of the implementation of the strategic planning documents as a whole. The methodology given in the article for assessing effectiveness of the universities is directly or indirectly related to target indicators laid down in the strategic planning documents. This enables to evaluate the contribution of the universities to the development of socio-economic systems at various levels: industries, regions and the country as a whole. As an example, the approach to the development of the system of indicators is considered, which makes it possible to evaluate the contribution of the universities to the implementation of national projects. In the initial (pilot) version the system included 30 indicators directly related to national projects “Education”, “Science”, “Digital Economics” and a number of others. The article presents the results of testing of the developed methodology and the system of indicators at a number of the flagship universities of the Volga Federal District.

This article aims to analyse the process of formation of sports public policy in Lithuania within the theoretical context of hierarchy governance. This study consisted of collection and analysis of official documents regarding sports public policy formation from 2011 until 2018. The data collection was aimed at uncovering of key components of the process of public policy formation – environmental analysis, strategic planning, competence and decision making power, and stakeholders. The main findings of the research concluded that Lithuanian sports governance, along with the majority of other European countries, is defined as bureaucratic configuration. The main responsibility within the process of sports public policy formation falls on the Ministry of Education, Science and Sports and active national non-government sports organisations, while principal objectives of the Lithuanian sports public policy formation are laid out in strategic documents. However, the implementation needs to be centred on institutional and personal responsibility, proper environmental regard and tolerance, and the ability to listen and to reach an agreement.

At the legislative level, it is established that the culture of Russia, as well as natural resources, is the property of the country and an important resource for the socio-economic development of all its territories and improving the quality of life of the population. Improving the management process and strategic planning of development of the sphere of culture is due to the need for more efficient use of public finances and the level of investment attractiveness of the industry. Strategic planning tools play an important role in optimizing the process of managing of the sphere of culture. The analysis of state programs and strategies sections of the socio-economic development of the eleven regions of FEFD on the development of the sphere of culture, revealed the structural and methodological problems of the development of regional strategic planning documents in the sphere of culture. The main problems include: inconsistency of the structure and content of strategies and programs with methodical instructions (recommendations) and the procedure for their development; lack of a unified methodological approach to understanding the essence and basic components of strategies and programs; lack of a unified approach to the number, composition and presentation of target indicators; insufficient level of interconnection of regional strategic planning documents. A serious problem in the development of strategies and programs is the lack of uniform requirements for indicators for assessing the implementation of strategic goals and objectives, measures of government programs, as well as an interconnected system for assessing strategic planning documents developed at different levels of management. Differences in the structural elements and inconsistencies with the stated criteria are noted in the reviewed documents of all FEFD regions. The main reason for the discrepancy – is the lack of a unified methodology for the development of both regional strategies and government programs.

Aim. The presented study aims to analyze quality-of-life estimates obtained for St. Petersburg using a theoretical and methodological approach developed based on the concept of the qualitydriven economy.Tasks. The authors consider the concept of the quality of life in the context of the Strategy of socio-economic development of St. Petersburg until 2035; measure and analyze quality-of-life indicators based on the concept of the quality-driven economy.Methods. A major part of this study is based on the methodology of the general scientific philosophical approach and uses such methods of interdisciplinary research as modeling, system analysis, and others. The quality of life is measured on the theoretical and methodological basis of the quality-driven economy using the methodology developed at the Institute of Problems of Regional Economics (IPRE) of the Russian Academy of Sciences.Results. Ensuring a high quality of life for the population of the region is a priority goal of the functioning and development of the economy of St. Petersburg. To this end, it is crucial to use strategic opportunities for economic growth and regional development in achieving the social well-being of the region’s population. Different views on the understanding of the quality of life as the main strategic priority of the innovative development of St. Petersburg are analyzed, and quality-of-life estimates are obtained for St. Petersburg, the Northwestern Federal District (NWFD), and the Russian Federation as a whole. The role of St. Petersburg in enhancing the competitiveness of the economy of the Northwestern Federal District and Russia in the context of innovative development is shown.Conclusions. Quality of life is an integral part of the strategic planning system in the innovative economy of St. Petersburg. The quality-driven economy provides a reliable theoretical and methodological basis for making allowance for the quality of life at the highest levels of regional government. The analysis based on the results of calculations shows a correlation between the system of quality indicators of the methodology for measuring the quality of life to increase regional management efficiency developed at the IPRE RAS and several indicators of the strategic planning system of socioeconomic development in St. Petersburg. Thus, the application of quality-driven economy principles in the innovative economy of St. Petersburg makes it possible not only to set the initial conditions for achieving the necessary quality of life, but also to develop a mechanism that would ensure the achievement of this goal in the future.

This article characterized the territorial socio-ecological-economic system, reveals the essence and sources offuzzi-ness of socio-ecological-economic processes and objects in the service sector, as well as approaches to their evaluation. The aim of the study is to reveal the nature of socio-ecological-economic systems, the disclosure of the nature, dynamics, level of mobility, interaction algorithms, the state of uncertainty and fuzziness of socio-ecological-economic processes and facilities. To achieve this goal, authors used the method of uncertain sets and algorithms L Zadeh, based on the concept of the appurtenance function μ(χ), which characterizes the degree of dependence of element «x» with specific vague set. In this initial position is accepted that the task of decision making in situations of uncertainty (including assessment tasks) in principle cannot be reduced to a strictly mathematical tasks. For this it is necessary to eliminate or reduce the uncertainty by introducing certain hypotheses, for example, in the form of the appurtenance function of fuzzy set or uncertain relationship. In evaluation of the areas it means that this procedure may not have the character of fully formal logical algorithm, and should rely heavily on logic-meaningful approaches and techniques of analysis. In the analysis authors appeal to informal and semi-formal research apparatus, the base of which constituted the systematic and synergetic communicative techniques and methods of the theory of expert evaluations of fuzzy set theory and the theory of trade-offs that allowed to formulate the definition of social, ecological and economic systems, characterize approaches to evaluation of these systems within the theory of fuzzy sets and making trade-offs, determine the estimation algorithm noted systems.

The article assesses the availability of demographic education in Russian universities based on the analysis of information posted on the websites of educational programs of higher education institutions included in the rating of top 100 ranking best universities in the Russian Federation, compiled by the research company RAEX-Analytics LLC in 2019. Universities are grouped according to their profile, specialization and geographical location. Monitoring of educational programs is presented in terms of educational levels and directions. The study revealed that 75% of Russian universities, included in the sample, have demographic disciplines in their educational programs. Demographic education is most developed in multidisciplinary universities. Demographic disciplines are included in almost all educational programs for training in the area of "Sociology". It is concluded that there is an inequality in the availability of demographic education, since it is more concentrated in the cities of Moscow, St. Petersburg as well as in the cities of the Volga Federal District. In addition, there were found out such distortions in the development of demographic education as lack of instrumental disciplines and weak inclusion of demographic disciplines in economic programs. As a result of the research, there are given recommendations aimed at expanding the range of students studying demography, forming of continuity in educational programs for bachelor's and master's degrees, and including demographic disciplines of an instrumental nature in them. The authors believe that the expansion of interaction between universities and local authorities in training specialists will contribute to development of demographic education.

Futures Studies are one valuable tool to help businesses develop their Strategic Planning, in their ability to point out environment-induced changes in company policies, goals and actions. Companies and their leaders may discover energies and resources when they achieve a holistic, long range worldview, which helps them foresee, plan for and deal with the changes that will affect their future. The aim of this article is to examine the currentness of two exemplars of Futures Studies with distinct methods: a quantitative study analyzed by Mario Henrique Simonsen, and a qualitative futurology essay by Alvin Toffler based on the analysis of social, economic, technological and political trends and phenomena. A bibliographical research on secondary macroeconomic and sociocultural data supplied evidences for the projected trends. Based on this, the limitations of projection-based methods are discussed, as well as the advantages of using a qualitative or mixed approach when forecasts are made for the long term. It is worth reinforcing that the purpose of Futures Studies is not to predict with absolute precision how tomorrow will be like, but to produce indications so that adequate strategic decisions can be made today in an uncertain and turbulent environment.

The purpose of this paper is to study necessary conditions for the development of digital economy in the country and also provide an analysis of the existing risks. Currently, as a result of the introduction of computer technologies, digitalization and integration of all business processes of economic systems, new risks and threats arise which require additional research and development of methods for their regulation. The main factor of success in the digital economy is not technologies themselves, but models for the management of these technologies, allowing them to solve the problems of the state and business. In the paper there is the analysis of the “Digital Economy” program what is now a priority in the economic development of the country. In the evaluations of the project a number of theoretical and practical drawbacks of technological and practical type have been identified, which seriously impede the fundamentals of digital economy functioning. The available options are offered in order to improve the existing mechanism of the analysis of the digital economy market. The level of digital economy development in the Southern Federal District and also the main directions of digital technologies development abroad, in particular in the UK, which is the leader among European countries in terms of the digital economy development, are studied. The necessity of the development of directions, both in economy and in the informational sphere has been suggested including the measures against cyber offenses as a result of which the confidential data and trade secrets are viewed. The article suggests possible scenarios for the digital economy development in Russia, taking into account current legal issues. A phased model for the development of digital business has been proposed which implies a full integration between all internal organizational processes and elements of value chains.

The strategic planning features of Russian regional socio-economic development in modern conditions are shown. The issue includes the use of strategic planning tools at various economic development levels of the country and its methodological development lack has been revealed. Indicators for determining the gender reserve of labor potential for the regional economic and social sphere are proposed. Indicators for the index of the gender balance in Irkutsk region and the constituent territories of the Siberian Federal District have been calculated. On the basis of the structure of the gender balance index for the constituent territories of the Siberian Federal District, the priorities of the areas of regional social development have been hilighted.
