The digital transformation has affected all economically developed countries in the world including Russia. The issues of transition to the digital economy are considered at the highest level: the decrees of the President of the Russian Federation created national and federal projects, including in the higher education system. But the transition to the digital environment is rather slow. The article presents an assessment of the current state and trends in the development of the domestic system of higher education, identifies the problems of transition of Russian universities to the digital educational environment. The purpose of the article is to generalize and systematize the existing developments and create a methodology for assessing the degree of universities willingness for digitalization. The authors have systematized and expanded the list of factors for assessing the willingness of universities for digital transformation. The main research methods are: expert assessment method, morphological analysis, cluster analysis. The matrix of factors and their features formed the basis for ranking indicators and forming clusters. The method proposed by the authors is universal, it has been tested at one of the Russian universities – NSTU NETI and can be applied by any institution of higher education to assess the willingness of the University for digitalization.

The article deals with the problem of weak integration of Russian universities into the real economy. This is one of the most pressing problems of the Russian university system. The purpose of the article is to develop a specialized pilot checklist "Towards business: a model for integrating higher education and the real sector of the economy" and to demonstrate the prospects for its use in regional universities. The general hypothesis of the research is to test the feasibility of creating and using such checklists to help Russian universities in restructuring their organizational models in the direction of strengthening practice orientation. It is shown that at present the market for a new information and analytical product – checklists – is in its infancy and is evolving in several directions. Firstly, it becomes more complicated: the number of constituent documents increases, the number of questions increases, etc. Secondly, the forms of their implementation are being improved: chargeable, bonus, free, by subscription, with an additional package, etc. Thirdly, different algorithms for their application appear: straightforward replication of a standard document, provision of a checklist with subsequent in-depth research and recommendations in relation to a specific customer, the possibility of choosing an additional service for expert assessment, creation and implementation of mobile applications for prompt updating of checklists, and etc. All of this allows the new methodological tool to find application in the higher education system. The article examines some typical examples of the new trend emerging in Spain, Croatia, Great Britain, the USA and Russia, as well as pan-European and Latin American initiatives. The methodology of the author's checklist "Towards business" is based on taking into account the world experience of integrating universities and enterprises in a compact form: an instruction document and a cover note. There have not yet been effective prototypes of the developed checklist in Russia. Cases of using the pilot checklist for reorganizing the model of work of universities in the Kamchatka Territory, the Republic of Dagestan and the Lipetsk Region confirm the general hypothesis of the article.

Purpose. Studying the features of implementing the EU bioeconomy strategy in higher education in Ukraine. Methodology. As the main research method, the authors used the comparative approach and the method of expert assessment. The authors used the methods of functional analysis, the methods of content analysis and systems analysis as additional ones. Findings. According to the recommendations of the European Union, the implementation of the EU bioeconomy strategy in the higher education system is based on ten key principles. The authors considered the features of implementing the EU bioeconomy strategy in Ukrainian higher education, the key features of the recommended principles and the degree of their use in the modern system of higher education in Ukraine. Originality. The possibilities of the key principles recommended by the European Union for the effective implementation of the EU bioeconomy strategy in higher education in Ukraine were evaluated. Practical value. The research results contribute to the effective implementation of the EU bioeconomy strategy in the higher education system of Ukraine; the introduction of European standards in the educational, scientific and innovative activities of universities and enterprises in Ukraine in terms of the development of resource and energy-saving economy and environmental protection.

Examined are problems of modern digital transformation of Russian universities and the impact of restrictive measures related to the pandemic on the acceleration of these processes. The work is based on the results of two stages of the sociological study “Peculiarities of the work organization of Russian universities in the period of restrictions in connection with the COVID-19 pandemic (opinions of students and teachers)”, conducted by the researchers of the MSU and RUDN in 2020-2021. The purpose of the study was a comprehensive analysis of the opinions of teachers and students of Russian universities about working in a remote format during the period of forced restrictions, their assessment of their digital skills and competencies and the level of digitalization of their universities. The article analyzes the main achievements and problems of the transition to modern digital tools for organizing the educational process in the country's universities. As practical recommendations for improving the process of digital transformation of higher education, the authors propose a number of possible measures to optimize the digitalization of universities and that are aimed at smoothing out a number of restrictions that imminently comes amid this process. The work is addressed to a wide range of readers, all those who are interested in the problems of higher education, the introduction of digital technologies in the organization of training.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

Educational system is the most important social institution, which provides the development of a personality and frames his/her worldview and the conception of subjective well-being. Despite the large number of studies on the issue of psychological and pedagogical security of educational environment, the sphere of higher education still remains underexplored. The available empiric material has not received sufficient methodological justification and conceptualization. This article aims to provide the conceptualization of the risk category as applied to the educational environment of a higher education institution, as well as empiric investigation of the risks within the educational environment as viewed by applicants and students.Materials and methods. 213 applicants and 547 students of the Kuban State Technological University took part in the survey. The following investigation methods were used: expert assessment, interview, questioning, content analysis, analysis of means method, cluster analysis and factor analysis.Investigation results. Comparative examination of the manifestation degree of risks within the educational environment as viewed by applicants and students of higher education institution showed significant differences in the assessment of risk by these groups of respondents. From the point of view of applicants, the main risks are connected with social and psychological aspects of the educational environment of a higher education institution, relations within student groups and interaction with teachers, as well as with the issues related to the educational management and leisure arrangement. As viewed by the students, the risks within the educational environment include external and social and psychological risk factors, motivating risks and risks arising from the learning process organization and management and the related issues. Applicants’ notion of the risks within the educational environment of a higher education institution was mainly influenced by information they received from media and by the opinion of their relatives and age mates.Consideration and conclusions. It was proved that the applicants’ idea of the risks within the educational environment of a higher education institution is determined by the opinion of people they know personally, however it changes during the process of studying in higher education institution and acquiring their own experience of being within the environment. The investigation results allow creating a model of psychological and pedagogical security within the educational environment of a higher education institution. This model makes it possible to forecast main risks of the educational environment, their development, and evolvement and find solution to them.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

In 2016-2018 the state in Russia adopted a package of program documents, which implies the transfer of education to the large-scale introduction of digital technologies. This phenomenon has been called “digitalization of education”. In scientific literature, electronization and digitalization are increasingly called one of the institutional traps for the development of Russian universities, since the corresponding institutional environment has not yet been formed due to the forced nature of innovations. As a result, the processes of introducing new technologies into education are still not regulated. Within the framework of the purpose of the study, the manifestations of the trap of electronization and digitalization of Russian higher education were analyzed on the basis of sociological data, and the theoretical modeling of the process of adaptation of educational agents to the institution of digitalization was carried out.In the course of the study, the approaches were summarized that have been developed in discussions on educational digitalization. The article presents the author’s vision of the studied phenomenon as an institutional trap; as well as understanding of the institutional features and characteristics of electronization and digitalization in education.The research method is the analysis of estimates obtained in the course of an expert survey which was conducted by the Vologda Scientific Center of the Russian Academy of Sciences among the representatives of the teaching staff of state universities in the Vologda region. In the course of this analysis, the indicators of educational digitalization as an effective innovation were clarified such as an increased accessibility of educational resources; simplification of communication and the process of transferring knowledge from teacher to student; increased opportunities for training specialists for the new (digital) economy; improving the quality of education in universities, etc. Based on the results of the empirical study, it has been determined that the conditions for the development of digitalization in Russian universities are currently ambiguous, which is closely related to the level of competitiveness of the educational organization.The scientific novelty of the research consists in the presentation of an original matrix describing the process of university employees adaptation to the conditions of digital transformation of education. The matrix is proposed on the basis of a sociological analysis of the impact of the trap of electronization and digitalization on the activities of educational agents. The matrix can be taken into account in the practice of higher education management.

Digital transformation covers all areas of the economy. The analysis in the article showed that this mechanism of filing documents has a number of serious shortcomings related to technical and organizational shortcomings. one of 49 pilot universities in the country that have implemented this project in the admissions campaign. that the proportion of applicants who submitted documents through the super service is insignificant, so it is necessary to identify the main reasons for the low popularity of this mechanism. To do this, the authors conducted a sociological survey among the applicants of the Russian Federation, which reflected the attitude of respondents to the peculiarities of applying to universities and identified the difficulties they had. In order to determine the main areas of improvement of the superservice "Getting to the university online" the main criteria for competitiveness of each of the mechanisms of filing documents to the admissions commission were defined and an expert assessment on them was made. As a result of the study, concrete measures to improve the implementation of the superservice in Kazan GAU, which can be extrapolated to other universities in the country, have been proposed

The Chinese higher education system is the largest in the world, but distance education, using information communication technologies (ICTs), started later than in developed countries. In this paper, the author examines the benefits of education to human development and provides an overview of the recent development of distance higher education in China. The potential for further developing distance higher education with ICTs is considered. In addition, challenges are discussed and recommendations are made to improve Chinese distance higher education.
