The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

This paper presents economic analysis of the dynamics and current state of the innovation potential of small and medium-sized enterprises of the Republic of Kazakhstan in the following areas and components: the resource component of the innovation potential (production, financial, HR, R&D and technical resources) and the efficiency component of the innovation potential (a number of innovative SMEs and the volume of their innovative products). For this analysis, the authors use the official statistics of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan for the period of 2007 to 2017. The presented approach can be applied for comparative analysis, identifying the causes, factors and trends in the development of innovation potential of other developing economies.

This paper constitutes a scientific approach, where there have been highlighted the most important innovative changes that influence the development of a higher education institution and shape the activity of universities towards permanent adaptation to achieve their sustainability. The topicality of the research topic stems from the need to identify effective measures to achieve sustainability in higher education institutions. The aim of the research is to identify the innovative changes that have a positive impact on the strategic development of the universities. The problem of the research lies in highlighting the most important innovative changes that can affect the universities in achieving their sustainability. In this context, we can reiterate that innovative changes have been defined and analysed from the perspective of the need of university change in the direction of their assimilation within institutions. In addition, the innovative potential of the Republic of Moldova was evaluated from the perspective of the analysis of the categories of scientific researchers, of the research fields, of the expenses undertaken by the state for the development of scientific researches. The research methodology focused on the use of several methods: analysis, synthesis, induction, abduction, deduction, qualitative research through documentation, scientific abstraction. In conclusion, we can reiterate that the Republic of Moldova has a valuable innovation potential, which can lead the country to achieve sustainability. The best solution would be the efficient capitalization of the innovative potential of the country but also its direction towards ensuring an ecological-economic-social balance, in the context of applying a management of university sustainability within higher education institutions.

The study aims to analyze the innovation potential of enterprises, explain the use of the binary regression methodology, and explore different indicators of the enterprises in the regions of Kazakhstan for building an effective management strategy. Methodological substantiation is based on the complex survey data analysis, provided by the World Bank Enterprises Survey (WBES) for Kazakhstan. WBES database has covered a sociological survey of enterprises, which was conducted using a random survey and representativeness among 1,296 enterprises, mainly in the production sector. Besides, the data were collected among companies regarding their experience in environmental perception (including innovation activity), in which they worked. The results have demonstrated that the age of the company, exporter status, type, sector, or activity – all these have a positive influence on the company’s tendency to innovations. However, as part of the study, it has found out that competitors in the marketplace and regions of activity of enterprises predominantly negatively affect the prospects of introducing innovation. It was also in evidence that the same factors (foreign ownership, advanced training, type, size, and sector of an enterprise) are essential determinants of product, technology, R&D, ICT, and innovation. Obtained results can be used by enterprises for building an effective management strategy of own business innovative development, as well as by local authorities to upgrade the competitive performance. This article examines the theoretical basis of innovation, studied the peculiarities of formation of innovation development in the Republic of Azerbaijan. In addition we analyze the innovation activity in the oil and gas industry of the Republic, and summarizes the features of the innovative activities of the industry. In the end, developed a number of conclusions and proposals for improvement of innovative activity, as studied in the industry and the whole economy. In the article above information about the formation and development of innovation progress in Azerbaijan Republic is given. Furthermore, the potential of oil industry’s innovation is analyzed. This paper presents features, approaches and institutional conditions, implications of digital technologies focused on the sustainable industrial development of the regional economy. The objective of the study is to analyse possibilities of the practical implementation of measures on digital ecosystem creation of separate region, Kostanay Region of the Republic of Kazakhstan, the industrial region of country having a certain innovation potential. This paper uses scientific methods of enquiry, statistical data and mathematical modelling in economics. In the result of study digital technology development priorities at the national level were established and the digitalization impact on the regional development was emphasised. The empirical analysis basis served the results of studies conducted within R&D “Developing the Government Regulation Policy on Accelerated Clustering of Industrial Regions” conducted under the grant financing of Ministry of Education and Science of the Republic of Kazakhstan.

В статье на основе использования современных научных методов: библиометрического анализ, контент-анализа содержания публикаций из баз данных Scopus и Web of Science, методологии формирования эго-сети, - дана трактовка понятий «цифровая экономика», «цифровая трансформация».Выявлены факторы и показатели, непосредственно влияющие на степень готовности предприятий к цифровой трансформации: 1) Состояние информационно-коммуникационной инфраструктуры: доля организаций, использующих доступ к сети Интернет; удельный вес домохозяйств, имеющих доступ к сети Интернет; удельный вес пользователей Интернет, осуществляющих заказ товаров и услуг через сеть Интернет; доля работников, занятых на дистанционной работе. 2) Человеческий капитал: доля работников информационной сферы в общей численности занятых; доля занятого населения с высшим образованием; уровень компьютерной грамотности населения; доля студентов в численности населения. 3) Предпринимательская активность: число малых (включая микро) предприятий; объем оказанных услуг; валовый выпуск малых (включая микро) предприятий сферы услуг. 4) Инновационный потенциал: уровень инновационной активности предприятий по технологическим инновациям. 5) Доступ к глобальным рынкам: объем экспорта услуг. 6) Внутренний спрос: объем внутреннего потребления услуг. In the article, based on the use of modern scientific methods: bibliometric analysis, content analysis of the content of publications from Scopus and Web of Science databases, methodology for the formation of an ego network, an interpretation of the concepts of "digital economy", "digital transformation" is given. The factors and indicators that directly affect the degree of readiness of enterprises for digital transformation were identified: 1) The state of the information and communication infrastructure: the proportion of organizations using access to the Internet; the proportion of households with access to the Internet; the proportion of Internet users who order goods and services via the Internet; the proportion of workers employed in telecommuting. 2) Human capital: the share of information workers in the total number of employees; share of the employed population with higher education; the level of computer literacy of the population; the proportion of students in the population. 3) Entrepreneurial activity: number of small (including micro) enterprises; volume of services provided; gross output of small (including micro) service enterprises. 4) Innovation potential: the level of innovative activity of enterprises in technological innovation; the total cost of information and communication technology; the volume of manufactured innovative products. 5) Access to global markets: the volume of exports of services. 6) Domestic demand: the volume of domestic consumption of services.This work was sup[1]ported by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan [grant number AP08856113].
