Handling complexity in conceptual ship design processes requires a thorough understanding of complexity aspects in general. More than 100 scientific papers on the subject published since 1962 are, therefore, reviewed and discussed in this paper. The paper expands the understanding of complexity theory by reviewing the literature in the engineering domain. Different definitions of complexity, characteristics of complex systems, aspects of complexity in design, complexity sources, and its drivers are explored and discussed in detail. Furthermore, the findings are arranged into relevant complexity factors in ship design. Related complexity factors in ship design, are also discussed by use of examples from everyday ship design practices. This study is a theoretical elaboration to shed light on the current practice and future research direction in handling complexity in conceptual ship design processes to improve competitiveness.

PurposeA literature review is presented in the subject of construction plant and equipment management (CPeM) to: delineate the subject; consider its development over recent years; and identify principal themes within it. The paper aims to close the gap in knowledge, by using these objectives as a mechanism to observe how research themes relate to primary CPeM functions, and to suggest future research direction.Design/methodology/approachA thematic review of CPeM academic literature (in the main, refereed journal papers published in English‐speaking countries over the last decade) is undertaken; the nature of identified themes is discussed, for instance, regarding why they might have evolved as they have; and based on the foregone, themes for future research in the field are proffered.FindingsCPeM is found well established within the broader subject of construction management. Eight principal themes are identified, namely plant maintenance; downtime and productivity; optimisation; robotics and automation; health and safety; operators and competence; machine control; and “miscellaneous”.Research limitations/implicationsIt is proffered that based on informational/technological advancements coupled with growing environmental/financial pressures, future CPeM research will strive to facilitate even greater plant reliability and safer modes of working. It is suggested that “optimum production methods” and “minimal resource consumption” will become inherent theme goals.Originality/valueThis is the first time that CPeM research has been consolidated and reviewed for publication in this manner.

Lebanon is a small developing market that is making significant investments in e-government technology. The expectation is that it will improve the quality of life and decrease corruption. The current research is survey-based using a structural equation modeling technique that investigates citizens' behavioral intentions towards using e-services and cross-validates a previous study with a new matching data sample. One hundred six questionnaires were analyzed, and findings showed significant relationships between UTAUT2 constructs (performance expectancy, habit, social influence, price value, and trust in the internet) and intention to use e-government services in Lebanon. The results also shed light on e-government adoption inhibitors (effort expectancy, facilitating conditions, hedonic motivation, and trust in government). Therefore, the findings will be beneficial to the Lebanese government to develop and improve the e-services. Despite achieving its aim, this study has its limitations, which constitute the future research direction.

Object. The article considers problems of formation and regulation of the expenditure of the state budget. The subject of analysis: dynamics of the major indicators of the budgets of 2015-2017. The subject of the study. The article deals with conditions and factors affecting the formation of budget expenditures in the current conditions in the context of the more General problems of budget planning. Goal: to identify ways of overcoming the problems of forming and management of budget expenditures because of unfavorable conditions and factors (slow economic growth, sanctions and other reasons).The hypothesis of the study. The efficiency of solving modern problems of formation and management of budget expenditures is determined by the identification and use of measures for budget planning. Methodology. The methodological basis of the article is a set of methods for the study of the theory and practice of budget planning and formation of budget expenditures at the property. Results. The results, reflecting the characteristics of the dynamics of the main parameters of the budgets, identified key problems affecting the quality of the formation costs. Proposed measures to balance the budgets of subjects of the Russian Federation through the optimization of processes of formation of their expenses. Conclusions. The main problem is the lost revenue, is the adaptation of methods of forming the budget expenses to the prevailing economic and financial conditions. The acceleration of this process and enhancing its effectiveness requires the development of internal systems for the formation of budget revenues, reduce to an acceptable level by their dependence on external factors and improve the administration of budget expenditures, providing timely and targeted use of them in full. The scope of the results. The results of research on the topic of the article can be used by practitioners in the process of developing regional budgets and the formation of their expenditure commitments for writing scientific papers and in the educational process. Limitations and directions for future research. Limitations, future research on the topic of the article is the lack of openness and transparency of the budget process, especially at the level of local budgets. Promising areas of research in the area of budget planning are topics related to the formation of budget revenues, diversification in modern conditions.

A systematic literature review (SLR) from 1991 to 2019 is carried out about EFQM (European Foundation for Quality Management) excellence model in this paper. The aim of the paper is to present state of the art in quantitative research on the EFQM excellence model that will guide future research lines in this field. The articles were searched with the help of six strings and these six strings were executed in three popular databases i.e. Scopus, Web of Science, and Science Direct. Around 584 peer-reviewed articles examined, which are directly linked with the subject of quantitative research on the EFQM excellence model. About 108 papers were chosen finally, then the purpose, data collection, conclusion, contributions, and type of quantitative of the selected papers are discussed and analyzed briefly in this study. Thus, this study identifies the focus areas of the researchers and knowledge gaps in empirical quantitative literature on the EFQM excellence model. This article also presents the lines of future research.

Economic performance of a country is mostly determined by the growth and any other internal and external factors. In this study, researchers purposely focused on Malaysian market by examining the relationship between export, inflation rate, government expenditure and foreign direct investment towards economic growth in Malaysia by applying the yearly data of 47 years from 1970 to 2016 using descriptive statistics, regression model and correlation method analysis. By applying Ordinary Least Square (OLS) method, the result suggests that export, government expenditure and foreign direct investment are positively and significantly correlated with the economic growth. However, inflation rate has negative and insignificant relationship with the economic growth. The outcome of the study is suggested to be useful in providing the future research direction towards the economic growth in Malaysia. Subject. The article focuses on the advanced time-driven tools for allocating overhead expenses, which are based on process-based budgeting. Objectives. We articulate a technique for cost allocation so as to assess the cost of each process with reference to the common time driver. Methods. The study relies upon methods of systematization, classification, analogy and comparison, and summarizes the scientific literature on the subject. Results. The article presents our own suggestions on implementing TD-ABC and TD-ABB into the strategic management accounting process of developer companies. The principles were proved to help more effectively allocate overhead expenses and assess the capacity load of each process performed by functions, departments and employees. Carrying out a comparative analysis, we found certain reserves for utilizing resources more effectively. Conclusions and Relevance. The findings are of scientific and practical significance and can be used by developer and construction businesses. The conclusions can prove helpful for scientific papers, student books, and further research.

The paper discusses the use of the program-targeted budgeting methodology in the investment stimulation of business in the most problem sectors of the economy. The subject of the study is the dynamics of business activity in key economic sectors adversely affected by factors of the economic and geopolitical nature. The purposes of the study were to identify the key factors that have a negative impact on economic growth and seek options for investment stimulation of business activities in the most problem sectors of the economy using state budget funds. It is concluded that the current practice of budget investment is associated with significant risks and poor justification of investment decisions. Therefore, the American practice of the program budgeting in the implementation of large investment infrastructure projects using budget funds seems to be advantageous. Based on the research findings, methods for increasing the effectiveness of program-target budgeting tools under the Russian conditions are proposed.
