Smart cities are not a new phenomenon and it is an interdisciplinary definition that became a popular labeling for modern cities. However, there a is surprisingly little academic research in urban design and planning field that discusses this phenomenon. Smart cities definition is similar to intelligent, creative, sustainable or liveable cities which appears to be considered as a part of a play with words. In most of the technological and social science articles smart cities refer to a smart urban management and development via technologies and infrastructure. Based on the scientific literature overview, there are several factors affecting the city smartness, such as technology, people and communities, economy governance, planning and infrastructure. Overall there is a little information and research on urban design principles and tools in the smart city’s creation and contribution to its smartness. The most important thing is to clarify the urban design, planning and landscape design role importance to a smart city context and vice versa. The aim of this paper is to overview the smart cities concept from urban design perspective to find and highlight the important touch points, relation and role of urban design, planning and landscape design in smart cities creation. This would lead to the robust principles for smart European cities that would enable to achieve sustainable development, efficient urban growth and a better urban landscape.

During more than six centuries of existence, Bacău benefited both from the favourable socio-economic and political context, and from the interrelationships with the other communities, from the harmonious combination of these two elements resulting both the growth and development of the locality and the position in the local and regional hierarchy. The main beneficiaries of the progress made were of course the inhabitants, the city representing a living environment for them, as well as the essential factor in the functional dynamics and in the urban landscape. Giving meaning to the past, we must recognize that each community that contributed to the development of Bacău has its own history, Bacău becoming the trustee of the communities ‘history entirety, which in perfect communion with Romanians defined the complex identity of the locality. The Jewish community is no exception, whose collaboration with Romanians for over two centuries has contributed to increasing the economic level of development of the locality since the second half of the 18th century.

Cities themselves function as media of communication. They are places where messages are created, carried, and exchanged by structures, infrastructures, and people. Urbanity is an age-old phenomenon undergoing radical transformation as developing means of communication redefine traditional notions of place and space. Urban communication meshes population density, technology and social interaction. Urban communication, like urban studies, is an interdisciplinary field that provides a fresh perspective from which to view the city and its transformation. The communication lens offers valuable perspectives and methodologies for the examination of urban and suburban life. It conceptualizes the city as a complex environment of interpersonal interaction, a landscape of spaces and places that shape human behavior, and an intricate technological environment. The development of urban communication research and activities is traceable from the early works a diverse group of urbanists to more current research programs conducted by communication scholars. Urban communication foregrounds communication in the study of the urban landscape. The unique patterns and needs of urban dwellers and communities are examined in an age where cities are layered with media technologies. An increasing number of technologies enable information from the digital world to be layered onto the physical world through augmented realities, thereby altering the person–environment relationship by creating spaces in which users interact with their physical surroundings through digital media. The future of cities is increasingly influenced by media technology. Cities are global, connected, inclusive, livable, green, sustainable, mega, and smart. Cities have been identified as communicative cities. There are many ways of looking at communication and cities and the history and broad parameters of the growing area of urban communication.

The rapid development of technology created a huge gap in the previous generation. Marked by the existence of the internet that facilitates users to communicate with each other without limits. While communicating on the internet, someone who is more open to express himself without having to hit social norms is commonly found indirect interaction. This has a huge influence on the millennial generation which is characterized by the phenomenon of online disinhibition effects / online disinhibited effects, disinhibition is an absence of boundaries in conversations, where online users can access and use their emotions personally with newly recognized online users. According to Suler (2004), activities such as these are called benign or disinhibited disinhibitions that are harmless, making Millennials easily use harsh words, cruel, challenging, hateful, even opposing criticism. In addition, they are also added to those released from dangerous internet sites such as pornographic sites, crime or violence are activities that contain toxic or disinhibition that is dangerous (Suler, 2004). Increasing cyberbullying in the city has become a major factor for designers to progressively cyberbullying, as a new educational forum using Virtual Reality, as a form of simulation to counter cyberbullying in the hope of creating public interest and participation for teenagers and cyberbullying people, exchange ideas in the form of a Community Center.

More and more cities are evolving into smart cities, increasing their attractiveness, energy efficiency, and users’ satisfaction. Lighting systems play an important role in the evolution process, thanks to their ability to affect city life at night along with people’s mood and behaviour. In this scenario, advanced lighting design methods such as virtual reality (VR) became essential to assess lighting systems from different points of view, especially those linked with the city users’ expectations. Initially, the review highlights a list of objective and subjective parameters to be considered for the lighting design of three main city areas/applications: roads, green areas and buildings. Besides, the state-of-art in using VR for outdoor lighting design is established. Finally, the Unreal game engine is used to analyse the ability of VR to take into account the lighting parameters, not yet investigated in current literature and to highlight the VR potential for augmenting lighting design. The results confirm the benefit of using VR in lighting design, even if further investigations are needed to establish its reliability, especially from the photometrical point of view.
