The territorial development of the city is studied on the basis of town-planning documentation and full-scale researches of residential and former industrial territories, the factors which have formed the basis of the concept of the general plan of development of the city are resulted. Options for the transformation of territories occupied by industrial enterprises are considered. The integrated concept of city development is analyzed, in particular, conversion proposals of development and improvement and modernization of abandoned territories of non-functioning and partially functioning industrial enterprises, the concept of residential development is analysed. The city of Chernivtsi in its economic and geographical location is an industrial, administrative and cultural center of the region, with a large historical and architectural heritage. Due to the growing demand for living space and the diversification of forms of housing, the intensive development of the city is becoming more expressed. Aspects of land consolidation are not yet a priority, however, thanks to a quality planning policy, sustainable development of the city can still be achieved. Newly built areas are characterized by a high level of compaction. The study of the territorial development of the city can lead to a better balance in the use of land resources, options for the transformation of the territories of former industrial zones and enterprises that are partially functioning in these areas or abandoned and liquidated. The application of the principles of sustainable urban development according to the European model has been further developed, the integration of the housing function into industrial areas has been improved on the example of the town-planning proposal for the development of former industrial zones. The city is constantly expanding. There is a tendency to build large-scale buildings outside the old town and traditional suburbs, which are not typical for this area, especially multi-storey residential and retail facilities. Their inclusion in the general structure of the city by type (function) and size (form) in accordance with the context of urban development is not observed. At the same time, the territory of the city on the outskirts is constantly increasing, which leads to further use of natural spaces and maximizing the distance to public and commercial institutions, as well as workplaces, due to which the ammount of traffic increases. Territorial development of the city is a consequence of the general concept of the general plan of development of the city on the basis of the factors which have formed its basis. These include: The concept of economic development of the city, which is based on a market economy and private initiative, the priority development of the service sector, the development of the tourism and leisure industry. Population dynamics. Hence the output of the quantitative indicator of the required areas. Planning constraints, environmental protection and rational use of natural resources. Available territorial resources and efficient use of territories. The concept of three-dimensional composition, planning structure and functional zoning of the city. Rational system of resettlement in relation to places of employment. A number of territories, which have a very favorable position in relation to the places of employment, to transport connections due to one reason or another have not been developed - complex engineering training, lack of networks, the presence of other restrictions. All areas are partially occupied by individual manor buildings. The master plan envisages the development of these areas by 2032 without access to agricultural land. The article also discusses the options for the transformation of the territories occupied by industrial enterprises. These options can be as follows: Change in the functional purpose of the territory due to the removal or closure of industrial enterprises that adversely affect the environment. Technical re-equipment of the enterprise on new technologies (with preservation of a profile) for the purpose of reduction of harmful influence on environment. Replacement of the profile or functional use of real estate due to the bankruptcy of the enterprise. As a result of field surveys of residential and industrial areas of the city and research of urban planning documentation of the city of Chernivtsi and the Integrated Concept of Urban Development, the former industrial areas of the city were also analyzed. During the survey of all districts of the city, old industrial areas were identified, which today, due to significant use and a favorable location within the city, need to be improved and modernized. According to the Integrated Concept of City Development, conversion proposals for the development and improvement and modernization of abandoned areas of non-functioning and partially operating industrial enterprises were provided.

The article outlines the main features of the development of industrial areas (zones) on the territory of Moscow and their reorganization in the period 1990-2009. Along with the reorganization of economy “from plan to market”, the process of changes in the industrial sphere began in Moscow City. It is noted that during that period privatization of many industrial enterprises was carried out. They were undergoing restructuring and liquidation. A spontaneous process of wide-scale building of commercial housing estates and shopping centres began in Moscow City on the former territories of production facilities. Pictures No. 1–11 show the examples of industrial zones reorganization in the city.

The article considers some actual problems regarding the reconstruction of historical industrial zones in Saint Petersburg in the context of the city development general tasks. The authors analyze the world experience of using various architectural solutions at the reconstruction of industrial enterprises, taking into account environmental aspects. There are specified two types of industrial buildings and an individual approach to the reconstruction is proposed for each of them. A special type of architectural solutions is defined to the reconstruction of buildings located in coastal areas.

The article deals with the formation and transformation of the industrial areas of the city of Samara. It is matched historical Samara plans to determine the changes in the territorial distribution of production. Factors affecting the location of industry in different historical periods of the citys development are shown. The relationship between the localization of the industrial areas in Samara, their town planning features and future development is determined. It is shown how the socio-economic conditions determine the functional and territorial changes in the production area. Identified current trends of urban development renovation of industrial areas in different zones of the city planning. There is a conclusion of a qualitative change in the industry, the reduction of industrial areas and the new stage of urbanization of the city.

The article analyzes the master plan for the development of Volgograd, which defines the main directions of urban development of the city, developed a comprehensive urban zoning of the territory. According to the socio-economic and territorial prerequisites for the reconstruction of the city, a program of priority townplanning measures has been established. The main goal of the urban development of the city is to preserve and increase the architectural, spatial, historical, cultural and landscape identity of the city, creating for the population and future generations favorable for life, a safe and diverse urban environment. The General plan is made to implement the functions of Volgograd both a center of region and considering the close relationships with the cities and settlements within the zone of its direct influence. It is the basis for the development and implementation of long-term and priority programs for the development of urban infrastructure, conservation and development of natural areas, reconstruction of residential and industrial areas, development of public, business and cultural centers, tourism and recreation facilities, integrated landscaping, urban planning projects. The location in the most attractive Volga strip a severe large industrial enterprises, complicating the environmental situation, is a serious obstacle to the harmonious development of Volgograd. The gradual liberation of the Volga riverbank from production functions and their replacement by public-residential and recreational ones is one of the most urgent modern tasks of Volgograd. For such a long city as Volgograd, the development of transport infrastructure is vital. It is the good connectivity of all areas is considered the basis of urban sustainability and the integrity of the urban organism. In the General plan, the development of transport infrastructure is considered from the position of both external and internal transport. the Master plan is focused on the maximum possible disclosure of the existing potential of the Volgograd transport hub, strengthening its role as one of the largest hubs of Federal importance. There are many measures aimed at the development of external transport links. Much attention is paid to the development of inbound tourism. The main objective of the policy in the field of tourism is to create a modern highly efficient and competitive tourist product on the territory of Volgograd.

Rapidly changing framework conditions for city development such as globalization, demographic trends, deindustrialization, technological developments or the increasing urbanization as well as the economic, social and political changes are profound and change our urban life. This leads, that the cities of tomorrow will differ essentially from today´s city principles. Therefore innovative, strategically wise and quick action becomes a criterion for success. Here, more than ever, local conditions and requirements must be taken into account as well as global framework conditions. The responsible parties have to set the course so that the “City” remains competitive and sustainable in the future. Therefore, innovation processes and sustainable strategies for dealing with the diverse and complex agendas of a city in dialogue with those who are responsible for it must be initiated and management systems established so that new things can develop continuously and systematically. This work illustrates how the boundaries created to manage and market future liveable and sustainable city destinations are the root of the practical and academic problems that trouble city management these days.  This paper aims to develop the new integrated Smart Urban Profiling and Management model, which presents a new integrated approach for city marketing as an instrument of sustainable urban development. In this way, comprehensive research was conducted to evaluate if the holistic city marketing concept that integrates elements of smart city strategies and adaptive management is a more suitable instrument and integrative process than conventional city marketing in order to improve the sustainable urban development. Therefore, in this work, the designed “Smart Urban Profiling and Management model” for city management introduces an alternative and holistic perspective that allows transcending past boundaries and thus getting closer to the real complexities of managing city development in dynamic systems. The results offer the opportunity to recognize the city and consequently allow to developing successful strategies and implementation measures. This study targets to contribute to this endeavor in order to produce new impulses and incitements in the city management field and shall provide a fresh impetus for a new understanding of city marketing as the initiator of development processes, mobilization and moderator in concerning communication and participation processes. This paper is written from a perspective addressing those responsible for the city- management, city- & urban marketing and development.

High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

This study followed a chronological review of literature over the past 20 years. This was able to show relationship between inclusivity and physical development. A variety of discussions were looked into including dimension of inclusivity, definition of inclusivity, scales for measurement of inclusivity, methodology for appraising inclusivity, protagonists of inclusivity, and antagonists of inclusivity. The intricacy of the correlations between inclusive physical development and life expectations of residents are improved upon so as to show the similarities of these parameters. The analysis of the relevant literature indicated the process of enhancing the urban space and ensuring that all interest and strata of groups in the human composition are adequately cared for by employing the best parameters from the conceptualization of the city development, all the indicators of inclusiveness are well thought out.

The article discusses the role of the social context in the evolution of implemented urban development utopia. The ontological and morphostructural problems of one of the implemented urban development utopias on the example of the city of Togliatti are revealed. It was established that the general plan of the Avtozavodsky district of Tolyatti, which fully met the ideals of the Athenian Charter, came into conflict with the idea of the city as a concentrated environment. It is noted that modern Togliatti is in search of a solution to the problem of the integrity of the urban structure. The conclusion is drawn: overcoming the crisis state of Togliatti lies in the field of generating, including new utopias; integration of existing morphostructures; reinforcing redundant conceptuality of form with contextual content. A new morphological unit is proposed - this is macro frame, which is based on multilevel integration of traffic and pedestrian flows.

This article focussed on Sustainable Urban Mobility Plans of Lithuania cities. These plans started to prepare in 2016 and now the need to assess their technological, economic, environmental and social aspects has emerged. To assess prepared Sustainable Urban Mobility Plans and their efficiency established different assessment systems that identify the very effective urban mobility measures and their impact to city development. These assessments do not indicate whether the measures are appropriately chosen according to the structure, characteristics, existing transport system of the city, the assessment shows the significance of the mobility measures to urban development. Santrauka Straipsnyje nagrinėjamas Lietuvoje 2016 m. pradėtų rengti Darnaus judumo mieste planų technologinis, aplinkosauginis, socialinis, ekonominis poveikis miestų plėtrai ir jų susisiekimo sistemoms. Pasinaudojus mokslininkų sukurtomis įvairiomis judumo priemonių vertinimo sistemomis, susisteminus visų metodų judumo priemones į vieną bendrą rinkinį ir pasinaudojus darniais miestų plėtros modeliais, įvertinti parengti Darnaus judumo mieste planai. Šis vertinimas neparodo, ar priemonės yra tinkamai pasirinktos pagal miesto struktūrą, charakteristikas ar esamas sistemas. Vertinimas parodo, kokį poveikį šios judumo priemonės turi miesto plėtrai.

The digital transformation of the city development management, the development of information base for the implementation of plans and programs on improvement of the urban environment quality is an urgent task. The article considers methodological approaches to the formation of a methodological basis for digital transformation of the city territorial development management system. The authors have carried out an analysis of scientific works in the field of the city management digitalization and legislative acts concerning the procedure for monitoring of the City Master Plan implementation. Based on the results of the research, the principles and objectives of monitoring are indicated, and an algorithm for the formation of the system of monitoring indicators is proposed aimed at assessing the efficiency of the City Master Plan implementation.
